ANNOUNCEMENTS:
Marsha Cutting announced that she has reached out to Adam Schaffer from the Puget
Sound Deaf and Hearing. He had mentioned interest in being a member but has not
responded. She further mentioned reaching out to another group that supports the blind
community and has not heard back.
APPROVAL OF MEETING NOTES October 30, 2017
Motion to approve the agenda and meeting notes as presented by Charlotte
Shepherdson, Marsha Cutting seconded the motion. Motion carried unanimously.
DISCUSSION:
Review of the Project Proposal Portable Ramps / Business Plan. Discussion was held
and revisions and corrections made.
Jeff Vinecourt discussed his outreach efforts. He forwarded an email to one ADA
member and two sight impaired individuals.
Outreach efforts, planning and next steps to be on the January agenda.

ANNOUNCEMENTS:
The Disabilities resource fair will be held on Saturday, February 23rd from 10:00 – 2:00
p.m. at Ridgetop middle school in Silverdale. Deanna Wentz, Charlotte Shepherdson,
Marsha Cutting and Hannah Shockley will be there. A banner was ordered through the
Human Services department and Hannah Shockley will develop informational handouts
for the table.
Hannah Shockley announced that the Kitsap County Resource Guide book had been
updated and the Accessibilities Advisory Board was now listed.
Marsha Cutting announced the Ride Rainier event scheduled to take place on July 31,
at 2 p.m. She passed out a flyer and asked that it be placed on the webpage.
APPROVAL OF MEETING NOTES November 27, 2017
Motion to approve the agenda and meeting notes as presented by Tressa Johnson,
Melissa Lund seconded the motion. Motion carried unanimously.
DISCUSSION:
Location of the next 6-months of meetings has been secured by Tressa Johnson and
will be held at the Kitsap Regional Library. The following 6-months of the year from July-
November meeting location has been secured by Hannah Shockley and will take place
in the Rose room in the Harrison hospital in Silverdale.
Hannah Shockley read the email response from Todd Stablefeldt informing the
committee that his career had taken off and his membership on the committee would
not be conducive now. He did offer to continue to give guidance on accessible
crosswalks that needed to be addressed if the committee ever decided to move forward
with that project.
Hannah Shockley discussed the update from the ARC of Kitsap and Jefferson counties
and their approval to move forward with purchasing the portable ramps. The committee
must now decide on which ramps they would like to have purchased and then Hannah

will submit the project to the Governor’s office for final approval. Hannah reviewed with
the committee the PowerPoint she had created displaying several companies offering
portable ramps and various models that were available. She asked that the committee
bring their ideas for the committee to consider for the purchase, based on knowledge of
ramps and usable functions that should be considered.
Tressa Johnson discussed haphazard recruitment and gave a handout obtained from
the Governor’s Accessibility website. Recruitment leads and ideas was postponed until
a later date for discussion.
Marsha Cutting explained the progress she had made with stickers for businesses that
allowed people to call employees of an establishment, to open doors of their business
for individuals who were unable to. She received a quote and shared it with the
committee. Thomas Knuckey offered to get Marsha in touch with a company they use
so she could compare prices and possibly consider a vinyl alternative. Discussion was
further held on ways to disperse the stickers to businesses. One option was to have
them sent out with business license renewals.
The Disabilities Fair decision was made and 3 ACAC members and one Kitsap county
staff member were planing to attend.
NEXT STEPS
Tressa Johnson-to create a smaller URL that would fit on the stickers
Tressa Johnson- to bring information back to the committee on other ACAC’s in the
state, to review ideas and projects they have been working on.
Marsha Cutting-to discuss other quotes for stickers from the contact person from Tom
Knuckey.
Charlotte Shepherdson, Deanna Wentz, Marsha Cutting and Hannah Shockley to
attend the DD fair and start educating the public of the committee’s existence.

