ARTICLE I: GENERAL PROVISIONS

I. St. Cloud State University will provide equal education and employment opportunities toall persons following the Civil Rights Act of 1964 (CRA), as amended, which prohibitscertain forms of discrimination in providing educational programs under Title IX andemployment under Title VII. Specifically, the CRA prohibits discrimination based onrace, color, national origin, sex, or religion. Federal law also prohibits discriminationbased on age, disability, pregnancy, and certain Veteran status. The State of Minnesotafurther prohibits discrimination based on marital status, sexual orientation, receipt ofpublic assistance or membership on a human rights commission.

II. IV. This constitution and bylaws are enacted by the Beta Iota chapter of Delta Phi Epsilon.V. Everything within this document must be in compliance with the International

Constitution and Bylaws of the Delta Phi Epsilon Sorority.VI. Quorum for events, such as ritual or chapter meeting, will be set at 2/3 of the active

members on the most current roster; this does not include inactive sisters.

ARTICLE II: MEMBERSHIP

Section 1. Good StandingI. Good Standing (as taken from the International Constitution). The term “good

standing” shall be applied only to a member who has been initiated; is not in arrears withrespect to any financial obligations to the Sorority or affiliate thereof; is not undersuspension (social, academic, service, or otherwise) by the Sorority, any affiliate thereof,or by an institution at which a chapter is located; is upholding the Expectations ofMembership; and has not been deactivated and/or disaffiliated pursuant to the SororityInternational Constitution and Bylaws.

Section 2. Eligibility for MembershipI. Legacies. The Beta Iota chapter follows the International Legacy Policy of Delta Phi

Epsilon. The policy may be found in Appendix A.II. Active Membership. Active members must be students enrolled at St. Cloud State

University. Active members must maintain the Delta Phi Epsilon Expectations ofMembership and Chapter Requirements and Expectations listed in Section 2 Part II ofthis constitution and bylaws. A minimum 2.25 cumulative GPA is required formembership, as per International Headquarter Bylaws. If you join with the campusaccepted 2.0 GPA, you will be placed on an Academic Progress Report plan, as statedbelow in Academic Probation.

III. Alumnae Membership. Alumna members of the Beta Iota chapter are sisters whohave graduated from St. Cloud State University while in good standing or acquiredalumnae in good standing status through the International Headquarters.

Section 3. Collegiate Membership StatusI. Active Membership

a. In Good Standing. All members in good standing are expected to follow theExpectations of Membership, the International Headquarters Risk ManagementPolicy, and the Chapter Requirements and Expectations listed below.

b. Not in Good Standing. Sisters not in good standing will be written to the chapterstandards board by the member of LT who presides over that which causes the sisterto be in bad standing. The standards board will determine appropriate sanctions.

i. Sisters not in good standing will not be allowed to attend formal or othersocial events; however, they may appeal to standards board for otherconsequences.

ii. A sister in bad standing due to failure of meeting the minimum communityservice hours will continue to be in bad standing until the previoussemester’s hours have been made up.

iii. A sister not in good standing cannot vote during any formal votes whichtake place in chapter meetings. However, a sister in bad standing can voteon: Tristar, the budget, bylaws, LT, and potential new members.

iv. Additional consequences of being not in good standing may be determinedby the standards board or members of the leadership team

II. Chapter Requirements and Expectationsa. Financial Expectations

i. At the beginning of each sister's membership it is established that they willset up a Billhighway account; it is each sister's responsibility to set up andmaintain this account. By doing this each sister has agreed to beingfinancially responsible to the Delta Phi Epsilon Sorority.

ii. The chapter and its members must follow the International Headquarters 30,60, 90 Day Policy regarding financials.

iii. Any violation of the 30, 60, 90-day policy will be sent to the chapter’sstandards board by the Vice President of Operations or Director of Finance.Unless otherwise specified by the Vice President of Operations or Directorof Finance. Any member in debt to the chapter will not be allowed to attendany event that utilizes chapter finances.

iv. Any carryover of a balance from a previous semester must be paid prior tothe start of the following semester, unless previously discussed with VicePresident of Operations.

