DESCRIPTION

Deltalinqs represents the common interests of all the logistical and industrial companies in the Rotterdam port and industrial area. The organisation is considered to be the focal point and spokesman for more than 700 registered companies and associations. Via its unique network of contacts, Deltalinqs is the consultation partner at regional level, with the government and with the EU.

Preface

2012 showed us how much we are affected by what is happening in the world around us. It goes without saying that Deltalinqs has to deal with the effects of that. But we are not losing sight of our long-term objectives, and that is why our motto is ‘Excelling in growth’. In the short term we are taking account of the winds blowing from different directions. Our competitors in the Hamburg-Le Havre range are also in a similar position. Some markets will have to struggle against headwinds, while others will find it calmer or will even have the wind behind them. Let us at Deltalinqs focus on strengthening our market share in Europe.The Port Vision 2030 offers a long-term perspec-

tive on how to significantly raise the profile of our port area. Deltalinqs and its members all have crucial roles to play in this, so it is logical that we at Deltalinqs bear this in mind when we define our priorities and activities for the future. I have been fully involved in the international world of the Rotterdam port community for more than 10 years – first as the alderman respon-sible for port affairs and immediately after that as chairman of Deltalinqs. It is an exciting and inspiring business environment with which I will always feel a strong bond. I am passing the baton on to my successor with great confidence.

It feels like a relay race, but our members can be confident of a smooth hand-over. Our efforts to promote the investment climate in our port area will benefit from clear and transparent ground rules set by society. This includes an assessment of the applicability of these rules. In that regard, we learned many important things in 2012. We are prioritising safety, and rightly so, but we will also continue to focus on hinterland connections and regional accessibility. As we develop our themes, it will benefit us to opt for an ambition and an image that motivates and challenges people and binds them to us. For this reason, Deltalinqs is redoubling its efforts on the job market and in the area of innovation. There are opportunities for our members in these areas. We want to make increasing use of the knowledge that is available in our companies and share this knowledge with one another wherever possible. We also want to strengthen the involvement of

our many SME members in our activities. With this policy programme, Deltalinqs is commit-ting to the further sustainable economic develop-ment of the port area, paying special attention to the transition opportunities that present them-selves. We are supported by targeted communica-tion and lobbying that place our priorities clearly in the spotlight. It is important that we all stand by our ambitions and move forward together.

Programme of priorities in 2013-2015

1. Promoting the innovative entrepreneurial climate. Entrepreneurship and innovation form the basis of economic development. That is the central mes-sage of our lobbying activities in The Hague and Brussels.

2. Increasing our intake of young people with secondary vocational education. Working closely with the labour market, we aim to take on 500 young people with a secondary vocational qualification each year. The focus will be on technical education.

3. Implementation of an area-specific approach in the environmental permit. The efforts to intensify the use of space within the port area and the 24-hour economy demand that the environmental space currently available remains intact.

4. guaranteeing the exchange of knowledge in respect of safety. The Deltalinqs ‘University’ knowledge network is standard for all members. We will be introducing the safety passport.

5. Improving mobility management for goods and people. The accessibility of the port area is vitally important, particularly the flow of goods traffic to the hinterland via the A15, the Blankenburg Tunnel, the Rhine and the Betuweroute.

Deltalinqs’ management and members were involved in creating the Port of Rotterdam Authority’s Port Vision 2030. The implementation agenda for Port Vision 2030 has been signed and the City of Rotterdam, the Province of South Holland, the Government and Deltalinqs reached agreements about its execution.

The businesses in the Rotterdam port area all have to work with the same players impacting their activities and operations. These include the Port of Rotterdam Authority, the DCMR Environmental Protec-tion Agency, vocational education institutes, the labour inspectorate, the customs autho-rities and the City of Rotterdam.

The unique character of the port area and the specific opportunities it offers make it worthwhile to establish an area-specific approach. Accordingly, in many areas of discussion we can work more effectively as a business community by agreeing on common standpoints. Busi-nesses will also benefit from continuity in the relationship networks they maintain, whether at the local, regional, national or, in certain areas, European level. Deltalinqs offers its businesses a practical organisational form for initiating support and commitment.

Deltalinqs offers its members a platform for sharing insights and opinions and, where appropriate, agreeing on common priorities and activities. We believe in a proactive approach and we act as a mouthpiece for and on behalf of our businesses.Deltalinqs initiates, organises and

coordinates various knowledge networks in which our members can share ideas and experiences with a view to implementing solutions for shared problems more quickly. In these networks, we are largely dependent upon the available expertise of our members and the input of specialist knowledge by our extraordinary members.This unique pooling and clustering of efforts enables Deltalinqs to lobby effectively, initiate projects and play an important role for our members.

Communication supports Deltalinqs’ priorities, sharing strategic and clear proactive messages with our members, the general public and public authorities. Constantly monitoring how our message is being received or whether it needs to be expressed more clearly is a self-evident part of our communication activities.

Public Affairs responds to political decision-making, changes in society and changes in public opinion, which impact the way that Deltalinqs and its members operate. Through publicity, targeted information and dialogue we nurture mutual support between businesses, public groups and the government. We do this by:

- improving relationships with our members by communicating effectively and proactively and by reporting on our communica-tion activities and providing feedback in the form of measurable results

Outlook for 2030Rotterdam has continued to develop and is now Europe’s number 1 port and industry complex, with a competitive business and investment climate. The key role played by the businesses in the Rotterdam port area is appropriately recognised and acknow-ledged by all relevant stakeholders.The government acknowledges the special position of the Port of Rotterdam in the laws and regulations it passes and uses this special position as the basis for its policy. Close collaboration with businesses and knowledge institutions is encouraged. Invest-ments boost the top sector policy and are aimed at encouraging innovation. The Port of Rotterdam and its industry are important pillars in the welfare of both the region, the Netherlands and Europe as a whole.

Priorities in 2013–2015 1. To improve the strength and effectiveness of Deltalinqs’ lobbying

activities around relevant issues, particularly in The Hague and Brussels. The focus is on far-reaching decisions concerning the Rotterdam port area. Lobbying is a necessity: the businesses here support our economic recovery.

2. To further boost the business and investment climate in the Rotterdam Port and Industry Complex, we will reinforce our position in discussions and decision-making concerning (port) tariffs, the administrative burden and border controls (govern-ment interventions).

Deltalinqs’ activities- Deltalinqs conducts the annual tariff

negotiations with Havenbedrijf Rotterdam on behalf of the businesses in the port. The aim is to incorporate the level of discounts awarded in previous years into the new tariff.

- Deltalinqs conducts intensive discussions with public authorities about aspects such as valuation of real estate, development

of environmental permit fees and further reduction of the administrative burden in general.

- Deltalinqs argues for a favourable tax climate to boost investment and therefore also innovation.

- Deltalinqs draws attention to the level of land prices in the port area.

Deltalinqs’ efforts must bring about a substantial reduction in the administrative burden, the balanced development of (port) tariffs and a clear improvement in the entrepreneurial climate.

Deltalinqs’ activities- Holding structured discussions with the parties involved, both

at operational and board level. Where necessary, Deltalinqs also acts as the spokesperson for the business sector.

Streamlining government interventions Deltalinqs plays the coordinating role in the dialogue between sea port terminals, forwarding agents and ships’ brokers on the one hand and authorities such as customs and the inspectorates on the other, with the aim of arriving at joint agreements. Deltalinqs facilitates the dialogue around relieving the inspection burden and speeding up the logistics process in the port.

The Port Vision 2030 describes the port’s ambition to become a global hub and Europe’s industrial cluster. To achieve these ambitions we need a good supply of well-qualified personnel. Our members are facing many changes and innovations in the port area, and skills will be needed to implement these. It is more important than ever before to match the demand for personnel in the business sector and the vocati-onal education offered in the region.Regular vocational training institutions take the initiative when it comes to deve-loping, managing and maintaining the modern training infrastructure. Businesses use this infrastructure to provide training, retraining and refresher courses for their staff. Deltalinqs plays a central coordinating role in this process.

The business sector prefers to recruit staff within the region. The personnel structure is a reflection of the regional workforce.