2. Review of Mar. 26, 2018, meeting notes
Read by Deanna. Marsha asked that she add last month’s discussion about restaurant
menu accessibility. Deanna did so. Motion to accept: Sierra. 2nd: Charlotte
3. Reports: Ramps/Stickers and Beach chairs/walker
Ramps
• As per Hannah: Proposal finished 2 weeks ago; was required to be written in a
format proscribed by the Governor’s office, making it a 6 page document. The
proposal is now being reviewed by Doug.
• We are unanimous: we all appreciate the work Hannah does on behalf of this
group! Thank you.
Stickers
• As per Hannah: Proposal not yet completed. Should be faster to complete than
the ramps proposal.
• Hannah requests the following:
o Plan for sticker distribution:
Discussion included the possibility of including the stickers with business
licenses, leaving them with vocational rehabilitation centers, and/or
distributing with the assistance of parent coalitions.
Decided to focus on business by attending chamber of commerce
meetings (or their functional equivalents: Rotary, Lions, etc.), where one
could describe the project to attendees and make the stickers (and a
brief statement about their purpose/use) available to attendees. We
could also include a statement for restaurant owners about making their
menus accessible to those with vision impairments.
o Which cities will be the first to receive the stickers?
Bainbridge (Marsha), Port Orchard (Charlotte), Silverdale (Deanna),
Bremerton (J.R.)
• Promotion: perhaps the newspaper would do a PSA? Promotion of stickers via
social media? Any promotion is an opportunity to publicize this committee and
its work.
Beach chairs/walker
What type of chair?
• Jefferson County offers a beach chair for free rental.
Action Item: Marsha will contact them to learn what brand chair they have.
• Long Beach also has one (which Charlotte’s daughter has used.) This chair was
a gift to Long Beach. Its wheels are like exercise balls; very thin and not
recommended for off-beach use. Kitsap has many rocky beaches so this might
not work.
• Action Trackchair. Charlotte has looked into this model; some states and
counties (not WA) have purchased this model for free rental. These would be
great to access all types of outdoor venues: beaches (rocky/sandy), trails, etc.
Perhaps a company rep could be invited to Ride Rainier?
Action Item: Charlotte volunteered to research states that are using Action
Trackchairs, to learn how the machines are made available, where they got
funding, etc etc. She will take 2 months for this project and report back in June.
Marsha has spoken to BI Metro Parks & Rec; they are willing to house a beach
chair/walker purchased by ACAC. In addition, they’ve recently revised their rental
agreement form and after their lawyer has reviewed and approved it, they will send a
copy to Marsha.
Restaurant Menu Accessibility
• Group is interested in sharing with restaurants how they can make their menus
accessible to those with vision impairment. J.R. finds that online menus – without
images – are accessible via screen reader.
Action Item: J.R. will write a draft to this effect for distribution to local restaurants.
Marsha offered to work on this with him.
4. New Business
Resources
• Access Now app
Crowdsourced app that includes information about the accessibility of any
given location. Its helpfulness is dependent on people using it and adding
information. Deanna has seen the developer at many conferences, talking
about the app and encouraging people to add to it.
• Facebook Group: Disability Visibility Project
Managed by Alice Wong. Marsha is very impressed!
Promotion
• Charlotte suggested Public Service Announcements in video as a way to get
word out about ACAC completed projects. Perhaps quarterly videos? A link
could be made available on the County website

ANNOUNCEMENTS:
Doug Wood announced that that there are no grants available for the Warren Avenue
Bridge to extend the pedestrian passing. The city is currently looking into other options.
Hannah Shockley announced the 2nd quarter Bremerton ADA meeting being held on
June 18th at the Norm Dicks Building at 2:00 p.m.
APPROVAL OF MEETING NOTES April 30, 2017
Motion to approve the agenda and meeting notes with additions and revisions, Doug
Wood seconded the motion. Motion carried unanimously.
DISCUSSION:
June Meeting: June, July and August meetings were discussed.
Action item: Hannah will set up a conference call for June. Tressa Johnson will cancel
the library meeting. July and August meetings are cancelled.
Update of member roster. The roster was passed out for updates.
Current status of Portable Ramps Project: Hannah Shockley announced turnover at the
Employment Security Department. Hannah has reached out and obtained the new
contact information for Debi Himes’ replacement. Hannah anticipates sending the
proposal next week. Media news release was also discussed. When the project is
approved, it can be promoted through the county’s social media venues; emails,
Facebook, Twitter, and possible news release.
Action item: Hannah will send the Portable Ramps proposal to the new projects
manager.
Sticker Project: The Sticker Project was discussed and remains in the que. Several
items were still needed to produce a completed proposal. Those items include; a
statement of intent, success criteria and addressing concerns.

