Introduction

The purpose of this report is to provide an update of the DCPHD’s 2018 – 2019 Planning Division work program for the Current Planning, Comprehensive Planning and Urban Design and Research Sections. Included with this report are the following attachments: Attachments

Attachment 1 defines the Planning Division’s current organization and staffing assignments. The Planning Division has thirty-four (34) positions: Planning Division Chief (1); Planning Supervisors (3); Principal Planners (12, 1 vacant); Associate Planners (11); Communications Specialists (2); Management Specialist (1); and Administrative Specialist (1). There is one vacant Zoning Technician position. It should be noted that, due to the current and anticipated 2019 and 2020 work program priorities and constrained resources, the Planning Division’s organization and staff assignments are evolving due to the following: growing demand for planning staff engagement with a wider range of County planning and related priorities; actual and anticipated growth in the number and complexity of major special exception – site plan applications within the

Rosslyn – Ballston Corridor; potential opportunity for major and accelerated growth within Crystal City and Pentagon City; and the introduction of Permit Arlington and the advances in interdivisional and interdepartmental collaboration and service delivery. The Planning Division is committed to ensuring that the organization can adapt and respond to change and that staff realize opportunities to both expand their roles and, in turn, develop professionally and advance their careers with Arlington County. The following summarizes recent staffing changes. Current Planning A vacant Zoning Technician position has been transferred from the Zoning Division to the Planning Division’s Current Planning Section. This will enable the Current Planning Section to proceed during 2018 and 2019 with preparations for managing the intake and processing of all use permit and site plan related applications as anticipated by the Permit Arlington program. Current Planning and Urban Design The vacant Principal Planner position, currently assigned to the Urban Design team, will have expanded responsibilities that will enable the position to support the growing demand for Current Planning services, including site plan reviews, while continuing to conduct architectural plan reviews. Communications The two Communications positions will be transferred to the DCPHD Director’s office to centralize the management of all Communications staff. However, the two positions will continue to support the Planning Division. 2018 - 2019 Planning Division Work Program and Schedule - Current Planning Section (Attachment 2) Final Site Plans - At a minimum, approximately twelve (12) major site plans approved by the County Board. Preliminary Site Plans - Five (5) major preliminary site plan applications currently under review. Anticipated final site plan review process will begin in Fourth Quarter 2018. Anticipated Site Plan Applications (Attachment 5) - At a minimum, three (3) new major site plan application submissions will occur in 2018, including: Crystal City Verizon Site; Ballston 5th and Randolph Hotel; and Rosslyn Key Bridge Marriott. Potential County Board hearings in Second Quarter 2019.

- Approximately fifteen (15) new major site plan applications anticipated in 2019. Use Permits – New Applications and Renewals - Approximately 260 new use permit applications and renewals will be considered by the County Board by December 2018. Form Based Code Applications - Two (2) new Form Based Code (FBC) applications anticipated for Columbia Pike in 2019. Arlington Pubic School Use Permit Applications - Reed Elementary School Use permit to be considered by the County Board in November 2018. - Education Center use permit to be considered by the County Board in March 2019. - New APS use permit standard conditions to be completed and considered by the County Board in November 2018 as part of the Reed Elementary School use permit. Planning Commission Support - Citizens Guide to the Site Plan Review Committee (SPRC) Process to be completed by December 2018. - Preparations for electronic conversion of Planning Commission reports underway and anticipated to become effective in Second Quarter 2019. Permit Arlington - Intake and processing of site plan, use permit and other forms of related applications to be managed by the Planning Division beginning in First Quarter 2019. Administrative Regulation 4.1. Standard Site Plan Conditions - Annual comprehensive review completed in July 2018. 2018 – 2019 Planning Division Work Program and Schedule - Comprehensive Planning Section (Attachment 4) Four Mile Run Valley Plan (Attachment 5) - Scheduled for County Board action in November 2018. - Implementation phase to proceed in January 2019.

Lee Highway Planning (Attachment 8)

- County Manager approves charge in September 2018.

- Community Forum and Working Group members appointed in October-November 2018.

- Contract for professional services in December 2018.

- Planning process begins in First Quarter 2019.

Long Range Capital Facilities Planning and Joint Facilities Advisory Committee (JFAC) (Attachment 7)

- Scoping of Needs Assessment for Long Range Facilities Planning initiated in September2018.

- Long range capital facilities planning work program to be considered by JFAC in October2018.

- JFAC review of Phase 3 of Buck property analysis will occur in November 2018.

