Department of Kannada and Culture
Annual Report for the Year 2017-18
Department of Kannada and culture mainly works at propagation and
development of Kannada culture and literature. Department works under the
Secretariat of Kannada and culture Secretary to Government of Karnataka.
Kannada and Culture department being of the most prestigious
department of the state, is headed by the Commissioner/Director is supported by
Four Joint Directors and Five assistant directors and an Accounts officer at
Head quarters.
The District offices are established to implement the projects of the
department, and also the academies and authorities and Karnataka Rangayana
Units are working the cause of Literature and culture in the state.

Kannada Development Plan
➢ Printing of Manuscripts :
The Financial support to given to printing of P.Hd Thesis of 41 eligible
candidates each Rs. 30,000 sums upto Rs.12.30 lakhs. And also 19 M.Phil
theisis is sanctioned Rs.25,000/- each to sums of Rs. 4.75 lakhs.
➢ Financial Support to Creative literature publication :-
A Total of Rs.2.75 lakhs was distributed based on the requested received
by the authors of 11 publications.
➢ Kannada Workshops :-
Three workshops are conducted by Head office at judicial department.
➢ Kannada Learning through Mail :-
Languages centre of CIIL of Mysore and department is jointly organising
Learning of Kannada language through mail is organised through CIIL.
➢ Rs1.00 lakh each is relased to districts for celebration of Kannada
Rajyothsava sus to Rs.30.00 Lakhs.
➢ Rs.1.50 crores released District administration, vijayapura for publication
of complete works of M.M.Kalburgi through Pha.Gu.Halakatti research
centre, vijayapura.
➢ Rs.14.64 lakhs spent towards publication of literary works during the
financial year.
➢ Rs. 100.00 Lakhs released towards activities of Kuvempu bhasha bharathi
authority.
➢ Rs. 600.00 lakhs grants released towards the activities of Kannada
Development Authority.
➢ Rs.117.00 lakhs grans released towards the activities of Kannda Books
Authority.
➢ Rs. 140.00 lakhs grants released towards the activities and projects
of National saint poet Kanakadasa Research and Study Centre.
➢ Rangayana
➢ Rs. 955.00 lakhs Grants released towards Salaries and activities,
Chinnara mela, Bahuroopi, of Mysore Rangayana, Dharwad Rangayana,
Kalburgi and Shimogga Rangayana.
❖ Academies
Academies are formed to compliment the literature, music, dance, drama,
art and other activities including language promotion activities is funded
with a grant of Rs.1070.00 Lakhs.

❖ Rs. 15.00 lakhs is released to academies to support each student will
financial aid of Rs.1.00 lakhs to students who are learning the art forms of
music, dance, sculpture and painting through academies.
❖ Rs.15.00 lakhs released to conduct Art workshops and seminars organised
through academies.
❖ 205 Cultural institutions are supported by financial aid of Rs.308.00 lakhs
during the financial year 2017-18.
❖ Unorganised artists are supported by giving financial aid for purchase of
Musical instruments and costumes to the tune of Rs. 30,000 and for
conducting painting and sculptor exhibition to an extent of Rs.50,000 to
Rs.75,000. A total sum of 1.66 crores to 385 artists.
❖ To support the budding writers of Scheduled caste the first publication is
supported by a financial aid of Rs.25,000/- and five members have availed
this facility.
❖ Three M.Phil students have availed a financial aid of Rs. 25,000 each and
thirteen M.Phil and Thirty seven P.Hd and students have availed Rs.
30,000 each.
❖ Out of Rs.150.00 lakhs, is released to South zone culture centre to organise
upcountry cultural festivals to conduct in Goa & Pune
❖ Janapara uthsava is celebrated across the state in all districts and Rs. 5.00
lakh each is released to districts. And Rs.50.00 lakhs is released to Mysore
Rangayana to conduct state level Janapara Uthsava. A total of Rs.200.00
lakhs is spent for the same.
❖ Dalith literature festival is organised through Kannada Book authority and
Rs. 25.00 lakhs is released for the same.
❖ To support the dwindling folk art forms Janapada Jathre is bveing
organised in all four divisions of the state, and Rs.250.00 lkahs is spent for
the same.
Rs. 3,666.11 is spent out of allocated amount of Rs.3892.00. And
implemented the projects and achieved a progress of 94%

❖ 49 Cultural institutions are supported by financial aid of Rs.81.00 lakhs
during the financial year 2017-18
❖ Unorganised artists are supported by giving financial aid for purchase of
Musical instruments and costumes to the tune of Rs. 50,000 and for
conducting painting and sculptor exhibition to an extent of Rs.50,000 to
Rs.75,000. A total sum of Rs.29.10 to 50 artists.
❖ To support the budding writers of Scheduled tribe the first publication is
supported by a financial aid of Rs.25,000/- and two members have availed
this facility.
❖ Three M.Phil students have availed a financial aid of Rs. 25,000 each and
seven P.H.D and Five M.Phil students have availed Rs. 30,000 each.
❖ Out of Rs.50.00 lakhs, Rs.10.00 lakhs is released to South zone cultural

❖ Girijana uthsava is celebrated across the state in all districts and Rs. 6.00
lakh each is released to districts. And Rs.20.00 lakhs is released to
Rangayana Mysore to conduct state level Girijana Uthsava. A total of
Rs.200.00 lakhs is spent for the same.
❖ To support the dwindling folk art forms Janapada Jathre is being organised
in all four divisions of the state, and Rs.200.00 lakhs is pent for the same.
Rs. 1531.50 lakhs is spent out of Rs. 1586.00 lakhs allocated and activities
are implemented and 96.56% progress is achieved.

❖ Rs.60.00 lakhs is released to all district offices towards celebration of
Independence day. And festivals effectively organised at state level by the
directorate at the cost of Rs.35.00 lakhs.

state for the first time by the state and state level celebration was at

❖ Kittur Rani Chennamma jayanthi was celebrated all across the state for the
first time by the state and state level celebration was at Vidhana Soudha.
❖ Nadaprabhu Kempegowda jayanthi was celebrated all across the state for
the first time by the state and state level celebration was at Banquet hall.
❖ Saint Sevalal jayanthi was celebrated all across the state for the first time
by the state and state level celebration was at Banquet hall.
❖ Rs. 59.00 lakhs released to all district administration towards Jayanthi
celebration of Madivala Machideva & State level celebration was at
Banquet Hall. The jayanthi celebration began for the first time.
❖ All india linguistic geniality day celebrated on 13.08.2017 and Spent
Rs.7,74,602/-
❖ Field Marshall Karyappa Day was celebrated at Kodagu and Rs.10.00
lakhs released to District administration.
❖ Rs. 5.00 lakh each was released to districts sums to Rs.150.00 lakhs
towards Celebration of Suggi Huggi, and state level celebration was
observed on 15.01.2017 and spent Rs.10.00 lakhs
❖ Rs. 70.00 lakhs released to all academies based on their request towards
centrenary celebrations of artists and litterateurs.
Financial Aid
❖ Rs.2453.00 lakhs released to 724 cultural institutions during 2017-18 to
strengthen their activities.
❖ Rs. 187.50 lakhs is released to 183 artists/institutions towards painting and
sculture exhibition
❖ Rs.159.00 lakhs is released to 449 institutions/artists towards purchase of
costumes and music instruments
❖ Rs.30.00 lakhs is released to National school of Drama towards repeat
show of Malegalalli Madumagalu at Kalagrama.
❖ Rs.1187.00 lakhs is released towards general sponsor through districts to
artists.
❖ Rs.300.00 lakhs is released toward establishment of Manteswamy
RAchappaji, siddappaji research centre, and development of infrastructure
at the places of worship.

Pension
Pensions are given to poor artists and litterateurs to enable them a
respectable living at old age by giving a monthly pension of Rs.1500.00
2000 artists were granted pension during 2017-18.
Widow pension granted to 43 artists during 2017-18.
Medical reimbursement given to 23 artists for the treatment of their
ailments amounting to Rs.9.79 lakhs.
Awards – 2017
People who have contributed for the literature, culture, Music, Dance, Painting,
sculpture, Folklore, and other fields of activities are honoured with state level
and national level awards. All the awards for the year 2017 are awarded during
the year. And the process of selection for 2018 awardees is under process.