Resource Fair Review: Public comment was discussed from the Resource Fair. The
committee discussed accessible van parking spots, designated for ramp use only.

Action item: Wording of the law is unclear, committee may revisit
County Fair: The committee asked if the county had a table reserved, where the
committee could promote with information brochures.
Action item: Hannah will follow up with Doug Washburn.
NEW BUSINESS
Juneteenth Event: Marsha explained the event and asked if the committee would be
interested in attending. There is no fee to have a table at the event.
Motion to represent the committee at the event made by Doug Wood, Charlotte
Shepherdson seconded the motion. Motion carried unanimously.
Action item: Hannah to create printed materials and bring a canopy, ACAC banner and
table to the event. Marsha to forward the flyer to Hannah to send out to the committee.
NEXT STEPS
1). Finalizing the Sticker Proposal
2). Discussion of next project focus, Beach Wheel Chair-Hippo Campe to be stored on
Bainbridge with the parks department in the event of an emergency and for recreational
use, Menus
3). Discussion on changing meeting location for remainder of the year (Doug Wood
cannot make it to the hospital location and would like to change the location to his
apartment meeting room in Bremerton, committee to consider
4). Send Jeff Vinecourt the Ride Rainer flyer as requested

Steven Starlund, from Kitsap County Parks division, introduced himself and discussed
the county parks division efforts, to increase accessible trails and playgrounds in Kitsap.
APPROVAL OF MEETING NOTES May 21, 2018
Doug Wood made a Motion to approve the agenda and meeting notes with additions
and revisions, James Kinnison seconded the motion. Motion carried unanimously.
DISCUSSION:
Current status Portable Ramps Project: Hannah Shockley announced turnover at the
Employment Security Department. Hannah has reached out to the new person who
requested an explanation of the company the committee would purchase the ramps
through. Hannah has explained that the description of the company was described on
page 5 of the proposal. She further included photos of the ramps.
Sticker Project: The Sticker Project was discussed, and revisions were made by the
committee.
Action item: Marsha Cutting will obtain a contact name and number from the Chamber
of Commerce on Bainbridge, Silverdale and Poulsbo.
Action item: Doug Wood will obtain a name and contact number from the Chamber of
Commerce in Bremerton
Action Item: Kay will reach out to Navy Federal Credit Union
Action items: Other Chambers in Kitsap need to be contacted, Hannah will bring a list of
all Kitsap Chambers.
Action item: To revisit, reaching out to medical companies, Peninsula Council of the
Blind and Lyons clubs.

> The proposal doesn't really tell us anything about the ramps themselves; for example, will they have handrails? I think that the other issue is probably that since the ramps will be used in a variety of settings, accessibility will vary from pace to place, and Marilyn is probably concerned that in some cases a ramp, as used in a particular setting, may be too steep or not have level landings at the top and bottom, or might in some other way not meet ADA requirements. > > I would suggest that our next step might be to ask for more information about the ramps they plan to purchase, including whether they will have handrails, and to ask them if they would be willing to include in the agreement a provision that each use of one of these portable ramps will include a check of the ADA Access Standards for ramps to make sure that the ramp as installed is in compliance. I have not responded with an answer, I have let them know we are looking into this and I did research further,
This is a very valid question and we are happy to address them. The two ramps we would like to purchase both have ADA Ramp Slope Guides. We sincerely appreciate the feedback. The idea was to have the safety instructions of proper use and ADA slope guides as part of the training required by everyone checking out the ramps.