The vocational training sector, public authorities, Havenbedrijf Rotterdam and Delta-linqs work together on the Kennisinfrastructuur Mainport Rotterdam (KMR) platform.

Process and Maintenance CollegeAt the Process and Maintenance College, Deltalinqs collaborates with the STC-groep, Albeda College and ROC Zadkine. We coordinate the participating companies’ activi-ties and ensure continuity in their commitment.

Regional training infrastructureDeltalinqs is focusing on secondary and higher vocational training (MBO 3/4 and HBO), with port and logistics training at Lloydskade in Rotterdam, process technology in Brielle and maintenance training at RDM.The infrastructure at these locations will fulfil the function of a business school.

Outlook for 2030The Rijnmond region applies an area-specific approach that optimises the use of the available environmental space within the legally permis-sible environmental load. Odour, noise and safety contours in the port and industry in the region are monitored. Residential zoning does not fall within the contours.

Legislation and regulations for space, nature and the environmentDeltalinqs is committed to quick, clear, and above all, reliable decision-making on available space, the environment and nature. The businesses in the port and surrounding areas do want certainty about what is and is not permitted in the port. Deltalinqs has insight into the permissible levels of noise and emissions, contours for external safety and their potential impact on nature. Fictitious domes over the port area have been defined with the associated permit systems. Deltalinqs is closely involved in the determination of splitting up the distribution factors under these domes.

Priority for 2013 – 2015Deltalinqs and the Port of Rotterdam Authority are working together to develop an area-specific approach. This will be included in the draft texts of the Environment and Planning Act and the Nature Act.

Groei van de haven en groei van de omgevingWe want to achieve the right balance between the growth in neig-hbouring municipalities and the growth ambitions of the port and industry in order to prevent nuisance.In 2013-2015 Deltalinqs wants to continue to be involved in spatial planning early on in the process, in order to avoid legal proceedings at a later stage. Our aim is to achieve a regional development plan that sets out the spatial, environmental and natural frameworks. We also want to play a role in regional and local political opinion forming during this period.

Towards a sustainable port economy Innovations by businesses in Rotterdam have

boosted the development of the Haven Industriële Complex transforming Rotterdam into the global hub for logistics, LNG, containers, bulk goods, energy flows, CO2, fossil/biofuels, and bio-based raw materials. As a result, Rotterdam is continuing to build on its leading position.By 2030 Rotterdam will be Europe’s leading hub for global flows of goods.

Innovation is a must for all Rotterdam port businesses if they are to remain competitive at an international level. In the operational environment the focus is mainly on organisational, logistics and process-technology innovations. For knowledge institutions, industrial service providers and SMEs, the challenge is to develop and test demonstration projects in collaboration with the large companies. The region makes full use of funding from the national government and the EU.

Priority for 2013 – 2015Promoting the use of sustainable energy and raw materials, such as LNG as a transport fuel and biomass as raw material for the chemicals industry and as fuel for transport and for energy generation.Deltalinqs has two innovative programmes that contribute to the use of sustainable energy and raw materials:

1. Deltalinqs Energy forum (DEf), focusing on energy efficiency, sustainable energy and raw materials, and CCS (carbon capture and storage, transport and re-use).

2. SmartPort; a collaboration between Erasmus University Rotterdam and Delft University of Tech-nology, serving as an interface between business and science.

Outlook for 2030The safety culture shared by all businesses in the Rotterdam Port and Industry Complex in 2030 is characterised by a high degree of control over business processes. Deltalinqs ‘University’ is the underlying safety programme for all members. This results in impro-vements in the area of Safety and Security. Businesses and local authorities actively share knowledge and learn effectively from each other’s activities.The social debate regarding the presence of an effective and responsible safety programme remains topical, especially for high-risk businesses. The discussion is mainly aimed at showing results achieved (transparency) and therefore earning the trust of the local community (‘licence to operate’).

Priority for 2013 – 2015- Deltalinqs will facilitate the structural sharing of knowledge relating to risks and

safety. The Deltalinqs ‘University’ knowledge network is standard for all Deltalinqs members.

- We will organise inspiring workshops to bring Deltalinqs members together and strengthen mutual ties.