Rasadharey. Which is made available to general public free of cost,
andalso the text and audiot content of the same available for free use of
public.
❖ 21,644 vachanas of 259 VAchanakaara of Sharana revolution of 12th
Centurty is preserved in kannada language in Unicode standards and
made available to general public. And also around 1000 vachana are
tuned and sung by singers is also available in audio formats.
❖ The Bhakthi tradition of 16th century led to creation of Daasa literarature.
And around 13,961 keerthanas of 157 keerthankaaras is made available in
kannada through internet in Unicode standards. And also around 500
keerthana are tuned and sung by singers is also uploaded

❖ The Philosophical number are collected and published by National saint
poet Kanakadasa research centre is being carried in Kanaja portal in text
format.
❖ Spreading knowledge through Internet – KANAJA
Karnataka knowledge commission initiated in 2010 to make available all
kinds of knowledge in kannada through internet a knowledge webportal
KANAJA. Presently department is very effectively managing the
portal.around 48 lakhs of page views are recorded until now.
❖ The school texst books from 1st standard to 10th standard is made
available through KANAJA in association with KTBS, more than three
lakh users have made use of these text books through the portal.
❖ The magazines and periodicals published by the academies and
government institutions are made available to general public free of cost,
the periodicals like Aniketana, Janapad, pustaka loka, and other
periodicals are made available on regular basis.
❖ Regularly the subject experts are writing the columns on specific subjects
and the same is giving an indepth insight to the readers.
❖ Kanaja Digital Library
To Digitise and preserve all the prominent literary works of Kannada
literature and make it available to the general public,as announced by
Hon’ble Chief minister during budget presentation of 2016-17 Rs.2.500
crores is set apart. And a target is set to digitise 10,000 literary works in
next Five years. The project is presently supported by Indian Institute of
Science.
❖ Tecnology in Administration
Department of Kannada and culture has implemented E-Office
administration developed by NIC, and the same is effectively extended to
districts offces also. This has led to a timebound disposal of files in
a nature friendly and transparent system.

ARCHAEOLOGY, MUSEUMS AND HERITAGE DEPARTMENT
ANNUAL REPORT 2017-18
Preamble:
The Directorate of Archaeology and Museums which was established in the
year 1885 has been merged with Department of Archaeology, Museums and
Heritage vide Government order No. KASAMVAPRA 10 KMU 2012 dated
23-2-2012. The Commissioner has been appointed as the head of the Department
after re-structuring of the Department.
In Government Order No.KASAMVA/234/KMU/2014 dated 13-03-2015
the word Prachayvastuin Kannada is termed as Puratathvaand thus the name of the
Department is called as Department of Archaeology, Museums and Heritage.
The Department is rendering service in the field of Art and Culture, All its
activities have been taken up under plan head.
The fundamental functions of the Department include Archaeological
Explorations, Excavations, Conservation of Ancient Monuments, Publication of
academic and research books, Development and maintenance of Museums and
organizing Cultural and Educational activities etc. All these activities have been
organized in a systematic manner and also implemented by the Department.
The Department has been preserving invaluable ancient sculptures, stone
edicts, coins, copper plates, etc., in the departmental Museums for the sake of
posterity.
The Department has been carrying out the conservation and developmental
works relating to the heritage buildings in six heritage areas because of their
historical background namely: Mysore, Srirangapatna, Bidar, Gulbarga, Bijapur and
Kittur during 2004. Besides 14 more heritage areas i.e. Sannathi, Nagavi, Kamatagi,
Badami, Aihole, Bangalore, Lakkundi, Banavasi, Talakadu, Balligavi, Belur,
Halebeedu, Malkheda, Melukote, have been declared as Heritage areas on par
with the budget speech for the year 2012-13. The documentation and integrated
management plan of all the 20 heritage cites consisting of ancient monuments and
buildings has been completed with inventorying prior to carrying out conservation of
all these relics.
The department has in its administrative jurisdiction has 5 offices of Deputy
Director at Mysore (Heritage), Gulbarga, Bengaluru, Dharwad and Kamalapur
(Hampi). There are about 15 Government Museums in places like Bangalore,
Chitradurga, Shimoga, Mysore, Srirangapatna, Hassan, Madikeri, Mangalore, Kittur,
Gadag, Gulbarga, Raichur, Basavakalyana, Hoovinahadagali. There is
VenkatappaArtGallery at Bangalore and Sculpture Gallery at Athani.

3. Cadre and Recruitment Rules:
The Department of Archaeology & Museums has got its own Cadre and
Recruitment Rules vide Government notification No. ITY 67 KMU 86 dated
28-2-1992. Suitable proposal is being submitted to Government to get revised
C & R in view of the re-structuring of the Department of Archaeology,
Museums and Heritage. As per the decision taken in the meeting in connection
with the Cadre and Recruitement Rules of this Department on 13.04.2018 at the
Government level, a suitable proposal for the ammendments has been
submitted to Government.
4. Acts and Rules:
The Department has the following Acts and Rules
1. The Karnataka Ancient and Historical Monuments and Archaeological Sites
and Remains Act, 1961 and Rules 1965.
2.The Karnataka Treasure Trove Act 1962 and Rules 1963. [
5. Public Grievances:
The Department is receiving requests in the form of grievances from
individuals and institutions concerning about conservation of monuments. They
are being looked into on priority keeping in view the budgetary allocations

7. On-going plan schemes:
The Government has accorded approval for on-going scheme under Annual
Plan, 2017-18 in G.O. No. KASAMVA 50 KMU 2017 Dated: 12.05.2017.
Provision for grant of Rs.4145.00 lakh has been made for ongoing plan scheme
out of which there is an expenditure of Rs.2975.01 lakh with an achievement of
progress of 72%.
8. Seminars, Archaeological photographic exhibitions & functions:
1. International Museum Day was celebrated in all the Government Museums
under this Department on18.05.2017 on the eve of“International Museum
Day”. In this context, a special type of programme entitled “Museums on
Wheels”was sponsored for public in Mysuru.
2. The 21st Annual Seminar on “Studies on Vijayanagara” was arranged in Hampi
on 4th and 5th November 2017 on the occasion of world famous Hampi
celebrations.
3. On the eve of Children’sDay during 2017a programme was arranged in the
venue of Bengaluru Museum from November 14, 2017 to November 18, 2017
by a Photographic exhibition entitled“Exhibition of Photographs relating to
the Inscriptions of the Bengaluru Urban District”to impart awareness to the
students about the inscriptions.
4. A conference was arranged in the auditorium of the Department in Mysuruon
06.01.2018 and 07.01.2018on “South Indian Numismatics”.More than 50
scholars who are well versed in South Indian Numismatics presented their
research papers in the conference.
5. A State level workshop was organizedin the auditorium of the Department in
Mysuru, on 20.03.2018 and 21.03.2018 for 2days on “The Method of
Inscriptional Studies”. Research scholars from various universities and post
graduate students from the state were imparted training exclusively on the
Method of Inscriptional Studies by the experienced resource personnel.
9. Providing grants to different organizations in connection with seminars/
workshops undertaken by them:
The Department has been providing grant to various Colleges and Institutions
in connection with the awareness programmes about ancient history, art,
culture and monuments among the youths and people at large.

In this backdrop grant has been released to the following organizations to
undertake seminars and also workshops during 2017-18 after obtaining
Government Order, KASAMVA/124/KMU/2017 dated:26.09.2017 through
payees receipt.
1. A grant of Rs.1.00lakh has been released to theFaculty of Ancient Indian
History and Archaeology of Mysore University to conduct a workshop entitled
“Temple Architecture and Iconography”.
2. Keeping in view the aim of the preservation of The history and heritage of the
Land the Department is providing grant to such organizations and academies
who are involved in conducting “Heritage Preservation Week”. As per the
Government Order KASAMVA/124/KMU/2017 dated:26.09.2017 a grant
of Rs.3.00lakh has been released to the “Karnataka Itihasa Academy®’,
Bengaluru for this purpose during 2017-18 and also for the purpose of the
printing of the volume of “IthihasaDarshana”and also towards annual
conference.
10. Archaeological Photography / Documentary Film show:
On the occasion of the Dasara 2017 in the corridor of the office at Mysuru,
photographic exhibition was arranged on the Karnataka Inscriptions as an
awareness program to the students/public/researchers.
On the occasion of Dasara 2017 documentary film show was arranged in the
Auditorium of Mysuru office.Thousands of students from various colleges and
tourists took part on this occasion.
11. Heritage Walk/Cycling:
1. On the eve ofDasara festivities 2017 as a part of creation of awareness
among the tourists, public and various college students about the testimony
of the tangible heritage like historical heritage buildingsinMysuru with
immense historical artistic and craftsmanship, “Heritage walk” was
organized from 23.09.2017 to 25.09.2017.On the first day i.e 23.09.2017
there was site seeing of heritage buildings through “Heritage Walk”.
Subsequently site seeing of heritage buildings wascarried out on the JAVA
motor cycle ride and TRIN-TRINcycling ride on 24.09.2017 and
25.09.2017 respectively.
2. During 2017-18 personnel from Administrative Training Institute/State
Urban Development Institute/Postal Training Institute/Trainees from
Mysuru Police Academy/Bank Officers/Corporators from
Municipality/Students from High Schools and Colleges/Foreign students
studying in various colleges/Tourists/Foreign Tourists/ District Level
Officers participated in all the Heritage programmes.

