John J. BarthelmesCommissioner of Safety

John J. Barthelmes was sworn in by Governor John H. Lynch as Commissioner of Safetyon April 6, 2007.

Commissioner Barthelmes is a life-long law enforcement officer. He began his career in1976 as a state trooper assigned to patrol duty at Troop F in northern New Hampshire. In 1983 hewas promoted to sergeant and assigned to the Major Crime Unit as an investigator. In 1989 he waspromoted to lieutenant in command of the Major Crime Unit.

In 1993 Commissioner Barthelmes was named captain and commander of the Investiga-tive Services Bureau, in charge of the Narcotics Investigation Unit, Special Investigations Unit,Major Crime Unit, Missing Persons Section, Auto Theft Section, Criminal Intelligence Section andthe State Police Forensic Laboratory.

Governor Steven E. Merrill appointed Commissioner Barthelmes Colonel of State Policein 1996. He was subsequently reappointed by Governor Jeanne Shaheen.

In 1999 Commissioner Barthelmes left state service to join the New England High Inten-sity Drug Trafficking Area, based in Methuen, Mass., a federal effort to coordinate drug enforce-ment in the region. He was deputy director and then director of that program.

Commissioner Barthelmes is a 1975 graduate of the University of Massachusetts, with aB.A. in psychology, and a 1993 graduate of the FBI Academy in Quantico, Va.

The multi-faceted mission of the Depart-ment of Safety encompasses protection ofthe lives and safety and preservation of thequality of life of New Hampshire citizensand visitors to our state on the highways,on the waterways, and in their homes andbusinesses. We enforce motor vehicle andhighway safety laws, criminal laws, com-mercial vehicle regulations, fire safety, build-ing and equipment safety laws and regula-tions, and boating safety laws and rules. Wealso provide enhanced 911 emergency com-munications statewide, and are responsiblefor homeland security and emergency man-agement activities.

The mission of the Department of Safety is tomaintain public order and to pro-tect the lives and property of New Hampshire

residents and visitors.The Department’s activities touch the lives of all

of them. It enforces criminal, motor vehicle and boat-ing laws. It investigates suspicious fires, trains emer-gency personnel, answers calls for emergency assis-tance and develops plans for responding to major di-sasters. It even inspects the amusement rides at fairsand carnivals.

The Department of Safety is the third-largest de-partment of state government, with 1,871 uniformedand civilian personnel, stationed in Concord and atfacilities around the state. It maintains a high-profilepresence throughout New Hampshire.

During Fiscal Year 2010, The Division of MotorVehicles made a major advance in customer serviceby introducing online driver license renewal. Begin-ning in January, most drivers were able to renew theirlicenses by completing an online form and paying witha credit card, as long as they had a photograph on filewith DMV.

The process significantly reduced traffic at DMVsubstations and reduced waiting time for people whohad business to transact there.

In September 2009, personnel from several divi-sions of the Department of Safety assisted the De-partment of Employment Security when computerproblems and large numbers of applicants resulted in

long lines and delays at state unemployment offices.State Police, DMV, Homeland Security and Emer-

gency Management, and Emergency Communicationsstaff helped to process applicants and answer ques-tions at unemployment offices until the backlog waseliminated.

In February 2010, the state’s emergency pre-paredness website, ReadyNH, went online. Thiswebsite is accessible from the state’s website, NH.gov.

It is intended to provide individuals, families, peoplewith special needs, pet owners and business opera-tors with useful, practical information on preparing forall types of emergencies.

The site is managed by the Department of Safetyand was developed in cooperation with the state de-partments of Information Technology and Health andHuman Services, the Community Health Institute,American Red Cross and VolunteerNH.

New Hampshire suffered two Presidentially De-clared Disasters during FY 2010: a wind storm duringthe last weekend of February 2010 and two floods inMarch 2010.

The windstorm resulted in approximately $12.5million in damage in six counties. The floods causedabout $3.2 million in damage in three counties.

Also during this fiscal year, a new K-9 investiga-tor joined the Fire Marshal’s Office. Andre is a blackLabrador retriever trained to detect the scent of

accelerants. He replaces Jade, who has retired.The Department of Safety was established by the

New Hampshire Legislature in 1961. It was originallymade up of three divisions: Motor Vehicles, State Po-lice and Safety Services.

During Fiscal Year 2010, the Department was madeup of eight divisions: Administration, State Police,Motor Vehicles, Safety Services, Fire Safety, FireStandards and Training and Emergency Medical Ser-vices, Emergency Services, and Homeland Securityand Emergency Management.

Commissioner’s OfficeThe Commissioner of Safety is appointed by the

Governor and confirmed by the Executive Council toprovide executive leadership and direction to the de-partment. The Commissioner serves a four-year term.

The Commissioner’s Office is made up of the Com-missioner, Assistant Commissioner and the Chief ofPolicy and Planning.

All eight divisions report directly to the Commis-sioner.

The Bureau of Hearings and the Grants Manage-ment Unit report to the Assistant Commissioner, whoalso serves as the Department’s liaison to the N.H.General Court. More than 600 bills that affect publicsafety are filed in a typical year.

The Legal Unit and the Public Information func-tion are the responsibility of the Chief of Policy andPlanning.

In April, Governor Lynch asked to have AssistantCommissioner Earl M. Sweeney appointed tempo-rarily as Acting Commissioner of the State LiquorCommission due to a difficult period for the commis-sion due to an on-going legal process and the dis-missal of a newly-appointed commissioner who wasarrested for driving while intoxicated.

As of the date of this report, CommissionerSweeney is still at the Liquor Commission, meanwhilefulfilling previous assignments at the Department ofSafety related to labor relations and legislative mat-ters, and serving as a member of the State LaborNegotiating Team and the Highway Fund Study Com-mission.

Bureau of HearingsThe bureau was established under the provisions

of RSA 21-P:13 and falls under the authority of theCommissioner of the Department of Safety. It is pur-posely not attached to any of the divisions, bureaus orother sections to avoid the appearance of prejudiceor impropriety.

It is responsible for conducting administrativehearings and acts as the Department’s prosecutor, sup-porting all of its law enforcement personnel.

The bureau has three units: Administrative Adju-dication, Criminal Prosecution, and Litigation.

The bureau management/supervisory staff includesthe administrator of hearings, chief hearings examinerand the chief prosecutor.

The Bureau of Hearings is pleased to report pro-ductive use of the Governor’s LEAN Project withimprovements such as decreasing the number of stepsin preparation for a court hearing, which reduces thetimeline dramatically.

A Highway Safety Grant for video-conferencingis nearing implementation and will allow people other-wise unable to appear in person to have a meaningfulhearing.

Administrative Adjudication UnitAdministrative hearings are conducted by nine

hearings examiners supported by 10 support person-nel and supervised by the chief hearings examiner.Hearings are primarily conducted under the generalauthority of the administrative rules (Saf-C 200).

Hearings are also governed by specific rules andstatutes that are applicable to the subject matter andscope of review listed.

Unlike a court proceeding, a hearing is generallyconducted in an office setting. The outcome is decidedon a preponderance of evidence standard. If the hear-ings examiner determines that he or she has a suffi-cient amount of information or evidence to show thatit is more likely than not that something happened, thestandard is satisfied.

The Bureau of Hearings has reduced the wait timesfor hearings through the use of an administrative court-room. All participants are provided the general pro-cedures and scope of authority simultaneously, andthen are called to provide testimony separately.

The quasi-judicial hearings include all license re-views; for example: Habitual Offender review or cer-tification; Demerit Points System; Transporting Alco-

hol by a Minor; Children in Need of Supervision(CHINS); Administrative License Suspension (involv-ing persons having either taken a chemical test after anarrest or refusing to complete the test); UninsuredAccident Involvement; and Fatal or Serious PropertyDamage or Injury Crashes.

Other hearings include topics such as Sexual Of-fender Registration Fee, Sexual Offender Classifica-tion, Fireworks Licensing, Security Guard Licensing,Car Dealership, Inspection Station, and the Titling ofVehicles.

In addition, topics covered include Common Car-rier Authorization, Abandoned Vehicles, and Dyna-mite Permits.

The bureau also conducts public hearings involv-ing watercraft in relationship to governing use on cer-tain waterways.

In Fiscal Year 2010, the bureau conducted 26,969administrative hearings.

Litigation UnitThe chief hearings examiner represents the agency

in Superior Court appeals from administrative hear-ings, assisted by a legal secretary.

Criminal Prosecution UnitThe chief prosecutor supervises five attorneys, two

paralegals and one support person. The ProsecutionUnit provides legal assistance to divisions within theDepartment of Safety including State Police, Fire Safetyand Safety Services.

The Prosecution Unit’s mission is to provide pros-ecution services for the Department of Safety’s lawenforcement agencies and to fairly, effectively, and ef-ficiently enforce the laws of the State of New Hamp-shire.

Due to the large coverage area, the state is di-vided into primary and secondary court coverage. Forthe primary courts, the Prosecution Unit accepts andprosecutes misdemeanors, except in the ManchesterDistrict Court, where it prosecutes all violations andmisdemeanors.

For the remainder of state’s District Courts, theProsecution Unit provides secondary court coveragefor more complex misdemeanor cases. The law en-forcement agencies are primarily responsible for theirown prosecution in these courts. Attorney prosecu-

tors are essential to ensure that the state puts forwardits best case.

The Prosecution Unit allows Department of Safetylaw enforcement to spend less time in court and moretime conducting law enforcement duties.

Grants Management UnitThe Grants Management Unit (GMU) is respon-

sible for searching for, applying for, administering andreporting on federal grants, congressional earmarks,foundation grants and other sources of funding for theDepartment of Safety. It also handles audit prepara-tion for the majority of these federal and state projects. The unit currently has five full-time equivalent po-sitions. There has been a net loss of one staff memberwith the transfer of the bio-terrorism grant back to theDepartment of Health and Human Services. The J-One information sharing project for locallaw enforcement has continued to progress. Thisproject is improving links between local and state lawenforcement, Corrections, the courts and parole of-ficers to allow for secure exchange of critical, up todate information in an electronic format. The unit isintegral to this project’s development, administrationand federal compliance. The unit is administering the majority of FederalMotor Carrier grant funds on behalf of the State Po-lice. These grants buttress commercial vehicle enforce-ment and related safety initiatives statewide. Thesegrants total more than $1.4 million annually.

In addition to grants for all divisions of the De-partment, the Grants Management Unit handles themajority of pass-through federal grants for cities, townsand counties from the U.S. Department of HomelandSecurity/FEMA. The unit has approximately $73 million in various

federal funding sources that are currently in the activeadministration phases on behalf of the department andthe state. These grants provide equipment for localfirst responders, as well as targeted funds for over-time patrols, commercial vehicle inspections and com-munications interoperability.

The Homeland grants in particular are primarilydirected to potential high-threat target areas for chemi-cal, biological, radiological or explosive attacks. Othergrants support disaster drills and first responder train-ing statewide.

Federal grants are also being used to improve NewHampshire’s all-hazards emergency preparedness. Thisincludes increased capacity to respond to hazardousmaterials incidents, medical surge and mass prophy-laxis capabilities, intelligence gathering and informa-tion sharing and infrastructure protection.

The GMU is currently overseeing a major initia-tive to work with local specialty hazardous materialsand special operations units and special weapons andtactics teams to perform joint training exercises.

Since Homeland Security grants to the state andlocal governments began in 2003, New Hampshirehas received a total of nearly $80 million. Eighty per-cent of these funds went to local first responders, asrequired by law. A major objective of the Grants Management Unitis to fiscally and administratively support communica-tions interoperability among public safety agencies,increasing the ability of first responders from differentagencies and disciplines to talk to each other by radioduring emergencies. With the aid of Homeland Security grants, NewHampshire made significant progress in improving com-munications interoperability during FY 2010.

Nearly $26 million worth of radios, consoles, re-peaters and ancillary communications equipment thatmeets interoperability requirements was distributed tofire, emergency medical and law enforcement agen-cies in the state. An additional $5 million in Public SafetyInteroperable Communications Grant funds will con-tinue to build local microwave facilities, training andradio programming needs in the next year.

Nearly 14,000 radios will need to be repro-grammed at the local and state levels to meet theInteroperability goals of the state as well as to complywith the National Public Safety Telecommunications12

Council (NPSTC) National Naming Nomenclature forInteroperability. This process began during the Sum-mer of 2010. Legal Unit

The Legal Unit is responsible for providing legalservices to all divisions and programs within the De-partment of Safety. The staff also assists the N.H. De-partment of Justice in litigation in which the Depart-ment of Safety is involved.

The duties of the Legal Unit include advising man-agement on the legal issues concerning policy and pro-cedures, administrative rulemaking, operations, per-sonnel issues, labor-management issues, contracts, civilliability, intergovernmental agreements, Right-to-Knowrequests and other issues.

The Legal Unit is also charged with representingthe Department in administrative and certain judicialproceedings.

One attorney assigned to the Commissioner’sOffice and one to the Division of Motor Vehicles com-prise this unit.

Public InformationThe Public Information function coordinates pro-

viding information to the public and news media onDepartment of Safety policies and activities.

Responsibilities include the preparation and dis-tribution of news releases; development, design, writ-ing and editing of a variety of publications and otherDepartment materials serving as informational tools tothe public, and dissemination of prepared materialsvia the Internet or in print.

Public Information also monitors the news mediaand assists news organizations during incidents andemergencies. It develops communications strategiesfor promoting public safety in New Hampshire.

Building Code Review BoardThe Assistant Commissioner’s secretary provides

secretarial services to the Building Code ReviewBoard, whose chair is appointed by the Commissioner.

DIVISION OF ADMINISTRATION

The mission of the Division of Administra-tion is to ensure effective and efficient rev-enue collections, effective liaisons and co-operation with other state, local, countyagencies, and the private sector, providefor coordination between Divisions througheconomy of operations and efficient pro-cedures.The director of administration, in accor-dance with applicable laws, is responsiblefor the following functions:• Accounting, purchasing, and budgetcontrol.• Personnel management.• Property, contracts, and grants man-agement.• Assistance to the Commissioner withshort and long range department levelplanning activities.

The Division of Administration comprisesthe Business Office, including Accounts Pay-able, Accounts Receivable and Human Re-

sources; Equipment Control, including the Warehouseand Automotive Garage; Road Toll, including Admin-istrative and Audit Bureaus; Central Maintenance andthe Reprographics Unit, as well as the cost of theDepartment of Safety’s portion of support for the De-partment of Information Technology.

Division responsibilities include support for all otherdivisions within the Department of Safety. That includesAccounting for Purchases, Payables and Receivables;Human Resources for the Department including Pay-roll and assisting the divisions with hiring; maintainingcontrol of all fixed assets (both acquisition and dispo-sition); remote site building maintenance and the HazenDrive automotive garage.

Road Toll collects and audits the collection of allfuel taxes and pollution control fees for the state. These

taxes and fees showed little growth during the year,reflecting the increased costs of fuels and the apparentreaction of the driving public to them.

Reprographics produced more than three milliondocuments during the year. In addition, the unit micro-filmed all documents related to Division of Motor Ve-hicles registration, licensing and title transactions.

As of July 1, 2009, all state agencies went livewith the new N.H. First accounting system. The De-partment of Safety had an Agency Readiness Teamthat had been working to prepare for this “go-live” formore than a year. The transition, although not withoutits rough spots went as well as could have been ex-pected for a project of this magnitude.

The Department has received many accolades forhow well it prepared and implemented the new sys-tem.

The Department of Safety was selected to be thefirst state department to implement further enhance-ments to N.H. First. These included paperless pro-cessing of payables as well as having a threshold forsmaller dollar invoices which do not need Power of

Attorney approval for payment. These two additionalaccomplishments are further evidence as to the confi-dence that the Department of Administrative Serviceshas shown in this agency.

Several capital projects were under design or con-struction during the year including:

1. Occupying the new State Police Troop B barracksin Bedford near the Bedford Toll Plaza.2. Planning and bidding for the replacement of anadditional rooftop air handling unit serving the StatePolice Forensic Lab.3. Work continued on the design and testing of thenew automated fuel tax collection system for Road Tollwhich went live in July 2010.4. An addition/remodel of the Dover Motor VehicleOffice is in the design phase with construction expectedto begin during the spring of 2011. This will allow theDivision of Motor Vehicles to better accommodate itscustomers in the Seacoast region.5. The Department of Safety has been granted per-mission by the Legislature to use a portion of the DOTwelcome center on the Daniel Webster Highway inNashua for a Division of Motor Vehicles Office. Thiswill enable the Division to better accommodate theneeds of its customers in the Merrimack, Nashua andMilford area. It is expected that DMV will take occu-pancy in the spring of 2011.