Arlington Public Schools Career Center Planning

- Career Center Working Group report presented to County Board in October 2018.

26th Street and Old Dominion Master Plan

- County Board approved planning charge, scope and process in September 2018. WorkingGroup appointments are expected by October 2018.

- Planning process to be initiated in November 2018 and completed for County Boardconsideration by the end of Second Quarter 2019.

Child Care Initiative (CCI)

- CCI Action Plan accepted by County Board in June 2018.

- A new CPHD Planner started in February 2018 and began work on Phase I implementation ofthe CCI Action Plan along with others on the DHS-led child care team.

- Phase I includes zoning amendments related to the number of children allowed and theassociated use standards and review process for family day care homes, and parkingregulations for child care centers. A community open house was held in September 2018;additional community engagement will occur in Third and Fourth Quarters 2018.Consideration of Phase I actions are expected in First Quarter 2019.

- Phase II and III implementation will follow in 2019-2021, including a review of incentives to further support accessibility, availability and quality of child care.

Special GLUP Studies - Completed two (2) Special GLUP studies: 9th and Columbia Pike was completed in July 2018

with advertisement of potential GLUP amendments. Staples (3804 Wilson Blvd.) application was ultimately withdrawn by the applicant prior to the Planning Commission public hearing.

- Work on Shirlington study to be initiated by the end of Fourth Quarter 2018. - Review of Special GLUP Study policy, process and fees completed in October 2018. Report

and recommendations under review. Report to County Board during First Quarter 2019. Zoning Ordinance Amendments (Attachment 8) - Zoning Ordinance amendments for Community Swimming Pools and Non-Conforming Two-

Family Dwelling Units to be considered by the County Board in October 2018. - Zoning Ordinance amendment for New Detached Accessory Dwelling Units to be submitted

for County Board action in First Quarter 2019. - Zoning Ordinance amendment for school design capacity commenced in September 2018.

Review and consideration of proposed amendments are expected in First Quarter 2019.

- Technical Zoning Ordinance amendments, including Media Screens at Regional Centers, parking regulations in the R-C zoning district, and assisted living facilities

Missing Middle, Affordable Housing Master Plan Implementation, and Housing Conservation District (Attachment 9) - Research and analysis of existing conditions and conceptual implementation framework nears

completion for the adopted Housing Conservation District. An Interim Report is in progress and will be shared with the County Board in December 2018. Community engagement and phased implementation of tools will continue in 2019.

- Amendments to the R2-7 district, among other changes, will remove barriers for property

owners choosing to add on to and/or renovate existing duplex and semi-detached homes and result with fewer applications to be reviewed by the BZA.

- Final phase of work on New Detached Accessory Dwellings (ADs) will resume in Fourth

Quarter 2018. Review and consideration of final proposal is expected in First Quarter 2019.

Attachment 5: Summary of Four Mile Run Valley Plan Completion and Implementation

The Four Mile Run Valley Policy Framework was adopted by the County Board in July 2018. The Policy Framework incorporates Concept Plans for the primarily industrially zoned Area Plan area, as well as Concept Plans for the Park Master Plan area; which includes Jennie Dean Park, Shirlington Park and Shirlington Dog Park. The Framework also includes policy guidance that will support development within the study area consistent with the vision organized around the following elements: Environment / Open Space, Development Form / Land Use, and Street Design / Transportation.

In September 2018, the County Board adopted a Park Master Plan, including design guidelines, for the three parks. Staff will present the Draft Area Plan at the October County Board meeting and request authorization to advertise public hearings in November for plan adoption.

Attachment 6: Summary of Housing Conservation District Work Program Update

In 2018, staff initiated Phase II of the Housing Conservation District (HCD) study to prepare planning and financial tools to achieve the goals of the Phase I Policy Framework adopted by the County Board in December 2017. As part of Phase I, 12 areas were established on the General Land Use Plan (GLUP) signaling the County Board’s intent to encourage the retention and renovation of existing rental affordable housing units, and provide opportunities for the creation of new affordable units when redevelopment occurs. The HCD Policy Framework lays out a vision for a spectrum of development options ranging from preservation to redevelopment. Phase II entails further analysis of the designated areas, including a deeper understanding of the characteristics within each area and the motivation of different types of property owners, to better understand potential tradeoffs, impacts and mitigation measures, and inform the preferred set of land use, zoning, tax, and other possible recommendations. Staff is examining the general character of each area, historic resources, street networks and block patterns, roadway classifications and conditions, existing transit service, open space and tree canopy, lot and building scale conditions, and zoning regulations. Staff has also conducted economic modeling to test the economic viability of potential affordability requirements that would accompany staff’s redevelopment recommendations.

