3. Bidders interested to participate in the above tender should send a confirmation email no later than Sunday, 2 June 2019 to [email protected] in addition to the emails mentioned in the above table accompanied with a duly signed Form of Proposer’s Response (included within the tender documents).
4. 5. All interested bidders shall visit regularly the above stated link to view any update on the tender before floating it online through the ERP system

Upon receiving the confirmation emails, ADEK shall invite only the Bidders who expressed their interest to participate in the above mentioned tender to submit their technical and commercial proposals through an online limited Tender, the online tender will contain the instruction to bidders, ADEK terms and conditions, detailed scope of work and pricing structure and will be closed after 2 weeks from the online tender invitation date (unless extended by ADEK (.
7. Bidders inquiries if any shall be sent by the bidders and attended to ADEK only during the online tender period as per the timetable that will be communicated in the ERP tender documents
8. All proposals must be accompanied with a bid bond with a value stipulated above and in the online tender documents before the tender closing date.
9. The Department has the right at any time to cancel the above stated tender without any legal obligations.
10. This Public Advertisement and its content shall be considered an integral part of the above stated tender and its conditions once issued.

1. SECTION ONE: PROJECT SUMMARY
a. Request for Proposal Summary
Request for Department of Education & Knowledge (“ADEK”), (“Department”) (“Client”) is seeking proposals from qualified firms for Marketing and Advertising Services in accordance with the Scope of Work specified in this Request for Proposal (RFP). A qualified firm will have demonstrated and expertise experience in the UAE market in forming strategic partnerships with public-sector organizations, especially education related. It will have proven success in conceiving and executing large-scale advertising and marketing projects in the private and government field for the benefit of ADEK. A qualified firm will be a well-reputed, viable, professionally organized, well-versed total communication solution provider in a variety of media and persuasively, above all, creative utilizing the most suitable aspects of advertising and marketing.
b. Entity Submitting RFP
The terms “vendor”, “proposer”, “firm”, “consultant”, “company” or “contractor” “agency” used in this RFP or any subsequent documents or communications related to this RFP are interchangeable and mean the entity submitting a proposal and seeking to enter into a contract for the goods and/or services requested in this RFP.
c. Overview of ADEK
Department of Education and Knowledge was established in accordance with law No. 24 of 2005, issued by His Highness Sheikh Khalifa Bin Zayed Al-Nahyan, the UAE President, the Supreme Commander of the Armed Forces and the Ruler of Abu Dhabi. The Chairman of ADEK is His Highness General Sheikh Mohammed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi and Deputy Supreme Commander of the UAE Armed Forces and the Vice-Chairman is H.H. Sheikh Mansour Bin Zayed Al-Nahyan, Deputy Prime Minister, and Minister of Presidential Affairs.
The Departments seeks to develop education and educational institutions in the Emirate of Abu Dhabi, implement innovative educational policies, plans and programs that aim to improve education, and support educational institutions and staff to achieve the objectives of national development in accordance with the highest international standards.
Vision: Education First - Recognized as a world class education system that supports all learners in reaching their full potential to compete in the global market.
Mission: To produce world-class learners who embody a strong sense of culture and heritage and are prepared to meet global challenges.
Role:
1. Develop education and educational institutions in the Emirate of Abu Dhabi. It will provide technical assistance in this regard.
2. Coordinate with the Ministry of Education in planning education strategies within the framework of the UAE’s general education policy.
3. Conduct studies and make suggestions to develop education and vocational training and enhance the capabilities of educational institutions and their employees to advance with the general progress of the country.

4. Provide technical and material assistance to educational institutions.
5. Support relations between educational institutions and the private sector.
6. Raise the standard of education and vocational training for graduates, providing them with training and exposing them to wider employment opportunities.
7. Provide assistance, counseling and technical services to educational institutions and coordinate among these institutions to enable them to implement the education plans of the Emirate of Abu Dhabi.
8. Participate in establishing an educational database for the Emirate of Abu Dhabi.
9. Encourage the private sector to provide quality education services according to existing laws.