The Department of Safety continued to aggres-sively seek ways to reduce its usage of all forms ofenergy. Highlighting this effort is the Hayes SafetyBuilding, in Concord, where electrical consumption has

been reduced by 2,290,730 KWH or 47.14 percentfrom that used in 2005. In addition, natural gas con-sumption has been reduced by 26,548 therms or 48.84percent. These reductions, in this one building, will resultin annual savings of approximately $340,000 at cur-rent prices.

The old, oversized, inefficient boilers are also be-ing replaced with ultra-efficient units which will resultin significant additional savings for the 2010-2011 heat-ing season and beyond.

Energy conservation work has continued in all fa-cilities owned or leased by the Department in an effortto minimize the impact of energy costs on our opera-tions. These projects have included adding extra atticinsulation where access is available, replacement ofsingle pane windows in two State Police troop sta-tions and replacing overhead garage doors with insu-lated units where the garages are heated.

All divisions have been making every effort to re-duce the size of their vehicle fleets, to reduce the milesdriven and increase fuel efficiency. State Police havemade procedural changes related to the operation oftheir vehicles. Over the last two years the Departmenthas reduced its gasoline consumption by over 75,000gallons annually. In addition, the Department has de-ployed a synthetic oil program for its fleet of vehiclesresulting in fewer oil changes at lower cost while help-ing extend the life of the fleet.

DIVISION OF STATE POLICE

Mission Statement:

Dedicated to providing the highestdegree of law enforcement servicethroughout the State of New Hamp-shire while maintaining the traditionsof fairness, professionalism and integ-rity.

The New Hampshire State Police was createdby an act of the Legislature on July 1, 1937,the 15th such force in the United States. At its

inception, the State Police consisted of 43 officers sup-ported by eight civilian employees.

As a state law enforcement agency, State Policepatrols New Hampshire’s state highways, toll roadsand interstates, enforcing state criminal, motor vehicleand other public safety laws. The Division has con-current jurisdiction in towns with a population less than3,000 and primary jurisdiction on all interstate high-ways.

Division members are empowered to carry outlaw enforcement functions in all other locations whenthey observe a law violation, are enforcing adminis-trative rules of the Department related to motor ve-hicle dealers, official inspection stations, commercialvehicles, and hazardous materials transportation, arein pursuit of an investigation or a violator, or are re-quested to assist by local authorities, the AttorneyGeneral or the Governor.

The Division of State Police is organized into threebureaus, Field Operations, Investigative Services, andSupport Services. In addition, there are three units,Executive Protection, Forensic Laboratory, and Pro-fessional Standards, that report directly to the Direc-tor.

Headquartered at the James H. Hayes SafetyBuilding in Concord, the Division of State Police op-erates from seven troop stations around the state andprovides a visible law enforcement presence acrossNew Hampshire.

FIELD OPERATIONS BUREAUThe Field Operations Bureau is responsible for

overseeing the daily operations of seven field troopscomposed of uniformed patrol and troop-level inves-tigators. The troops are divided into Field Area I(Troops B and F), Field Area II (Troops A and E),Field Area III (Troops C and D) and Regulatory En-forcement (Troop G).

The primary function of the Field Operations Bu-

reau is to provide patrol services throughout the stateto all communities. Communities with small or part-time police departments may request assistance toprovide 24-hour police service.

The purpose of standard patrol services is to seekvoluntary compliance with the motor vehicle statutesand to serve as a deterrent for criminal activity. Inves-tigation of criminal activity within each troop area isthe responsibility of both uniformed troopers and de-tectives assigned to the barracks.

In addition to standard patrol services, the FieldOperations Bureau provides various specialized ser-vices.

The Special Services section of the bureau is re-sponsible for overseeing the following units: Aviation,Drill Team, Drug Abuse Resistance Education(D.A.R.E.), Drug Recognition Expert Unit, ExplosivesDisposal Unit, Motorcycle Unit, Public Relations Unit,Special Enforcement Unit and Technical Accident Re-construction Unit.

In addition, the Special Events Response TeamandSpecial Weapons and Tactics Unit are adminis-tered through the Field Operations Bureau. The troop-ers who staff these special units are selected for theirskills and assigned geographically throughout the statefor the purpose of providing the highest level of ser-vices and timely response.

and Strafford counties. The geographical area is a blendof metropolitan, suburban and rural communities withnumerous centers of commerce and tourism. Threemajor highway systems and many secondary roadsintersect the region, connecting it with other areasthroughout New England.

During 2009, Troop A troopers stopped 41,419vehicles, arrested 370 impaired drivers, investigated996 traffic crashes, and conducted 1,518 caseinvestigations. During the first half of 2010, Troop Atroopers stopped 19,520 vehicles, arrested 166 im-paired drivers, investigated 504 traffic crashes, andconducted 509 investigations.

In February, Troop A troopers were involved inthe apprehension of an armed felon involved in acarjacking. The defendant forced the owner of thevehicle to drive him to Massachusetts and then forcedthe owner out of the car in Stratham. The stolen ve-hicle was later involved in a crash and the defendantfled the scene. A perimeter was established and a ca-nine began a track. The defendant was found hidingunderneath a barn and was taken into custody at gun-point without incident or injury to any law enforce-ment officers or citizens.

In April, a bank robbery occurred in Rollinsfordin which a male subject passed a demand note andfled with money. Through a cooperative effort involv-ing Troop A, the FBI and local police agencies, thesuspect was located and arrested. The suspect wasdiscovered to be part of a larger group from Mainethat was in New Hampshire for the purpose of com-mitting bank robberies. The group was charged withbank robberies in Rollinsford, Stratham, and Dover.

In June, a woman in Danville was assaulted by her

estranged husband in front of their four-year-old son.The suspect fled and was ultimately arrested on Route101 in Exeter. The woman later died from her injuries.

During the first half of 2010, Troop A troopersmounted an aggressive campaign against illegal drugswhich resulted in 82 arrests.

Troop BTroop B is responsible for providing police ser-

vices throughout Hillsborough County. The area in-cludes 31 towns and the cities of Manchester andNashua, as well as 146 miles of highway in the mostdensely-populated area of the state. Its headquartersis in Bedford.

During 2009, Troop B troopers stopped 33,554vehicles, arrested 265 impaired drivers, investigated1,151 traffic crashes and conducted 952 case investi-gations. During the first half of 2010, Troop B troop-ers stopped 14,617 vehicles, arrested 113 impaireddrivers, investigated 542 traffic crashes and conducted445 case investigations.

In October, members of Troop B conducted ex-tra patrols and maintained a strong, visible presence inMont Vernon and the surrounding area after a vicioushome invasion occurred in that town, killing a motherand severely injuring her daughter. Troopers also as-sisted the State Police Major Crime Unit and the N.H.Attorney General’s Office in conducting the subse-quent homicide investigation, leading to the arrest offour suspects in the case.

In February, members of Troop B and the StatePolice Special Weapons and Tactics Unit supportedthe Manchester Police Department during a series ofdrug raids, netting large quantities of drugs and cashand breaking up a local drug ring with nationwide ties.

In March, troopers from Troop B arrested a manfor impersonating a state trooper during an incident inwhich he attempted to make contact with a female,identifying himself as a trooper involved in an investi-gation.

Troop CHeadquartered in Keene, Troop C is responsible

for providing police services throughout Sullivan andCheshire counties. Located in the southwest corner ofthe state, the troop provides law enforcement cover-age to 38 communities. There are 18 towns in which

troopers are the primary law enforcement entity.During 2009, Troop C troopers stopped 23,508 ve-

hicles, arrested 187 impaired drivers, investigated 233 traf-fic crashes and conducted 1,224 case investigations. Dur-ing the first half of 2010, Troop C troopers stopped 9,745vehicles, arrested 87 impaired drivers, investigated 107traffic crashes, and conducted 559 case investigations.

In November, a trooper stopped a motor vehicle whenthe driver appeared to be falling asleep. The trooper ob-served a hypodermic needle in the driver’s coat pocketand inquired about it. The subject then fled on foot. Thetrooper pursued the suspect, caught and wrestled him tothe ground. When the suspect failed to comply with de-mands to stop resisting, the trooper released the suspectand utilized his Taser to disable him. A search warrant forthe vehicle revealed cocaine, heroin, steroids, hypodermicneedles and $2,077 in cash.

In April, troopers responded to a domestic disturbancein the town of Unity. Troopers determined that the malesuspect had assaulted his wife and stepson and then fledinto a wooded area behind his residence. After a lengthycanine track, the male suspect was located face down andunresponsive approximately 100 feet from the road. Medi-cal personnel responded to the scene and it was deter-mined that the male suspect was highly intoxicated andsuffered from non-life threatening injuries. The male sus-pect was arrested for domestic assault and violating bailconditions.

In May, Troop C and local police agencies investi-gated commercial burglaries in Stoddard, Westmoreland,Spofford and Chesterfield and solved burglary cases inSwanzey, Keene and Hillsborough. Two suspects werearrested and charged with nine counts of burglary and pos-session of controlled drugs.

Troop DTroop D is responsible for providing police services

throughout Merrimack County from its headquarters inConcord. The area includes 25 towns and two cities. TroopD also covers Interstate 93 from the Hooksett Toll to theAshland town line and all of Interstate 89 from Bow to theVermont state line. This encompasses approximately 230miles of interstate highways.

The state capitol is located within the area under theresponsibility of Troop D and its troopers are increasinglytasked with being the primary law enforcement providerto many of the state facilities, properties and agencies, in-

cluding the State House, Governor’s mansion,State Prison, N.H. Hospital and the Gov. HughGallen State Office Park, and the N.H. TechnicalInstitute.

During 2009, Troop D troopers stopped39,337 vehicles, arrested 217 impaired drivers,investigated 799 traffic crashes and conducted938 case investigations. During the first half of2010, Troop D troopers stopped 17,590 vehicles,arrested 88 impaired drivers, investigated 360 traf-fic crashes and conducted 494 criminal investiga-tions.

In July, a trooper responded to a residence inWilmot for a report of target shooting in the vicin-ity of playing children. The subject renting the houseadmitted to possessing a firearm and escortedtroopers to it, during which time drugs were ob-served in plain view, including cannabis, cocaineand possibly hashish. The suspect was arrestedon one count of possession of controlled drugsand two counts of possession of narcotics.

In September, while on patrol on Interstate93 in Concord, a trooper clocked a vehicle trav-eling 98 miles-per-hour in a posted 55 mile-per-hour zone during heavy rain. The 26-year-olddriver was arrested and charged with Reckless

Operation and two counts of Endangering the Wel-fare of a Minor who was present in the vehicle at thetime.

Troop ETroop E is responsible for providing police ser-

vices throughout Belknap and Carroll counties fromits headquarters in Tamworth. The area encompasses29 towns and the City of Laconia.

During 2009, Troop E troopers stopped 14,990vehicles, arrested 102 impaired drivers, investigated170 traffic crashes and conducted 952 case investi-gations. During the first half of 2010, Troop E troop-ers stopped 7,850 vehicles, arrested 64 impaired driv-ers, investigated 90 traffic crashes and conducted 503case investigations.

In September, a Troop E trooper arrested a sub-ject for a domestic-related offense. During the courseof the investigation, the subject provided intelligenceindicating that three individuals living in the same apart-ment complex were conducting drug activity and at-tempting to sell a stolen firearm.

Troopers sought and received authorization to con-duct two one-party recorded telephone conversationsbetween the informant and several different suspects.

The calls led to search warrants for two vehiclesand an apartment in the town of Effingham. After theexecution of several search warrants in Effingham,Conway and Wakefield, eight subjects were arrestedon weapon and drug charges.

In January, Troopers responded to a residence inTamworth for a report of gunshots being fired and amotor home being driven through a residential garagedoor. A search warrant executed on the motor homerevealed a pistol. A search warrant executed on theoperator’s residence revealed numerous other firearms,ammunition and hydroponic indoor plant growingequipment. The suspect was arrested on numerouscharges to include Driving While Intoxicated, Reck-less Conduct, Felon in Possession of a Deadly Weaponand Armed Career Criminal. The suspect is currentlyincarcerated and being held on pending federal weap-ons charges filed by the U.S. Bureau of Alcohol, To-bacco, Firearms and Explosives.

In June, Troop E troopers along with MeredithPolice were first responders to a home invasion androbbery in Meredith in which one perpetrator sustained

a fatal stab wound and the other perpetrator requiredmedical attention.

Troop FHeadquartered in Twin Mountain, Troop F is re-

sponsible for providing police services throughout Coösand Grafton Counties. The area comprises 39 per-cent of the state, including 3,610 square miles of ruraland rugged terrain. Within this boundary lie the City ofBerlin, 74 towns and unincorporated places, 60 milesof interstate, 3,000 miles of state and local highwaysand hundreds of miles of back country roads.

New Hampshire shares 42 miles of internationalborder with Canada to the north. This region also hostsmore than seven million vacationers who visit this partof the state during the year.

Of the 74 towns and unincorporated areas in thisregion, State Police personnel have primary jurisdic-tion in 47 towns and 12 unincorporated areas that havepopulations of fewer than 3,000 residents.

Many of the towns in Troop F’s coverage areahave small resident population and small or part-timepolice departments. State Police handle more than 50percent of all emergency calls for service in 44 of thesetowns. In many towns State Police handle nearly 100percent of the calls for service.

During 2009, Troop F troopers stopped 19,231vehicles, arrested 151 impaired drivers, investigated532 traffic crashes, and conducted 2,229 case inves-tigations. During the first half of 2010, Troop F troop-ers stopped 8,564 vehicles, arrested 95 impaired driv-ers, investigated 244 traffic crashes and conducted928 case investigations.

On Thanksgiving Eve, members of Troop F andthe Major Crime Unit assisted the Berlin Police De-partment with the investigation of a home invasion inwhich two individuals were shot, one fatally. As a re-sult of the investigation two of the suspects are await-ing trial on various charges.

In May, members of Troop F assisted with theinvestigation of an explosion at a commercial site inColebrook that manufactures gunpowder. The explo-sion resulted in the deaths of two employees. Mem-bers of Troop F continue to work with local, state,and federal agencies to determine the cause and cir-cumstances of the explosion.

Troop GHeadquartered in Concord, Troop G enforces all

state criminal and motor vehicle laws and rules as wellas federal regulations governing commercial vehicles.

Troop G comprises four primary sections: theDriver Licensing Task Force, Field Operations, Com-mercial Motor Vehicle Enforcement and Special Ser-vices.

The Driver Licensing Task Force assists the Divi-sion of Motor Vehicles in the issuance of operator,motorcycle and commercial driver licenses through-out the state; oversees the certification of driver edu-cation instructors; oversees a document verificationsection headquartered in Concord responsible for theverification of foreign documents presented by non-U.S. citizens; conducts commercial vehicle and schoolbus road skill examinations and includes the PupilTransportation Program, which is responsible for theoversight of the state’s school bus industry and inspect-ing every school bus in the state annually.

During the fiscal year, the unit conducted 2,492commercial driver license tests, certified 935 appli-cants as school bus instructors and/or commercial driv-ing school instructors, licensed 78 driving schools andprosecuted 121 administrative hearings pertaining toschool bus drivers or driving schools.

The Field Operations Section enforces the lawsand rules governing the operation of approximately2,500 automotive dealerships selling new and usedvehicles and approximately 2,600 official inspectionstations throughout the state.

The Division also conducts classroom instructionand practical examinations of persons seeking certifi-cation as automotive safety inspectors; enforces thelaws and rules governing approximately 10,000 cur-rently certified automotive safety inspectors statewide;conducts physical examinations of vehicles deemedby insurance companies to have been salvaged; lo-cates and serves notice to persons eligible to be deemedHabitual Offenders; locates persons and retrievesdriver’s licenses and/or registration plates from thosethat have been suspended or revoked; conducts ex-aminations of commercial vehicles for certification tocarry additional weight; prosecutes all administrativehearings pertaining to vehicle accidents that resulted indeaths or serious injuries and further represents thestate’s interests upon subsequent petition(s) of drivers

of such vehicles to have their driving privileges restored.During the fiscal year, enforcement activities re-

sulted in 1,495 investigations of automotive dealerships,inspection stations and reports of vehicle safety in-spection rejections and 626 audits. Troopers also lo-cated and served 1,139 habitual offender notices, lo-cated and retrieved 280 suspended or revoked regis-trations and/or driver licenses, tested 662 mechanicsfor certification as safety inspectors, examined 3,804salvaged vehicles, physically inspected 2,845 schoolbuses and generated 92 administrative actions regard-ing driver licenses as they pertained to fatal and/orserious personal injury accidents.

The Motor Carrier section has a number of troop-ers dedicated to the enforcement of federal laws andregulations governing the movement and examinationof commercial vehicles that travel through the stateinvolved in inter- and intrastate commerce as well ascommercial driver qualifications and the enforcementof state statutes as they pertain to maximum commer-cial vehicle weight limits on roads and bridges.

The section also has a number of troopers assignedexclusively to the New Entrant Program which pro-vides all the educational and technical assistance fornew commercial motor carriers.