During the first quarter of 2018, staff held information sessions with multi-family property owners and civic association presidents, and held two community meetings to provide an overview on the HCD study. Staff has met with an advisory group of representative stakeholders periodically throughout the year to provide feedback on staff’s research and analysis.

Next Steps:

Staff will prepare an Interim Report for informal review by the County Board and community stakeholders to share the proposed implementation concepts and receive feedback. Following that step, staff expects to proceed in a phased manner. An update to the Policy Framework will be needed and would include the conceptual implementation framework, additional policies, and guidelines to support the goals and guide future review of development applications. Zoning Ordinance amendments and other policy or regulatory tools would be reviewed during 2019.

APS Facilities Needs Assessment (AFSAP) The AFSAP is a report which analyzes long-term enrollment projections and any anticipated need for additional permanent seats at all school levels to support the educational mission of APS. The trends and analysis in this report help inform the priorities for the APS CIP. APS seeks JFAC’s feedback on the most recently completed AFSAP as APS staff prepares to start work on an updated AFSAP report in preparation for the APS FY 2020-29 CIP. It is anticipated that JFAC’s feedback will assist in shaping the content and type of information included in the 2019 AFSAP.

Timing: Feedback on existing AFSAP, 1st and 2nd Quarter of 2019.

JFAC Role: Review the most recent AFSAP report and provide input on the content and type of information to be included in the upcoming 2019 AFSAP.

County-Wide Efforts

County Facilities Needs Assessment JFAC will receive regular status reports from staff on the scoping process for the capital facilities needs assessment, which was approved in the County’s FY 2019-28 CIP. The resulting scoping document will include the following:

APS Capital Improvement Plan (CIP) When the 2019 AFSAP report is complete, APS will seek JFAC’s input on the enrollment and school capacity trends explored in the report. Specifically, input and observations on enrollment growth and its ideal alignment with permanent seat growth is sought. This input will help shape initial APS CIP scenarios in Spring 2020.

Additionally, to help inform JFAC’s input on enrollment growth and its ideal alignment with permanent seat growth, APS will present, or co-present, on relevant topics at JFAC meetings. Topics that will be covered throughout the 2019 calendar year include:

• A review of the APS FY 2019-28 CIP funded facilities and rationale for the timing ofthose facilities.

• An update on the 2019-28 student enrollment projections and county populationdemographic trends. This will include information on the spatial distribution of studentand total population growth.

• A presentation on non-capital approaches to managing enrollment growth.• An update on the status of APS facilities funded through the 2018 bond referendum, part

of the FY 2019-28 CIP.• Receive a briefing on changing financial and budgeting assumptions likely to affect the

FY 2020-29 CIP.

Timing: Input on 2019 AFSAP starting by the end of the 3rd Quarter 2019 and continuing through the 4th Quarter of 2019. Presentation on additional CIP relevant topics throughout the year. Specific dates when topics will be covered will be announced in February 2019.

Forums on Innovative Public Facility Planning JFAC will invite speakers from around the region who have completed public facility studies or plans to share their experiences and lessons learned. These presentations could be focused conversations with JFAC, or they could be promoted as educational sessions for the broader Arlington community and hosted by JFAC. Potential topics include Montgomery County’s Colocation of Public Facilities Report or Alexandria’s Joint City-Schools Facility Capital Improvement Plan.

Timing: Planning for forums will begin in the 1st Quarter of 2019. Timing to be determined in consultation with JFAC.

Site-Specific Studies

Buck Site Phase III Study County staff is working with a consultant to evaluate the feasibility of accommodating County and APS facilities on the County’s North Quincy Street Property (the “Buck Site”). The facilities under consideration were identified by JFAC in 2017 through Phase II of the use determination process. The Phase III study will include an evaluation of traffic, neighborhood and environmental impacts, including potential mitigation and a timeline and estimated costs to repurpose the site for those uses.

Timing: Staff will provide JFAC with a status update on this study in the 4th quarter of 2018, followed by a staff presentation when the study is completed in the 1st Quarter of 2019.

JFAC Role: Provide comments on the interim and final report to guide the completion of Phase III.

26th and Old Dominion Site Master Planning The County Board adopted a charge and established a task force for this master planning effort in September 2018. JFAC will have a representative on this task force. Per the charge, the master plan would provide for future needs for winter storm response services (salt storage and support facilities), mulch distribution, leaf storage, and open/park space. The charge also specifies that the task force will evaluate “other possible public facility, operational and / or other uses that shall be identified by (JFAC) that could be compatible uses with those discussed above.” County and APS staff will provide JFAC with information on known facility needs.

Timing: JFAC’s identification of additional uses for evaluation will occur in the 4th Quarter of 2018. The task force is charged with completing its report in the 2nd quarter of 2019.

JFAC Role: Identify compatible uses for Task Force consideration. JFAC’s representative on the task force will report to JFAC on the master plan’s progress and will seek JFAC input on key issues being considered by the task force that are related to JFAC’s mission, including identification of uses that may be compatible with the primary uses listed in the charge.

Attachment 8: Summary of Lee Highway Planning Schedule and Milestones

The overall purpose of the Lee Highway Planning Study (LHPS) is to develop a comprehensive vision and policy framework for the proposed study area through County Board adoption of a County plan. Given the character of Lee Highway and limited planning and engagement to date, there is a mounting desire within the community to improve the corridor and consider how future development can transform the character in a positive rather than a reactive manner. This includes, among other goals, creating a renewed sense of place, improving walkability, promoting and strengthening retail and other businesses, recognizing historically significant community resources, celebrating cultural resources, and creating opportunities for diverse housing options for all ages and incomes.

The planning process will refine, validate and build upon the community’s vision and the guiding principles and goals as expressed in the 2016 Lee Highway Visioning Study report to fully characterize this future vision. The planning process will include a study of interrelated key planning elements, such as transportation and public space, for the full Lee Highway corridor and potential land use changes within a Core Study Area.

Consultants will be needed for this major, multi-year planning effort and completion of the procurement process is expected this fall. Staff announced the community engagement approach and study charge at the September County Board meeting.

Next Steps:

The community stakeholder appointments will be made in October and November. The community engagement process kick-off is estimated to occur in early 2019, once the contract is finalized.

Attachment 11: 2020 U.S. Census - Complete Count Work Program (Proposed)

   BACKGROUND: 

The 2020 Census, a complete count of all residents in the United States, will occur on April 1, 2020.

It is vital to have a successful count for Arlington County. The following are based on the informationcollected by the Census: legislative redistricting, allocation of more than $675 billion (nationwide) peryear in federal funds, and a detailed portrait of community demographics.  More locally, the decennialpopulation count is the foundation of Arlington’s annual population estimates and forecasts. It is alsoutilized in Arlington Public Schools (APS) school enrollment projections.

Planning Division staff began preparations for the decennial census in March 2018, with theparticipation in the Local Update of Census Address (LUCA) program.  Staff reviewed every residentialaddress on the Census’s master address list for Arlington County and submitted over 31,700 correctedrecords.

Staff will also participate in the Participant Statistical Areas Program (PSAP) beginning in January 2019and realign Census geographies to reflect population growth.

The third element of preparing for the 2020 Census is to assemble a Complete Count Committee (CCC)for Arlington County.  The CCC is a group of volunteers established to increase awareness andmotivate residents to respond to the 2020 Census, with the main focus of reaching the hard‐to‐countpopulations.

ISSUES FOR DISCUSSION:  1) County Lead Staff Support: A significant amount of county staff time will be required to manage the

CCC. It is estimated that at between 60%‐80% of an FTE will be required to manage the CCC from theperiod of July 1, 2019 to June 30, 2020.  CPHD will review 5 different lead staff support options forconsideration.  (See attachment for details.)

2) Funding the CCC: CCC members will requirea budget to implement a Census awarenesscampaign in the County.  Items needed forthis may include the following items: presskits, educational materials, meetingmaterials, language and translations services,etc.  Also, depending on the option perusedfor lead staff, additional financial assistancemay also be needed for an over‐strengthposition.

RECOMMENDATION: 1) County Manager Appointed Committee: The County Manager‐appointed CCC allows for the flexibility

to easily add members to the CCC.  Over the course of operations and as Census Day is approached, itis likely that more community members will volunteer for assistance with outreach activities.

2) CCC Members:  A Citizen Chair or Co‐Chairs will head the CCC.  The CCC members should be comprisedof members of the Arlington community who are well known, respected, and from a wide range oforganizations and groups as well as County staff.   County staff participating on the committee canestimate a level of commitment between 2‐4 hours per week.

3) County Board and School Board should appoint a liaison for the CCC.