2. SECTION TWO: SCOPE OF WORK
a. General Outline
i. Project Scope Summary
The intention of this RFP is to award multiple companies and to issue Release
Purchase Order (PO) based on the company capability as and when required.
ADEK is seeking proposals from qualified firms to provide marketing and advertising
services through a Long Term Price Agreement (LTPA). This Request for Proposals
(RFP) outlines basic requirements for services to be provided.
The term for the agreement will be two [2] years. The agreement between the Department and the agency will be based on Rate Card
Contract basis as per the below tables of services.
Upon Awarding, the Agency does not reserve the right to change the rates as they
appear in the rate card provided for the duration of the contract.
The Contractor shall provide the below services to the Department as and when
required by the Department.
ADEK Strategic Communications & Media Division will be the firm’s only point of contact throughout the contract and will coordinate the professional services required of the firm. ADEK makes no guarantee as to the number and size of projects which may be awarded under this proposal. ADEK may elect to use other vendors or in-house services and resources, for all or part of any project.
ii. Goals
Develop and project the image of ADEK as a respected and active community partner.
Increase awareness of specific programs and/or services among community, schools and partner nationally and internationally.
To promote and maintain specific initiatives in public mind.
Encourage public participation and feedback on certain activation/campaign.
iii. Professional Services
The appointed Contractor, shall provide the below activities and services for ADEK as and when required by ADEK through ‘Purchase Orders’ which will include a defined brief. Professional services will include but are not limited to:

3. SECTION THREE: TECHNICAL REQUIREMENTS (MARKETING AND ADVERTISING SERVICES)
The Contractor is required to always present [3] directions/concepts (unless in rare/urgent cases waived by the Department). The Department – in case of direction/concept approval – shall request in writing immediate execution from the Contractor on the remaining deliverables. All work delivered to the Department must be properly labeled in open and layered source file format, as well as in final PDF format, received with raw/purchased photos/videos on an electronic storage device and print(s)-if applicable, accompanied by a completion report (to be signed/dated by both project handlers). In case the Contractor fails to deliver the required task on, or before, the agreed deadline in the Work Order, the contractor shall be penalized as stipulated in the Contract. If the Contractor fails to meet the Department’s expectations or the final result is not in line with the approved concepts / directions / proofs, etc., the contractor shall be penalized as stipulated in the Contract. The below tables of services speculate the type of jobs the Department might request for the duration of the contract.

4. SECTION FIVE: OTHERS (BUT NOT LIMITED TO THE LISTED BELOW):
Upon receiving the ‘Purchase Order’, the Contractor must provide a detailed and accurate timeline for task execution with respect of the agreed upon deadline.
As agreed with all contracted parties bound by this contract, the Department will not be required to pay for any signed ‘Purchase Order’ if it deems directions/concepts unsatisfactory, or customer service not meeting its expectations.
Upon satisfactory and timely completion of required tasks, the Department shall pay for Services rendered in the exact amounts stated in signed ‘Purchase Orders’. In case the Contractor fails to deliver the required work on, or before, the agreed upon deadline in writing, the Department will enforce Damages penalties as stipulated in this Contract.
All work delivered to the Department must be in finalized open and layered source file format including final PDF format and raw/purchased photos/videos on electronic device, accompanied by completion report (to be signed/dated by both parties).
a. Reporting Requirements:
i. Monthly Status Report
The Contractor must maintain a monthly report covering all confirmed briefed task by
the Department. The report shall provide the task name, cost and status and/or
completion date.
This Status report should be prepared and submitted on the last working day of the month.
ii. Weekly Status Report
The Contractor is required to provide a weekly ‘Status Report’ every Thursday. The
report shall list the following points:
Briefing date
Ongoing jobs
Focal points (ADEK and Contractor sides)
Jobs status
Next action(s)
Deadline
Comments/notes
iii. Contact Reports
Contact reports providing each party with a written record of all matters of substance
discussed at meetings will be supplied by the Contractor to the Client within [1] Working
Day following the meeting. If the subject matter of a contact report is not questioned by
the department within [2] Working Days of its receipt, it will be taken to be an accurate
record of the meeting to which it refers.
b. Amendments to Work in Progress
The Client may request the Contractor to cancel or amend any and/or plans, schedules or work in progress.
The Department has the right to request up to three [3] rounds of changes while keeping the same brief. The Department may request major changes of artistic direction/concept, if and when the initially presented artworks are not acceptable.