1. Any member who fails to meet this requirement or fails to showproof of a conversation with the VPO regarding their balance and apayment plan, will be written to the chapter standards board with asuggested sanction of request for chapter disaffiliation.

v. All active members will to donate $10 to Dimes for Dphie by March 1st –March 20th every year, unless this donation is already included in thechapter’s spring dues.

vi. All active sisters must live in the house, and incur the costs of that housingcontract, for at least one year.

vii. Members in financial bad standing who wish to vote for Elections and/orRecruitment will need to set up a meeting with the Vice President ofOperations to discuss their current payment plan or establish a payment planoption two weeks prior to voting.

viii. Graduating sisters must be in good financial standing in order to receive asenior stole, chapter gifts, or be pinned as an alumni. They can attend theritual but will not be put through as an alumnus until they are no longer infinancial bad standing with the chapter. Any outstanding balance prior to thesenior’s final semester must be paid off in full before the first day of classesfor that semester, or they will not be able to participate in Senior to Alumniday.

b. Academic Expectationsi. A 2.25 minimum cumulative GPA requirement will be adopted by all

members of the Beta Iota chapter, as per St. Cloud State University policy.

1. Violations of this requirement will be subject to the academic pointsprogram monitored and enforced by the chapter’s VPAA andstandards board. This points program can be found in the AppendixB.

2. Repeated violations of this requirement will also be sent to thechapter’s standards board by the VPAA, beginning with the secondsemester of continued violation.

ii. All members are required to turn in a midterm grade report to the VicePresident of Academic Affairs in the Fall and Spring semesters no later thandates set forth by the Vice President of Academic Affairs.

iii. All members are required to complete mandatory monthly study hours basedon their cumulative GPA.

4.00-3.50 : 11 hours per month3.49-3.00 : 14 hours per month2.99-2.50 : 17 hours per month2.49-2.25 : 20 hours per month2.24 & below : 30 hours per month (the same as what is stated in APplan)

iv. All active members who are a part of the ACE program through St. CloudTechnical and Community College must send the Vice President ofAcademic Affairs a screenshot of their St. Cloud Tech Grades at the end ofeach semester.

v. The first semester you are in violation of the GPA requirement, you will bewritten up with a suggested sanction that you must work with the VPAA andabide by the Academic Point System. The second consecutive semester thatyou are in violation of this requirement, you will be written up with thesuggested sanction to be forced into inactive status. The third consecutivesemester that you are in violation of this requirement, you will be written upwith the suggested sanction of chapter disaffiliation.

c. Social Expectationsi. All active members are required to uphold the Media Resolution Policy as

stated by the International Headquarters, any violations will be sent tochapter standards board. The Online Media Resolution Policy can be foundin the Appendix C.

ii. Drinking in Letters. All active and inactive members cannot drink alcoholin Delta Phi Epsilon insignia in any public or private setting.

iii. Drinking with New Members. If it is in a public setting and those who aredrinking are responsible and have a safe ride home, those of age can drink.If there are individuals there that are underage, those who are 21+ can stilldrink. At private events, such as parties, active sisters do not have to leave,however, they have to stop drinking.

d. Programming/Attendance Expectationsi. Active members are required to abide by the semester calendar’s list of

events. The leadership team will do everything they can to ensure that allmajor events are listed on the chapter’s calendar at the beginning on thesemester. Attendance at events listed as mandatory is required and absenceswill be written to the chapter standards board. Attendance at mandatoryevents applies to events announced at least three weeks in advance.

ii. Each sister gets 2 unexcused absences per semester for chapter meetings.All additional absences will be processed by the chapter standards board.Attendance for Paper Chapter is still required by sending in the password tothe President by the given due date specified, failure to meet this results inan absence.

iii. Classes, CPC, Military, and other Student organizations are an automaticexcused absence with document proof of attendance.

iv. All rituals and ceremonies are mandatoryv. All chapter meetings are mandatory. Quorum for chapter, will be set at 2/3

of the active roster, this does not include inactive sisters.vi. One community service is deemed mandatory each semester

vii. All ANAD, Cystic Fibrosis, or Educational Foundation events/ fundraisersare mandatory

viii. Every day of recruitment, including the pre-recruitment workshop ismandatory

ix. 100% of Active members must attend 1 Panhellenic meeting per semester.Consequences and guidelines should follow the Panhellenic bylaws.

x. Active members are required to perform 15 hours of community serviceeach semester.

1. A sister not in good standing will remain so in the subsequentsemester(s) until a resolution is reached for that which has causedher to be not in good standing. The resolution must be agreed uponby the sister, the standards board, and the LT member who presidesover that which causes the sister to be not in good standing.