The combined efforts of the troop during the fiscalyear produced 11,629 individual commercial vehicleinspections and the weighing of 268,127 commercialvehicles. Troopers attached to the New Entrant Pro-gram conducted 718 motor carrier company safetyaudits and other investigations. During the fiscal year,22,686 commercial vehicle violations were docu-mented.

The Special Services section of Troop G worksclosely with the Attorney General’s Office ResidencyTask Force and the State Insurance Commission in-vestigating fraud relating to illegal uses of DMV docu-ments to include driver licenses, vehicle registrationsand automotive titles.

Personnel work closely with the U.S. Attorney’sOffice, Immigration and Customs Enforcement andwith Diplomatic Security to assist in the identificationof illegal/undocumented persons fraudulently seekingto procure DMV documents and thereby contributeto the deportation of such persons.

The Special Services section conducted 179 crimi-nal investigations during the fiscal year.

Crisis Negotiation UnitThe goal of the Crisis Negotiation Unit is to save

lives and resolve incidents involving armed suspectsor hostage taking through the use of proven verbalcrisis management techniques while striving to avoidunnecessary risk and injury to law enforcement per-sonnel, citizens and victims.

The Crisis Negotiation Unit is used to diffuse po-tentially life-threatening situations. Members aregeographically located throughout the state to allowfor a quick response to situations no matter whereand when they occur.

Drill TeamThe Drill Team provides Honor Guard and Color

Guard services at parades and ceremonies through-out the state. Members train in basic drill and cer-emony, and in military funeral protocols.

The Drill Team acts as the Honor Guard for theNew Hampshire Special Olympics Games and forseveral New Hampshire Fisher Cat Baseball games.

Traditionally, the Drill Team acts as the HonorGuard for the New Hampshire Police Memorial an-nually in May. Additionally, the Drill Team acts asHonor Guard for the Police Academy Graduations.

Drug Abuse Resistance Education (D.A.R.E.)The Drug Abuse Resistance Education program

has been in operation in New Hampshire since 1989.The Division of State Police is responsible for over-seeing the program throughout the state and workswith D.A.R.E. America to ensure the proper deliveryof the program. State Police D.A.R.E. personnel areresponsible for planning and conducting the training of

new D.A.R.E. officers and maintaining the certifica-tions of current D.A.R.E. officers.

During the fiscal year, training of officers contin-ued in the new lessons of Internet safety, prescriptionand over-the-counter medications, gangs, bullying andmethamphetamines.

At the close of the fiscal year, there were approxi-mately 125 local D.A.R.E. Officers. The program waspresented in almost 100 schools. The K-4, elemen-tary and middle school programs were delivered tonearly 10,000 students.

New Hampshire D.A.R.E. conducted the annualD.A.R.E. Officer Training School in September andin January hosted a Regional D.A.R.E. Officer Train-ing school, with officers from throughout the region.

The New Hampshire Motor Speedway hosted themajor fundraiser, the State Police D.A.R.E. Classic5K Road Race in August. The event raised approxi-mately $20,000 for the program.

Drug Recognition Expert UnitThe Division of State Police has been participat-

ing in the Drug Recognition Expert program since 1991.The unit’s members are trained in the detection of driv-ers impaired by alcohol and/or drugs.

They administer a standardized and systematicevaluation to suspects that includes a breath test, aseries of psychophysical tests, checks of vital signs, aseries of eye examinations including measuring pupilsizes under various conditions of light, and an inter-view with the arresting officer.

At the completion of the evaluation, a DRE officeris able to offer an opinion on a category or categoriesof drugs that may impair the suspect from safely driv-ing a motor vehicle. This opinion is then confirmed bythe toxicology analysis of a blood test.

During the fiscal year, the unit administered 22evaluations. Some of the drug categories detectedwere central nervous system depressants and stimu-lants, narcotic analgesics, and marijuana.

Also during the fiscal year, State Police DRE in-structors provided alcohol and drug training to recruitsand in-service officers at Police Standards and Train-ing Council classes and personnel at various local lawenforcement agencies, schools, medical facilities andcivic organizations.

Explosives Disposal UnitMembers of the Explosives Disposal Unit are

trained and equipped to assess, diagnose and rendersafe any suspicious packages or explosive devices.They conduct post-blast investigations, provide tech-nical support to investigators on explosives and haz-ardous devices and provide expert testimony in court.

The Explosives Disposal Unit is available to sup-port agencies in VIP protection details when there havebeen threats involving the use of explosives.

The unit will take custody and dispose of all found,abandoned, forfeited, and seized explosive materialsand devices.

The unit has explosive storage magazines for thesafe storage of explosives and explosive materials thatare seized in criminal investigations, or are otherwisein the custody of public safety agencies. The Explo-sives Disposal Unit has certified explosive detectioncanine teams available to respond anywhere in thestate.

All troopers assigned to the unit receive bomb tech-nician certification and are trained to the HazardousMaterials Technician level through an accredited pro-gram from the International Association of Firefighters.

The Explosives Disposal Unit maintains a fullyequipped emergency response vehicle in Concord.

The unit also utilizes a “top vent” bomb transporttrailer and a NABCO Total Containment Vessel thatis designed to withstand the detination of up to 10pounds of C-4 plastic explosives to safely removeexplosives, chemicals and improvised explosive de-vices.

In July, the Explosives Disposal Unit co-hostedtwo Large Vehicle Bomb Post-Blast Investigations

courses with the Massachusetts State Police BombSquad and the FBI Los Angeles Field Office. Stu-dents attending the class came from as far as Califor-nia and Canada.

Three unit members successfully completed acourse in Tactical Explosive Breaching, which will ini-tiate the creation of an explosive breaching program inconcert with the Special Weapons and Tactics Unit.This program will bring a unique capability to the state.

There were 179 requests for service and 64 ex-plosive detection canine requests in 2009. In the firsthalf of 2010, there were 58 requests for service and44 explosive detection canine requests.

K-9 UnitK-9 teams, composed of specially trained troop-

ers and dogs, are assigned to each troop within thestate. The patrol dog teams are cross-trained for drugdetection, cadaver detection and explosives detection.

All teams are trained and certified to New En-gland State Police Administrators Compact Standards(NESPAC), and U.S. Police Canine Association stan-dards. The K-9 Unit is responsible for training patroland specialty dogs for the State Police and other in-state and out-of-state police departments.

The K-9 Unit is involved in approximately 1,200missions annually, including narcotics detection, trackingand crowd control.

Patrol-narcotics teams assisted several communi-ties with school searches and assisted the Departmentof Corrections and Sheriff’s Departments with cor-rectional facility searches. They also assisted U.S.Postal Inspectors, the Drug Enforcement Agency, U.S.Immigration and Customs Enforcement, and localagencies with the detection of illicit drugs on the high-ways and in homes.

Narcotics teams have been instrumental in locat-ing hidden compartments, cash and narcotics for StatePolice, as well as federal and local agencies. Narcot-ics teams were involved in 450 detection calls duringthe fiscal year resulting in the seizure of nearly $15,000in cash.

A Troop D team assisted the State Police Nar-cotics and Investigations Unit with a motor vehicle stopin Hooksett. The driver refused consent to search thevehicle. As a result of the canine alert, a warrant wasobtained and 100 pounds of marijuana was located in 23

the trunk of the vehicle.Patrol teams were involved in searches for wanted

and lost individuals. Several teams were vital in theapprehension of subjects who fled from law enforce-ment and in the securing of evidence from burglariesand robberies.

A Troop A team assisted Stratham Police and otherTroop A personnel with a subject who fled from acrash. The subject had been involved in burglaries,robberies, drug activity and an armed carjacking. Thecanine team tracked and located the subject hidingunder a barn. He was apprehended by the canine andtaken into custody.

A Troop C team assisted Jaffrey Police with amissing 82-year-old Alzheimer’s patient who had beenmissing for three hours. The subject was located afteran hour-long track in a wooded area near his resi-dence. The subject had sustained injuries and was inneed of immediate medical attention. The actions ofthe canine team saved the individual’s life.

A Troop D team assisted Concord Police with anassault that involved a stabbing. The canine team con-ducted a search of a vacant building. The canine teamlocated the subject from the stabbing hiding under abed on the first floor. The canine team also locatedfive other suspects from the assault hiding in the attic.All six were arrested by Concord Police.

Patrol–cadaver teams assisted local detectives and

members of the State Police Major Crime Unit withsearches from crime scenes and cold cases. Cadaverteams conducted 24 searches during the fiscal year.

The K-9 Unit also provided crowd control sup-port for sporting events at the state’s colleges and Mo-torcycle Week in June in Laconia.

Motorcycle UnitThe Motorcycle Unit is a valuable asset to the

Division, providing a high visibility, high impact enforce-ment tool as well as a positive public relations asset.

During the 2009 riding season, unit members mademore than 10,000 motor vehicle stops. The 2010 sea-son commenced with training in April. The unit madeapproximately 3,570 stops by the conclusion of thefiscal year.

Special duty assignments included MotorcycleWeek in Laconia in June and the annual public rela-tions events of the D.A.R.E. Classic 5K race and theNew Hampshire Police Memorial Ceremony.

N.H. Hospital SecurityMembers of the N.H. Hospital Security Unit pro-

vide police coverage to the Gov. Hugh Gallen StateOffice Park, which includes the New Hampshire Hos-pital. Hospital Security personnel provide general andspecialized services to customers by providing a safeand secure environment that allows patients/residents,employees, volunteers and visitors to deliver and re-ceive quality services.

The campus population on a typical business dayranges from 2,500-3,000 people. The N.H. HospitalSecurity Unit coordinates with various non-profit andlocal organizations in planning events that use the cam-pus, focusing on traffic and crowd control. The eventsbring thousands of additional people to the campus.

Campus officers responded to 9,382 calls for ser-vice during the fiscal year, which included 427 callsfor assaults or attempted assaults, 251 threats, and 89sex offender registrations. Officers also assisted with2,431 admissions.

Public Relations UnitThe Public Relations Unit offers the citizens of New

Hampshire presentations, lectures, seminars, informa-tional campaigns and demonstrations presented byState Police personnel. Law enforcement topics of24

interest range from alcohol and drug abuse to caninedemonstrations.

The Public Relations Unit made 199 presentationsin 2009 and another 83 during the first half of 2010.

Special Enforcement UnitThe Special Enforcement Unit monitors traffic to

enforce motor vehicle laws with the goal of makingthe highways safer. This is accomplished through useof aircraft and marked cruisers. The unit also providesassistance in drug surveillance, searches for missingand wanted individuals, aerial photography and, onoccasion, the transportation of Major Crime Unit de-tectives outside of New Hampshire.

The presence of the helicopter at the annual Mo-torcycle Week in Laconia helps to deter violence withits ability to observe and record any criminal or un-usual activity.

The unit primarily flew two aircraft during the fis-cal year, a Cessna airplane and a Bell helicopter. Theolder Cessna airplane’s use was downgraded to spe-cial events only.

In 2009, the aircraft flew 169 missions resulting in353 flight hours which contributed to the unit’s total of3,471 vehicle stops. In the first half of 2010, the air-craft flew 112 missions resulting in 264 flight hourswhich contributed to the unit’s total so far this year of1,727 vehicle stops.

During the fiscal year, the helicopter again provedvaluable in disaster response. In February it was usedto assess damage due to flooding while searching fora drowning victim. Aerial photography has also docu-mented crash scenes during active investigations.

Special Events Response TeamThe Special Events Response Team (SERT) con-

sists of 50 troopers extensively trained in riot controlformations and Mobile Field Tactics. SERT membersare routinely assigned to the NH Motor Speedwayraces and the Laconia Classic.

In the past, the team has been activated and as-signed in the towns of Durham, Keene and Plymouthduring sporting championship events involving theBoston Red Sox and the New England Patriots.

Special Weapons And Tactics UnitThe Special Weapons and Tactics (SWAT) Unit

was created in 1972 to respond to and resolve inci-dents involving armed suspects and hostage situations.The SWAT Unit handled five calls for service in 2009,and four in the first half of 2010.

The SWAT Unit executed drug-related searchwarrants with the Manchester Tactical Team in Octo-ber, helping to shut down a large-scale drug operationwith ties as far as New Mexico and Puerto Rico.Warrant service assistance in Manchester was pro-vided again in February and May.

In May, the unit responded to a hostage situationin Portsmouth and supported the Seacoast RegionalTeam.

State House SecurityThe State House Security Unit was founded in

1998 to provide high-level security to the State Housecomplex, which includes the State House, LegislativeOffice Building, State House Annex and State Library.

Members of the unit work with a variety of otheragencies, including the State Police Executive Secu-rity Unit, General Court Protective Services, and theConcord Police Department.

During the 2010 fiscal year, unit members pro-vided a police presence during Governor and Councilmeetings as well as House and Senate Sessions. Theunit reviewed permits for demonstrations on StateHouse grounds and ensured the safety of the complexduring the demonstrations.

Technical Accident Reconstruction (TAR) UnitAll Troopers are trained in basic crash investiga-

tion, but some incidents involve complex technical is-sues that require the expertise of personnel with spe- 25

cial training.The Technical Accident Reconstruction Unit (TAR)

consists of 14 troopers who have received special-ized training in the field of motor vehicle collision in-vestigation. Unit personnel respond throughout thestate to assist, investigate and reconstruct motor ve-hicle collisions involving technical issues.

Unit members receive specialized training in Mo-tor Vehicle Reconstruction, Crash Data Retrieval, Fo-rensic Mapping, Computer Drawing, Photogramme-try and the Vericom Brake Testing Computer.

In 2009, unit members conducted 43 investiga-tions. Charges included felony and msdemeanor of-fenses ranging from Negligent Homicide to RecklessConduct.

INVESTIGATIVE SERVICES BUREAUThe Investigative Services Bureau directs and co-

ordinates the Division’s investigative operations throughits specialized units: Major Crime, Narcotics and In-vestigations, Terrorism and Intelligence, and Polygraph.

The bureau’s diverse innovative programs, mod-ern equipment, training and technical expertise comple-ment its devoted personnel and make it the most com-prehensive and coordinated statewide resource forproviding professional police investigative services tothe citizens of New Hampshire. These professionalinvestigative services are provided to federal, state,county and local law enforcement agencies, includingthe State Attorney General’s office.

Major Crime UnitThe Major Crime Unit was created to provide

highly trained, task-specific investigators assigned tohandle the investigation of the most serious crimes.Specialized sections within the unit include: CrimeScene Services, Electronic Crime, Cold Case, FamilyServices, Amber Alert, Missing Persons, ViCAP andCorrections Liaison.

Unit personnel work with other law enforcementagencies on a variety of joint projects, including theNew England State Police Information Network(NESPIN), Violent Criminal Apprehension Program(ViCAP), Northeast Regional ViCAP (NERV), Vio-lent Crime Linkage Analysis System (VICLAS), Ho-micide Assessment & Lead Tracking (HALT), ChildAbduction Serial Killer Unit (CASKU), and National

Center for Missing and Exploited Children (NCMEC).Unit members work with the U.S. Attorney’s Of-

fice, the N.H. Attorney General’s Office and countyattorneys during the various phases of an investiga-tion.

During 2009, the Major Crime Unit conducted76 investigations including 11 homicides, eight deathinvestigations, two police-involved shootings and 13fugitive from justice cases. During the first half of 2010,the Major Crime Unit conducted 44 investigations,including six homicides, one police-involved shooting,two death investigations, and eight fugitive from jus-tice cases.

During the fiscal year, Jesse Brooks was convictedof Conspiracy to Commit Murder and sentenced to15-30 years. Brooks was the last of five co-defen-dants charged in the beating death of Jack Reid, aLondonderry resident who was murdered in Deerfieldin 2005.

A full-time Cold Case Unit was established in2009. During its first year of operation it made an ar-rest in the re-investigation of a 1989 arson in Keene,which resulted in the deaths of four members of theHina family. The defendant, David McLeod, wascharged with four counts of Second Degree Murder.

Narcotics And Investigations UnitThe Narcotics and Investigations Unit investigates

drug and vice-related crimes. The unit employs un-dercover personnel and specialized equipment, in-cluding a sophisticated wiretap facility. The activitiesperformed by the unit include controlled buys of mari-juana, cocaine, crack cocaine and heroin.

In October, members of the unit executed numer-ous search and arrest warrants in the southern NewHampshire area. This operation was called phase IIof Operation Medusa which was a large scale wiretapinvestigation into a Mexican drug trafficking organiza-tion.

As a result of this investigation, 33 arrests or in-dictments have been made and 46 search warrantsexecuted. Seized in this investigation were six vehicles,six firearms, $258,699 in cash, 14.36 kilograms ofcocaine, 644 grams of heroin and numerous divertedprescription medications.

In April, members of the unit initiated an investiga-tion into public corruption, fraud, and bribery involv-26

ing a Division of Motor Vehicles employee who wasissuing fraudulent New Hampshire driver licenses tofugitives and illegal aliens, and a trooper who was in-volved in title and inspection fraud. As a result of thisinvestigation, 67 arrest warrants were issued for brib-ery and narcotic violations.

