Daman is located in the midst of industrial belt of Western India. The recent industrial development activities have brought spectacular changes in local economy. The locals are getting year-round employment from the industry. Their land holdings have become worth millions of rupees. Same way, the tourism industry has transformed the lives of people of Diu. The out put, which farmers are getting from agriculture, is not even sufficient to secure their annual food requirement. As such, over the years, the traditional agriculture has become un- economic and un- sustainable activity. The farmers are, therefore, diverting their agricultural land for industrial/ commercial purposes.

The average land holding per farmer is very small. Therefore, the farmer is unable to take diverse crops. The amount and pattern of rainfall, further, force the farmers to opt for a particular crop. In Daman, farmers are cultivating mainly paddy and in Diu, the bajara is sown in the kharif season. There are several limitations on practicing multiple cropping patterns.

3 In the UT of Daman & Diu, there are about 8355 operational holdings operating in the area of about 3145.34 hectares of agricultural land. The average size of holding in the UT is about 0.50 hectares. The small & marginal farmers comprise the largest segment, i.e. about 97 %. A substantial part of agricultural land is continued to be under horticultural species like mango, coconut and chikoo. An area of about 1121 hectares has been brought under command area of the Damanganga Reservoir Project.

4 A ray of hope lie in adopting integrated farming approach. The resources like animals, poultry, fishes, etc., which are ensuring economic & livelihood security of small & marginal farmers needs to be integrated. If hi-tech interventions are added to this, even small farm units will do wonders in income generation. The farmer needs more viable and appropriate seeds of hybrid paddy for increased production.

ACTIVITIES FOR THE CURRENT YEAR 2015 - 16 • During the financial year 2014-15 Certified Seeds of Paddy ( Variety G.R.4 ) have been produced at Government Seed Multiplication

Farm, Kachigam, Nani Daman. This seeds G.R.4 is not available in the nearby area, as such farmers were facing the problem for getting the seeds. So the department produced certified seeds and has been given to the District Panchayat for distribution to the farmers during the year 2015-16. This paddy seed variety of G.R.4 is a pest resistant and high yielding and also suitable for local atmosphere/conditions. As such due to this effort made by Agriculture Department, Daman Farmers will be benefitted for growing high yielding rice in their field.

• By Training/Workshops on various subjects of Agriculture such as Integreted Pest Management, Mushroom Cultivation, Mango Cultivation etc. were organized at Farmer Training Centre, Kachigam. Such trainings programmes will benefit the farmers to enhance their agricultural production and ultimately up lift the economic condition of the farmers. The farmers of Daman after training already they have been motivated to take up small scale projects i.e. Mushroom cultivation & Vermi Compost unit in their own fields.

• The Administration of Daman & Diu has introduced new scheme under U.T. Plan through Agriculture Department i.e. “ Daman & Diu Krishi Vikas Yojana” in the current financial year 2014-15 which has already been approved by this Administration. Under this scheme Farmers will get the benefits up to 50% subsidy on Agriculture Mechanization i.e. Power Tiller, Winnowing Fan with agriculture implements like Rotary Tiller, Chain Saw, Earth Orgar, Paddy harvesting cutter, Grass/weeding cutter, Branch Cutter etc. and Plant protection Equipments i.e. big sprayers, Battery Sprayers, also Drip Irrigation System and HDPE pipe ( 75 MM) or Barbed /G.I. wire fencing work carried out - 50% subsidy limited to maximum cost of Rs. 1.00 lakhs per farmer. This scheme is going to be very beneficial for providing financial support to the farmers by means of subsidy.

• The Administration of Daman & Diu , Daman has also approved & introduced new scheme under U.T. Plan namely “ Bee Keeping” in current year 2014-15 under this scheme Training & Materials on subsidised rates will be provided to the Farmers for uplifting economic condition of the Farmers through additional income without much additional inputs. This Scheme is also going to the implemented immediately on receipt of approval from Government of India.

• Soil sample collection program is in progress under Sansad Aadhar Gram Yojana, Pariyari Group Gram Panchayat, Moti Daman.

• Objectives: To ensure better agricultural plan of the U.T. Achieve the goal of reducing the yield gaps in important crops, through focused interventions, maximize returns to the farmers in Agriculture and allied sectors, bring about quantifiable changes in the production and productivity of various components of Agriculture sector by addressing them in a holistic manner.

• Components: To ensure all round development and economic viability of Agriculture by providing necessary support, encouragement and incentive to the Farmers.