- We will encourage all Deltalinqs members to recognise, acknowledge and, where possible, use the new working method for harmonised safety instructions with licensees and the digital safety passport.

- Participation in the crime platform.

Deltalinqs’ activities- coordinating Deltalinqs ‘University’ activities- harmonising safety measures, instructions and incident procedures. This relates to areas such as:1. Safety at work and instructions focusing on harmonising and standardising safety measures and

instructions, such as standard port instructions, recommendations for working safely for customers and contractors, securing attainment and test targets for safety instructions.

2. Incident management and fire-fighting services, focusing on guidelines for harmonising incident procedures and coordination with government procedures. Examples include the Deltalinqs Red Book, the Deltalinqs mobile phone network and Central Post, Schermenpool (‘Screen pool’), Unified Fire Department Services, CoPI training and the CIN scheme.

3. external safety and risk management, focusing on the implementation of the Major Accidents (Risks) Decree (BRZO). Subjects covered include coordination resulting from safety reports and major accident risk decree/risk prevention policy documents, manageable inspections, group risk discussion and disaster management plans.

4. Security and crime management, helping to raise awareness among business executives of the risks of terrorism and criminality in the supply chain. Examples include port security regulations (ISPS code), protection of vital infrastructure, the crime management toolkit and cyber security.

Outlook for 2030The infrastructure network in and around the port and into the hinterland is reliable and robust in 2030. Freight traffic, which has increased considerably with Maasvlakte 2, now takes place on a synchromodal basis. This means that, with the highly integrated port ICT networks, transport is shared between the different means of transport: road, inland waterways, rail and pipeline. The Port of Rotterdam offers unrestricted access for all ships and provides world-class maritime services. Commuter traffic in the port is organised efficiently; there is demand-responsive transport for businesses thanks to the intermeshing of public and business transport. The strong De Verkeersonderneming is mandated and is the number one authority in the area of mobility and traffic manage-ment.

Priority for 2013 – 2015To introduce mobility management for people and goods in the Port of Rotterdam.

As part of the 2013-2015 programme, the main artery of the Port of Rotterdam, the A15, will be widened. The contractor will keep disruption to a minimum but there will nonetheless be more pressure on the A15, partly as a result of the increased goods flows leaving the Port of Rotterdam. The new container terminals at Maasvlakte 2 will be operational at the end of 2014. This means that there will be significant additional growth in goods traffic in future years. The hinterland connections must be effective; otherwise they will form the Port of Rotterdam’s Achilles heel. Focus on mobility management together with De Verkeersonderneming is necessary to keep the A15 open for traffic in the years ahead.

InfrastructureThe A15 will be widened during this policy period and will then offer sufficient capacity for about five years. The A4 Midden Delfland will also be completed by late 2015. Despite this, the current network will still have insufficient capacity in the next few years, and the following years.

The network has a number of fundamental missing links, such as the new western cross-river connection, the A4 South and the A13-16. The hinterland network will also need to be upgraded to absorb the growth resulting from the construction of Maasvlakte 2. Investment will be needed to enable rail traffic via the Port Railway Line and the Betuweroute to be fully exploited and to keep the capacity on waterways up to the required standard.

Mobility managementThe creation of ‘hard infrastructure’ will be combined with ‘softer’ measures. De Verkeersonderneming will work with Deltalinqs to develop a package of mobility management measures. This package from the Beter Benutten [Making Better Use] programme consists of measures for both passenger and goods mobility. Projects such as Spitsmijden [peak avoidance incentives], collective passenger transport, alternative transport methods and modal shift will all contribute to mobility manage-ment; businesses will play a major role in achieving this.

Traffic managementIn recent years traffic management has played an ever greater role in fully exploiting the existing capacity of the infrastructure. Information systems have been improved, incident management is being used to clear roads quickly after an incident, and minor infrastruc-tural interventions have improved capacity at a number of bottlenecks. In the 2013-2015 policy period, during which the A15 will be widened, we will need to pay constant attention to dynamic traffic management. Dealing with incidents quickly and efficiently and ensuring fast and effective information provision will help avoid major traffic chaos.
