OAS GENERAL SECRETARIAT COOPERATION WITH INTERNATIONAL ORGANIZATIONS

The Secretariat for External Relations, through its Department of International Affairs (DIA),

acts as the institutional liaison between the General Secretariat of the Organization of

American States (OAS) and the agencies and entities of the United Nations and Inter-American

systems, as well as other international organizations. In this capacity, the DIA identifies areas of

common interest and potential synergies, promotes and coordinates the development of

cooperation strategies, and generally fosters and maintains relations with international

organizations.

In 1971, the General Assembly of the Organization of American States (OAS) adopted resolution

AG/RES. 57 (I-0/71), through which it approved the “Standards on Cooperative Relations

between the Organization of American States and the United Nations, Its Specialized Agencies,

and Other National and International Organizations." Since 1949, more than 200 cooperation

agreements have been signed between the OAS General Secretariat and other organizations.

The purpose of the following document is to outline the areas of work of the organizations that

have had active relations with the OAS, either via cooperation agreements or through activities

developed according to common institutional priorities in specific areas of cooperation. It

should also serve as a reference tool to facilitate the identification of potential synergies among

partner institutions, as proposed in the considerations of the New Strategic Vision of the OAS

presented by the Secretary General.

As such, the information provided herein can serve to define how the OAS should prioritize

strategic partnerships within the Inter-American and the United Nations system, as well as with

other international and regional Organizations, so as to better coordinate our activities and

avoid costly and unnecessary duplicity of efforts.

The first column of the chart below provides information on the areas of work of each

Organization. The second column identifies the areas of overlapping work and complementarity

between the OAS and the institutions considered. The identified areas are based on the OAS

main pillars of democracy and governance, human rights, integral development and

multidimensional security. Finally, the third column indicates the agreements that have been

signed –or not signed, as the case may be– between the OAS General Secretariat and a

particular Organization, and also lists any areas of previous cooperation.