2. All members must submit their community service hours 4 weeksafter their hours were completed. If they are submitted past the4-week mark, their hours will be denied.

xi. All chapter fundraisers are mandatory within three-week advance notice.1. Any sister that does not attend a mandatory fundraiser (and fails to

find a replacement) will be automatically fined, via Billhighway, theamount of money that she would have raised, had she participated.

xii. The chapter president or person coordinating the event may excuseabsences. The standards board will assess all other absences.

xiii. Fines, extra community service hours, services to the chapter, etc. may beconsequences of missing mandatory chapter events.

III. New Membership. A new member of the Beta Iota chapter is defined as a woman whohas entered the 6-week new member period and intends to be initiated into the Beta Iotachapter.a. New Members are unable to vote on the bylaws or for the Leadership Team

positions until the following semester of their activation; however, they can vote onthe budget and small bubbles.

IV. Inactive Membership. As taken from the International Constitution, “A member maybe declared inactive for documented reasons including full-time internships, studyabroad, co-op programs, student teaching, university enrollment requirements, or severeillness.”a. The request to be inactive must be made one semester prior.

i. this request is submitted to the Leadership Team by completing the Requestfor Inactive Status form.

b. As taken from the International Constitution and Bylaws, “The decision to grantthis status rests with the individual chapter's Leadership Team. No member may beinactive for more than one semester/quarter without prior written approval from theInternational Governing Board or their designee. No member may be approved byher chapter for inactive status for reasons other than listed above. Any exceptionsshall be referred to the International Headquarters for approval.”

c. Inactive members may only attend rituals and public events, unless otherwiseapproved by the leadership team, standards board, or the chairholder.

V. Disaffiliation of Membership. Women who choose to disaffiliate from the Beta Iotachapter will no longer be members of the chapter or International organization.a. These women may no longer represent themselves as members of the organization

nor wear sorority apparel or insignia.VI. Transfer/Non-continuing Membership (TNC). Sisters who transfer from St. Cloud

State University to another institution or choose not to continue with their universityeducation will be considered TNC status.a. Sisters of this status may take advantage of the following:

i. return to St. Cloud State University as an active member of the Beta Iotachapter

ii. become an alumna of the Beta Iota chapter by communicating with DeltaPhi Epsilon IHQ about gaining alumna status

b. Sisters who do neither of the above are not considered alumna in good standingwith the Beta Iota chapter.

ARTICLE III: HAZING

I. Hazing Policy. The Beta Iota chapter respects and observes the Delta Phi EpsilonInternational Risk Management Policy, St. Cloud State University Policy, and local lawregarding Hazing.

a. The International Risk Management Policy can be found in the Appendix D.

ARTICLE IV: CHAPTER POSITIONS

Section 1. QualificationsI. Leadership Team. All candidates for Leadership Team office in any collegiate chapter

shall be members in good standing of the Sorority and shall maintain a 2.5 cumulativegrade point average on a 4.0-point scale. (as taken from the International Constitution)

a. If a member on Academic Probation wishes to run for a Leadership Teamposition, they are required to fill out a Waiver to Run form that can be obtainedfrom President. The form must be sent back to the President. The President andCAB will then revise the form. The form will then be discussed by TheLeadership Team to be approved or denied.

b. Any officer not maintaining this requirement will be written to the standardsboard.

II. Small Bubble Position. Candidates for all other positions must be in good standing withthe sorority and maintain a 2.25 minimum GPA.

Section 2. General Position RequirementsI. Two or more missed reports (this does not include “no report”) or team meetings may

result in the revocation of position or other consequences, to be determined by thestandards board.

II. Elected officials of the Leadership Team may not hold any small bubble positions. Ifrequired by lowered membership, they shall absorb those position duties.

III. No member may hold more than 3 small bubble positions at one time.IV. No member may sit on more than 2 different Vice Presidents’ teams at one time.V. No member may hold more than one position under the Vice President of Programming

team at a time

Section 3. Requirements to Hold Leadership Team PositionsI. President

a. Candidates must have sat on the Leadership Team for one full semester prior toaccepting a nomination for President.

II. Vice President of Operationsa. Will need to take the Billhighway drive through training to be nominated, or once

they are elected.b. Candidates are required to attend at least 1 operations team meetings prior to

elections.

III. Vice President of Programminga. Candidates must have sat on the VPP team for at least one full semester prior to

elections.

IV. Vice President of Recruitmenta. Candidates must have gone through formal recruitment as an active member prior

to electionsb. Candidates are required to attend at least 1 recruitment team meetings prior to

elections

V. Vice President of Membership Developmenta. Candidates are required to attend at least 1 membership development team

meetings prior to elections.

VI. Vice President of Academic Affairsa. Candidates are required to attend at least 1 academics team meetings prior to

elections.

VII. Member at Largea. Candidates must have sat on the standards board for at least one semester prior to

elections.b. If candidate has not previously served on the standards board, they will need to

attend a mock board meeting held by the current MAL.

VIII. Vice President of House Managementa. The House Manager position will be held the duration of the lease period.

Section 4. Duties of the Leadership TeamI. President

a. Must conduct weekly leadership team meetingsb. Will be required to attend the District Leadership Conference/Convention every

year.i. The Biennial National Convention registration fee will be paid in full by

the Beta-Iota Chapter for the current president and one elected delegate.1. Both elected delegates will also individually receive $150 of

chapter funding for mode of transportation to and from Convention(gas, flight, train, etc.).

2. If the budget allows, additional members may be elected asdelegates.

3. The terms of their fees/expenses will be voted on as a case by casebasis, by the entire chapter.

4. These funds must be separate from the 2 primary delegates.ii. The Engage-U/District Leadership Conference will have $450 budgeted

towards registration of delegates and travel each year.1. This budget will include the registration fee for 2-4 delegates; this

fee is typically $65 but may be subject to change.2. The remaining funds may go towards one hotel room (that rooms

four people) and mode of transportation to and from Engage U butmust be validated with receipts.

II. Vice President of Operationsa. All purchases with sorority funds are to be transacted with the sorority’s prepaid

debit card. The prepaid card must be pre-approved by the Director of Finance andthe Vice President of Operations.

i. Necessary exceptions must be coordinated with the Vice President ofOperations, Director of Finance, or the President.

b. When using the Delta Phi Epsilon prepaid card to make purchases, receipts mustbe submitted to the Director of Finance within two weeks of using the card viaemail to [email protected] or hard copy submitted in person.

i. The individual who used the card will be considered to no longer be ingood standing if this procedure is not followed.

c. The Delta Phi Epsilon prepaid card must be returned within three days of use tothe card holder or passed to another sister if specified by the card holder to do so.Failure to follow this procedure will result in the sister being written to standardsboard

d. The Director of Finance must create a google doc the entire chapter has access toand should be updating the budget for chapter viewing and must be updatedbi-weekly.

e. Must conduct, minimally, bi-weekly team meetings

III. Vice President of Programminga. Will be responsible for Education Foundation Chairb. Must conduct weekly team meetings

IV. Vice President of Recruitmenta. Must conduct weekly team meetingsb. Must attend Panhellenic Recruitment meetings

V. Vice President of Membership Developmenta. Must conduct weekly team meetingsb. Must attend all New Member Educational Meetings

VI. Vice President of Academic Affairsa. Must conduct weekly team meetingsb. Must conduct meetings with those on Academic Probationc. Must oversee and enforce the Academic Points Program

VII. Member at Largea. Must conduct weekly team meetingsb. Must conduct, minimally, bi-weekly standards board meetings

i. Standards Procedures: The Beta Iota chapter follows the IHQ StandardsBoard Manual for all Standards Board processes, any questions aboutthese processes can be directed to the MAL or Sisterhood Advisor

c. Current Mal must hold a Mock Standards Board Meeting with the newly electedMAL after her election

Section 5. HousingI. General Expectations

a. 601 8th Avenue South, including the garage, yard, porch, and parking space is allproperty to be considered the Delta Phi Epsilon house. When references to thehouse are made, all areas and property are included in this.

b. Tenants are defined as the residents which currently pay rent and have signed alease.

c. There will be absolutely no drugs or alcohol permitted on the premises. Thisincludes storage in personal fridges, rooms, etc. or use regardless of age ormembership.

d. There shall be no smoking of cigarettes inside the house. There shall be no vapingand E-cigarettes of any kind inside the house during events. The designatedsmoking area will be in the back by the parking spaces, do not litter.

