Annual Transportation Plan
• Consolidated grant application to Maryland
Department of Transportation Maryland Transit
Administration for transit operating and capital
assistance.
• Includes numerous “standard assurances”.
• Operating assistance can cover approximately
50% of net costs.
• Capital assistance covers 90% of costs with
combined State and Federal funds.

Current Status
• December 18, 2019 - Public notice appeared
allowing request for a public hearing.
• January 14, 2019 deadline to request a public
hearing passed with no requests
• Notices sent to all transportation providers
inviting written comments.
• March 23, 2020- Application package deadline
for submission.

Application Highlights
• $7,406,457 – net operating costs / requested
amount for transit operations. Federal and
State share requested is $4,270,841.
– FY-2021 assumes a significant increase in
Americans with Disabilities Act (ADA)
transportation demand
– Includes funding request for full time security at
both VanGO transfer points
– County share is $3,135,416 per application

• Discussions with Maryland Transit
Administration indicate operational
formula grants will be flat, tied to
FY-2020 awards
• County share for operations could be
$4,448,110.

• $1288,100 - requested amount for Capital
Assistance
– Capitalized Preventive Maintenance
– Two small paratransit buses
– Five small fixed route buses
– Facility design and engineering
– County share is $128,810
– Match does not include title and tags on vehicles
which are not grant funded

Completion of Application
• Standard Assurances have already been
processed but the Federal Transit
Administration FY-2021 package is not
available yet.
• Opinion of Counsel has been generated
• Program compliance is complete
• Approval and execution of an Authorizing
Resolution is required to be included in the
application.

New Grant Funding
• We were awarded $461,672 over three
years in new State funding under the Jobs
Access Reverse Commute program.
– Funds a significant share of the new route
serving the Waldorf Senior and Recreational
Center.
• 2020 Census results may put us in the
Washington urbanized area possibly making
us eligible for some new discretionary
grants.