I called Discount Ramps to gain some clarification on the problems we face with ADA compliance and portable ramps. I had specific questions regarding ADA compliance for ramps with 10’ needing hand rails. I spoke to Nick who was very informative and was able to give some insight on this road block. Any ramp 10’ or longer is required to have hand rails. He said by offering these ramps in the community we are going to run into many issues trying to ensure ADA compliance. He said having them available for residential use only, eliminates the ADA requirement. He referred me to EZ Access corporate outside of Seattle.
I called Mike Johnson at Homecare Products incorporated, EZ Access is a division under this company. 253-249-1108 Corporate or 1-800-451-1903 Customer Service. I called Corporate and Mike is the head of this division. I left a message.
10/23/2018 Mike called back:
Mike was able to explain that other counties and cities are using ramps in the following ways; checking them out, use for transitional housing, rent to own, gifting. A few of these programs involved are Kent Cares in Algona, Helping Hand Alaska, United Methodist Community Cares Pathway Ramp program. IRC code residential is far more lenient. He sent me a few ideas for ramps that could be purchased, for residential and commercial/community.

DISCUSSION:
Current status Portable Ramps Project: Hannah discussed the recommendations
received from Toby Olson, Governors Approval Committee. The email from Toby was
reviewed and discussed. Their main concern was ADA compliance. When using ramps
in the community, how can we ensure ADA compliance. The follow up phone calls
made to Nick from Discount Ramps and Mike Johnson, Homecare Products Inc.
corporate manager to Discount Ramps, to discuss ADA compliance. His greatest piece
of advice was to restrict the ramps to residential use and therefore eliminating the ADA
compliance requirement. The ramps still come with ADA guidelines and conveying this
information will be part of the requirement of checking out the ramps. The committee
discussed options for next steps. First, we will remove the community aspect and target
residential only. This may pose further issues because the purpose of these approved
projects, is supposed to impact the community at large. If we cannot move forward this
way, then the committee would like to revisit the Human Services Department
purchasing two ramps to get the project off the ground.
Action item: Hannah will revise the proposal and resubmit.
Sticker Project: The Sticker Project was discussed, and revisions were made to the
business letter. Action item: Hannah will resend the revised letter to the committee, so
they may reach out to Chambers over the month of November.
Chamber delegation was decided upon. Marsha and Charlotte will contact the following
Chamber of Commerce and present the business letter to them. They will further obtain
a contact name and phone number to be added to the Sticker Project Proposal.
Action item: Marsha will contact Bainbridge Island, Kingston, Port Gamble, and Poulsbo
Chamber of Commerce.

Commerce.
Action Track Chair: Charlotte gave a presentation on the Action Track Chair program
that the Colorado Parks has implemented. The chairs allow visitors with limited mobility
to explore designated trails in the park. The Committee discussed the program, how it
started, and how it has been implemented.

Kitsap County’s Accessible Communities Advisory Committee wants to provide you with a free sticker that
will assist people with severe mobility impairments to easily access your business. This simple, no-cost
way of offering a readily available phone number, can have a great impact for people with disabilities. It
allows them to call you and request the door be opened for them, versus the alternative of waiting in the
elements for a passerby willing to assist. It can be placed on an outside window near the front door (or
the door itself) displaying a phone number for those with severe mobility impairments to call for help
opening the door.
Even with the use of electronic doors, people who are paralyzed, have muscle weakness caused by
diseases such as Multiple Sclerosis, Amyotrophic Lateral Sclerosis, or have congenital conditions such as
Cerebral Palsy may need assistance. Those with significant disabilities are highly likely to have a cell
phone, as the technology enables independence that is otherwise elusive.
Imagine, not being able to open the door to your favorite coffee shop, in the pouring rain, as you wait until
someone notices you and is willing to open the door.
Your phone number can be applied by a sharpie marker and reapplied if a phone number changes. If a
sticker becomes faded, a free replacement can be obtained from your local Chamber of Commerce in
Kitsap County. As we strive towards a community that is all inclusive, we ask you to be a part of the