e. The landlord will set rent with the House Managerf. Only 10 members may live in the house.g. All active sisters must live in the house for one year.h. Quiet hours will be established at the Delta Phi Epsilon House. These hours are

Sunday-Thursday 9pm-8am and Friday-Saturday 12am-9am. If a sister has acomplaint regarding noise levels, they must first establish communication twicewith the sister committing the same offense before writing them to standards.

i. Individual leases will be signed by all tenants (prior to set move in date) copied,and kept on file with the landlord, the President, House Manager, and the tenants.

j. Pets must be voted on by the entire chapter, prior to the tenant’s lease agreement.k. All pets residing in the Deeph must be up to date on all vaccinations and must be

spayed or neutered. Animal health records must be submitted to the HouseManager prior to signing the lease.

l. Visiting animals must be approved by all current tenants, before their entrance tothe house.

m. No animals may be present during formal recruitment events.n. If animals are residing in the house, they must be removed from the premises one

week prior to the Sunday before formal recruitment week.o. Parking space is reserved for current tenants only. Special permission to park in

this area may be gained by non-resident sisters and Alumni. No one other than asister may park in the allotted area.

p. The utilities not included in rent will be divided fairly by the house managerbetween all tenants and paid to the bill holder by the specified due date.

q. Anyone having a house guest stay for an extended period of time must make thisinformation known to all tenants prior to the day of their arrival. If issues arise,they must be dealt with using the House Manager, MAL, or President as amediator.

r. House chores are to be set by the House Manager, and all tenants will be informedof the system to be utilized.

i. The house manager will check off when each chore is completed.

s. An explanation or detailed definition of each chore will be made available by theHouse Manager.

t. Every tenant will participate in household chores, regardless of their availability,amount of time spent at house, or chore assigned. You may negotiate to haveother sisters do your chore for you.

u. No one other than an initiated sister of the Delta Phi Epsilon sorority may becomea tenant of this property.

v. Active and inactive, initiated sisters of the Delta Phi Epsilon sorority have overallpriority in becoming a tenant of this property regarding sisters who arenon-continuing.

w. If a sister disaffiliates, they can continue to live in the house but have to adhere tothe same rules, or they may sublease to a sister

x. Scroll order will be utilized, if necessary, to determine room assignments.y. House scroll is defined as the order of sisters who have previously been tenants

in the house. Top scroll will be awarded to the sister who has lived in the housethe longest, and subsequently from there. If two or more sisters have been tenantsfor the same duration of time, their sorority scroll numbers will be utilized.

i. If you live in the house, you will have the ability to keep your currentroom.

z. Every year 10 individual leases will be signed no later than November 1st withthe House Manager, Landlord, and the President. An additional security depositwill also be given by all future tenants at this time.

aa. It is a requirement that every sister lives in the house for a minimum of one yearduring her membership but are welcome to live there longer than the requirementif she decides. Volunteers to live in the house are due by October 1st, when roomassignment is completed based on house scroll and then regular scroll. If thehouse is not filled by November 1st scroll order will be utilized until an availablesister is found to move in beginning with the oldest scroll. If this is necessary, anadditional second room assignment will be completed based on the open roomsleft. All 10 sisters must be identified prior to November 1st, when leases aresigned. A sister may be excused from this search if they are grandfathered out ofit, have already served her one year requirement, cannot move in to the house dueto physical means, have a scholarship within the dorms, are a graduating senior,or for other approved reasons from the leadership team or standards board.

bb. House code shall be given only to active sisters, Tri-Star, The CAB Board, andinactive sisters living in the house. The code will be changed every semester.

II. Expectations for General Sisters and Chairholdersa. Ask all roommates on the floor permission to use the following:

i. Showerii. Cooking/using kitchen

iii. Using roommates’ thingsiv. Going through any cupboards besides the community shelfv. Refrigerator

III. Expectations for Roommatesa. For mandatory events that are at the house, roommates should clean up personal

items in common spaces. This includes kitchen, living rooms, entryway, hallway,bathrooms, etc.

b. Chapter funded supplies cannot be used by roommates.

IV. Expectations for Chairholdersa. Chairholders must notify roommates 3 weeks prior to upcoming events.b. Chairholders in charge of an event at the house need to clean up all garbage,

decor, etc. after events regardless of clean-up crew (if they do not clean up)c. Chairholders are also expected to put everything back into its place after the

event. This includes chairs, tables, couches, etc.

