Alberta Transportation amended Permit No. RSDP032654 is issued to Parkland County (Permittee) under the Highways Development and Protection Regulation authorizing the above noted development(s). b. at least seven (7) full working days prior to completion of construction to inspect site clean-up and restoration of disturbed areas

6. No additional highway access will be permitted. 7. Approval of companies having buried utilities shall be obtained prior to access

construction or upgrading. 8. The proposed development is to be set back 0 meters from the highway right

of way, as shown on the attached site plan. 9. The Department accepts no responsibility for the noise impact of highway

traffic upon any development or occupants thereof. 10. This permit approves only the development contained herein, and a further

application is required for any changes or additions. 11. Use of existing highway access may continue on a temporary basis. 12. Reclamation of the disturbed areas within the highway right-of way shall be

done in a timely manner, to the satisfaction of Alberta Transportation. All waste material shall be removed and all disturbed areas shall be leveled, trimmed, and re-seeded to restore the right-of-way to at least as good as the adjacent undisturbed area. The highway grass seed to be used is in Alberta Transportation's Design Bulletin 25 available on our web site at https://open.alberta.ca/publications/25-2005.

13. The department has reviewed your traffic accommodation strategy and accepts your plan. The holder of this permit and the Minister acknowledge that as a result of the Permittee working in the right-of-way, the right-of-way will be in disrepair. Pursuant to section 108(1)(g)(iv) of the Traffic Safety Act, RSA 2000, c.T-06 (the “TSA”), the Permittee or their contractor, while performing the work of electrical facility installation, is authorized to prescribe a lower maximum speed limit than is prescribed in section 106 or 107 of the TSA by erecting construction zone signs in the interest of promoting safety. Signs are to be removed immediately following completion of the project and removed or covered whenever work, as indicated on the signs, is no longer a hazard. The Permittee or on-site representative must have a copy of the entire permit with them at all times when signs are erected along the highway. It may be required to provide it to a peace officer.

14. The Permittee shall undertake all reasonable precautions to protect and safeguard the lives and property of the travelling public and property owners. This includes barricading, signing and flagmen as required. No Work shall be done within the highway right of way during darkness or reduced visibility.

15. All Work inside the highway right-of-way shall conform to current standards and regulations, and be carried out in such a manner so as not to endanger public safety. The Permittee shall be responsible for traffic control and signing during the Work to the satisfaction of the Minister. At no time shall the highway or public roadway be closed to traffic. While working in the highway right-of-way, the Permittee shall follow the Traffic Accommodation Strategy (TAS) as reviewed and accepted by the department. Where normal traffic patterns are to be interrupted, prior approval must be obtained from the Operations Manager. If required, suitable signs shall be erected and trained certified flag people shall direct traffic. Signs are to be removed immediately following completion of the work within the highway right of way, or whenever work, as indicated on the signs, is no longer a hazard.

16. Alberta Transportation understands that the Permittee will monitor the traffic control measures to ensure that this strategy is performing as intended and that adjustments to this plan may be necessary to address unanticipated situations. If field adjustments to this plan are made during this project, please submit a copy of the amended plan for our review at your earliest convenience.

17. The Permittee shall indemnify and hold harmless, Alberta Transportation, its representatives and employees from any loss, claim, damage, suit or action resulting from the activities inside the highway right-of-way authorized under this permit.

18. The hours of work, no work shall commence between 7:00 am to 9:00 am to accommodate the morning rush hour, if there is any changes in the Traffic Accommodation Strategy, the change must be submitted to Wilf Cousineau at [email protected]

Permission is hereby granted to Parkland County to carry out the development in accordance with the plan(s) and specifications attached hereto and subject to the conditions shown above. If the development has not been carried out by December 02, 2021 this permit expires and the Permittee must reapply for a new permit if they wish to proceed.