The Department has the right to request content amendments up to its satisfaction of content quality (if and when the presented reviewed/proof-read content is sub-standard, or exhibits weak language/style, the Department will request amendments until the content is error-free in both language and style).
c. Pre-Work Process
Department shall send an enquiry by letter of email (or in some rare / urgent cases may be verbal instruction) to the Contractor for the Services required, as and when required, to provide draft concept / direction / proof.
Upon finalizing the concept / direction / proof, which fully meets the Department’s standard and requirement, the Department shall issue a signed Purchase Order, with all necessary instruction for task execution.
In the event of any urgent standard requirement as detailed in this scope, the Department shall exempt requesting concept / direction / proof from the Contractor and shall issue Work Order directly to the Contractor to proceed with required task.
d. Staff
The Department may request the Contractor to remove any personnel from performing Services under this Contract at any time it desires and for any reason (performance failures set forth in the scope). It is the Contractor’s responsibility to carry out the required works until a replacement is found and approved by ADEK.
e. Market Research
The basis of the charges for any market research carried out by the Contractor or on its behalf will be agreed with the Client in writing in advance in respect of any projects that are agreed to be necessary to provide data on which to base advertising strategies. Such research may include background studies of the market, consumer attitudes and product acceptance and projects to establish the effect of advertising that has been published.
f. Co-operation
The Department will give the Contractor clear briefings and ensure that all the facts given about the Accounts are accurate. The Contractor will co-operate fully with the Departments and use reasonable care and skill to make the requested task as successful as is to be expected from a competent Contractor.
g. Confidential Information
In particular, during and after the Term, the Contractor acknowledges its responsibility to treat in complete confidence all the marketing and information and statistics relating to the Departments business with which the Department may supply the Contractor in the course of any work for the Client.
h. Quarterly Review Meetings and Evaluation
The Department will conduct an evaluation and review of their relationship every [3] months, including (without limitation) the personnel’s individual performance, area of development, pending issues, invoice payments, etc. Evaluation reports will be communicated in writing. The Contractor’s authorized representative shall attend this meeting with the Department’s authorized representative to discuss issues related to the Contract including, but not limited to

i. Ownership
Except as otherwise agreed to in writing, all final work product, including, but not limited to, documents, reports, data, information, designs, and ideas specially produced, developed, or designed by the Contractor under the Agreement will become and remain the property of ADEK, including any copyright or service marks developed by the Contractor on behalf of the Department. The Department shall have the right to use all such work product without restriction or limitation and without further compensation to the Contractor.
5. SECTION SIX: TECHNICAL PROPOSAL SUBMITTAL
The below requirements are the Minimum Mandatory Qualifications for Bidders who are interested in providing services requested under this RFP. The technical proposal must contain the mandatory information specified in this section in any style and format preferred.

6. SECTION SEVEN: TECHNICAL EVALUATION CRITERIA
All proposals will be evaluated systematically, based on the required criteria.
The purpose of this criteria is to identify bidders with the interest capabilities and financial stability to provide services as defined in the scope of work.
*ADEK has the right to visit the bidder premises (Bidder’s office premises might be inspected by the Department’s authorized representative(s) as part of technical evaluation, to assessed bidder’s capability to execute the services, subject to award.)

8. ADDITIONAL REQUIREMENTS OF THIS TENDER
a. Bid Bond
Bidders are required to furnish ADEK with official bid bond with a value of AED 50,000 (UAE Dirham Fifty Thousand Only) as per the form to be published along with the tender through ADEK’s ADERP. Bid bond shall be issued from a locally accepted bank in the UAE with a validity of 90 days from the proposal submission closing date.
ADEK will not be in a position to consider the proposal if the bidder fails to provide the above mentioned bid bond in full compliance with the RFP documents and provided template. Failure to comply with this may invalidate your proposal since it is a condition precedent to submitting a proposal for this RFP.
b. Performance Bank Guarantee
The awardee/s, upon award of the agreement, must provide and maintain an irrevocable Performance Bank Guarantee to ADEK for an amount of AED 135,000 (UAE Dirham One Hundred Thirty-Five Thousand Only) in full compliance of ADEK’s template to guarantee their satisfactory performance of the Agreement. The said guarantee shall be valid until 3 months after the Agreement completion date.
