2. T he promotion of the officials will take effect from the date on which the officia l: actua lly join the po t of LSG (Accountant) cad re in Post Offices after the issue of this mem o.

3. T he offici a ls now promoted on regular basis are not entitled for any pay fixat ion if the)' have alread y ava iled th e benefit. Th e officials who are entitled for fixa tion of pay have to exercise an op tion under FR 22 (I ) (a ) (1). This should be exercised within one mont h from the date of promotion. O ption once exercised is final.

4. If the officials a re already getting hig her pay band / Grade Pay by vir tue of financial upg ra dution under TRO P / BCR / MACP, they may continue to get their present pay band / G rade Pay without any further fixation on promotion to LSG (Accountant) cadre in Post Offices ordered in thi Memo.

5. T he concerned Region will issue transfer & postings immediately and ensure the relief of the officia l to join in time in the new post.

6. T he Region will specifically mention in the Transfer & Posting orders, whether the transf r will be for a period exceeding 180 days or not exceeding 180 days to ensure economy in expendi ture on account of payment of T / DA in case of officia ls retiring , hortly a fter joining in the promotional post.

7. T h appoi nting authori reserves the right either to mod ify or cancel the promotion, if any officia l is found not eligible for the promotion or if found necessary for any ca use at a la ter date.

8. The officia ls should be r lieved immediately and directed to report to th eir new places of posting. The responsibili ty would be that of the controlling offic er.

9. In case, any of icia l is not willing to accept the pro motion, his / her unconditional declin ation lett er hould be obta ined in wr iting within 15 days, failing which it will be presumed that he / she has declined the promotion. Th e decl ina tion, if any, will be disposed by the concerned a ppointing authority. T he officia ls dec lining the pro motion will lose senior ity vis-it-vis their juniors promoted to LSG earlier and they will be considered for promoti on only a fter one yea r, from the da te of declination or 0 11 availa bility of next vaca ncy whic hever is later. subject to all other conditions prescribed. The Regional Office should end a consolida ted re port to Circle Office in time about the declined officia ls.

10. In case any Vigilance I Disciplinary case of the type referred to in the OM No. 22011/2/86-Estt. (A) dated 12.01.88 and DOI>&T circula ted vide Directora te's Memo No. 25/19/88-SI>G da ted 04.05.88 (subseq uent ly) revised vid e DO P & T Memo No. 22022/4/91­Estt (A) dated 14.09.92 circulated vide Directorate' s Memo No. 25- 19/88-SP G dated 13.10.92 is pend ing agai nst any of the officials , they should not be relieved for posting, without obta ining specific orders from this office. The official aga inst whom an y puni shment is current should not be promoted before expiry of currency of punishment, an d a re port in this regard should be submitted imm ediately.

11. In case of SC/ST officia ls, the promotion is subject to verifi cation of their caste status. Concerned Div ision will process for the verification immediately.

12. If the promoted officia ls refuse the regula r promotion before becoming entitled to a finan cia l upg rad a tion, no financia l upgradation un der MAC]> shall be a llowed as such they have not been st agnated due to lack of opportunities. If, however, financial upgradation has been allowed due to stagnation and they subseq uently refuse the promotion , it shall not be a ground to withdraw the fina ncia l upgradation. T hey sha ll, however not be eligible to be conside red for further financial upgradation under MACP, till they agree to be considered for p romotion again and the second and the next financia l upgradation shall also be defer red to th e extent of period of debarment due to the refusa l.

13. T he regional a llotment is subject to change if there is any va r ia tion in the vacancies in any region.