In response to a significant increase in the abuseand diversion of prescription medications, two diver-sion investigators, including a pharmacist, were addedto the unit in the spring. They investigate diverted pre-scription medications and fraudulent prescriptions.

The Marijuana Eradication Program involves mem-bers of the unit working in cooperation with the Na-tional Guard and local jurisdictions.

In 2009, 43 marijuana fields were located and1,371 plants were identified and eradicated. In thefirst half of 2010, 37 separate marijuana fields werelocated and 1,922 plants were eradicated.

Polygraph UnitFor more than 40 years, the Polygraph Unit has

offered forensic polygraph support to law enforce-ment in New Hampshire.

The Polygraph Unit is composed of certified Fo-rensic Polygraph Examiners. These examiners providea valuable investigative tool to local, county, state, andfederal law enforcement agencies, the Department ofCorrections, Office of the Attorney General, and thevarious county attorney offices throughout the state.

Forensic polygraph examinations are used dailyby law enforcement agencies to affirm or dispel indi-viduals suspected in criminal cases. Utilizing this toolassists in narrowing investigative issues and lowers in-vestigative expenses.

The Polygraph Unit is also requested to adminis-ter examinations for the purposes of law enforcementemployment. Every trooper candidate is required topass this examination prior to employment.

During 2009, the unit purchased three state-of-the-art instruments from Lafayette Instruments. Thenew instruments allow the unit to remain in compli-ance with current industry standards.

During 2009, 48 polygraph requests were re-ceived, compared with 22 for the first half of 2010.

Terrorism and Intelligence UnitThe responsibility of the New Hampshire State

Police Terrorism and Intelligence Unit is to collect andanalyze intelligence information relating to criminal andterrorist activity and to coordinate the disseminationof this intelligence to state, federal, county and locallaw enforcement agencies, ensuring compliance withthe guidelines set forth within 28CFR, Part 23 of theU.S. Code and state laws.

The unit maintains links to local, state and federallaw enforcement agencies throughout the nation andworld, including the FBI’s N.H. Joint Terrorism TaskForce (JTTF) and the U.S. Attorney’s Anti-TerrorismAdvisory Council (ATAC).

The Terrorism and Intelligence Unit continues tobe the Division’s liaison with the Financial Crimes En-forcement Network (FinCEN), the National WhiteCollar Crime Center (NW3C), the New England StatePolice Information Network (NESPIN), the El PasoIntelligence Center (EPIC) and the International Crimi-nal Police Organization (INTERPOL) and is a found-ing member of the Northeast Regional IntelligenceGroup.

The Terrorism and Intelligence Unit, establishedunder RSA 651-F, has been designated as the lead“all-crimes” component within the N.H. Informationand Analysis Center (NH IAC). The NH IAC is oneof the 72 federally recognized “fusion centers” withinthe United States, and has been designated within theDepartment of Safety as an “all-crimes/all-hazards”center.

The Terrorism and Intelligence Unit provides criticalterrorist updates and officer safety information to StatePolice and approximately 200 county, local and fed-eral law enforcement agencies through a secure,Internet-based e-mail system. During this fiscal year,the unit disseminated 226 intelligence and officer safetybulletins.

During this fiscal year, the unit reviewed approxi-mately 3,303 pieces of information received from nu-merous law enforcement sources from across thecountry. The unit also reviewed 3,686 New Hamp-shire Motor Vehicle foreign driver license applications.Once reviewed this information is forwarded to Immi-gration and Customs Enforcement (ICE) for furtherreview. The unit also processed 3,996 arrest reportsby State Police personnel. 27

The Terrorism and Intelligence Unit reviewed 94e-mails sent to the Investigative Services Bureau viathe State Police web portal which provided tips andleads from the public related to criminal activity orwanted subjects. These tips were forwarded to theappropriate jurisdictions for vetting and investigationand have led to a number of arrests.

During this fiscal year, the unit continued its assis-tance to the New Hampshire office of the FBI by as-signing a trooper to its Joint Terrorism Task Force(JTTF). The New Hampshire JTTF is responsible forthe investigation of all terrorism-related activity.

The Terrorism and Intelligence Unit is in contactwith U.S. Department of Homeland Security (DHS),through the Homeland Security Information Network(HSIN). This communications system delivers real-time interactive communication among state and localpartners and with the DHS Homeland Security Op-erations Center.

The Terrorism and Intelligence Unit continues todevelop and maintain the Law Enforcement Informa-tion Network Exchange (LINX), a central computer-ized criminal intelligence management system designedfor the purpose of assisting state and local law en-forcement agency personnel in ongoing multi-jurisdic-tional investigations and prosecutions.

During this fiscal year, the unit continued to pro-vide 16 hours of LINX User Training, which includesthe fundamentals of 28 CFR 23, to officers from state,local and county agencies. To date, 149 individualsrepresenting 61 agencies and 125 division membershave been trained and have access to the LINX sys-tem. During this time, there were 394 submissions intothe LINX system, each of which was reviewed by theunit commander to ensure compliance with 28 CRF23 and the protection of civil rights and civil liberties.

The unit participates in a biweekly secure elec-tronic chat session with 14 state police organizationslocated in the Northeast. This chat and conferencecall keeps the intelligence analysts informed on all ter-rorism and criminal issues active in the region. The unitalso continues to be an active participant of the NewEngland State Police Administrators’ Compact(NESPAC) intelligence working group.

SUPPORT SERVICES BUREAUThe Support Services Bureau provides many of

the behind-the-scene services necessary to keep theDivision functioning. The bureau is composed of Aux-iliary Troopers, Communications Maintenance, Crimi-nal Records, Fleet Maintenance and Equipment Sup-ply, Headquarters Communications, National CrimeInformation Center, Permits and Licensing, and Re-cruitment and Training.

Auxiliary TroopersAuxiliary troopers are certified part-time troopers

who provide services, partially on a volunteer basis,by assisting division members with public relationsevents, communications, patrol, traffic control, andselect background and criminal investigations.

Collectively, these part-time troopers served ap-proximately 1,662 hours in 2009. Several retiredtroopers have joined the auxiliary force, bringing vastinvestigative experience that has been utilized for con-ducting applicant background investigations and as-sisting the Major Crime Unit.

Auxiliary troopers also participated in paid de-tails, including Motorcycle Week in Laconia, raceevents at the New Hampshire Motor Speedway,county fairs, and civic activities.

Communications Maintenance UnitCommunications Maintenance is responsible for

the installation, programming and servicing of two-wayvoice and data communications equipment owned oroperated by all divisions within the Department ofSafety and other agencies, including the Departmentof Resources and Economic Development, Fish andGame Department and other state and local publicsafety entities. During 2009, the unit logged 3,553 workorders.

During the fall of 2009, section personnel pro-vided project management support for the construc-tion of a 100-foot communication tower adjacent tothe new Troop B barracks in Bedford. Section com-munications technicians also installed multiple antennasystems which allowed the N.H. Department of Trans-portation and State Police personnel to begin full op-eration at the new Transporation Management Cen-ter.

New Hampshire Department of Electrical and Com-puter Engineering with the Consolidated AdvancedTechnologies (CAT) Program known as Project 54.

The Project 54-equipped vehicle features in-ve-hicle hands-free control of communications devicesand state-of-the-art mobile data systems, which aresupported by the statewide digital Astro mobile datanetwork.

Section personnel are also responsible for install-ing mobile wireless access points which allow two-way data information transfers to P-54 equipped ve-hicles and are interconnected via high speed landlinetelecommunications links to P-54 mobile data serversin Concord.

These servers support existing Department ofSafety law enforcement criminal information networksand will provide future access for wireless handhelddevices such as bar code readers, driver license scan-ners, and personal data assistants.

Criminal Records UnitThe Criminal Records Unit maintains the state’s

Criminal History Record Information (CHRI) Reposi-tory, the Automated Fingerprint Identification System(AFIS), the Uniform Crime Reporting (UCR) Systemand the Sex Offender Registry.

Central Repository - In 2009, 179,050 CHRIrequests, 108,506 dockets, 4,372 annulments, and84,057 criminal and applicant tenprints were processedby the Central Repository.

Automated Fingerprint Identification System(AFIS) - The AFIS upgrade of 2007 gives the Crimi-nal Records Unit the ability to transmit and receiveelectronic tenprint data to and from the FBI. The unitcan respond to requests for fingerprints from NewHampshire and FBI records within 72 hours.

Uniform Crime Reporting - The Uniform CrimeReporting section logged 58,259 total offenses in2009.

Sex Offender Registry - The Sex Offender Reg-istry is responsible for maintaining the database of sexoffenders within the State of New Hampshire. Thelaw requires a convicted sex offender to register withthe local police department. The registration informa-tion is forwarded to the Sex Offender Registry at StatePolice Headquarters in Concord where it is enteredinto the database on a daily basis.

Each week, registration information from the da-tabase is updated to the New Hampshire governmentwebsite. The website information includes an activewarrant list for wanted or non-compliant offenders,updated information on offenders against childrenposted pursuant to Megan’s Law, and photographs ofoffenders, all of which is available to the public.

Quarterly non-compliance reports are mailed toall law enforcement agencies for their review and in-vestigation of non-compliant offenders. The person-nel assigned to the Sex Offender Registry serve as aninformational resource to the public and local law en-forcement agencies, addressing numerous inquiries ona daily basis.

At the end of 2009, there were a total of 4,436offenders, with 2,063 on Megan’s Law list.

Offenders are classified into categories. Registra-tion is required either quarterly or semi-annually. Eachoffender also pays a $50 annual registration fee. Anoffender is able to request an indigent hearing if he orshe cannot afford to pay the fee.

Certified letters are mailed to each offender twicea year. If the offender has a post office box, a trooperdelivers the letter to the offender’s physical address.

Offenders are also required to provide additionalinformation such as a temporary address, vehicle reg-istration and professional license information, and e-mail addresses during each registration. Each time theinformation is changed, the offender is required to com-plete a new registration form.

Fleet Maintenance and Equipment SupplyFleet Maintenance and Equipment Supply is re-

sponsible for the testing, bidding, procuring, issuingand maintenance of marked and unmarked vehiclesfor the Division of State Police. That includes regularmaintenance performed at the Department of Safetyautomotive garage and any maintenance performed atindependent facilities.

The unit is also responsible for procuring, issuingand maintaining an inventory of all Division uniformsand equipment.

The Division continued to order the DodgeCharger Police Package cruisers. Each high-profileCharger is installed with Project 54 (the system, de-veloped by the University of New Hampshire, allowsfor hands-free and eyes-free operation of in-car de- 29

vices) and equipped with push bumpers to accommo-date the efficient removal of disabled vehicles.

A significant project completed during the fiscalyear was the vehicle repainting required after themerger of the DMV Highway Patrol and EnforcementBureau into the Division, as Troop G, in 2008. All cruis-ers that met specific mileage criteria were painted tothe State Police color scheme and all cruisers havebeen been marked with the appropriate insignia.

The Division also responded to a change in thefederal standard regulation which requires all personsworking on the Federal Aid and Interstate HighwaySystems to wear high-visibility safety apparel with aminimum rating of ANSI 2 (American National Stan-dards Institute). The Division issued new raincoats andsafety vests in order to meet the new standards.

Headquarters Communications UnitHeadquarters Communications continued evolv-

ing into a central dispatch center for the entire Divisionof State Police. The unit is responsible for dispatchingHeadquarters, Troop D, Troop G, Bureau of LiquorEnforcement, Office of the State Fire Marshal, theDivision of Forests and Lands, and Fish and Gameofficers.

During this fiscal year, the unit absorbed numer-ous shifts of coverage at Troops A, B,and C. The unitis also the after-hours provider for other state agen-cies such as Homeland Security and Emergency Man-agement, the Attorney General’s Office, Marine Pa-trol and the Medical Examiners Office, and maintainselectronic connections to the National Weather Ser-vice Alert System and Seabrook and Vermont Yan-kee Nuclear Power Facilities.

The center is also responsible for receiving all na-tionwide law enforcement electronic messages, whichincludes the data entry system for both the NationalCriminal Information Center (NCIC) and the NationalLaw Enforcement Telecommunications System(NLETS). This also includes entering information fromstate and local agencies into the State Police On-LineTelecommunications System (SPOTS) and NLETS,including the NCIC State database for In-State Mis-demeanor Warrants and Domestic Violence Petitions(DVP). With the implementation of Computer AidedDispatch (CAD), the center can provide an immedi-ate printout of all calls received within the state.

The Headquarters Communications Unit handled33,252 calls during 2009 .

National Crime Information Center UnitThe National Crime Information Center (NCIC)

Unit focuses on officer safety, public safety, protec-tion of the agencies entering the information, and pro-tection of the persons whose data are beingentered. NCIC makes centralized crime data imme-diately available to the criminal justice agenciesthroughout the 50 states, Puerto Rico and Canada.

Some of the entries made include wanted per-sons, missing persons, stolen vehicles, stolen guns, pro-tection orders, and records of sexual offenders andtheir whereabouts.

Unit members review every entry made intoNCIC, assuring that each meets the federal criteria inorder to keep the state fully connected andcompliant. The State Police Online Telecommunica-tions System (SPOTS) is deployed to over 150 lawenforcement agencies in New Hampshire via directaccess.

At the close of the fiscal year, 61,001 recordsfrom New Hampshire remain active in the NCIC da-tabase; 27,881 additional records remain active in thein-state database.

Permits and Licensing UnitThe Permits and Licensing Unit performs back-

ground checks on individuals applying for nonresidentlicenses to carry concealed handguns, private investi-gator licenses, security guard licenses, dynamite andexplosive permits, and fireworks permits. The unit alsoworks extensively with all courts throughout the statein determining if petitioners are suitable to have theirseized and surrendered weapons returned to them.

The unit issued 13,157 permits and licenses dur-ing 2009 and nearly 5,000 in the first half of 2010.

The Gun Line also received 26,044 calls for thepurpose of approving gun transactions in all of 2009,pursuant to the Brady handgun law, and processed13,606 such calls in the first half of 2010.

The unit also handled 304 return-of-firearms casesfor the state’s courts in 2009. It is also responsible forinspecting all non-permissible fireworks displaysthroughout the state as well as construction projectswhere explosives are used. 30

Recruitment and Training UnitThe Recruitment and Training Unit maintains an

active list of qualified applicants for the position of StateTrooper I. Testing for the position of State Trooper Iis conducted six times per year.

Qualified applicants are initially invited to performthe physical agility test, followed by a written test. Ap-plicants who are successful in these two examinationsare invited to participate in a structured oral board.

Applicants successful in completing the oral boardsare then considered for background investigations. Thecommand staff reviews applicants who receive a fa-vorable recommendation for employment after thebackground investigation.

Only a select few applicants are invited to the finaltwo days of testing which consist of a polygraph ex-amination, Director’s interview, psychological exami-nation, physical examination and drug testing.

Only seven probationary troopers were sworn induring this fiscal year.

Newly enlisted troopers attend 14 weeks of trainingat the Police Standards & Training Council. Upongraduation they are assigned a patrol responsibilityunder the daily supervision of a Field Training Officer.

Once released to solo status, the probationarytrooper continues to work under close supervision ofthe troop field training officer supervisor.

Close supervision and evaluation are critical dur-ing the initial phase of a trooper’s career and the unit isclosely involved in the development of an employeethrough the Field Training Officer program.

The Recruitment and Training Unit is also respon-sible for ensuring that Division members are assignedto appropriate in-service training so that they may con-

tinue improve their skills. Each Division member mustattend at least eight hours of in-service training peryear, for continued certification as a police officer.

It is the responsibility of the unit to register troop-ers for those classes at Police Standards and TrainingCouncil or other available training. In addition, the unitcoordinates in-service training, firearms training, de-fensive driving training, prosecution training, criminalinterview and interrogation training and auxiliary/part-time police officer training and serves as a representa-tive to the training committee of the New England StatePolice Administrators’ Compact.

The Recruitment and Training Unit also overseesthe administration of the college intern law enforce-ment program.

Executive Security UnitThe Executive Security Unit is responsible for the

protection and transportation of the Governor and theFirst Family. The unit also strives to provide protec-tion and assistance for visiting dignitaries to the stateincluding a significant influx related to New Hampshire’sFirst in the Nation Presidential Primary.

During the fiscal year, the Executive Security Unitcontinued its associations with the National Gover-nors’ Security Association, an important alliance forsecurity updates on local and national levels, as wellas for sharing information on National Executive Pro-tection Standards.

Forensic LaboratoryThe State Police Forensic Laboratory is the sole

provider of forensic laboratory services in New Hamp-shire. The Forensic Laboratory receives and analyzesevidence from more than 220 city and town policedepartments, several state law enforcement agenciesincluding the State Police, 10 county sheriff’s depart-ments, numerous city and town fire departments, and,on occasion, federal law enforcement agencies con-ducting criminal investigations in the state.