Appendix A: Legacies

I. Legacies. A "legacy" is the sister (stepsister), daughter (stepdaughter), or granddaughter(step granddaughter) of a member of Delta Phi Epsilon Sorority.

II. Declared Legacy. A declared legacy is a legacy who has submitted the necessarydocumentation with the International Headquarters prior to the beginning of therecruitment process.

a. Whenever possible, a Delta Phi Epsilon "legacy" should be invited to the firstinvitational party. No declared “legacy” should be denied an invitation to the firstround of invitational events for any reason other than academic ineligibilityaccording to campus and/ or Delta Phi Epsilon’s International policies. If adeclared “legacy” is in danger of being released the International Headquartersmust be notified. Whereas, Delta Phi Epsilon owns trademarks for the name “Delta Phi Epsilon;” nickname“DPhiE;” the Greek letters “∆ΦΕ” and the crest; now, therefore, be it; Resolved, that membersupon accepting their invitation to membership shall be entitled to utilize our name andtrademarks in appropriate context and representation; and, be it further

Appendix D: International Alcohol, Hazing, and Risk Management PolicyDelta Phi Epsilon Sorority (Revised January 2006)

Like the larger society, and the universities and colleges at which its chapters reside, Delta PhiEpsilon is not a police state. Indeed, it employs no law enforcement agents, nor was it everfounded or chartered to do so. It regards its members as subjects of the hostcollege or universityfirst, and expects its members to conform to and abide by the laws of the land and the policies,rules, and regulations of the host institution.

In addition, Delta Phi Epsilon has adopted certain policies and rules by which its members areexpected to abide, subject only to the laws of the land and the rules, regulations and policies ofthe host institution. Failure of any member to abide by said policies and rules may be punishableby suspension or expulsion from membership, removal from elected or appointed office withinthe Sorority, or the suspension or revocation of a chapter's charter.

I. APPOINTMENTS. Upon taking office, the Chapter President shall appoint a RiskManagement Coordinator and/or Team whose names shall be forwarded to theInternational Headquarters of the Sorority. The job of this coordinator or team shall be toreview all areas of potential chapter/colony liability and implement a full chapter/colonyrisk reduction plan, coordinated through all relevant officers of the chapter/colony. Thecoordinator or team shall also seek the advice and counsel of the Chapter Advisor and theappropriate college or university official.

II. EDUCATION OF SISTERS AND NEW MEMBERSa. Alcohol and Drug Abuse Program - to be conducted for the entire

chapter/colony once per semester and for each new member class in order tomaintain good standing. (The college or university Student Life/Activities staffusually holds programs on this subject; if not, contact the ∆ΦΕ InternationalHeadquarters.)

b. Fire Prevention Program - to be conducted for the entire chapter/colony eachfall and spring; to include fire drills, posting and discussion of evacuation routes,etc. (Contact the local Fire Marshall.)

c. Emergency Procedure Program - to be conducted for the entire chapter/colonyat the beginning of each year, and after a change of officers; to include what to doand whom to call in a crisis, who is responsible for taking action and makingcalls, as well as the role of other chapter/colony members in a crisis. A report ofthis program must be turned in to the International Risk Management Coordinatorwithin four weeks at the beginning of each year, or four weeks after a change ofofficers.

d. Health Education Program - to be conducted to ensure the chapter/colonyfacility meets all health codes and that the chapter/colony is aware of currenthealth risks collegians face in their personal lives. This may include AIDS, STD's,and/or eating disorders. (Contact your college or university Health Services orappropriate local medical professionals.)

e. Basic Legal Concepts - to be introduced for the entire chapter/colony once persemester and for each new member class.

f. Explanation of International Liability Insurance Policy - to be introduced tothe entire chapter/colony each year. (Contact the ∆ΦΕ InternationalHeadquarters.)