• Bee Keeping :

• Objectives: Uplifting the economic condition of the farmers through additional income without much additional inputs, Encouraging stepping up agricultural production through pollination.

• Components: There are several limitations on practicing multiple cropping patterns, Horticulturee crops like mango, chickoo and coconut occupies substantial portion of total agricultural land available in the U.T. Looking at the agro climate condition of the area and scope apiculture can be tool for augmentation of income of the farmers.

TASK FORCE ON AGRICULTURE, DAMAN & DIU.

Soil Health Card :- Earlier 461 numbers of soil sample has been collected by the department and soil analysis has been

made by the Mobile Soil Testing Laboratory of Gujarat State Fertilizer Company Ltd. Vadodara a Govt.of Gujarat promoted

company. and conducted soil Health Card will be issue to the farmer in due course of time.

Status of Seed Bank :- There is potentiality for horticulture and vegetable crop along with livestock and poultry. A

production capacity of seed cum demonstration farm of Govt. Agriculture Farm is increased upto 3 to 4 MT and total

requirement of paddy seed about 10 to 12 MT in kharif seaon., out of which 30% can be available from Govt. Farm and

remaining requirement is fulfill by procuring seeds from National Seed Corporation ( NSCX) of Gujarat State Seed

Corporation ( GSSC) and State Agriculture University (SAU) of Gujarat state.

Status of water table :- It is discussed regarding water table problems of the U.T. during the discussion it is observed that

in the area of Daman District were Damanganga command area project canal network is existing there is no water supply in

the canal, there is a lot of problem of water and water table of the area is very deep. To improve the water table it is decided

for rain water harvesting by construction small check dam as a water harvesting structure in the different part of the interior

area. It will helpful to improve the water table as well as it will helpful for improve the position of drinking water for human

being and animals. It is found mandatory to be construct small check dam in the interior and undulated part of the area. It is

also necessary for construct village pond by the village panchyat through the District Panchayat Soil and Water Conservation

Scheme and farm pond by the Agriculture department, which will helpful to provide irrigation facility in the crisis period to

the crop.

Sucessful programmes in this area that U.T. would like to hare with the other State :-

(I) Inputs Distribution Programme :-

In this Union Territory there is a input Integrated Development of Scheme of Seed, Fertilizers, Pesticides, Fruit graft,

Agriculture implements, Plant Protection equipment @ 50% subsidy in which the benefits given to the Small and marginal

farmers SC/ST/woman and others farmers. The amount quantity of seeds and fertilizers is procured by the department from

Government agencies like National Seed Corporation, State Seeds Fertilizers, State Agriculture University, State Seeds Farm

and Gujarat State Fertilizer Company Ltd. etc. As the farmers of the U.T. are located in the Nani Daman and Moti Daman

places area. There is only one Private Soyeb Kirana Stores, Tin Batti, Nani Daman, he is only Fertilizer Dealer, retails &

Wholesale. If the above inputs i.e. Seeds, equipments, etc are not provided by the Agriculture Department of the U.T., the

farmer remain about 12 to 15 Km away from the near by Gujarat. To provide the inputs by the Agriculture Section, District

Panchayat, department of Agriculture at the doorstep to the farmers is the most important service/inputs for development of

Agriculture in this U.T. This is the successful programme of the U.T. Administration which can be shared with the other

state/UT whose farmer are remain in remote and interior part from the main stream.

(II) Establishment of Poly house and net house :- Department of Agriculture has development Poly House, Net House at the

Government Agriculture Farm, Kachigam and Govt. Horticulture Farm, Moti Daman from the above High-tech Agriculture

Project for the last Three years department is providing high quality vegetable seedling to the SC/ST and other farmer at

reasonable rates. In last three years department has also started to grow cripper vegetable in plastic bag & Tray after 1 or 1 ½

month which is provided to the farmers at reasonable rate. The production period for the cripper vegetable like bottle gourd,

Ridge gourd, smooth gourd, bitter gourd, Little gourd etc. is 2 ½ month. Hence if farmer take the ready cripper vegetable in

plastic bag & Tray he can get the production within one month from the date of plantation which will useful to farmer to put

their production within one month in the market as a reason the extra exercise for watering, weeding etc. for the above

vegetables is avoided. which will decrease the cost of cultivation of the farmer, a a result their profit rates will increase.