The Forensic Laboratory comprises two mainlaboratory facilities – the Criminalistics Group and theToxicology Group. Technical services currently offeredby the Criminalistics Group include firearms/toolmarks,latent impressions (finger/palmprints, footwear and tiretrack), serology, DNA, digital evidence, trace, andcontrolled substances examinations. 31

Technical services currently offered by the Toxi-cology Group include blood and breath alcohol test-ing as well as the analysis of controlled substances inurine, blood, and other biological samples. Staffing in-cludes 48 criminalists, administration and support staffthat has enabled the Forensic Laboratory to becomea state-of-the-art facility with highly trained and expe-rienced specialists in each discipline.

The State Police Forensic Laboratory is nation-ally certified by the Association of Crime LaboratoryDirectors – Laboratory Accreditation Board(ASCLD/LAB). The laboratory underwent a recerti-fication inspection in June of 2009 and will undergocertification under ISO 17025 standards in 2014.

Professional Standards UnitThe Professional Standards Unit ensures that all

conduct by Division members is consistent with NewHampshire statutes and the New Hampshire StatePolice Professional Standards of Conduct. The unitinvestigates all use of force incidents and citizen com-plaints.

In 2009, 116 complaints were filed against Divi-sion personnel (which includes sworn members andcivilian staff). Fifty-seven were generated by civiliansand 59 were generated by the Division itself. In thefirst half of 2010, 39 complaints were filed against Di-vision personnel. Sixteen were generated by civiliansand 23 were generated by the Division itself. Approxi-mately 39 percent of Division-generated complaintsare due to at-fault cruiser accidents or other equip-ment damage.

Colonel Frederick H. Booth served as Directorof the Division of State Police during a majority of the2010 Fiscal Year, retiring in April.

DIVISION OF MOTOR VEHICLES

We are committed to public safety andquality customer service.

Mission Statement:

The Division of Motor Vehicles oversees motorvehicle and driver regulations for the State ofNew Hampshire. It enhances traffic safety and

revenue collection through four main bureaus: DriverLicensing, Financial Responsibility, Registration andTitle and Anti-theft, along with many smaller sections.

Detailed information regarding the various units ofthe DMV is provided below.

Bureau of Driver Licensing

In November 2009, the Bureau of Driver Licens-ing implemented an online driver license renewal sys-tem. Since its inception through June 30, 2010, 22,254applicants successfully completed an electronic OnlineDriver License renewal.

Applicants are allowed to renew their driver li-cense online every other renewal cycle if they meetcertain criteria and have a recent photo on file.

Currently, the online renewal system is set up torecognize operator driver license renewals only. Thoseapplicants who are eligible receive a Renewal Identifi-cation Number on their renewal application.

In April 2010, Driver Licensing implemented au-tomated driver license tests throughout the state. Thissystem utilizes touch screen computers with a random-ized testing system for each type of written test issued.

This new system has been very successful. It hasimproved customer service at the counter due to theinstant pass/fail feature and the instant reporting of theresults of the written test to the Licensing system. Thesecond phase of this system, called Scheduler, whichwill schedule road tests, will be implemented later in2010.

The Licensing Bureau’s main office is in Concordwith 15 satellite locations throughout the state. In thelast year the bureau issued 313,161 cards, 23,654 ofwhich were non-driver identification cards. The re-mainder were driver licenses.

Licensing examiners conducted 36,072 operatorroad tests and 1,591 motorcycle road tests. Statetroopers assigned to DMV conducted 2,546 Com-mercial Driver License road tests.

Bureau of Financial ResponsibilityThe Bureau of Financial Responsibility adminis-

ters and enforces motor vehicle statutes that have adirect effect on an individual’s driving record and thestatus of driver license and vehicle registrationprivileges. It is the central site for data gathered fromall law enforcement agencies, district and superiorcourts and out-of-state motor vehicle registries.

The bureau is responsible for receiving, process-ing and maintaining records of all information enteredto an individual’s record including convictions, sus-pensions or revocations, restoration dates and crashinvolvement.

The bureau is divided into nine subsections:

• Imaging – Transfers original documents and in-formation related to suspension or revocation actions,convictions and crash involvement, to a computerizeddocument imaging and retrieval system.• Driving Records – This section processes re-quests received from businesses, insurance compa-nies, law enforcement agencies, courts and individu-als for New Hampshire driver records, crash reportsand various suspension and restoration notices withinthe parameters established by the N.H. Motor Ve-hicle Privacy Act.• SR22/Alcohol – Processes SR22 Certificates ofInsurance forms, SR26 Cancellation of Insuranceforms, impaired driver intervention program certificatesof completion and defensive driving certificates of

completion. This section verifies the accuracy of thedocuments as established by motor vehicle laws andadministrative rules.• Plea by Mail – Processes traffic complaints orcitations received from local and state law enforce-ment agencies throughout the state. The section pro-cesses payment of fines as well as not-guilty pleas.This section receives an average of 9,250 traffic com-plaints or citations each month. During peak periodsvolume can exceed 11,000 complaints or citations re-ceived per month. Payments are processed via check,cash and, as a recent development, credit card trans-actions.• Court Processing Section (formerly known as“Majors”) – Processes conviction and default infor-mation received from district and superior courts forboth “minor” and “major” offenses. Examples of mi-nor offenses or convictions include speeding, trafficsignal violation and negligent driving. Examples of majoroffenses or convictions include DWI offenses, con-duct after an accident, operating after suspension/re-vocation, and reckless operation.

The “major” vs. “minor” distinction is related tothe legal penalty for the offense and is in no way meantto trivialize the so-called “minor” offenses, which allare frequent causes of collisions.• Out-of-State – Processes information receivedfrom out-of-state courts, Canadian provinces and otherstate registries of motor vehicles. Information receivedincludes convictions, defaults, and suspension infor-mation.• Crash – Processes information obtained from Op-erator and Uniform Police Crash Reports. Informationrelated to reportable and non-reportable crashes iscaptured for statistical purposes. The section alsomaintains records and generates suspensions resultingfrom uninsured motorist crashes, defaulted agreements,and civil judgments awarded by New Hampshirecourts.• Customer Service Counter – This section hasdirect contact with customers. The clerks assigned tothis area complete a variety of tasks ranging from pay-ment of a traffic citation or complaint to reviewingdocuments and restoring an individual’s privileges. Theclerks are responsible for ensuring that all court andprogram documents are completed as required priorto restoring driver privileges.

• CDLIS/PDPS Helpdesk – this section processesinformation related to the Bureau of Financial Respon-sibility and the Bureau of Driver Licensing. Tasks orprocesses related to the Bureau of Financial Respon-sibility include ensuring that conviction and suspensioninformation is properly received from and provided toother state registries of motor vehicles.

In FY 2010, the bureau continued to work withthe Bureau of Driver Licensing, Bureau of Hearings,and Department of Information Technology to imple-ment changes in the Motor Carrier Safety Improve-ment Act (MCSIA) laws. The bureau continues toprocess information related to the establishment of anAlcohol Ignition Interlock Program.

The bureau has also been working closely withthe Department of Information Technology to imple-ment an online ticket payment process for motor ve-hicle offenses or moving violations with preset fines.

Bureau of RegistrationThe Bureau of Registration oversees the registra-

tion of any type of vehicle, trailer and boat required tobe registered, with the exception of Off-Highway Rec-reational Vehicles.

The bureau is responsible for collection of the ap-propriate fees in accordance with the provisions ofthe state motor vehicle and boating laws. The purposeof the registration requirement is to protect the publicand to facilitate vehicle identification in the case of acollision, theft or violation of law.

The Bureau of Registration staff consists of a su-pervisor, assistant supervisor and 64 full- and part-time staff. During Fiscal Year 2010, the bureau oper-ated 12 state registration offices.

Headquarters is located in Concord, with substa-tions in Claremont, Dover, Keene, Epping, Berlin,Manchester, Milford, Salem, Tamworth, Belmont andTwin Mountain.

of boats and the regulation of all N.H. Boat Registra-tion Agents, the International Registration Plan (IRP),processing applications for walking disability placards,overseeing all dealers and inspection stations and man-aging the Municipal Agent program.

The Municipal Agent Automation Project (MAAP)was implemented on July 11, 2005. MAAP is a ve-hicle registration and title computer system which con-nects the Division of Motor Vehicles to many townsand cities throughout New Hampshire that issue ve-hicle registrations.

MAAP allows on-line Municipal Agents to pro-cess both the local and state portions of registrations.As part of the MAAP process, the bureau was re-sponsible for assisting in the implementation of a newstyle registration certificate.

This new style registration certificate includes manynew features, such as a bar code which law enforce-ment can scan on the roadside, and is printed usingnewer technology on a laser printer. As of June 30,2010, there were 223 Municipal Agents throughoutthe state.

During FY 2010, the Bureau of Registration wasin the process of making many improvements to theway N.H. Department of Transportation E-Z Pass tollviolations will be handled through the Division of Mo-tor Vehicles.

The MAAP system was updated to allow for thedenial of a registration renewal privilege for a particu-lar registration due to NHDOT E-Z Pass toll viola-tions. This was implemented in October of 2009.

Boat Registration UnitThe Bureau of Registration works in conjunction

with the Division of Safety Services in the registrationof all boat registrations.

Boat registrations are renewed annually and all ex-pire on December 31st of any given year. As of Dec.

31, 2009 there were 95,569 boats registered in NewHampshire. At the close of FY 2010 there were 89authorized boat agents and 14 state locations able toprocess boat registrations.

During this fiscal year, the Bureau of Registrationin conjunction with the Department of InformationTechnology and the Division of Safety Services imple-mented a new boat registration system. This new boatregistration system allows for the registration of boatsthrough the MAAP system for all online boat agentsand state locations that process boat registrations.

As part of the implementation, the online agentsand state locations began printing a new-style boatregistration certificate which included a bar code thatenables law enforcement to scan the registration cer-tificate. This new system was implemented on March8, 2010.

International Registration Plan UnitThe International Registration Plan (IRP) provides

for the registration of commercial vehicles that travelin two or more member jurisdictions. It is a registra-tion reciprocity agreement among U.S. states and Ca-nadian provinces that provides for the payment of li-cense fees on the basis of fleet miles operated in thevarious jurisdictions.

Under the terms of the agreement, one jurisdic-tion collects the apportioned fees and divides themamong the other IRP jurisdictions according to a for-mula based on percentage of mileage traveled in eachjurisdiction, vehicle identification information, and maxi-mum weight. During FY 2010, there were 3,145 ac-tive IRP accounts and 10,603 registered vehicles.

On average, $724,800 in monthly fees wascollected. Approximately $315,700 remained withNew Hampshire after apportioned fees were distrib-uted to other jurisdictions. IRP currently operates intwo locations in the state, at the Twin Mountain sub-station and the main office in Concord. Inspection and Dealer Units

The Inspection and Dealer Units control the dis-tribution of motor vehicle inspection stickers, dealerplates, applications, and other various forms used byNew Hampshire dealers and official inspection sta-tions.

During FY 2010, the dealer program monitored 35

the operation of 2,216 dealers. This included 846 newand used, 42 automotive recycling, 84 motorcycle,425 repair, 192 transport, 184 utility, 164 wholesaleand 279 non-plated retail dealers. There were 11,253active dealer plates of all kinds in use in the state dur-ing FY 2010.

Also during FY 2010, the inspection program over-saw and monitored 2,381 inspection stations. Thatincluded 294 fleet, 17 replacement glass, 104 munici-pal and 1,966 public inspection stations.

During this fiscal year the Bureau of Registrationworked with an outside vendor in determining busi-ness requirements for a new Inspection and Dealersystem. These requirements will be used when a newsystem is designed.

Municipal Agent ProgramThe registration of motor vehicles in New Hamp-

shire is a service performed by authorized MunicipalAgents (MAs) in many towns and cities. Subject toapproval by the Commissioner of Safety and the gov-erning body of a city or town, the Director may ap-point municipal officials as agents to issue, renew ortransfer motor vehicle registrations.

At the close of this fiscal year, all 223 MunicipalAgents were online and connected to the state com-puter system through the Municipal Agent AutomationProject, performing registration transactions in real time.The duties of the program consist of monitoring com-pliance with New Hampshire laws, administrative rulesand procedures, and the MA contracts, in conjunc-tion with the Division of Motor Vehicles Audit Sec-tion.

The MA program conducts the required trainingfor MAs and their staff. The MA program and theentire Bureau of Registration work in conjunction withthe Department of Information Technology to assistwith the implementation and monitoring of computerprograms connecting Municipal Agents to MAAP. TheMunicipal Agent Program also operates the Munici-pal Agent Help Desk.

The MA Help Desk answers telephone calls, e-mails and faxes from all 234 towns and cities in NewHampshire. In addition to the other duties of the pro-gram such as municipal agent training, the MA HelpDesk answers an average of approximately 8,000 callsper month with a minimum of two and maximum of six

employees staffing the telephones.

Walking Disability UnitThe Bureau of Registration Walking Disability Unit

oversees all applications for Walking Disabilityprivileges. The Walking Disability Unit consists of twopart-time staff members in the Concord office.

All applications for Walking Disability plates andpermanent placards are completed in the Concordoffice. DMV substations (with the exception ofBelmont) can only issue temporary placards.

At the close of FY 2010, there were 80,937 per-manent placards and 2,010 temporary placards is-sued.

New Hampshire issues the most per capita walk-ing disability permits in the nation.

Bureau of Title and Anti-TheftThe Bureau of Title and Anti-Theft is primarily re-

sponsible for issuing motor vehicle titles. The bureaualso determines the legal ownership of motor vehicleson liens and initiates investigations of criminal and con-sumer fraud.

The title law was established in 1968. The bureauissued an estimated 90,000 titles in that first year.

The bureau works closely with the Division of StatePolice on criminal investigations involving title issues,and works with federal, state, county and local lawenforcement agencies to identify stolen vehicles. It as-sists in cases of insurance fraud, dealer violations andconsumer complaints.

The bureau began issuing a redesigned, more se-cure, certificate of title for motor vehicles in July 1,2010. The significant changes in the new design areas follows:· The size of the title certificate was increased to8.5 by 11 inches.36

The new certificates are being issued for new ve-hicle registrations. Existing title certificates are not be-ing reissued or replaced.

The current economic decline has resulted in theTitle Bureau issuing titles for more used cars than newcars. Many times the same used cars are resold sev-eral times a year. This also increased the number ofused vehicle titles issued.

Another change caused by the economy is an in-crease in the number of smaller vehicle titles issued,rather than those for larger SUVs.

Motorcycle Rider Training ProgramThe 2010 season marked the 20th anniversary of

the N.H. Motorcycle Rider Training (MRT) Program.The MRT Program currently has three full-time em-ployees and 65 part-time rider coaches.

Over the past few years the program has expandedits sites including range locations in Merrimack,Hooksett, Concord, Laconia, Keene, Portsmouth,North Haverhill, and Whitefield. Classes are conductedfrom early April to the beginning of November.

All of these locations run courses on the week-ends, and weekday courses are offered at the Con-cord, Hooksett and Laconia sites. At least one morelocation is planned for southern New Hampshire dur-ing the 2011 season.

The MRT Program uses a curriculum that is con-stantly evolving to keep up with the changes in themotorcycle world. The Motorcycle Safety Founda-tion (MSF) develops the curriculum and provides theinsurance.

The program offers three separate courses byMSF, Beginner, Intermediate and Experienced, to ac-commodate the needs of students. More than 75 per-cent of the people who take the class are doing sobecause they want to obtain their motorcycle endorse-ment.

The program trained 3,048 students from July2009 to June 2010.

The MRT Program also received two stationarySMARTrainers made by Honda and purchased witha grant, to assist students in the classroom. They in-troduce students to what a real motorcycle’s controlslook and feel like before they get on the road.

All of the rider coaches must go through a trainingsession before they can teach students on theSMARTrainers. These coach training sessions areconducted at the yearly instructor update sesssions.The update is a mandatory full-day meeting to reviewcurriculum improvements and new training concepts.

Motorcycle fatalities have risen across the coun-try during 2010 and New Hampshire is part of thattrend. Training during 2011 will stress proper obstacleavoidance and cornering maneuvers.

Driver EducationThe Driver Education Section provides oversight

and support to New Hampshire’s 92 public and 29private high schools as well as 83 commercial drivingschools throughout the state. There are approximately254 certified instructors, each of whom as passed theeight-credit driver education instructor curriculum andcomprehensive written and driving tests administeredby the Driver Education Section.

New Hampshire RSA 263:19 requires all 16 and17-year-olds who apply for a driver license to com-plete an approved driver education program. Morethan 17,000 students participate in driver educationannually, through a high school or commercial drivingschool. Driver Improvement and Point Reductioncourses are also approved and inspected by the DriverEducation Section. There are currently 11 approvedDriver Improvement programs.

Public and private schools receive $150 for eachin-state pupil who has completed an approved drivereducation program. These funds are used by the schoolor School Administrative Unit to promote youth drivereducation and safety.

The revision of the Driver Education Administra-tive Rules (Saf-C 3100) in late 2009 reduced the num-ber of reimbursements from 10,831 to 9,140 in 2010.

In an attempt to reduce lines at many of the sub-stations the New Hampshire Division of Motor Ve-hicles announced the development of an innovative 37

testing procedure which allowed driver education stu-dents to participate in road tests on the weekend.

During FY 2010, nearly 800 written exams and625 road tests were administered under the directionof the Driver Education Section.

Pupil Transportation UnitThe Pupil Transportation Unit oversees more than

100 public school bus companies. This unit is respon-sible for conducting criminal and motor vehicle back-ground checks on more than 3,900 school bus driverswho are employed in the State of New Hampshire.

In addition to safety inspections by an official in-spection station, school buses are mechanically in-spected once each year by a state trooper from TroopG before they are authorized to carry passengers. Theunit inspects more than 2,500 school buses in the state.

This unit is an integral part of the investigation ofall school bus crashes and thoroughly investigates com-plaints regarding school buses and school bus drivers.This unit works in conjunction with local police de-partments and other state agencies.

The unit also participates at the state EmergencyOperations Center, in case of an emergency whereschool buses may be needed for an evacuation. Theunit supervisor, a state trooper, is responsible for co-ordinating this task with the bus companies. The Ver-mont Yankee and Seabrook Station nuclear powerplant exercises are conducted in alternating years.

The unit supervisor is also responsible for the train-ing and certification of school bus drivers and schoolbus driver instructors in the state. Once a year, a 40-hour class is taught for the school bus training certifi-cate.

The unit supervisor also conducts audits on theschool bus companies to ensure compliance with theSaf-C 1300 rules for School Bus Transportation. Thisentails an audit of the driver files and periodic inspec-tions of school buses.

On-Board Diagnostics andSafety Inspection Program

The On-Board Diagnostics (OBDII) system is anintegral part of the computer systems of all passengercars and light trucks manufactured after 1995. OBDIIdetects the deterioration of power train componentsor emission controls that may result in increased ve-

hicle exhaust emissions.By detecting such problems early, OBDII enables

the consumer to have repairs made before problemsbecome more severe and more expensive to correct.

New Hampshire’s On-Board Diagnostics andSafety Inspection Program is a decentralized programwith more than 1,800 DMV-licensed vehicle inspec-tion stations throughout the state. Inspection/OBD testresults for approximately 1.3 million OBD-qualifiedvehicles are reported to the state electronically.

This system provides valuable benefits to motor-ists, in addition to ensuring that New Hampshire re-mains compliant with EPA emissions regulations. In-spection technicians must specify the exact reasonsfor failing a vehicle, or list what items would need re-pair in order to pass the safety inspection.

The vehicle’s emission system reports the OBDstatus of the vehicle and any conditions requiring diag-nosis and repair. This record helps to protect con-sumers from fraudulent additional charges for unnec-essary repairs.

The DMV’s computerized reporting and analysissystem can identify inspection stations whose behav-ior indicates possible inspection fraud. This has provenextremely useful in prosecuting inspection fraud casesand has promoted a positive consumer image for theOBD Program and the DMV in general.

The New Hampshire OBD and Safety InspectionProgram continues to lead the nation with its innova-tive approaches to fraud detection and customer ser-vice.

The OBD Program Manager supervises the Eco-nomic Hardship Waiver (EHW) program as mandatedby the Legislature. The EHW program provides NewHampshire residents who cannot afford to make nec-essary emissions repairs with an opportunity to applyfor a waiver that exempts their vehicle from emissionstesting for one inspection cycle.

The program is administered using the broadestpossible criteria. The only requirements are that thevehicle must have passed the safety inspection, butfailed the emissions test. The owner must provide awritten estimate of the needed emissions repairs andan explanation of the reasons for seeking a waiver.

Since its inception in 2006, the program has pro-cessed an average of 175 waiver applications peryear with an approval rate of more than 80 percent. 39

What originally started out as a purely regulatoryprogram has now become a customer service-orientedconsumer protection operation.The program’s con-tinuing goal is to promote public education and under-standing of OBDII and the importance of early diag-nosis and repairs.

Statistical DataDMV collects and analyzes statistics to respond

to internal and external requests for information on mo-tor vehicle activity in the state. The information is usedto help make decisions on policy, legislative rulemakingand safety actions by local and state police.

Such data projects have included:• Crash occurrence on interstate roadways.• Motorcycle speed thresholds.• Use of protective wear and severity of injuries.• Customer comment card analysis.• Crash analysis to target enforcement efforts.• Internal monitoring and quality control of DMVprograms.

Statistics provided by the DMV are used by otherstate agencies, such as the departments of Health andHuman Services, Transportation and Education to sup-port their health and safety programs.

Fatality Analysis Reporting System (FARS)Since 1975, the National Highway Traffic Safety

Administration (NHTSA) has operated the FatalityAnalysis Reporting System (FARS). FARS is a na-tional data collection system that contains informationon all motor vehicle crashes in which there is at leastone fatality.

Fatal crashes are reported on Police Accident Re-ports. Detailed information on the circumstances ofcrashes is obtained from a variety of sources includingstate and local police departments, other state agen-cies, driver licensing files, vehicle registrations, stateDepartment of Transportation data, emergency medi-cal services records, medical examiner or coroner re-ports, toxicology reports, hospital records, and deathcertificates.

The FARS unit in New Hampshire is funded byNHTSA and the N.H. Highway Safety Agency. FARSdata are used to identify problems, evaluate safetycountermeasures and facilitate the development of traf-fic safety programs at the national and state levels. An

extensive annual analysis is performed and publishednoting demographic trends in fatal crashes.

During FY 2010:• 94 people died in automobile-only crashes in NewHampshire. Of these fatalities, 52 people or 55.3 per-cent were not wearing seatbelts.• Of the 29 motorcycle fatalities, 23 people or 79.3percent were not wearing helmets.• May was the most deadly month, with 16 totalfatalities.• Hillsborough County had the most fatalities with25; Sullivan County the fewest with five.

ArbitrationThe Motor Vehicle Arbitration Board helps con-

sumers who have new vehicles with defects get themrepaired or to obtain some relief. The Arbitration Boardcaseload declined by 18 percent during FY 2010, re-flecting a decline in sales of new vehicles due to thepoor economy.

Following is the disposition of cases for the NewMotor Vehicle Arbitration Board during FY 2010:

• Fifty-eight Demands for Arbitration were accepted.• Five refunds were awarded to consumers, total-ing $93,764.38.• Two replacement vehicles were awarded to theconsumers.• Nine cases were settled before hearing.• Sixteen cases were withdrawn before hearingwhere the vehicle was repaired.• Three cases were dismissed.• Twenty-two cases were found for the manufac-turer.

• One case is pending.Approximately 43 percent of the arbitration de-

mands during this fiscal period were resolved prior tothe hearing, either through settlement with the manu-facturer or repair of the vehicle. Of all the cases filedduring this period, 34 hearings were held over 16 hear-ing dates.

The program specialist for the New Motor Ve-hicle Arbitration Board reviews all Demands for Arbi-tration to determine hearing jurisdiction according toRSA 357-D. The program administrator acts as a liai-son between the parties, answering questions and of-ten facilitating settlement between them. The hearings40

that move forward are then coordinated with requestsfor discovery from both the consumer and manufac-turer before the hearing date.

Cases are distributed to board members who willsit on a particular hearing date. After each hearing,board members inspect and test drive the subject ve-hicles. The board decision is announced in a publicsession after each test.

The board’s orders on all cases are drafted by theprogram specialist for the board chair’s review andsignature. Most decisions are mailed to all parties withina week of the hearings.

In FY 2010, three motorcycle cases were ac-cepted. One was withdrawn as repaired, another wassettled by the manufacturer and a third resulted in aconsumer award at hearing with the board finding fora refund. One snowmobile case was also accepted,which resulted in a consumer settlement by the manu-facturer.

Also during this fiscal period, one case was ap-pealed by the consumer to N.H. Superior Court, andthe board’s decision was upheld in July 2009.

Call CenterThe DMV Call Center gives live customer sup-

port to New Hampshire residents for most DMV pro-cesses. The staff of nine is trained in all DMV proce-dures and policies, phone credit card payments andmost computer applications.

The Call Center, in conjunction with the TrainingUnit, offers bureau-specific training for employees onissues particular to the Driver Licensing, Title, Regis-tration and Financial Responsibility bureaus.

This on-the-job training gives new employees theneeded modeling for proper phone procedures alongwith standardized answers to the most common ques-tions they will be asked. It also provides hands-ontraining on DMV-specific computer applications.

Training UnitThe Training Unit provides all DMV employees

with professional growth training.The following mandatory classes are taken by all

new DMV employees:• DMV Orientation• Customer Service• Ethics

Telephone Skills• Privacy Act/Confidentiality• Money Handling• Fraudulent Document Recognition• Those in a leadership position must also takethe following classes:• Interviewing Skills• Performance Review

Remedial training is also offered for employeeswith work deficiencies, as is training on advanced topicsto assist supervisors and those desiring to become lead-ers with professional growth.

All classes are created in-house for the specificneeds and circumstances of the DMV personnel. Theyare timely and based on current practices in the pri-vate sector. The curriculum content is created basedon employee needs as identified by management, su-pervisors and employees, and is designed with theunique circumstances of DMV employees to help fa-cilitate the learning and application of various businessskills.

Professional growth classes include Communica-tion Skills, People Skills, Change and Stress Man-agement, Coaching and Mentoring, and Business Writ-ing.

During this fiscal year, 148 employees attendedprofessional growth classes and mandatory classes and77 municipal agents, their vendors and other state em-ployees were given Driver Privacy Protection Act train-ing.

The mission of the Training Unit is “to provide allDivision of Motor Vehicles personnel with clear, help-ful, timely, appropriate and free information to developthe skills necessary for both basic job duties andgrowth, in a manner that is both convenient and com-fortable.”

The Training Unit continually reinforces the mis-sion and the fundamental goals of the training by usingthe acronym S.T.A.R.S.: Striving Towards Amazingand Respectful Service.

Audit SectionThe audit team continues performing Municipal

Agent compliance audits at the municipal officesthroughout the state. In the past fiscal year 120 Mu-nicipal Agent offices were audited. The audit team ison schedule to visit each of the 223 Municipal Agent 41

locations on a two-year cycle, with the larger citiesbeing audited annually.

The regular audit schedule has been well acceptedby the Municipal Agents as it reinforces their under-standing of the rules and procedures established toguide them in the performance of their duties. Theaudit also establishes a cutoff point for many of therecord retention procedures.

Inventory controls incorporated into the MAAPsoftware, and the successful integration of all Munici-pal Agents to online processing have resulted in lesstime being required to research individual inventoryunits.

The auditors now spend more time observing theoffice procedures, identifying areas of concern and dis-cussing these items with Municipal Agents, as well asaddressing their questions and concerns.

In addition, nine state Motor Vehicle substationswere audited during the fiscal year.

Other Significant Actions:• On June 29-30, 2010, a sweep of all Motor Ve-hicle substations verified cash on hand. Cash bankswere redistributed and reduced in some substations.This staging of petty cash banks has essentially elimi-nated the necessity for personnel to transport cash fromone location to another.• Efforts to relieve the current inventory system ofobsolete data continue. With each audit, a listing ofobsolete inventory is compiled to be removed fromthe inventory system.• The audit team continues to review DMV invoicesprior to their final processing. This helps ensure thevalidity of the payments and keeps the division up todate on pending expense charges.• All auditors are certified to conduct driver’s li-cense road tests as part of an ongoing effort to crosstrain and reduce the wait time for people at the DMV.• Auditors continue to review the documentation ofReplacement Driver License transactions as well asthe disposition of funds in the Driver Training Fund.• Auditors participate on the Joint Loss Manage-ment Committee. Committee members are trained inworkplace hazard identification and accident/incidentinvestigation.• They reconcile Over and Short Reports for em-ployees and Municipal Agents.

• Random audits of the central DMV vault are con-ducted to verify petty cash accounts.• They conduct annual heavy vehicle use tax certifi-cation.• They assist in obtaining information for the prepa-ration of the DMV biennial budget.• Auditors monitor advices and order amounts ofrequired forms, and verify charges against the variousorganizations.• They review and verify application budgets for fed-eral grants.• They review and verify monthly quantities for Mar-quis ID Systems invoices for licenses issued.• They conduct an annual review of computer sys-tem permissions and building access status.• They participate in quarterly Payment Card In-dustry Training to ensure compliance with most recentdata security standards.

DIVISION OF SAFETY SERVICES

The Division´s mission is to provide asafe, enjoyable, and environmentallyresponsible use for all of the state´spublic waters, ski lifts and carnivalamusement rides. Through three of itssections; Operations, Aids to Naviga-tion and Boater Education Program,the Division provides a comprehensivemarine safety enforcement program,places over 5,000 aids to navigationand offers boater education for all rec-reational and commercial boat opera-tors. and a comprehensive program ofski lift and carnival amusement safety.

Mission Statement:

The Division of Safety Services includes Ma-rine Patrol, Boating Education, the MooringsProgram, and Tramway and Amusement Ride

Safety.The Division operates out of two Lakes Region

facilities. Headquarters, located on LakeWinnipesaukee in Gilford, houses the Director’s of-fice, Marine Patrol headquarters, the boat maintenanceshop and the Tramway and Amusement Ride SafetyBureau. The Belmont facility, located on Route 106,contains offices and boat storage space.

The Boating Education offices and the MooringsProgram are located in Belmont, where the Divisionstores nearly 100 boats and trailers used by MarinePatrol officers during the boating season.

The state’s lakes, ponds, rivers and tidal watersprovide New Hampshire residents and visitors with avariety of recreational opportunities ranging from “quietwater” uses such as kayaking and canoeing to regat-tas, races and water skiing competitions and powervessel operation.

The challenge for the Marine Patrol is to ensure asafe and pleasurable environment while maintaining abalance among those competing uses. The MarinePatrol strives to educate, inform and enforce laws andrules to maintain the residential, recreational and sce-nic values to which the state’s water users have be-come accustomed.

The Boater Education Program, established by the

Legislature in 2000, oversees the state’s mandatoryboating education certification program through classesfor residents and visitors.

The Moorings Program, in place since 1988, over-sees the regulation and permitting of moorings on sevenof the state’s largest inland bodies of water. The stateissues permits for individual applicants, congregateapplications (from homogeneous groups applying formore than four moorings in an identified mooring field)and public mooring fields.

The Bureau of Tramway and Amusement RideSafety is responsible for the registration and inspec-tion of all mechanical ski lifts operating in the state’s42 public ski areas as well as the investigation of allaccidents occurring on those lifts.

The bureau is also responsible for the registrationand inspection of all amusement rides and devices op-erating at amusement parks and water parks, as wellas those that are part of traveling amusement showsthat set up at the state’s numerous fairs and other pub-lic venues.

N.H. Marine PatrolThe Marine Patrol provides services on all 975 43

public bodies of water throughout the state, includingthe 158 miles of shoreline in the Seacoast area. Tenfull-time sworn personnel and more than 75 seasonalpart-time officers conduct regular law enforcementpatrols on approximately 200 bodies of inland watersduring the boating season. Coastal patrols are con-ducted year-round.

The Marine Patrol’s mission on the Seacoast is toprovide regular recreational boating law enforcementpatrols during the boating season as well as providingyear-round support to the U.S. Coast Guard in searchand rescue efforts and in fulfilling the state’s Home-land Security obligations.

During the first part of this fiscal year, boat regis-trations dropped in response to the nation’s economicdifficulties and less than ideal weather conditions. Dur-ing 2010, the number of registrations held steady, withapproximately 95,400 vessels being registered in NewHampshire.

Marine Patrol officers issued just under 5,000warnings and 2,238 citations and responded to nearly4,000 calls for service during this fiscal year.

While enforcement of boating regulations andcriminal laws is an important component of the Ma-rine Patrol’s mission, officers also conduct commer-cial boat inspections, commercial license testing, rec-reational boat inspections, vessel decibel testing andplacement and maintenance of 3,500 navigational aidson inland waters.

Additionally, there were just under 1,000 waterevent permits, more than 370 swimline permits, and88 slalom course permits issued on the state’s inlandpublic waters during this fiscal year.

The Marine Patrol is also responsible for the in-vestigation of any drowning or suspected drowning aswell as all accidents on public waters resulting in death,

serious injury or property damage of $2,000 or more.The Marine Patrol has the primary responsibility

for those investigations and for mandatory federal re-porting requirements, although various agencies mayexchange data and cooperate with each other to avoidunnecessary duplication of efforts.

The Legislature’s passage of a speed limit law forLake Winnipesaukee presented an additional challengefor the Marine Patrol this summer.

Boating Education ProgramThe Division’s Boating Education Program, now

fully implemented, has certified more than 140,000vessel operators. State law requires that any personoperating a vessel of more than 25 horsepower musthave completed a boater education course and pos-sess a valid Boater Education certificate issued by theState of New Hampshire, the U.S. Coast Guard orthe U.S. Power Squadron.

The state, through this program, offers a NationalAssociation of State Boating Law Administrators ap-proved course for vessel operators. The courses areavailable in a classroom setting, online, and with homestudy courses.

During this fiscal year, state law mandated thatanyone seeking a boating education certification musttake a proctored exam to complete the certificationprocess. The proctored exams are offered year-roundin many locations throughout the state.

Moorings ProgramThe Moorings Program registers and issues more

than 4,900 mooring decals each year on the state’s sixlargest lakes.

During this fiscal year, legislation was enacted toallow residents/taxpayers to petition the state to in-clude other water bodies in the Moorings Program.To date, Bow Lake has been added to the MooringsProgram.

Division personnel review applications, issue indi-vidual mooring permits, assist applicants with prepa-ration of documents for congregate mooring applica-tions which are submitted to Governor and Councilfor approval, and maintain database records for per-mitted moorings on inland waters.

Safety oversees the safe operation of all ski lifts andamusement rides operating in New Hampshire. Bu-reau personnel oversee the installation of new or modi-fied ski lifts, registration and annual inspection of lifts,and investigation of accidents and incidents involvingpersonal injury or mechanical failure.

The bureau also works with the New HampshireTramway Board to review and approve applicationsfor construction or modification of lifts to ensure thatall safety code requirements are met.

During this fiscal year, bureau staff registered 145mechanical lifts throughout the state. They also con-ducted more than 700 lift inspections. There were 119reportable ski lift accidents during this fiscal year.

In addition to the ski lift registration and inspec-tion program, the bureau registers and inspects allfixed and traveling amusement rides, water parks, go-kart tracks, bungee jumping and climbing walls oper-ating in New Hampshire.

Fixed parks are inspected yearly. Traveling amuse-ment companies have rides inspected each time theyset up at a location in the state.

During this fiscal year inspectors registered ap-proximately 1,000 rides or amusement devices andconducted more than 1,400 site inspections.

There were 65 amusement ride incidents reportedin this fiscal year.

coordinated efforts in Code Enforcement, Public Edu-cation, Hazardous Materials and Incident Investiga-tion, thereby reducing the loss of life and property dueto fire and other emergencies in the State of NewHampshire.

The Division is divided into three bureaus: FieldOperations, Building Safety and Construction, and Ad-ministration.

Field OperationsThe Bureau of Field Operations is responsible for

law enforcement related to arson, fire cause and ori-gin investigations, building collapse, carbon monoxideand fire-related deaths, fire code enforcement andinterpretations, hazardous materials incidents, and pub-lic fire safety.

The bureau consists of eight fire investigators, twodistrict chiefs, a hazardous materials coordinator and10 part-time inspectors/investigators. Investigators aresworn police officers with authority to interview wit-nesses, collect evidence, make arrests and appear incourt as expert witnesses.

Investigators participate in continuous trainingthrough the full-time Police Academy, the National FireAcademy, Post-Blast Training conducted by the U.S.Bureau of Alcohol Tobacco, Firearms and Explosives,Arson Seminars held at St. Anselm’s College and train-ing that is provided through the Division of Fire Safetyand the Bureau of Education and Training.

The division operates a K-9 team staffed by Dis-trict Chief John Southwell with K-9 Andre. Andre is ablack Labrador retriever, formerly a seeing-eye guidedog, that joined the office on September 7, 2009.Andre replaces K-9 Jade who has retired and is en-joying her time in the Lakes Region. This K-9 team isrecertified yearly and is used to detect minute tracesof accelerants used in fires and can lead investigatorsto a specific location of the evidence.

The bureau responded to 13 fatal fires this fiscal

year, with a total of 18 fatalities. Fire investigators con-tinue to monitor a series of fires in the City of Berlin.The state experienced a wind storm in February, whichresulted in a fatality in Candia.

In Alton, K-9 Andre was used at a number ofarson fires which led to the arrest of a 22-year veteranAlton firefighter.

The fiscal year ended with an explosion inColebrook that caused two deaths. Investigators re-sponded with first responders and were directly in-volved in command and control operations as well asconducting an investigation into the cause of the ex-plosion. The bureau continues to be actively involvedin this case.

The Division completed 30 fireworks store inspec-tions for compliance with fire and life safety codes. Italso completed 79 pyrotechnics inspections for indooraudiences.

The bureau continues to receive assistance fromthe U.S. Bureau of Alcohol, Tobacco, Firearms andExplosives, which details an agent to the Division andprovides financial assistance for fire investigations.

The hazardous materials coordinator has providedmuch needed assistance to local officials. New Hamp-shire fire departments responded to 447 incidents in-volving flammable liquid spills, 282 incidents involvingcombustible liquid spills and 616 incidents involving aleak of a flammable or combustible gas.

Fire departments in the state also responded to79 incidents involving some type of chemical spill. TheDivision continues to coordinate the distribution ofthousands of hazardous materials response guides tolocal police, fire and EMS first responders in NewHampshire.

The Division was involved in the investigation ofNew Hampshire’s first anthrax outbreak in more thanhalf a century. A woman contracted the disease at theUnited Campus Ministry (UCM) building in Durhamduring a drumming event. She became seriously ill.

The UCM building was closed under a quarantineorder on Dec. 24, 2009. Environmental samples weretaken from the building and the African drums storedthere.

The investigation showed that the anthrax was natu-rally occurring and was not the result of a terroristattack. The victim survived.

The hazmat coordinator and investigators from theDivision participated in and supported numerous clan-destine drug lab seizures and closures. Cooperationwith the FBI, the U.S. Bureau of Alcohol, Tobacco,Firearms and Explosives and the Drug EnforcementAgency led to the development of an awareness pro-gram. The Clandestine Labs Program is delivered toPolice, Fire, EMS and local health officials throughoutthe state.

The Division developed and implemented a tech-nical sampling program for the Vermont Yankee nuclearpower plant because of a leak of radioactive tritium atthe plant. The program was designed to ensure thesafety of the communities surrounding the plant. Notritium was detected outside of the plant grounds.

The Division is responsible for the collection ofdata regarding fire incidents that occur in the State ofNew Hampshire. Each fire department is required bystatute to submit its incident data to the State FireMarshal’s Office on a monthly basis. Fire departmentsare required to report their incidents to satisfy boththe state statute and to receive Federal Assistance toirefighters Grants. The grant requirement has increasedthe number of departments reporting to the Division.

The New Hampshire Fire Incident Reporting Sys-tem (NHFIRS) featured a new section on the Division’swebsite by graphically displaying each fire department’sreporting status. The reporting system is also used totrack trends throughout the state.

Informational bulletins are being posted monthlyto assist fire departments with questions regarding theNHFIRS as well as training information.

New Hampshire fire departments responded to119,101 incidents during the fiscal year involving over720,000 total man hours of public service. Fifty-ninepercent of these calls were emergency medical calls.Fire departments responded to 1,644 building andcontained cooking fires with an average response timeof 5.08 minutes. The state suffered $21.4 million dol-lars in fire loss during this period.

supervisor. The sections are Electrical Safety and Li-censing, Mechanical Safety and Licensing, ModularBuilding Program, Manufactured Housing Section, andEngineering.

The Mechanical Safety and Licensing inspectorsare responsible for enforcement of gas fitters licensinglaws and code enforcement of mechanical systems.Inspectors from this section are continually checkingjob sites to make sure that work being performed isdone only by licensed individuals. Three inspectorsand one chief cover three separate regions of the stateand offer technical assistance to local building and fireofficials.

The Mechanical Safety and Licensing Bureau is-sued 1,525 new licenses and 1,188 renewals duringthe fiscal year. There were 152 mechanical inspec-tions performed this year. The bureau offers continu-ing education classes on NFPA 54 for all licensed gasfitters throughout the state at no cost to the attendees.

The Voluntary Oil Heating Technicians Certifica-tion Program has been increasing since 2006. Eighty-eight certifications have been issued to date.

The Electrical Safety and Licensing inspectors areresponsible for the enforcement of electrician licens-ing and apprentice registration laws and rules. Inspec-tors from this section are continually checking job sitesto make sure that work being performed is done onlyby licensed individuals. The inspectors also assist theDivision of Safety Services with electrical inspectionsat fairs and carnivals.

Three inspectors and one chief cover three sepa-rate regions of the state and offer technical assistanceto local building and fire officials.

The Electrical Safety and Licensing Bureau re-newed 3,345 Master and Journeyman licenses, 677apprentice licenses, issued 644 new Master and Jour-neyman licenses, and issued 259 new apprentice li-censes during the fiscal year.

The bureau performed 194 electrical inspectionsduring the fiscal year.

The Modular Building Program is responsible forenforcing the laws and rules relative to the manufac-turing of modular structures. These structures are builtin factories across the United States and Canada. In-dependent third-party inspection agencies are licensedby the Division to ensure that the structures conformto the state and local building, fire and life safety code

requirements. A label is placed on each structure whenall the requirements are met indicating to the ownerand local building officials that the structure meets theapplicable standards.

The Manufactured Housing Section is responsiblefor inspecting the installation of manufactured homesfor compliance with new installation standards. TheDivision also acts as the liaison to the ManufacturedHousing Installation Board. All installers of manufac-tured homes are required to be licensed by the Divi-sion of Fire Safety. In communities that do not have abuilding official the Division is responsible for the in-spections.

The Engineering Section is responsible for review-ing construction plans for state, educational and healthcare facilities. The section received 156 sets of plansduring the fiscal year. These plans can be a simple asone page or up to 200 pages that must be reviewedbefore construction begins. The section makes sitevisits during construction and a final inspection uponcompletion.

AdministrationThe Bureau of Administration consists of the ad-

ministrative staff for the Bureau of Electrical Safetyand Licensing, Mechanical Safety and Licensing,Modular Building Program and Manufactured Instal-lation Standards Board. This bureau is responsible forproviding customer service, issuing all licenses for theseprograms, collection of revenues, purchasing, statisti-cal record keeping and day-to-day operations of theDivision.

The Bureau of Administration over the past yearhas taken on several process improvement projects.These projects included streamlining the licensing pro-cess. Part of this process is working on changing overthe Mechanical Safety and Licensing Program to theLicense 2000 program which currently is being usedfor Electrical Safety and Licensing.

The bureau has been working to consolidate theapplication process for Electrical Safety and Licens-ing to two applications and working with the Depart-ment of Information Technology to start the develop-ment of online renewals.

The Modular Building Program has changed thesubmittal of Quality Assurance Manuals from hard copyto electronic format to save money and facilitate easy48

retrieval.Nine new manufacturers were certified this year

and 90 renewed from the previous year. There werenine Third-Party Inspection Agencies who renewedthis year. Five hundred forty six labels were affixed tomodular buildings.

The Manufactured Housing Section licensed ninenew installers and approved 30 renewals. Inspectionsprovided for the year were 18 for Manufactured Hous-ing and 113 for Modular Housing. There were 210warranty seals issued as well.

The Division now assesses a fee for reduced igni-tion propensity cigarette certification. This fee is in-tended to offset costs involved in the public fire safetyeducation program. This new standard reduces thelikelihood that an unattended cigarette will cause a sus-tained ignition. Currently the division certifies 975 dif-ferent brands and types of cigarettes by 35 differentmanufacturers.

The Bureau of Administration personnel continueto attend developmental training through the Divisionof Personnel’s Bureau of Education and Training toimprove each employee’s contribution to the Divisionand to further educate them for promotional opportu-nities.

Last year the Division hired a new part-time pub-lic education administrator to oversee fire and life safetyeducation. The administrator and other members ofthe Division have introduced several new programsthat have focused on fire safety education, attendingsafety fairs, a poster campaign, carbon monoxideawareness and many others.

The Division has provided support to the state inthe Emergency Operations Center during natural di-sasters and issued Public Safety Bulletins on genera-tor safety, heating safety, electrical safety and fire andlife safety issues.

DIVISION OF FIRE STANDARDS AND TRAINING& EMERGENCY MEDICAL SERVICES

The Division of Fire Standards and Train-ing and Emergency Medical Services rec-ognizes that its primary mission is to in-crease the capability of the entire NewHampshire Fire Service and EmergencyMedical response through the applicationof the best methodologies and techniquesin fire service and emergency medicaleducation and practice.

We believe in the achievement of excel-lence in our services through dedication,teamwork, and open communication.

We are committed to exceeding expec-tations through efficient research, devel-opment, delivery, and administration ofall aspects of fire service and emergencymedical services training and education.

Mission Statement:The Division of Fire Standards and Training &Emergency Medical Services was establishedto administer and supervise a fire and emer-

gency medical service training and research programthroughout the state.

The Division’s duties include operations of the NewHampshire Fire Academy, including establishing train-ing programs and offering instruction in methods ofdetermining and dealing with the causes and preven-tion of fires, techniques in firefighting, emergency medi-cal services, rescue, research and techniques infirefighting and fire protection, and the administrationand management of fire departments and emergencymedical services units.

Student activity within the Division has increasedduring the year with a student total of 15,779 duringFY 2010. This was an eight percent increase over theprevious year.

There were 4,588 Emergency Medical Servicesproviders in New Hampshire in FY 2010.

Many of the Division’s goals are long term, butthere was significant progress made in attaining themthroughout the fiscal year. Some of the highlights arelisted below:

• FY 2010 fire training certifications increased bynearly 26 percent to 9,623. Another 4,393 studentsattended non-certification emergency response pro-grams.• There were 457 Division-sponsored educationalcourses offered during FY 2010, which represents anincrease of more than 14 percent over FY 2009. Cer-tification programs were offered in all 10 countiesand at the Fire Academy.• There were 23 certification courses and 126 non-certification training courses at the Fire Academy whichis an increase compared to FY 2002 through FY 2008;nearly all had waiting lists to attend. All additional pro-grams were offered in the field. Of the classes offered,25.8 percent were held at the Fire Academy, while74.2 percent were held in the field.• The Division’s budget for Fiscal Year 2010 was

$5,487,810, which does not include grants awarded.The Fire Training and Emergency Medical ServicesFund had revenue of $8.6 million from which the Divi-sion of Fire Standards and Training and EmergencyMedical Services and the Division of Fire Safety havetheir budgets allocated. Included in this fund are alsoprovisions allocated for the partial funding of theDivison of Homeland Security and Emergency Man-agement, bond payments for two buildings, Adminis-trative Services fees and insurance.• Revenue generated by the Division for Fiscal Year2010 was $645,211, which includes tuition, fees forservice, licensing of for-profit emergency medical ser-vice providers, and manual sales.• Several grants were obtained during the fiscal yeardealing with hazardous materials training, emergencyresponse to terrorism training, trauma and emergencyservices information systems, National Fire Academy50

training, and other emergency response and trainingissues.• Grants were used for training in the Incident Com-mand System, Trench Rescue, Weapons of Mass De-struction, Radiological Response, Public Safety Re-sponse Guidelines and several other FEMA or Home-land Security training programs.• Legislative public hearing and informational ses-sions are held annually on the first Thursday in June.The hearing is jointly sponsored by the N.H. House ofRepresentatives Criminal Justice and Public SafetyCommittee and the N.H. Fire Standards and TrainingCommission. June 3, 2010 was the session during FY2010 with both the Fire Standards and Training Com-mission and Criminal Justice and Public Safety Com-mittee members in attendance.• The Division continues to honor individuals whogive unselfishly to fire and emergency response train-ing in New Hampshire. In FY 2010 seven individualswere so honored. Since 1996, 93 individuals havebeen honored with either the Fire Academy Award orthe Fire Service Award of Excellence presented bythe New Hampshire Fire Standards and Training Com-mission.• The Division offers a firefigher’s entrance test toassist the New Hampshire fire departments in theirhiring processes. This program has been offered since1996 and is well received by both the fire service andcandidates for employment.• Annually the Fire Academy hosts the Fire ExplorerTraining Academy where 60 youths who are interestedin the fire service earn credits toward the Firefighter Icertification. Since 1997, 840 Explorers have attendedthe Explorer Fire Training Academy. The Division also

hosts Camp Fully Involved for teenage girls, which isrun by a cadre of female firefighters from around theregion.• From a technological standpoint the Fire andEmergency Medical Services databases have beenconsolidated into one user-friendly data base. Thereare numerous responders who are both fire and EMSresponders. This has been a real time saver for Divi-sion employees.• Attendence at various Fire Academy programs forFY 2010 was 23,388, which represents an increaseof more than 3.5 percent over FY 2009.• In collaboration with the N.H. Department ofHealth and Human Services Office of Rural HealthPolicy, the Division developed, produced and imple-mented a video training program for N.H. EmergencyDepartment physicians about the New HampshireEMS and Trauma System and their role in providingonline Medical Direction.• The Division developed, produced and imple-mented a “Just in Time” training program for EMT-Intermediates and EMT-Paramedics on vaccinations,and vaccination administration to address the H1N1public health incident in NH training:

• In collaboration with the N.H. Department ofHealth and Human Services, the Conway Fire De-partment and Stonehearth Open Learning Opportuni-ties, the Division opened up a second Computer-BasedTesting for National Registry Examinations in the NorthCountry.• Division staff developed and implemented trainingprograms for EMT-Intermediates to expand theirscope of practice as approved by the EMS MedicalControl Board, including Continuous Positive AirwayPressure and Intraosseous Infusion for Adults.• The Division designed and upgraded the PatientCare Reporting system to feature a new “Smart Inci-dent Report” to make reporting more timely and re-sponsive to the needs of the EMS providers.• The Division hosted the state’s first annual EMSProvider Recognition Day on May 1, with a ceremonyat the State House. Legislation passed in 2008 desig-nated the first Saturday in May as EMS Provider Rec-ognition Day in New Hampshire.• The Division has completed and received its third

Nationalaccreditation affords the Division credibility by ensur-ing that its training and educational certifications meetor exceed the current national standard.• A Division-wide strategic plan is well underwayafter reviewing the current goals and objectives to moveonto the next set of goals and objectives to be com-pleted this fall.• The Bureau of Training and Certification has re-viewed and revised the evaluator training and renewalprocedure to offer a more consistent practical exami-nation process. A new procedure and training is alsounderway for instructor evaluations to be completedby senior staff instructors for consistent and improvedcourse delivery.• The Division continues to maintain, acquire anddeliver current programs in the special hazards area,working with the Division of Homeland Security andEmergency Management.