III. SOCIAL ACTIVITIES OF THE CHAPTER/COLONY MUST MEET THEFOLLOWING CRITERIA. While Delta Phi Epsilon is opposed to the misuse andabuse of alcohol, it is ultimately the responsibility of each individual to either drinkresponsibly (where permitted by law) or abstain from drinking. Nevertheless, in an effortto assist the collegiate chapters and colonies of Delta Phi Epsilon and their respectivemembers in their efforts to act responsibly, the following policy was developed and ishereby required for use and enforcement by the individual chapters/colonies of Delta PhiEpsilon and their members:

a. Compliance with this policy is the responsibility of each chapter/colony and itsmembers, not the International Sorority.

b. All collegiate chapters/colonies and their individual members and guests mustabide at all times by applicable federal, state, and local laws and ordinances, andany and all college and/or university laws, rules, and regulations.

c. The illegal use, possession, sale or distribution of any controlled substance,including alcohol, at chapter/colony functions shall be strictly prohibited.

d. No funds of any college and/or university chapter/colony may be used to purchasealcohol, nor may the purchase of same for members or guests be undertaken orcoordinated by any member(s) or new member(s) on behalf of the chapter orpersons attending a chapter/colony function, by any means which include but arenot limited to selling tickets or cups, charging admission fees, taking upcollections or any other direct or indirect means of collecting moneys frompersons attending such functions.

e. No chapter/colony may co-sponsor or co-finance a function where alcohol ispurchased by any of the other host chapters, groups, or organizations.

f. There will be no alcohol allowed in chapter housing, which includes but is notlimited to university or other housing devoted exclusively to use by Sororitymembers for Sorority living and activities.

g. Whenever alcohol is served at a function sponsored in whole or in part by a DeltaPhi Epsilon chapter/colony. (e.g. You cannot co-sponsor an event where oneorganization supplies the alcohol while your chapter/colony supplies food.)

i. Alcoholic beverages shall be served only by a professional paid bartender.ii. No chapter members, collectively or individually, shall purchase for, serve

to, or sell alcoholic beverages to any minor (i.e. person under the legaldrinking age).

iii. All members and guests of any co-sponsored event shall be "carded" in anearnest effort to avoid violations of the state drinking age.

iv. Both non-alcoholic beverages and food must be served.

v. Designated "sober" drivers should be selected for the evening, and theiravailability and identity made known to members and guests at any suchfunction, and/or other suitable arrangements should be made fortransportation home from such functions by sober outside contractors (taxicabs or otherwise) for those interested members and guests, and theavailability of same should be made known to all in attendance.

vi. Under no circumstances should intoxicated persons be served alcohol.vii. Under no circumstances should any member or guest be forced to drink

alcohol nor encouraged to participate in "drinking games.”h. No chapter/colony may allow a tap system and/or keg to be present at any chapter

function unless part of a cash bar operated by a qualified bartender.i. No chapter/colony may co-sponsor an event with an alcohol distributor or tavern

(tavern defined as an establishment generating more than half (1/2) of annualgross sales from alcohol) where alcohol is given away, sold or otherwise providedto those present.

j. All membership recruitment activities associated with any chapter/colony will bedry, with no alcoholic beverages served.

k. Open parties with unrestricted access by non-members of the sorority withoutspecific invitation shall be prohibited. Individual non-members attending achapter/colony function or a function co-sponsored by a chapter/colony, may doso only by specific invitation, and lists of individual guest names must bemaintained and monitored at the door or entry to preclude entry by the uninvited.

l. No alcoholic beverages shall be served to, provided for, or purchased for any newmembers or initiated members in connection with any aspect of the new membereducation program.

m. Any member who has knowledge that any underage person in attendance isconsuming alcohol should make such knowledge known to a Leadership TeamMember, who shall demand such person's compliance with the law, and in theevent of their refusal, she shall ask them to leave and have them peaceablyremoved from the premises if necessary.

n. Intoxication by any member or new member at any chapter/colony function or atany other time should be deemed "conduct unbecoming a “soror" and thechapter's/colony's Leadership Team shall invoke full provisions of its By-Lawsincluding suspension or expulsion for a continual pattern of drunken behavior.Habitual violators shall be advised to seek qualified counseling and be subject todismissal from membership in the chapter and the Delta Phi Epsilon Sorority.

o. All chapter/colony members shall adopt, enforce and abide by furtherInternational Alcohol, Hazing, and Risk Management Policies as the InternationalGoverning Board may from time to time enact.

p. Chapter/colonies and members should abide by and enforce the requirements ofany insurance policy issues in connection with covered events, and cooperate withthe International Sorority and insurer in the issuance and maintenance of suchpolicy.

q. If any sister or new member is known or suspected to have an alcohol orsubstance abuse problem, she must be encouraged to seek professional help. In noway must the sorority offer guidance for their problem. It is well recognized thatonly those professionals, who are experienced in alcohol/substance abuse, cantruly offer help to those individuals with this problem.

r. No chapter or colony may co-sponsor an event with alcohol present in anorganization’s housing facility, including, but not limited to fraternities, athleticorganizations, etc.