(III) Extension and farmers Training :-

Organization of Campaign :- Department is also organizing campaign for pre-monsoon and pre-rabi in the different part of the

U.T. by organizing one day camp/khedut sibir in Agriculture Section, Ditrict Panchayt. Since last three year department has also

started to provide inputs like hybrid Seed, Agriculture input, storage bin, Sprayer and mix vegetable seed packet, planting

materials from this camp, so the farmer who come for participate in the camp can also get the require inputs from the

department.

(B) Organization Two / Three days Training Class :- Department also conduct two day training classes through the Framers

Training Centre, Kachigam and Field Visit at Navsari Agriculture University/ Progresive Farmers Field. In each training class

the requirement of Seeds, Pesticide, Agriculture input etc. has been collected by the field level functionaries and whichever input

etc. they require alongwith vegetable seedling and available fruit grafts are also provided to the farmer in the end of week so that

when the farmers reach at their home after completion of two days training they can take benefits for getting above input.

(C) In what way can NITI assist you in your endeavour ?

In the department of Agriculture of U.T. of Daman there is a shortage of field level functionaries. The total field level

functionaries i.e. Agriculture Assistant & Field Assistant are only Six. Whereas there are in total 15 Village Panchayat and

8355Nos. of Operation holding which is individually divided upto 2,000.Out of six field level functionaries, and they have

posted in three different Government Agriculture Farm to carry out the day to day activities of the seed cum demonstration and

horticulture activities. There are only Three Agriculture / Field Assistant level functionaries for among 8355 farmers. Actually to

carry out the intensive agriculture and close monitoring among the farmer, one Agriculture Assistant/Field Assistant required

among 500 Farmer. Accordingly total field level functionaries are require 08 No. to cover 8355 farmer of this U.T. As a result

the new technologies and technique can be introduced among the SC/ST/others farmer. NITI Aayog can help in providing the

extra manpower/field level functionaries for motivation of farmers and development of Agriculture.

Issues Covered on Task Force on Agriculture Development DIU :

1. Achieving efficiency in fertilizer use and improve soil health : The department of agriculture is supplying fertilizer to the farmers in adequate quantity and in balance content of NPK.

The emphasis has been given on use of more quantity of bio-fertilizer and other organic manures to maintain soil structure and fertility of the soil. No any soil health card has been issued to the farmers in the district. However, farmers who are willing to know the status about nutrient content of their respective field are being assisted to approach to the nearby Soil Testing Laboratory situated at Junagadh district of Gujarat State

2 Investment in Electricity : The farmers have been given electricity on subsidized rate for agriculture purposes. The electricity is provided on 24 x 7

basis by the electricity department. Besides this, a 3.0 MW Solar Plant has been established by the administration to meet the future requirement of electricity. 3. Research & Extension :

Under the extension activities the department is organizing local training camps through village panchayats with an object to provide essential guidance and knowledge pertaining to agriculture. A group of farmers are also been taken to visit Research Centers and KVKs situated in nearby district of Junagadh of Gujarat State to get familiar about various latest technologies applied in the field of agriculture. The visits of field of progressive farmers in nearby State are also being organized for updating their knowledge on cultivation practices. 4. Agriculture marketing and Trade :

The scope for agriculture marketing facilities appears to be less due to very small holdings. The total area covered under cultivation is about 705.0 hac wherein total numbers of operational holdings are

About 1338 holdings which includes small and marginal farmers. The farmers prefer to sell their agricultural products through local market system. 5. Link to Industry : food processing: No any food processing units has been established due to less agricultural produce. 6. Land holding consolidation: The total operational land holdings are about 1338 which cover about 705 hac of cultivable area. 7. Credit and Finance: Farmers are been provided financial support as per requirement through Kisan Credit Cards. The department helps the famers for issue of KCC from the respective banks in their areas. 8. Crop Insurance: The agro climatic condition of the district is moderate for kharif crops usually grown in this region. Hence no such situation has been reported for insurance of field crops. 9. Conversion of Schemes and Programs: The department undertakes certain schemes and program for the upliftment of farmers by providing subsidies and assistance to the farmer on purchase of agricultural inputs. Under the Integrated Agriculture Development Scheme farmers are being provided Seed, Fertilizers, Pesticides, Fruit graft, Agriculture implements, Plant Protection equipments like hand spray pumps, foot spray pumps etc @ 50% Subsidy. The quantity of seeds and fertilizers are being procured from the certified agencies.

FUTURE PLANNING & DIFFICULTIES