12. Heritage Club :
A grant of Rs.9.65lakhs has been released to 44 grant-in-aidcolleges who have
established Heritage Clubs for the purpose of creation of awareness about
tangible, intangible and natural heritage of our land among the college students
in the year 2017-18.
13. Prachyaprajne:
During 2014-15 in the budget speech vide para 253 announcement had been
made on PrachyaPrajne which has been implemented and continued in the
year 2017-18.
The Karnataka State had been under the reign of many royal dynasties that had
left behind many relics especially in the form of ancient monuments. To
provide first-hand information about these ancient monuments, Art, Culture,
Literature and Architectural styles to the high school students, a special
program entitled PrachyaPrajnehad been organized at Mysuru by the
Department in association with the Department of Public Instruction, District
Administration, Kannada, Culture and Information and Public relations. Local
City Corporation, City Municipality, Taluk Administration, the programs
implemented during 2014-15 is continued in the year 2017-18and also an
expenditureof Rs.29.50.000has been incurred for such programs in 23 districts
through Deputy Director of Department of Public Instruction.
In the state level competition held in the year 2014-15 as a part of
PrachyaPrajneactivity various competitions like state level Speech, Essay
writing, painting, general knowledge, quiz etc were conductedand 15 students
were selected as winners. Such winners were awarded Cash prizes and
Certificates by honoring them on 20.03.2018.
14. Research Publications / Books Exhibition and sales.
Department of Archaeology, Museums and Heritage is basically a Research
and academic oriented Department,and hence it has published 04 Research
publications during the year 2017-18:

15. Heritage Art Camp:
The 20 heritage sites in the category of tangible, intangible and Natural relics
which were declared as such by the Government of Karnataka in the budget
speech for the year 2004-05 and 2012-13thfor the preservation of heritage,
along with allied culture, art, sculpture, architectural property of the landwhich
has been carried out on regular basis for progeny. As an integral part of this
program to chalk out heritage art camp during the financial year 2017-18 a
grant of Rs5.00 lakh eachhas been released to Kuvempu National Trust,
Kuppalli and Hampi Development Authority, Hampithroughpayee’s receipt,
total grant being Rs10.00 lakh.

16. Seminar:
During the financial year 2017-18, 07 seminars were carried out in
coordination with 07 First grade colleges at an expenditure of Rs.7.00lakhs.The
purpose of the seminar was topreserve the rich heritage in the state in the form
of ancient monuments, temples and their vivid styles, art, grandeur, paintings
and their varieties, heritage forms like tangible, intangible, natural and handing
over all these cultural/heritage wealth to the future generation. Besides this,
seminars facilitate exchange of ideas and research relating to heritage among
the fraternity of students and renowned scholars as a communicative bridge.
17. N.S.SProgramme:
A grant of Rs.7.00lakhs has been released to the N.S.S conveners in the
colleges of universities towards the preliminary conservation/cleansing of
historical monuments and heritage buildings located in 20 different heritage
areas in the state.
18. Research programme:
A grant of Rs.7.50lakhs has been provided for the study purpose of “Stylistic
and Technical Authentication of Bronzes of Karnataka”during the year 2017-
18 to the NIAS (National Institute of Advanced Studies, Bengaluru).
19. Conservation Works:
The various conservation works are being taken up through e-tender after
obtaining approval from the Technical Advisory Committee.

22. Appointment of Home Guards:
For the surveillance and security of ancient sites in and around historical
Hampi and Anegundi the services of 40 Home Guards have been obtained
through the Director General, State Home Guards Unit, Bengaluru as per G.O.
No.KASAMVA/77/KMU/2016 dated 19-08-2016.

a) Hampi World Heritage Area Management Authority:-
As per Government Order a grant of Rs.53.25 lakhs has been released to
Hampi World Heritage Management Authority for their annual maintenance
during 2017-18 under grant-in-aidand general expenditure.
b) SahyadhriHeritage Development Authority:
As per Government Order agrantRs.9.00 lakh has been released at an
instalment of Rs.2.25 lakh every quarterly towards the payment of staff and
maintenance of Authority during the financial year 2017-18.
c) Lakkundi Development Authority:
Even though Lakkundi Development Authority is yet to be constituted by
the Government of Karnataka, Government in G.O.No: KASAMVA/ 89
/KMU/ 2017 dated:16-08-2017 has nominated for a committee consisting of
the President, Vice-President and members.
d) Chalukya Development Authority:
As per the Government order No: KASAMVA/ 89 /KMU/ 2018

KARNATAKA STATE ARCHIVES
ANNUAL REPORT FOR THE YEAR 2017-18
The Directorate of Karnataka State Archives was established in 1973, Head
Office is located at Vidhana Soudha/Vikasa Soudha, Bangalore. Has its branches
Mysore & Dharwar, is under the administrative control of Kannada and Culture
Secretariat of State Government. The Karnataka State Archives is the custodian of
Government and Private Records and preserve and protect the
documents/papers/records/books/manuscripts of historical importance and permanent
value. Since its inception the department has been providing available evidential
information to researchers, scholars, students, general public and government offices
as and when required. Closed ‘B’ and ‘C’ files are being received in the Directorate
and preserved for a stipulated period and made available on request. The time barred
records are weeded out and records bearing historical and enduring value are retained
permanently in the Directorate.
The Directorate also undertakes survey work in the taluks and districts of the
State identifies and collect documents relating to Karnataka History. This work is
being carried out effectively and with utmost responsibility in order to enrich the
glorious history of Karnataka. Historical Documents collected from private
individuals, institutions, religious mutts and important personalities are preserved
scientifically in the Directorate. Oral History programme, envisages recording
reminiscences of freedom fighters and eminent personalities throwing light on the
history of Karnataka and those who have contributed to the development of society.
It is very important that information contained in the records of historical
value, preserved in the Directorate, are easily and quickly made available. This is
possible only when subject indices are prepared. With this in mind, the Directorate has
prepared descriptive index to substantial no. of historical documents and hosted on the

perusing this web site, any one, in the world can familiarize with the reference media
of the Department. Karnataka State Archives has become first in launching
a programme of this kind in the entire country.

BUDGETARY POSITION
During the financial year 2017-18, Government has sanctioned Rs.678.00
Lakhs under Non-Plan under Plan to this Directorate. Apart from meeting the salary of
staff and officers, the budget allotment has also been utilized to meet expenditure
relating to day to day activities of the Directorate, preservation of documents and for
the programmes that could help researchers and public at large to get required
information easily and enrich their knowledge. Steps has be taken to acquire copies of
records of Kittur Rani Chennamma, Hyder Ali, Tippu Sultan and British
Commissioner’s (1881-1947) Rule from India Office Library, London, France and
other States Archives visit & collect the records.
The Annual Programme of Karnataka State Archives is allotted in between
Historical Records Section, General Records Section/Spare copy Section, Survey
Section, Library, Microfilm Section, Divisional Archives, Mysore, & Regional Office,
Dharwad. The programme undertaken by the above section is as below.
HISTORICAL RECORD SECTION
1) During the year 2017-18 Scholars from Karnataka, other States and Foreign
Scholars have visited Karnataka State Archives pursuing their Ph.D Degree and
information available has been provided.
2) Requests for Government Orders available in the Department has been received
from the public & other Government Departments and Institutions. Around 2050
requests have been met.
3) Approximately 716 applicants applied for information under RTI & Sakala and
they have been met.
4) An exhibition of Historical Records & Photographs to create awareness about the
importance of Documents amongst the Research Scholars & Public was held at
Akkamahadevi Womans University, Bijapur from 11.1.2018 to 12.1.2018 and
inaugurated by Prof. Sabeeha Bhomi Gowda, Vice Chancellor of the University.
5) An exhibition of Historical Records and Photographs to create awareness about the
importance of Historical Documents was held at Kannada University, Hampi from
17.1.2018 to 19.1.2018 and was inaugurated by Smt Mallika S.Ganti, Vice
Chancellor of the Kannada University.
6) On the occasion of the Karnataka State Archives “Foundation Day” an exhibition
of Historical Records & Photographs was held at Dharwad from 17.12.2017 to
19.12.2017 and was inaugurated by Sri Vedavyasa, Koulagi, Karnataka Bala
Bhavana Academy President & Smt Chaitra Shirura, Jilla Panchayat President,
Dharwad.

7) “Mysore Government Orders, Circulars and Notifications pertaining to Scheduled
Caste & Scheduled Tribe “from the beginning (1860) to 1960”, the first of its kind
in Karnataka was published in 2 volumes during the year 2017-18. Under the
Scheduled Caste Sub Plan & Tribal Sub Plan programme.
8) An exhibition of Historical Records & Photographs was held on the occasion of
Children’s Day to educate & help them have a glimpse of history through our
documents from 11.11.2017 to 14.11.2017. The exhibition was inaugurated by the
Governor of Karnataka & the Minister for Kannada & Culture.
9) Under the Scheduled Caste Sub Plan & Tribal Sub Plan programme in order to
encourage Schedule Caste & Schedule Tribe students to take up Research in Social
Science an honorarium of Rs.20,000/- has been provided to each Research Scholar.
10) A Workshop was conducted from 22.3.2018 to 24.3.2018 at Akkamahadevi
Womens University, Bijapur on “Importance of Historical Resources” to help
Research Scholars understand the Research Techniques.
11) A Workshop was conducted from 02.04.2018 to 07.04.2018 at Kannada
University, Hampi on “Historical Research Various Dimensions” and was
inaugurated by Smt Mallika S.Ganti, Vice Chancellor of the KannadaUniversity.
12) Old & Fragile documents on the verge of destruction have been rehabilitated by
subjecting approximately 33,000 to lamination and their life enhanced.
13) As a back-up to the original documents, the original documents have ben
digitized and uploaded in Departmental Server for the use of Scholars. This will
enable the Scholars to view the documents available in the Karnataka State
Archives from where ever they are.
14) Assistance and training is being provided to other Government Departments to
establish their Record Rooms in a small way.
SURVEY
Seminars have been conducted at National & State level. Workshops & voice
records of important personalities. Records have been collected from Private persons,
Instruction-Associations. Preservation of records financial assistant taken from
National Archives of India. The department has aimed certain objectives successfully
done from 2017-18 as given below.

Library
The Library attached to the Directorate of Karnataka State Archives contains
approximately 27000 collection of books related to Social, Cultural, Historical and
Administrative books. Mainly books pertaining to Historical, Assembly and Council
debates, Committee report etc. which are rare collection of books preserved in the
Library. Scholars, Historians and Public utilised the book as reference for their
research purpose.
During the year 2017-18, 452 books where referred by the Scholars. During the
year an ambitious programme of digitizing the Assembly debates from 1880 to 1980
was undertaken and Mysore Administration report (1864-1986) digitized and hosted
on the website for the benefit of research scholar.
DIVISIONAL ARCHIVES MYSORE
The Divisional Archives, Mysore is functioning in its own building.
The Divisional Archives Office at Mysore has custody of records relating to Mysore
Palace. Besides, it has also acquired private papers from prominent persons, freedom
fighters, institutions and religious mutts. Oral Recordings have also been made and
preserved for future use.
1. About Karnataka Gazette 7,16,862 pages have been scanned Document of
Mysore Palace about 4000 files are preserved with hand make paper.

Karnataka Gazetteer Department
Annual Report for the year 2017-18
The Department of Karnataka Gazetteer was established during 1958 with the
objective of revising the Gazetteers written before independence and compiling
Gazetteers for the districts in the post-independence period, as numerous changes had
taken place during the period. The Central Gazetteer unit laid down guidelines and
devised a common plan of content to have uniformity and to enable a wide coverage
of various aspects including trends of development. In accordance with this scheme
the repatterned series of District Gazetteers were brought out in English and were
published by the State Government. These included the Gazetteers of the then 20
districts existing in the State. The series was completed during 1990. Later, the revised
versions of District Gazetteers of Kodagu, Dharwad, Gulbarga, Bijapur, Mandya,
Kolar, Dakshina Kannada, Udupi Chamarajanagara and Tumkur Districts were
published. The Department has got translated the District Gazetteers pertaining to
Kodagu, Dharwad, Gulbarga, Bijapur, Mandya, Kolar, Dakshina Kannada and Udupi
Districts under the scheme of translating the Gazetteers from Kannada to English
The Department has published 7 taluka Gazetteers of Mysore District.
Under the scheme of reprinting, the Department has reprinted and published
25 Volumes of rare and unavailable Gazetteers.

KANNADA DEVELOPMENT AUTHORITY
Annual Report for the year 2017-18
Setting up of Kannada Development Authority:- Kannada Development
Authority was constituted to implement the Karnataka State language policy and to
implement the accepted recommendations of Dr. Sarojini Mahishi report. It also
advises the Government to ensure usage of Kannada at all levels of the state
administration. The Kannada Development Authority Act 1994 has come into force
with effect from 01.11.1995.
Chairman:-
As per the Provisions of the Kannada Development Authority act, the authority
shall have one chairman, seven non-official members nominated by the Government
and seven ex-officio members. Their term will be for a period of three years. Prof.
S.G. Siddaramaiah has been appointed as Chairman from 02.11.2016.
In addition, the following officers are ex-officio members of authority.

Chamarajendra government college of Visual Arts [CAVA] was established at Mysore vide
G.O.No. ED4/MS81/Bangalore, Dated.09.01.1981. CAVA is the only visual arts college run
by the Government of Karnataka under the Department of Kannada & Culture. CAVA is
permanently affiliated to the University of Mysore.
CAVA offers B.F.A. Degree course of five years duration-Foundation level of two
years and Degree of three years. Students can specialize in any of the following six
disciplines at the Degree level.

KARNATAKA BORDER AREA DEVELOPMENT AUTHORITY ANNUAL REPORT FOR THE YEAR- 2017-18.
Karnataka Border Area Development Authority has been established in the
year 2010 under the Karnataka Border Area Development Authority Act-2010. 19
Border districts consisting of 52 Talluks and Border Area of 6 outside States comes
under the perview of KBADA Act. The Karnataka Border Area Development
Authority is taking up different developmental works in these areas.
During the year 2017-18, Rs.5000.00 lakhs has been alloted in the budget
under head of account 4202-04-800-1-08. Rs 5000-00 lakhs was spent during the year
for programmes mentioned in the action plan like cultural Halls, School rooms, open
air theatres, computer rooms/Computer purchase, Sports rooms, Libraries, Road
repairs/constructions, and water filter units for schools, Check dam, Community Halls,
Hostel Construction, Solar lights and cultural programs in the border areas
of 19 districts and 52 taluks, and 6 outside state of border area of Karnataka state.

Chapter-1
The Department of Information and Public Relations works as
a connecting link between Government and the public and plays an important role in
reaching the pro-people programmes and schemes of the Government to them.
Publicity is given through TV, Radio, Electronic Media, and Print Media along with
traditional medias like Street Play, Music-theatre and also through new media such as
Internet, Facebook, Twitter etc.
A brief introduction to the Department of Information and Public Relations and
a bird’s-eye view of the activities in 2017-18 is given below:
Department was formed as Publicity Department in 1949 and marching
forward successfully leaving behind 65 years of legacy.
Later it was named as ‘Department of Information Publicity’, ‘Department of
Information’ and now it is named as ‘Department of Information and Public
Relations’.
Director is the head of the Department. More than 50 officers and more than
300 staff are working under him.
The Department has district offices in 30 district head quarters and has
information centers in New Delhi and Hubballi.

Head office has the responsibility to provide proper guidance and necessary
publicity materials and required grants from time to time. 4 Joint Directors and 6
Deputy Directors are assisting the Director in administration and in implementing the

DIRECTION AND ADMINISTRATION:
Under this head of account, allocation is being utilized for modernization of the
department mainly for repair of vehicles, purchase of new vehicles, maintenance of
buildings and incurring expenditure on arrangement of functions and meetings and for
stationary, electricity, water, rent, telephone charges and for paying salary to staff and
officers.
On 2nd October, 2017, on the occasion of Gandhi Jayanthi, a program was
organised to honour a person or organisation upholding Gandhian principles and
accordingly, Shri.H.S.Doreswamy, Freedom fighter was awarded with “Gandhi Seva
Prashasthi Karnataka 2017” which included an amount of Rs.5 lakhs.
Gandhi Jayanthi was celebrated in all District centers.
On the occasion of Gandhi Jayanthi, a sound and light programme emphasizing
his life and contribution towards nation was successfully organised in all the 30
District centers.

2) FILM SECTION:-
In order to encourage and develop kannada film industry, the Department
provides 100 per cent exemption of entertainment tax to Kannada and regional
language films, Subsidy to quality films, Award and recognition to best films, artistes,
technicians, directors and producers and single window system for providing film
shooting permission with ease.
Subsidy amount facility for Kannada and other Regional language films has
been increased from 75 to 125.
Subsidy to build Janata Cinema Theatres in district and Taluk centers.
Establishment of “Best Short Movie” award to encourage the production of
short movies in Kannada.
Distribution of Annual State Award on Dr.Rajkumar’s Birth Anniversary.

Celebration of Dr.Rajkumar’s Birth Anniversary on 24th April every year in all
District centers.
Permission to shoot Kannada and other Regional language Serials/short
Films/Documentaries/Bio-pics in the places of Karnataka at free of cost.
Compulsory screening of Kannada and other Regional language movies at the
prime time from 1.30pm to 7.30pm in the multiplexes of Karnataka State.
Uniform rate of Rs.200 has been fixed in all the theatres including multiplexes
in the State.
Dr.Rajkumar Smaraka was constructed in Bengaluru and was opened for public
view.
“Gaanayaana”, a novel musical programme introducing the milestones of
Kannada cinema was organized in select places of 30 districts.
Chitrotsava Saptaha was organized in 30 districts and National and State award
films were screened in this programme.
Digitalization of documentaries, stills and news photographs in the
Department’s archives.
Grant in aid of Rs. 200.00 lakh has been released to Karnataka Chalanachithra
Academy, which was established with the motto of “Quality Growth and
Development” of Kannada Film Industry, for its activities in the year 2017-18.
89th birth anniversary of Dr. Rajkumar, who made significant contribution to
the Kannada Film Industry, was organized in Raveendra Kalakshetra in
association with the Department of Information and Public Relations on 24
April, 2017.

2. PHOTO SECTION:-
This section prominently produces documentaries, short films and ad spots to take
up wide publicity in rural areas and produces bio-pics on personalities who have made
significant contribution to the Karnataka State and Kannada language and are being
telecast in Doordarshan and Private satellite channels.
As many as 152 short films were produced on the achievements and
programmes of the Government.

Documentaries in 600 bite cassettes in the Department’s archives are digitized.
55 documentaries are produced by women directors and are being telecast in
Doordarshan.
As many as 124 documentaries were produced on the developmental works of
the government.

Tribe directors under SCP/TSP scheme and have also been telecasted.

International Film Festival:
Bengaluru International Film Festival is being held every year to provide exposure
to international films to the people of the State. For this purpose Rs. 622.00 lakh was
provided during 2017-18.
10th Bengaluru International Film Festival was successfully organized in
Bengaluru from 22-02-2018 to 01-03-2018 by the Department of Information
and Public Relations/Karnataka Chalanachitra Academy. Inaugural function
was held in Bengaluru in front of Vidhanasoudha on 22-02-2018 and
the valedictory function was organized at Banquet Hall in Vidhanasoudha on
01-03-2018.
Selected International, Indian and Kannada films were shown in 11 screens in
PVR cinemas in Orion Mall, Bengaluru.
To organize the film festival, the Government has provided initially Rs. 4 crore
and an additional grant of Rs. 2.22 crore amounting to a total of Rs. 6.22 crore.
A total amount of Rs. 11,27,700/- was collected as delegate registration fee and
an amount of Rs.6,06,607.32 was collected through online registration
amounting to a total of Rs.17,34,307.32/- which has been deposited to the Bank
account of the Film Festival.

Cinema Artistes Welfare Fund:
A welfare trust fund has been set up to provide financial aid to the workers,
technicians and artistes in the Film industry of Karnataka. This programme is being
implemented through Karnataka Chalanachitra Academy with an aim of providing
financial aid as decided by the committee for untimely death, Cancer, heart diseases,
kidney problems and accidents and a fixed deposit of Rs. 1100.00 lakh is made for
this purpose.
Medical expenditure of beneficiaries of Rs.5,02,272/- has been covered by the interest
amount of the deposit.

Information Centers:-
Information centers of the Department are functioning in New Delhi and
Hubballi. They provide information about the Programmes, schemes and the policy
decisions of the Government to the Public. The Information Centre at New Delhi also
releases press notes during the visit of Hon’ble Chief Minister, Ministers and Higher
officers of the Government to New Delhi and even organizes press meets and
seminars.
Exhibition stalls are set up by the Department at Pragati Maidan, New Delhi to
provide information to the public about the State Government’s programmes, art and

Press and News Section:-
This section has the responsibility to release news and information to the public
through mass media all over the State and also works in following areas:
Media coordination
Providing Media accreditation card and smart card
Journalist welfare activities
To recognise the achievers in the Media and honour them with awards.
News release:
This section releases press notes regarding the news and activities of the
Government/ semi-government, boards and other departments to the media. Media
invites for Government meeting, programmes are also sent through e-mail. During
2017-18 around 1920 press releases and 03 special articles are released. The special
articles and news released in district offices are also compiled and released at State
level everyday and the same is published in the Department website too.
Media Accreditation Card:
Media accreditation card is provided to media persons to facilitate them to take
part in the Developmental programs of the State, VVIP visits, Government meeting
and programmes and the card even provide access to high security area. In 2017-18
the department has provided 1361 accreditation card.
Smart Cards are provided to accredited Journalists to travel free of cost in State
Road Transport Corporation buses all over the State. In the year 2017-18 Rs. 150.00
lakh was paid to KSRTC for this scheme.
Accredited journalists who work in newspapers and periodicals which are in
departments archives are provided facilities to travel in KSRTC express bus across the
state at free of cost and in 2017-18 an amount of Rs.64.00 lakh has been paid to
KSRTC for this scheme.
24 applications of the accredited media persons and their family (wife/husband
and dependent children) were recommended to Railways for 50 per cent railway
concession.

Vidhanasoudha/ Vikasasoudha Entry Pass:
As Vidhanasoudha and Vikasasoudha are declared as restricted area for
security reasons, it is mandatory for the media persons to have entry pass/ vehicle pass
to these premises. In this wake, a committee is formed under the chairmanship of
Director, to make recommendations on to whom the entry passes should be issued and
DPAR takes steps accordingly.
This section takes necessary action to issue security passes/ entry passes to
media persons for VVIP visits, special programmes and also during elections in
coordination with Police Department and Election Commission.
Arogya Bhagya:-
Rajeev Arogya bhagya is being implemented from the year 2017-18 through
Suvarna Arogya Suraksha Trust for Accredited journalists, Editors, Sub-editors,
Reporters, Photographers and Journalists representing newspapers which are in the
media list of the Department. As many as 72 Arogya Bhagya ID cards were issued to
journalists till the end of January. An advance payment of Rs. 2.25 crore is made to
Suvarna Arogya Suraksha trust, Bengaluru for this scheme. Presently, the Health
Department has brought all these schemes under ‘Universal Health Card Coverage’
and arrangements have been made by the Department to get complete information
about this scheme from the Health Department.

Senior Journalists Welfare Trust Fund:-
Senior journalists who have crossed 55 years of age and served 25 years are
extended with financial assistance from the interest of Rs. 1.00 Crore fixed deposit
made at the State Bank of Mysore. During 2017-18, as many as 5 applications have
been received and are being examined.

Journalists Pension:-
A monthly pension of Rs. 10,000/- is being given to retired journalists in
distress who have served fulltime/ part-time for 25 years as Editor, Sub-editors,
reporters, photographers and correspondents and a family pension of Rs. 3,000/- is
also being given. In 2017-18, on 15-07-2017 a total of 95 applications for pension
have been examined and the committee has recommended the government to provide
pension for 11 retired journalists. On 11.01.2018 the committee has examined 33
applications and has recommended the government to provide pension to 16 retired
journalists. Already the government has given orders to provide pension to 11 retired
journalists. Meanwhile, in 2017-18 family pension of Rs.3,000/- was provided for 9
journalist families.
TSR memorial Journalism Award and Mohare Hanamantharaya Award:-
TSR Memorial Journalism Award was constituted in 1993 in memory of
veteran journalist T.S. Ramachandra Rao, which is being presented to eligible
Journalists who have made significant contribution in the field of Journalism.
Mohare Hanamantharaya Award was constituted in 2009 in memory of Mohare
Hanamantharaya known as Bhishma of Kannada Journalism. This award is presented
to the journalists who have run a Kannada daily or a group of publications
successfully and contributed to Kannada Journalism.
A selection committee under the chairmanship of retired judges of High Court
of Karnataka is formed to select eligible journalist for these awards for the calendar
year 2016. Selections for this award will be made by examining their achievements
and the awardees will be presented with Rs. 2 lakh cash prize, a memento and a
certificate of appreciation.
Developmental Journalism and Environmental Journalism Award:-
Developmental Journalism and Environmental Journalism Award is being
given to Journalists who have made significant contribution in respective areas. A
committee under the Chairmanship of Director of the Department comprising veteran
journalists is being formed for the calendar year 2016. The award includes Rs.
1,00,000/- cash prize, memento and a certificate of appreciation.
Training to Journalism graduates:-
In the year 2017-18, the Press and News section of the Head office of the
Department provided skill development training in print and electronic media to 57
Journalism graduates and post graduates belonging to backward classes and laptops
were also distributed to them.

Mahiti Utsava:- “Mahiti Utsava” a special publicity programme was held in
order to provide information regarding several welfare schemes like “Anna
Bhagya”, “Ksheera Bhagya”, “Vasathi Bhagya”, “Manasvini”, “Runamuktha”
and “Mythree” for the benefits of the people that are launched by the
Government. Bangalore unit level programme was held in Chitradurga while
Mysore unit level was organised in Mysuru and Belagavi unit level programme
was held in Dharwad. The programme was also appreciated for organising
successfully.
Mobile Exhibition: Intense publicity campaigns were held in rural areas about
the Government schemes and achievements through the exhibition vehicles of
every district offices by installing flex containing information about the
Developmental programmes and by screening documentaries by utilising street
play theatre groups.
Dasara Tableaux- Took part in 2017 Vijayadashami procession with a tableau
on the subject “Developmental programmes of the Government” which got
people’s appreciation.
Dasara exhibition: Exhibition was organized in 2017 Mysuru Dasara about the
developmental works of the Government and the progress achieved.
Kalajatha: Kalajatha, a special publicity campaign was successfully held in
1200 select villages across the State about the developmental programmes and
the progress achieved by the Government through audio-visual medium, street
play, song and drama.
New Delhi Republic Day Tableau:- on 26th January, 2018 on the occasion of
Republic Day Parade held in New Delhi, the Department represented State of
Karnataka with a tableau on the subject “Wildlife of Karnataka”. The tableau
drew the attention of the audience and succeeded in disclosing the wildlife of
the State at the National level.
Pragati Darshana (LED):- Pragati Darshana Publicity campaign through
Vehicles with LED wall regarding the welfare schemes of the Government was
held in 3800 select villages of Karnataka.
Exhibition in Festivals/Fairs:- Exhibition stalls were set up in 10 different
places in the State and wide publicity was given to developmental programmes
of the Government. The stalls in the exhibition were visited by umpteen
numbers of people.

COMMERCIAL PUBLICITY SECTION:
Advertisements play a vital role in reaching the pro-people programmes of the
Government to the Public, especially the target group.
Print media and electronic media are the important mediums of advertisements.
Department of Information and Public Relations acts as a bridge between Government
and the media and play an important role in creating awareness among the people by
publishing advertisements.
For this purpose the Department has the approved list of Newspaper and
electronic media. In this approved list, currently there are 9 State level Kannada
dailies, 5 English dailies, 39 regional dailies and 372 district level dailies and 176
periodicals are included.
The approved list of electronic media consisted of 26 Television Channels, 7
Radio Stations and T.V screens installed in the states bus stand, railway station and
railway coaches and 5 institutions that broadcast advertisement in sound medium and
meanwhile 2 satellite communication organization that broadcast advertisement in the
State’s cinema theatres are also included.
Every year the Department has followed the tradition of publishing
advertisements on various occasions of National and State importance, birth
anniversary of national leaders and in the same way the advertisements have been
released on the following special occasions:
Advertisements were released on special occasions like “Police Flag Day”,
“Bharath Ratna Dr.B.R.Ambedkar Jayanthi”, “Dr.Rajkumar Birth
Anniversary”, “Basava Jayathi”, “Kempegowda Jayanthi”, “Kargil Vijay
Divas”, “Police Dinacharane”, “Hampi Utsav”, “Tippu Jayanthi”, “Children’s
Day”, “100th Birth Anniversary of Indira Gandhi”, “Mahatma Gandhi Martyr
Day”, “International Women’s Day” and many more. Meanwhile, electronic
advertisements were also released.
Advertisements were released to all approved newspapers, periodicals and
electronic media’s during special occasions such as Independence day-2017,
Gandhi jayanthi-2017, Karnataka Rajyostava-2017 and Republic Day-2017.
Attractive designs have been prepared to bring awareness to the people
regarding the Government’s pro-people programmes and achievements and the
Department is doing an eminent work by releasing these designs to the
electronic media.

Special supplementary was brought out in the English National periodicals like
India Today, Outlook, The Week and Frontline and also in Sudha and Taranga of
State level magazine regarding the achievements of the Government in various
projects in the past 4 years.
Under Karnataka Transparency Enactment of tender and classified
advertisements, tender notification advertisements regarding the various
projects undertaken by the Government were released. In 2017-18 an amount
of Rs12.05 crore has been paid for this purpose.
Government is encouraging various organizations working for social causes, in
the field of Literature, Music and art through advertisements. Advertisements
are released to Souvenirs brought out by such organizations on special
occasions. An amount of Rs.64.00 lakhs was paid for this purpose.
Every month the department releases advertisement in the form of state’s
Government encouragement to 148 journals reserved for Art, literature, culture,
sports, science and women. An amount of Rs.14.00 lakhs was paid for these
papers.

One page advertisement was released to newspapers circulated in 52 identified
Taluks in border areas for the development of border areas under “Border
Development Authority” as a part of Government’s encouragement and an
amount of Rs.2.30 crore was spent for this purpose.
For the above mentioned advertisements the government has released grants of
Rs.182.53 crores to commercial publicity section to meet the expenditure under
Head of Account 2220-60-106-0-04 Public Communication and Publicity. The
amount has been spent for publishing advertisements in newspapers and electronic
media.
Publicity Section:
The programmes observed through Publicity section to publicize
governmental unique programmes in the year 2017-18 are as follows:
Vinyl has been changed 5 times in 2578 public hoardings across the state
to bring awareness regarding the programmes and achievements of
government. An amount of Rs.944.00 lakh has been utilised for this
purpose.
Head office of the Department has spent an amount of Rs.54.00 lakhs for
publicizing through booklets, folders and other sources. Nearly 5 lakh
booklets have been printed and distributed. Booklets displaying the
information of the progress of District and Taluks have been printed and
distributed. Facilities were provided by releasing grant-in-aids to district
collectors to issue booklets regarding their respective places during Chief
Minister’s state tour. Grant-in-aid of Rs.296.00 lakh has been released for
every district for this purpose.
An amount of Rs.421.00 lakhs was spent to install vinyl in bus shelters in
Bengaluru for publicizing purpose.
An amount of Rs.1190.00 to publicize through L.E.D mobile vehicles in
rural areas.
Publicity was done by installing vinyl planks to nearly 25000 buses of
KSRTC, NWKRTC, NEKRTC and BMTC, four organizations which
comes under the authority of Karnataka State Road Transport Corporation.
An amount of Rs.3876.00 lakh has been spent for this purpose.
An amount of Rs.153.00 lakhs was spent for publicity in three major trains
which runs across the State.
An amount of Rs.23.00 lakhs for publicizing through Auto rikshaw,
Rs.9.00 lakhs through Metro Pillars, Rs.60.00 lakhs through L.E.D T.V in
trains, Rs.48.00 lakhs through sound medium in bus stands and Rs.60.00
lakhs has been spent to publicize through private hoardings.

CHAPTER - 3:
Karnataka Media Academy, Karnataka Chalanachitra Academy and
Temperance Board works under the jurisdiction of the Department of Information and
Public Relations. Every year Grants-in-aid are being released to these institutions by
the Department.
1) KARNATAKA MEDIA ACADEMY:
INTRODUCTION:
Kannada Journalism has a special history of over 172 years. Since Post
Independence period its growth with people’s love and social commitment is a very
interesting fact.

Government understood the need to set up an institution for skill
development in the field of journalism and even the qualitative growth of the field.
After undertaking tour to Andhra and Kerala State and after thorough study of their
models and the facilities given to these academics by the Government, Karnataka
Press Academy was established in Kerala Model.
PRESS DAY:
The academy has decided to celebrate “PRESS DAY” on July 01, to
commemorate the beginning of first Kannada news paper “Mangaluru Samachara”
which was started on 01st July, 1843, and in 1996 this “Press Day” was announced.
Since 1996, in the background of this announcement, several programmes concerning
Journalism have been organized by various paper and other organizations across the
State.
NATIONAL PRESS DAY:
On November 16, 1966 ‘National Press Board’ came into existence. In this
background, every year November 16 was celebrated as ‘National Press Day’ across
India to discuss the grievances of general public.
SIGNIFICANT PROJECTS:
The specific project includes creation of awareness to journalism students and
general public by the journalists regarding governmental programmes through Social
Medias and Madhyama Manthana, a book consisting of various matters. Meanwhile,
10 months training in famous newspapers/T.V medium was provided to journalism
students, Media Kits were distributed to Scheduled Caste/Scheduled Tribes in 30
districts to encourage them and laptops worth Rs.50,000/- was also distributed.
Seminar has been organised regarding social medias. Madhyama Manthana, a
programme regarding the schemes of the government is also organised.
In the current year the academy has undertaken several major projects like
presentation of awards, publication of books, media dictionary, seminar regarding
empowerment through the medium of backward classes of the society, training camp,
reporting of Vidhana Mandala, training camp for women reporters, training camp for
scholarship and many more.
For the first time, the academy has organised a seminar on the topic “Samartha
Aadalitakke Madhyamada Jothe Janaredege”. Meanwhile, a seminar was also
organised at Lalit Mahal hotel to inform people regarding governmental programmes
through media and social media. Honourable Chief Minister and Ministers of the State
and more than 1000 journalists participated in this seminar.

The academy achieved success in organising training camps in district and
rural areas and in encouraging journalists of rural areas to enhance their professional
ability. Till now the academy has provided training to thousands of journalists and
journalism students across state. In addition, the academy has successfully organised
programmes in Raichuru, Dharwad, Mysuru and Haveri districts. More than 2500
journalists and journalism students participated in these programmes and received
training. In order to encourage scheduled caste and scheduled tribes, Media kits were
distributed in 30 districts and laptops worth Rs.50,000/- are also distributed in
Bengaluru. Seminars are organised regarding social medias and Madhyama Manthana
programmes on governmental schemes are also organised.
AWARD PRESENTATION:
45 senior journalists were felicitated with awards for the year 2017. Each
award consisted of Rs.20,000, Momento, Shawl and certificate which was given in the
award function organized by the academy.
SEMINAR AND TRAINING CAMP:
Successful programmes of Seminars on various relevant and burning issues
concerning their professions have been organized and they played a vital role in
finding solutions to the problems.
NATIONAL LEVEL SEMINAR ON WOMEN:
A national level seminar on “Challenges, Problems and Opportunities of
Women Journalists” was organized by Karnataka Media Academy in collaboration
with Karnataka State Woman University, Vijayapura and the Department of
Information and Public Relations. Representatives from Women Organizations,
Journalism students and Journalist from all over Karnataka took part in this seminar.
SCHOLARSHIP TRAINING FOR JOURNALIST STUDENTS:
Training in famous newspapers and electronic medias are provided for
journalist students belonging to scheduled caste/scheduled tribes, minorities and
backward class people. An amount of Rs.2,40,000/- has been spent for this purpose.
STUDENTS SCHOLARSHIP WHO ARE RECEIVING SCHOLARSHIP
TRAINING IN 2016-17:
In the year 2016-17, 10 month scholarship training was provided for journalist
students belonging to scheduled caste/scheduled tribes, backward classes and
minorities in famous newspapers and T.V mediums for which an amount of
Rs.4,80,000/- has been spent.

STUDY TOUR:
A committee that consists of academies chairman of several states pays visit to
various academies and exchange information regarding their academy activities which
is supportive in expanding the activities of the academy on a large scale. In this
concern, Telangana Press Academy was visited and on this occasion discussion was
held with journalists regarding the development of Telangana. A study report was also
prepared regarding this and an amount of Rs.3,28,906/- has been spent for this
purpose.
PROGRAMMES UNDER SCHEDULED CASTE AND SCHEDULED
TRIBE SUB-PLAN:
Media Kits worth Rs.50,000 were distributed to newspapers owned and run by
Scheduled Caste/Scheduled Tribes for more than 25 years in 30 districts to encourage
them. Expenditure is Rs.14,99,969/-.
MADHYAMA MANTHANA:
Governmental programmes on district level was held successfully in Hassan
district where the Ministers and district Ministers participated in discourse for which
Rs.1,90,615/- has been spent.
WEBSITE:
Modernized website corresponding to the activities of the academy has been
established that has been used by the journalists.
MEDIAS WALK TOWARDS PEOPLE FOR EFFICIENT
ADMINISTRATION:
The government is bound to provide effective, regular and people friendly
administration through its preamble and policies. In this digital world,
“Communication” plays a vital role in providing effective administration. In this
background, the communication system of the government is not just limited to
publicize information but also to listen to the opinions of publics which is necessary
for involving people creatively in making the administration effective. As a
counterpart to this, every officer should provide official and revised information
regarding their departments, schemes and programmes to the public. Meanwhile,
concerned people especially publics should respond constructively to the issues raised
in the medias including social media. In this regard, a seminar including Additional
Secretaries, Chief Secretaries, Secretaries, Commissioners, Directors, District
Information Officers was held in Bengaluru for which an amount of Rs.20,18,099/-
has been spent.

ROLE OF MEDIAS IN THE EMPOWERMENT OF TRIBES AND WELFARE
PROGRAMMES AND SUPPORT OF NEW MEDIAS:
A seminar has been held aiming to bring awareness regarding the role of
Medias in the empowerment of tribes and the proper utilisation of new Medias. Nearly
800 people including journalists and office bearers of NGO’s participated in this
seminar which was held at Zilla Panchayat auditorium in Mysuru. An amount of
Rs.4,76,872/- has been spent for this purpose.
VIEW OF SESSION AND TRAINING FOR SENIOR JOURNALISTS OF
VARIOUS PLACES ACROSS THE STATE:
Training and view of both the sessions of parliament for district and rural
journalists were provided in Bengaluru. As many as 14 journalists across state
participated in this training camp and an amount of Rs.4,28,054/- has been spent for
this purpose.
PUBLICATION OF BOOKS:
Books for the benefits of journalists and journalism students were published
and media dictionary has been given for reprint for which an amount of Rs.1,54,400/-
has been spent.

KARNATAKA CHALANACHITRA ACADEMY:
ACTIVITIES OF THE ACADEMY FOR THE YEAR 2017-18:
On 18.07.2015 academy started a new weekly programme “Belli Cinema-Belli
Maatu” at Chamundeshwari Studio in Millertank road. The programme with
the aim to create a good taste for cinema has been very successful and by the
end of March 2018 nearly 4 cinemas have been screened in “Belli Cinema-
Belli Maatu” programme.

To promote Kannada films in other states the academy has organised
Malayalam and Bengali Film Festival in Bengaluru and in the same manner
Kannada Film Festival was organised in states like Chennai, Hyderabad and
Kolkatta to facilitate people to view Kannada films.
Belli Hejje, a face to face introduction to the life of stalwarts of Kannada
cinema is being organized along with the documentary show and photo
exhibition. During 2017-18, the following Belli Hejje programmes were
organized:

2. Shri R.Ramadasa Naidu, Film Producer
3. Shri G.Manohara Naidu, Film Exhibitor, distributor and producer.
4. Shri Baraguru Ramachandrappa, Senior Film producer, writer, senior

5. Shri Suresh URs, Film Editor.
Government has formed “Film Policy Formation Committee of the
Government” including chairman of the Academy to prepare policies keeping
in view of the growth of Kannada Film Industry in the next 5 years. This
committee has already met and submitted its interim report to the Honourable
Chief Minister.
In the Goa International Film Festival set up by the National Film Development
Corporation (N.F.D.C) a stall was established from the academy in the Goa
Film Bazar-2017 from 20.11.2017 to 24.11.2017.
Academy has supported “Bahuroopi Film Festival” held by Rangayana in
Mysuru from 13.01.2018 to 18.01.2018 by providing projector and other
technical equipment.
In the year 2017-18, the academy has released books like “Simhavalokana”,
“Cinema-Hosa Dikku”, “Kannada Movies-Redefined” and Kannada
Chitrarangada Taatvika Nelegalu”.
A documentary on senior artist Shri Satyajith and on the history of Kannada
Film industry was made.
‘Kannada Cinema Day’ was observed by the academy on 03.03.2017 in
Purabhavana, Bengaluru. Smt.Archana Udupa and her team presented music
programme on this occasion and a photo exhibition showcasing 80 years of the
history of Kannada cinema was also organized. A cash prize of Rs.50.000 was
presented to 15 senior artists who have served in the various fields of Kannada
cinema industry.
Felicitation programme for 64th National Film awardees was organised and
movies that won award were screened on this occasion.
The academy, in association with the Department of Information and Public
Relations, organised Dr.Rajkumar Jayanthi at Ravindra Kalakshetra on 24-04-
2017.

plan head of account.
Temperance Board has implemented the following programmes for the year 2017-
18 to create awareness among the masses regarding the ill effects of alcohol and drug
abuse.

Public awareness was created by organizing awareness marches from
Gandhi Bhavan at Anandroa Circle in Bengalurur by Karnataka State
Temparence Board on 26-06-2017 and the inauguration regarding this was
held at Karnataka Gandhi Smaraka Nidhi.
On 03-07-2017, a weekly programme on World Day against Drug was
organised where school and college students took part in marches from
Tumakuru District Collectors office to bring awareness and a programme
regarding this was organised in “Gubbi Veeranna Kalamandir”.
The Karnataka State Temperance Board has identified 3 great personalities
for 3 years who are trying to bring awareness among the public regarding
the ill effects of alcohol and drug abuse by constantly fighting against it
they are: 1) Shri C.R.Chandrashekar, Founder of Kattemalalavadi Belaku
Samsthe, Hunsur Taluk, Mysuru District 2) Shri Ningaraju Malladi and 3)
Shri Dr.Sadashivaiah, Founder of Archard Organisation and he also
provides guidance to those who are addicted to alcohol and drugs along
with providing treatment for them in Tumakuru. These three great
personalities were honoured with “Samyama Award” given by the
Karnataka State Temperance Board, from honourable Chief Minister in the
programme organised at Kalamandir in Mysuru.
On 02-10-2017, on the occasion of Gandhi Jayanthi, the board organised
marches of school and college students in association with Karnataka
Gandhi Smaraka Nidhi.
The valuable message of Mahatma Gandhi regarding the ill effects of
alcohol and Drugs were printed with his photo and was distributed to
distinguished personalities who participated in various programmes. Along
with this, the chairman of the Board, during his tour to 30 districts,
distributed pamphlets to officers and other dignitaries who took part in
district level meetings and programmes.
The Chairman of the Board and other non-official members undertook
study tour to Bihar, an alcohol free State, and submitted the report to the
government.
Exhibition stalls were set up in the world famous Mysuru Dasara
Exhibition-2017 to bring awareness among the people regarding the ill
effects of alcohol and drug abuse.
The board also provided financial assistance of Rs.15lakhs to “Madhya
Varjana”, a camp which was held in various places across the State by
“Akhila Karnataka Jana Jagruthi Vedike” of Beltangadi lead by
Dr.Veerendra Heggade, administrator/Dharmadhikari of Dharmasthala
temple. Nearly 75 camps were held all over Karnataka.

New highway hoardings and publicity planks consisting of Mahatma
Gandhi’s message on the ill effects of alcohol and drugs were prepared and
exhibited in several places like schools/colleges, office premises and also in
national highways.
The Board also prepared documentaries focusing on the ill effects of
alcohol and drug abuse and telecasted in Doordarshan aiming to create
awareness among people.
The Board broadcasted messages showing the ill effects of alcohol and drug
abuse prior to prime news in Doordarshan to create awareness among the
public.
The Board organised several programmes through various organisations in
30 district and Taluk centers to create awareness among Anganvadi and
Asha workers and women self service organisation.
Public awareness was created through street plays enacted by proficient and
well trained teams on district/taluk/hobli level across the State.
Pamphlets with the messages like “Kudita Beda” and “Mayajaala” were
printed and distributed to people in various programmes of the government.
The Board has set up stalls in “Agriculture and Industrial Exhibition” held
at Siddaganga Matt in Tumkuru to bring awareness.
Stalls were also set up in the Jaatra Mahotsava of Adichunchanagiri to
create awareness among people.
Seminars in school/college across state was organised to bring awareness
among public regarding the ill effects of alcohol and drug abuse.
The Board printed pocket calendar-2017with the messages regarding the ill
effects of alcohol and drug abuse and were distributed to public and 35 non-
official members who were appointed to the board. In addition, the
Chairman of the Board, during his tour distributed the pocket calendar to
people who took part in district level programmes.
The messages from religious leaders were recorded and were telecasted in
Doordarshan through “Marketing Communication and Advertising
Limited” to create awareness.
Karnataka State Temperance Board has prepared documentaries and radio
jingles which was played in Akashavani and Doordarshan to create
awareness among the masses regarding the ill effects of alcohol and drug
abuse.
Highway hoardings with messages against alcohol and drug abuse were put
up to create awareness among public.
The stalls were set up in “Nanjundeshwara Jaatre” held at Nanjangud to
bring awareness regarding the ill effects of alcohol and drug abuse.
Arrangements have been made to play documentaries in social medias to
create awareness among public.

The Board has taken step to telecast programme in FM radio through

MODERNISATION OF DEPARTMENT/ADMINISTRATIVE MEASURES:
The day to day affairs of the office is conducted through e-office efficiently.
Website:- The Department of Information and Public Relations has its own website
www.karnatakainformation.gov.in wherein the Government news is being updated
every day.
SOCIAL MEDIA:-
The Department has intended to bring about changes in the publicity work by
using modern tools such as social media to act according to the changing trends and
situation. The Department has its presence and active in Facebook, Twitter, YouTube,
Website etc. through which information regarding the developmental works of the
Government is disseminated.
4. I.T.Hub:
The website of Press and News section of the Department has been designed by
NIC and the news of this section has been released through this website.
The I.T hub is responsible to provide technical requirements, software and
hardware requirements of the Department.
The Department has its own website called www.karnatakainformation.gov.in
and the website was designed and developed by the department itself while the
department has posted the website through NIC server in gov.in domain. The updates
are operated by the sections technicalofficer-1.

In addition, the Press and News section of the Department has its own website
which was developed by N.I.C of Bengaluru based on central government’s PIB
model. The photographs and media notifications were uploaded daily. The (Technical
Officer-2) KSWAN network facility is available and in relation to network, the
section works in co-ordination with department’s e-administration.
The section provided technical assistance to the observance of Treasury-2 in
the Department. The section even provided co-ordination to C.M-Dashboard-
Prathibimba.
The section maintains branding files of major programmes of various
departments of the state through M.C and A organisation and J.Walter Thomson,
Bengaluru. It also helps in the formation of IT hub unit of department’s social medias
and social media unit of Chief Minister.
E-office:
The department has opened an e-office aiming to ensure transparency in
administration and for the proper disposal of files without any delay. The e-office has
been opened in all the district centers including the head office.