Although compliance with this policy is the responsibility of the individual members of eachchapter/colony, the International Governing Board will assess punishment and/or sanctions forsuch members' failure to adopt and abide by this policy, and for violations of this policy whichbecome known to it, which punishment and/or sanctions may include but are not limited to thefollowing: probation, suspension, or revocation of chapter charter, probation, suspension orexpulsion of the individuals involved; removal from office of those officers of the chapterinvolved; denial of membership to new members who allow themselves to be involved; removalof ritual materials until probation is lifted; additional community service and philanthropicfundraising activities; required attendance at or production of workshops and seminars on thesubject matters; revocation of rights to attend, participate in, or host certain events; andre-evaluation and/or supervision of programming.

IV. HAZING. No chapter or colony, collegiate or alumna, shall conduct or participate inhazing activities. Hazing is defined as an action taken or situation created, intentionally,whether on or off campus or sorority premises, to produce mental or physical discomfort,embarrassment, harassment, or ridicule. Such activities may include but are not limited tothe following: paddling in any form; creation of excessive fatigue; physical andpsychological shocks, quests, treasure hunts, scavenger hunts, road trips and otheractivities carried on outside or inside the confine of the chapter house, the forced wearingin public of apparel which is conspicuous and not normally in good taste, engaging inpublic stunts and buffoonery, morally degrading or humiliating games and activitieswhich are not consistent with state, federal or local law, sororal law, ritual policy, orregulations and policies of the educational institution.

a. Delta Phi Epsilon goes on record as having a strong opposition to any form ofhazing or situation that may be construed as any form of hazing. It is, therefore,incumbent upon each and every chapter/colony and sister, new member, alumnae,and advisor, to prevent any form of hazing.

b. Recognizing that individuals may differ at to what constitutes as hazing, suffice itto say that regardless of differences in any form it is both illegal and detrimentalto the individual(s) being hazed. Each chapter/colony must make a firmcommitment to eliminate any form of hazing or undignified behavior that couldconceivably be regarded as hazing.

c. Any chapter/colony or member participating in hazing of any form will besuspended by the International Governing Board and fined.

V. DRUG AND ILLEGAL SUBSTANCE ABUSE. Delta Phi Epsilon's position on drugand illegal substance abuse is that they are not to be tolerated and their use is contrary tothe philosophy of the sorority.

a. Use or possession of any illegal drugs shall be cause for disciplinary action by theInternational Governing Board with possible loss of membership. Recognition ofthose involved with the abuse of drugs must be immediately reported to anInternational Officer or staff member.

b. In addition, if any sister or new member is known or suspected to have an alcoholor substance abuse problem, she must be encouraged to seek professional help. Inno way must the sorority offer guidance for their problem. It is well recognizedthat only those professionals, who are experienced in alcohol/substance abuse, cantruly offer help to those individuals with this problem.

VI. RISK MANAGEMENT. Risk Management includes alcohol, hazing, sexual abuse,health, housing, and safety. Each chapter/colony is required to appoint or elect a RiskManagement Coordinator who will be responsible for reviewing the chapter/colony's riskmanagement program (as defined by all mentioned above) each semester andimplementing procedures to ensure that ALL sorority functions meet the guidelinesestablished for risk management. All chapters/colonies shall encourage and cooperatefully with local IFC/Panhellenic Risk Reduction Policies and programs and encouragetheir college or university to sponsor risk reduction seminars annually.

VII. CONSEQUENCES. Punishment for violation of Delta Phi Epsilon's policies, rules andregulations may include, but are not limited to: probation, suspension or revocation of thechapter's charter; probation, suspension or expulsion of the individuals involved; removalfrom office of those officers of the chapter involved; the denial of membership to newmembers who allow themselves to be involved; removal of ritual materials untilprobation is lifted; additional community service and philanthropic fundraising activities;attendance at or production of workshops and seminars on the subject matter; possibleinability to participate in certain events or host certain other events; re-evaluation ofprogramming; or any other sanction the International Governing Board deemsappropriate and necessary.
