II. WHO ARE ELTGIBLE TO SOII{?A Teaching Personnel (tublic SchoolTeachers)

The nominee for the search category must meet the following qualifietion requirements:1. A rnodel of rnorality and integrity both in pubtric and priwte llfu;2. Has good human relaUons in fte school and in the comrnunity;3. A permanmt elementary andlor secondary puhllc sdrmtteacher (inc.luding pub[k schoolteachers who are

now teaching in the senior high school) who rneets the selection criteria regardless of his/her ranlg subjectarea and grade level taugh$

4. Has been teaching in the public school at least for the last three (3) years;

5. Has been rated *Ontstanding" fior the la$ &rce (3) performanae rcting periods pflor to the nomination;6. Has not been found guilg of any adrninistrative or criminal offense;

B. Non-Teaching Personnel (Level I andlorLarcl 2)The nominee for the search category must meet the following qualification requiremenE:1. III. WHO ARE r{OT QUALIFTED?1. Previous awardees/winners in a similar search in the regional level or national level organized/sponsorcd

by either the Department of Education or any private organization (regardless of the year/s they joined).

2. Teachers/non-teacfiing personnef who have been mspended for any adminiffiive or criminal offense.

IV. WHO CAN ITOFIIT*ATE?A. Teacting Perconnel (Public SchoolTeachers)

Sdrool Heads/Public School District Supervisors/ Education Program SupervisorslPTA fficersfleachers are

authorized to nominate teacfrers to the Search. However, the Schools Division Superintendent must endorse

the nomination.

B. Non-Teaching Perssnnel (Level 1 andlor LeveX 2)Immediate zuperiors (School Heads/Unit or DMsion Heads) Public School District fupervisors/ EducationProgmm Supervi*rs/ PIA ffiers/ Teacters arc authorized to nominate non-teaching personnel to the Search.

VI. TIITHO ARE THE BOARD OF IUT}GES?The Preliminary Screening and Selection Cornmittee cornpored of Regional DMsio'n Chiefs and Education

Program Supervisrs will ondud the prelirninary round of trc seanch proaess which indudes Fper srreerling and

validation.

An extemal board of judges composed of representatives from the Cvil Servire Commission, Higher Education

Institutions and Cvil Society Organizations/Non-Government Organizations will mnduct the final round of the searchprocs cornposed of the interview for the two categories as well as demcns8ation teacfting for the teacher catryory.

VII. WHAT ISTHE S,EARCH METHOOOI-OGY?A. Teaching Personnel (Public Scttool Teachers)

There shall be four stages for this Search with the following percentages:

Stage 1 - Paper Screening (40olo)

Stage 2 - Vatridation {20 %}Sge 3 - Demonstmtion Teaching (?S%)

Stage 4 - Interview (20 %)

B. Non-Teaching Personnel (Level 1 and/or Level 2)There shall be three shges for this Search with the fiollowing percentages:

Stage 1 - Paper Screening {40o/o)Stage 2 - Validation (30 %)Stage 3 - Interviev (30 Yo)

Paper Screening shatl include all supporting documents submitted to Bte Search Comrnittee which will be

evaluated using a specific criteria (w enclasure).

The Validation aims to assess the nominee in terms of morality and integrity both in public and private life, and

his/her human relations in the schooUSDO and in the community. The Prelirninary Screening and Sele-ction Committee

and the Special lnvestigator of the Regional Offie, using valldation and charader invdigation tools, will mnduct thisprocs to obtain obj€tirfie infonnation and asse$rnefltahutthe neminees.

The InErview shall gauge the nominee's ability to ans$rer questions relevant to $e award etegory. TheE$ernal Board of Judges will be using its own rubric in assessing interview responses.

For the teacher cttegory, there shall be a Demonshation Teaching, which shall include on-the spot preparation

of instrudional rnaterials and lesmn planning, prior to the inteliew. Materlals will be provided by the Search Cornmittee

which the nominee witrl derrelop into appropriate instn"lctional materials based on the topic that will be randornly setected

according to hislher subiect area and grade trard bught. The External hard of Judges Ied by ttlle dean ef a Teacher

Education Institution will be using its ourn rubrics in asessing demon*ation teaching.

VilI. WHATARE THE STEPS IN THE SEARCH PROCESS?

A. Teadring Personnel (Public*hool Teacherc)1. Each division is allorrved to enter the following nurnber of nomlnes bad on their dMsion size clasification:

Large - 10 nominees Medium - 7 norninees Small- 5 nominees

2. Nominees in this search category are elementary and/or secondary public school teachers (including public

school bachers who are now teaching in the senior high xhool) who meet the selection criteria regardless oftheir rank, subject area and grade level taught.

3. Docr.Iments of the nominem will be subrnifred tc the RegiCInal ffice for Shge 1 of the Search Process which is

Paper Screening.4. In Stage I (Paper Screening), tre Prdirninary Screening and Seledion Committee *lall evaluate and rank all

the nominees as a whole, not pr division, following the oiteria on Paper Screening in oder to determine the

TOP 30 who will advance to the ne<t round.

5. The TOP 30 will undergo Stage 2 (Validation) in order to determine who will move to the next round.

6. Only the TQP 20 will adyance to the n$C two stagc (Stage 3-Demonstratkm Teacfiing and Stage 4-Interview)

2. Nominees in ffris search category are permanent employees in the DepEd who holds either a Level 1 or Level 2

position (Level 2 must be under Mministrative Support) at least for the last three (3) years;

3. Documenb of the nominees will be submitted to the RegionalOffice for Stage 1 of the Search Process which is

Paper Screening.

4. In Stage l (Paper Screening). the Preliminary Screening and Selection Comrniftee $rall evalulate and rank allg:re norninees as a whole, noE per division, fullorruing the crtbria on Faper Screening in order to determine the

TOP 30 who will advance to the ne><t round.

5. The TOP 30 will undergo Stage 2 (Validation) in order to detetmine who will move to the final round.

6. Only the TOP 20 will advane to the final round (Stage 3-Interview) where the TOP 10 winnets shall be

detennined by the Erternal hard of Judges.

IX. HOW WItt THE SCHOOLS DIVISION OFFICES CONDUCT THEIR SEARCH?Schools Division Offices shall conduct their respective Division Search for Outshnding Teaching and Non-

Teaching Personnel in selecting their nominees for the Regional Search. They are highly encouraged to adopt theRegional Search methodology in their search process. However, SDOs are on$ required to submit to the RegionalSearch and Selection C-ornmittee pertinent documents of their nominees for sbge I (Faper Screening) which wil besubjected to re'evaluation by the Regional Preliminary Screening and Selection C-omrnitree.

There shall be a Division Preliminary Screening and Selection Committee (DPSSC), and Final Screening andSelection Committee (DFSSC) in the DMsion Level of this Search with tre following suggested mmposition:
