CERTIFICATE
This is to be certified that the proposed Project (IWMP-II) comprising Eleven micro-
watersheds of district Bijnor Uttar Pradesh has been selected for its sustainable development on
watershed basis under Integrated Watershed Management Programme. The land is physically
available for proposed interventions and is not overlapping with any other schemes. It will be
developed as per Common Guidelines for Watershed Development Project-2008, GOI, New Delhi.
The significant results will be achieved through proposed interventions on soil and water
conservation, ground water recharge, availability of drinking and irrigation water, agricultural
production systems, live stock, fodder availability, livelihoods of asset less, capacity building, etc.
The proposed Detailed Project Report of IWMP-II, 2009-10 is approved for its
implementation.

EXECUTIVE SUMMARY
All the micro-watersheds of IWMP-II, 2009-10 are situated in Najibabad Block District Bijnor, Uttar
Pradesh. The extent of latitude and longitude of the project is 29.32 to 29.70 N-S and 78.10 to 78.40 E-
W. The project consists of eleven micro-watersheds namely Himpur Pachatpura (2B4D3i4a), Kishanpur
(2B5B8c5b), Kanakpur (2B4D3i4c), Rani Kota (2B4D3i2b), Ranipur (2B5C1f1c), Jaswantpur 2B5C1f3c,
Mahavatpur Billoch (2B5C1f3b), Jhakaki (2B4D3i2c), Pooranpur Garhi (2B5C1f1b), Kamalpur (2B4D3i2d),
and Shamipur (2B5B8c4c) with total geographical area of 5427 ha, out of which 3375 ha is treatable with
total outlay of Rs. 405.00 lakh under Integrated Watershed Management Programme. The Project
Implementing Agency (PIA) is Bhoomi Sanrakshan Adhikari, Department of Land Development and Water
Resources, Chandpur in Bijnor, Uttar Pradesh.
All micro-watershed falls in agro-climatic zone of Western region representing a transitional zone of
tropical sub-humid to semi-arid and comes under hot moist semi-arid ecological sub-region. The micro-
watersheds of IWMP-I is situated at an elevation of some 202.20 to 248.20 m above mean sea level and
has relief from 14 to 34 m. General topography of the watershed is mild to gentle.
Spatial distribution of different slope classes was prepared using Arc GIS. Slope was divided into five
classes’ viz. 0-0.5, 0.5-1.0, 1-3, 3-5. 5. Per cent areal extent of different slope classes in IWMP-II micro-
watershed is shown in Page no. The dominant slope category in the micro-watershed is 0.5 to 1% (49.57)
1 to 3% (29.43), 3 to 5 (21%). On an average 28 per cent population is scheduled caste. The watershed
is water scarce. Expected runoff is worked out as 40% per cent annual rainfall. The watershed is
dominated by cow and Buffalo.
To achieve the sustainable development, all kinds of activities related to natural resource
management, production systems and livelihood options for asset less people are described in Page no. to
the total cost of the project is Rs. 405.00 lakh. All the activities of natural resource conservation are
marked on the map of proposed plan.
Major crops of the watershed are urd, moong, Sugarcane, during kharif and, wheat in.Rabi.

1.1 Project Background
Integrated Watershed Management Programme-II comprises Eleven micro-watershed namely
Himpur Pachatpura (2B4D3i4a) , Kishanpur (2B5B8c5b), Kanakpur (2B4D3i4c), Rani Kota (2B4D3i2b),
Ranipur (2B5C1f1c), Jaswantpur (2B5C1f3c), Mahavatpur Billoch (2B5C1f3b), Jhakaki (2B4D3i2c),
Pooranpur Garhi (2B5C1f1b), Kamalpur (2B4D3i4c), Shamipur (2B5B8c4c), watershed project is
situadated in Najibabad Block of District Bijnor and spread over in 42 villages of 18 gram Panchayat. The
total geographical area of the IWMP-2nd 5427 ha, out of which 3375 ha is treatableunder Integrated
Watershed Management Programme (IWMP-2nd).

2.1 Location:
The micro-watersheds of IWMP-II are located in Najibabad block of Bijnor district. It is about 35 km. from
Bijnor on Najibabad road. Location (lat/long), Gram Panchayat, villages and its geographical area for each micro-

2.2 Physiography
Slope: Spatial distribution of different slope classes was prepared using Arc GIS. Slope was divided
into five classes’ viz. 0-0.5, 0.5-1.0, 1-3, 3-5% and more than 5 per cent. Per cent areal extent of
different slope classes in IWMP-II micro-watershed is shown in The dominant slope category in the micro-
watershed are 1-3 per cent (78%) followed by 3-5 per cent 5, (22%).

Climate
The annual rainfall of the Western region varies from 759 to 1020 mm, about 90% of which is
received during South-West monsoon period (Singh et al. 2002). The major part of the rainfall is received
during the month of July and August. The length of growing season in Western ranges between 90 to 150
days depending upon rainfall and temperature regimes. The winter rains are erratic, occasional, meager
and uncertain. The total rainy days/year vary from 30-45 in the region with an average of 37. The
distribution of rainfall is very erratic. Low rainfall and drought are common features. Long dry spells
during rainy season are also experienced often, which adversely affect the crops. It has been observed
that in a cycle of 5 years, 2 are normal, 2 drought years and 1 is excessive rainfall year (Tiwari et al.
1998).
The climate of Bijnor is characterized by a hot dry summer and cold winter and is marked for high
variability of rainfall year to year. There are primarily four seasons: – Dry Summer season – from March
to May i.e. before advent of monsoon, moist summer season – from June to September (Monsoon)
transition period - in October and November, which is the post monsoon period, and winter season – from

3.5: LIVESTOCK POPULATION
The watershed I.W.M.P 2nd 1has 10915 cows, 19740 Buffaloes, 12804 Bullocks, 8047 Goats,
1090 Pigs, 1004 Sheep and 5982 Poultry. The majority of the peoples are depended on Buffaloes and

Project Implementing Agency
The Project Implementing Agency (PIA) is Soil Conservation Officer, Department of Land
Development and Water Resources, IWMP-II, Bijnor, Uttar Pradesh. The PIA was given responsibility to
develop the micro-watershed by District Watershed Development Unit (DWDU) and State Level Nodal
Agency (SLNA) considering its vast experiences in handling land and water management issues in the
region. The PIA has well experienced trained and sufficient staff to handle the watershed management
programme efficiently. Most of the staff of PIA has exposure of several watershed projects. In addition the
PIA has access for technical backstopping from the ICAR viz. IGFRI and NRCAF, and KVK located at Bijnor

resource development of watershed.

Details of Livelihood Activities in the project area
During discussions with the village communities by our Livelihood experts, several activities were
discussed with them. The main objectives of these discussions were:
Assure one livelihood option to poor families
Assured livelihood for at least 300 days in a year
At least one daily job per family SCs/BPL/ very poor families.
Form SHGs would be imparted skill training on identified Economic Activities and it is proposed to impart
them trainings. It is proposed to lend revolving fund of Rs. 25000/- to each SHG/individuals formed in the
watershed villages. Since the members from SHGs/landless are very poor, they do not have resources to
start micro enterprises. It is envisaged that they should be assisted and given loan of this amount in the
shape of Revolving Fund Assistance (RFA) so that they do not get trapped by money lenders. Funds thus
given on loan are recoverable from SHGs/individuals in easy installments. It is also proposed to impart
skill training to at least 10 unemployed youth from each village and give them trainings of their choice so
that they establish some small enterprises. It is further proposed to give them interest free loan of Rs.
12000/- each as Revolving Fund Assistance (RFA) to meet their urgent needs of funds for establishing
micro enterprises. Such funds recovered could either be back to SHGs/ individuals so some other SHGs/
individuals depending upon assessment of their respective needs. It is proposed to form 2 SHGs in each
village and identify at least 10 youths in each village for imparting training and giving Revolving Fund.

The above action plan has been prepared according to the need and resources available in the
project area. Individual activity fund distribution has been made the details would be given beneficiary
wise in the project file. Demonstration of crop, animal husbandry camp distribution of sheed and
plantation of fruit trees are the essential requirement of the project area. Therefore the above plan has
been constituted according to the aforesaid activity and the funds were allocated as per the norms.

WATERSHED DEVELOPMENT FUND
The major source of financial assistance after post implementation period is Watershed Development
Fund. The contribution of it will come mainly from the fund generated.
USER CHARGES
Various user groups will be formed in village. These user groups will collect user according to the
designated rules formed during the formation of user group. These funds will be transferred to the WDF
funds as per these formulated rules. The secretary of watershed committee (WC) shall maintain the
records.
SUSTAINABILITY AND ENVIRONMENT SECURITY
In the proposed watershed management plan of I.W.M.P.-7 Lalitpur watershed, proper blending of
bio engineering measures will be applied on 60% of the total watershed area. Based on the results of
studies conducted in this region, it is estimated that more 50% of the watershed area will be treated and
consequently the soil loss and runoff from the area is expected to be reduced by 70% and 65%
respectively. The proposed land use plan will improve the land utilization index and crop diversification
index significantly as compared to the existing one. It will help in maintaining ecosystem integrity on
sustained basis along with improving the livelihood security of the farming community.

ECONOMIC ANALYSIS
Economic analysis of the project was carried by taking direct benefits and costs considering 25 year
project life at 10 per cent discount rate. For this purpose of economic analysis, whole watershed
development plan was divided into three sectors namely,