N.H. Bureau of EmergencyCommunications Mission andVision Statements:

Bureau ofEmergency Communications envisions aday when every person in the State ofNew Hampshire knows and uses 9-1-1with the utmost confidence that a highlevel of assistance will follow; furtherpromoting the ideal of one number - onenation.

DIVISION OF EMERGENCY SERVICES

The Division of Emergency Services operatesNew Hampshire’s Enhanced- 911 emergencysystem, providing instant access to police, fire

and emergency medical assistance from any wired,voice over Internet, or cellular telephone in the state.

The New Hampshire E-911 system provides anationally-accredited, state-of-the-art service to resi-dents and visitors to the state. It continues to have oneof the lowest telephone bill surcharges in the country,currently at 57 cents per month per telephone line.

During FY 2010, the Division worked on a num-ber of projects to improve service. These include:

Maintenance of the Remote Automatic NumberIdentification/Automatic Location Identification (ANI/ALI) project. Streamlining the mapping and addressing process. Reducing costs by maintaining the ALI databasein-house. Adding cellular caller location technology that al-lows for satellite photos of caller locations. Seeking bids for new contracts for network ser-vices and database maintenance. Making payments for “cost recovery” associatedwith wireless E-911.

Staffing currently stands at 48 Emergency Medi-cal Dispatchers (EMDs) that staff both the Concordand Laconia E-911 call centers, known as PublicSafety Answering Points or PSAPs. There are 10 su-pervisor positions that are evenly divided between thetwo PSAPs, one operations supervisor, and one chiefof PSAP operations.

Twelve EMDs have been promoted to assistantsupervisors to assist in supervisory duties and occa-sional supervisory coverage. They also serve as theDivision’s certified training officers.

There is also one quality assurance technician andone quality assurance supervisor who monitor and re-view medical calls for compliance with national proto-cols.

During FY 2010, the Division handled 447,758emergency calls. Of that total, 278,885 calls were

cellular and 6,263 were Voice Over Internet Proto-col, or VOIP.

The percentage of cellular and VOIP calls is onthe increase and the Division’s policies regarding han-dling of these calls have evolved to reflect that. Thecall count remains 1,200-1,500 calls per 24-hour pe-riod.

Currently VOIP and prepaid cellular telephonecustomers do not contribute toward the E-911 sur-charge, despite Division efforts to pass legislation re-quiring them to do so.

During this fiscal year the duty supervisors handled30 diversion requests from area hospitals. This was asignificant reduction from previous years. Nearly halfof these diversions were from St Joseph’s Hospital inNashua.

E-911 personnel also handle off-hours notifica-tion for judges on matters such as requests for familycourt. These have been increasing in recent years.There were approximately 700 judge requests duringthe fiscal year. They average about 60 per month.

The Laconia and Concord PSAPs have been op-erating simultaneously since the Concord facilityopened in September 2007. This allows flexibility instaffing, as well as ensuring emergency backup in caseof a system failure. It does not affect call handling.

Goals for this fiscal year included getting reaccred-ited as a center of excellence in Emergency MedicalDispatch, converting to Version 12 of the MedicalPriority Dispatch System and obtaining a pay increasefor the EMDs who are also Certified Training Officers(CTOs) and voluntarily assist in training new employ-ees.

The Division has succeeded in completing the Ver-sion 12 upgrade as well as obtaining an increase inpay status for CTOs. These special EMDs now havea title of Assistant Supervisor/CTO and assist in mostaspects of supervision, as well as providing live train-ing of new EMDs and re-training of current EMDs.The reaccreditation effort is continuing.

GIS and Addressing SectionSince 1994, the GIS and Addressing Section has

been utilizing GPS (Global Positioning System) Tech-nology and GIS (Geographic Information System)Software to provide addressing systems for commu-nities across New Hampshire. The use of this technol-ogy has enabled the Division to provide accurate lo-cation information for Wireless Phase II implementa-tion.

This is extremely useful in locating lost hikers, ab-ducted individuals and in a variety of other situations.

The E-911 GIS database currently contains morethan 270,000 locations of addressable attributes, suchas houses, businesses, hospitals, police stations, firestations, etc. In the last year the Mapping Sectionadded almost 30,000 points to the database.

The Mapping Section continues to encourage cit-ies and towns to change duplicate and similar sound-ing street names, as well as to change addresses thatare confusing or inconsistent.

Technical Support SectionThe primary function of the Technical Support Sec-

tion is to maintain and support the two E-911 call cen-ters along with the more than 71 remote ANI/ALIworkstations deployed at all dispatch agencies in thestate.

In addition, the Technical Support Section is re-sponsible for support of the administrative computernetwork, coordination with all vendors, support ofbuilding access systems, and coordination with mu-nicipalities regarding pertinent E-911 system informa-tion such as Emergency Service Numbers (ESN).Education and Training

The in-house Education Unit instructs and coordi-nates all 16-week classes for new hires, typically threetimes per year. Eight times per month one or two-hourcontinuing education programs are provided at bothPSAPs. Monthly CPR re-certification classes are heldto maintain required certifications. Forty-hour Asso-ciation of Public Safety Communications Officialsclasses are provided for outside dispatch agencies.CPR, first aid and AED training has been provided toa variety of sister agencies this past year.

The Education Unit trainers are also responsiblefor training dispatch agencies in the use of the remoteANI/ALI project Computer Aided Dispatch (CAD)software. The unit also coordinates the procurementof outsourced training.

Members of the Training Unit also train field pro-viders on how the Medical Priority Dispatch Proto-cols function.

The Quality Improvement Unit, which operateswithin the Training Unit, reviews calls and applies acomputer software template to measure compliancewith protocols. In excess of 600 recorded medical callsare reviewed monthly to help ensure compliance withprotocols and identify areas for additional training toensure efficient use of trainers’ and Emergency Medi-cal Dispatchers’ time.

Public Information and EducationThe Education and Training/Public Information

function includes the Public Information Representa-tive, Public Education, and the In-service EducationSection. This function handles all public and agencycorrespondence, education, quality control of services,and surcharge audits. Public Education/Informationschedules presentations and tours of the PSAPs.

The In-service Education Section conducts ap-proximately three16-week classes per year for newhires. Once per month, continuing education classesare held for the Association of Public Safety Commu-nications Officials and Emergency Medical Dispatch.

Every six months In-service Education offers aCPR certification course. Once per month, a 40-hourAssociation of Public Communications Officials In-ternational course is offered for outside agencies anda 30-minute training class is offered to each policeclass at the Police Standards and Training Academy.The In-service Education Section’s trainers are alsoresponsible for the training of dispatch agencies on theRemote ANI/ALI project Computer Aided Dispatch(CAD) software.

Database Maintenance UnitThe Database Maintenance Section maintains the

Automatic Location Identification (ALI) database,working to increase the accuracy of phone subscriberlistings, their locations and the associated Table ofEmergency Service Numbers (ESN) that directs emer-gency calls to the appropriate Police, Fire and EMSdispatch agencies. The unit compares telephone sub-scriber records against a Master Street Address Guide(MSAG) that is constantly checked for internal con-sistency and corrected.

The unit’s efforts have provided a reliable processfor telephone company representatives to submit tele-phone updates and deletions to the Division throughdaily service order activity to ensure that the subscriberrecords stay up-to-date.

Special Projects UnitThe Special Projects Unit (SPU) collects geo-

graphic data throughout the state to support emer-gency services at the regional and local levels.

The unit maintains and updates electronic map-ping data layers that are integrated in the location iden-tification software utilized in the two PSAPs. The dataare used by the EMDs to accurately locate wirelessE-911 calls for processing to the local public safetydispatch centers.

This unit maintains an inventory of comprehensivemaps for the PSAPs which include highway referencemaps, maps of high incident areas such as LakeWinnipesaukee and popular recreation areas in theWhite Mountain National Forest, and snowmobile trailmaps.

The SPU maintains location verification for eachregistered cellular telephone tower in New Hampshire.Verification and maintenance of this information is criti-

cal to the accurate location identification of a cellularE-911 call. This is an ongoing task as new cellulartowers are installed throughout the state.

Revisions to previously created comprehensivemaps for large dispatch and regional response areascontinue to be made. These maps include informationsuch as hiking trails, recreation areas and emergencyhelicopter landing areas, in addition to the standardroad networks and transportation features.

The comprehensive maps assist Emergency Medi-cal Dispatchers in locating callers using E-911, as wellas the local dispatch and response agencies in direct-ing appropriate resources to the scene of incidents.They have also proven to be a valuable resource foremergency planning.

Each year the unit revises special event maps anddata for events such as NASCAR races, MotorcycleWeek and other large-scale events.

The unit works with the N.H. Bureau of Trails inan effort to map more than 1,500 miles of snowmo-bile trails, including all groomed snowmobile trails inCoös, Northern Grafton and Northern Carroll coun-ties. Trail junctions and other important locations suchas 24-hour accessible wired phones, emergency heli-copter landing zones and landmarks continue to beaddressed according to E-911 addressing standardsand are added to the geographic database.

The use of all-terrain vehicles, or ATVs, on snow-mobile trails is increasing. The unit is working withstakeholders to utilize existing snowmobile mappingstandards and trail names to ensure that a trail used inthe winter for snowmobiling has the same name whenused as an ATV trail in the summer.

The SPU utilizes current emergency responsedata and location information to assist the Division ofHomeland Security and Emergency Management inrevising its radiological emergency response plan maps.

These maps provide emergency responders withdetailed information on important features such as mu-nicipal buildings, traffic control points and evacuationroutes in areas surrounding the Seabrook Station andVermont Yankee nuclear power plants.

The unit also assists HSEM with digital and paperdisplays of response relevant data during EmergencyOperation Center activations.

Mission: The mission of the Division ofHomeland Security and Emergency Man-agement is multi-faceted: We serve as thepersonal representatives of the Governor ofNew Hampshire and coordinate state re-sources during declared emergencies andserve as the Governor’s liaison to the fed-eral Department of Homeland Security andFEMA, the Federal Emergency Manage-ment Agency. We maintain a constant “leanforward” posture to ensure that the statereceives timely awareness of actual and po-tential human-caused and natural disastersand maintains the capability to respond tothem whenever and wherever they occur.This is accomplished through liaison withthe federal Homeland Security IntellegenceNetwork and with state, local and regionallaw enforcement, monitoring informationfrom a variety of classified and non-classi-fied sources, constantly updating disasterplanning in conjunction with local emer-gency management directors and public andprivate sector representatives, maintainingstrategic caches of supplies needed in caseof various emergencies, conducting pro-grams to identify and protect the state’scritical infrastructure, conducting trainingand preparedness exercises, educating thepublic regarding preparedness and responseto terrorist acts and disaster, staffing theemergency operations center and directingmitigation efforts, administration of stateand federal disaster aid programs and con-ducting after-action reviews of the state’sresponses to disasters and terrorist inci-dents.

N.H. Division of HomelandSecurity and EmergencyManagement Mission StatementThe Division of Homeland Security and Emer-

gency Management (HSEM) is the state’semergency management agency, responsible

for coordinating its response to major disasters, pro-viding early warning of potential disasters and assist-ing communities with rebuilding in the wake of majordisasters.

Its major roles are leading the state’s response tonatural disasters, emergency planning for the SeabrookStation and Vermont Yankee nuclear power plants,and providing support to public safety during emer-gencies at the local level.

The Division carries out its mission with the assis-tance of other state, federal and private sector agen-cies operating together in the State Emergency Op-erations Center (SEOC).

Fiscal Year 2010 was a busy one for HSEM, with28 partial or full activations of the State EmergencyOperations Center to monitor events and potentialthreats or to conduct response operations or exer-cises.

There were two Presidentially Declared Disastersduring this period. A windstorm on the last weekendof February 2010 caused widespread power outagesin most of the state and caused $9.3 million in damageand response-related expenses for state agencies, lo-cal governments and eligible non-profit organizations.The state received a Presidential Disaster Declarationfor Grafton, Hillsborough, Merrimack, Rockingham,Strafford and Sullivan counties.

During subsequent weeks heavy rains caused smallriver and stream flooding in Southern New Hamp-shire. The state received a Presidential Disaster Dec-laration for Hillsborough, Merrimack and Rockinghamcounties. The flooding damage to public property to-taled $2.58 million.

In addition, the SEOC was activated to monitorthreatening storms nine times during the fiscal year,and to monitor H1N1 influenza in the fall of 2009. Italso supported local public safety operations during abomb threat aboard a Greyhound bus in Portsmouthon May 6, 2010, and an explosion in a black powder

plant in Colebrook on May 14, 2010.WebEOC, a computer logging system used in the

SEOC and accessible from other locations, was widelyused during the period. More than 1,200 local publicsafety and state agency personnel have been trainedin its use. They are able to remotely enter informationinto the system and directly monitor SEOC opera-tions.

HSEM took the first steps in a staff reorganizationduring this period. The Operations Section staff movedto new offices on the ground floor. Their office spaceadjacent to the SEOC was modified to createworkspace for a new unit, the Information and Analy-sis Center, or IAC.

The IAC, which recently became operational, pro-vides the state with the capability to analyze naturaland manmade threats, including terrorism, and developactionable intelligence on them to guide decision mak-ers in planning an appropriate response.

It is staffed with personnel from HSEM, State Po-lice and the U.S. Department of Homeland Security.

The IAC was authorized by House Bill 587, whichwas passed in the 2010 legislative session and signedby Gov. John Lynch on May 19, 2010.

Four HSEM staff members, all part of the Bio-Terrorism Section, were transferred to the EmergencyServices Unit at the Department of Health and HumanServices at the end of Fiscal Year 2010.

The Division of Homeland Security and EmergencyManagement was created in 1951 at the height of theCold War as the N.H. Office of Civil Defense. Itsprimary concern at that time was protecting the popu-lation of New Hampshire against a nuclear attack bythe Soviet Union.

Fortunately that attack never came and in 1982,the agency took on a new mission: emergency plan-ning for the Seabrook Station nuclear power plant,which was then under construction on the Seacoast.

Then known as the Governor’s Office of Emer-gency Management, it worked with the utility and the17 Rockingham County communities within the 10-mile Seabrook Emergency Planning Zone to developand exercise Seabrook’s Radiological Emergency Re-sponse Plan.

The agency became part of the Department ofSafety in 2003 and has been the Division of Home-land Security and Emergency Management since 2007.

HSEM is organized by sections: Operations, Planning,Technological Hazards, Bio-Terrorism, Communica-tions and Business Administration. The AdministrationSection is made up of the director, assistant director,administrative assistant and public information officer.

Emergency management is a continuous cycle offour phases: Mitigation, Planning, Response and Re-covery.

Mitigation is the process of reducing the severityof future disasters by reducing or eliminating knownhazards. That might include the installation of largerculverts in areas where inadequate culverts have con-tributed to flooding, or acquiring and demolishing homesthat have suffered repetitive flood damage.

Planning consists of developing emergency re-sponse plans at the local and state levels. The StateEmergency Operations Plan consists of 16 EmergencySupport Functions (ESFs) and hazard-specific an-nexes for hazardous materials incidents, terrorism andradiological emergencies.

Those ESFs spell out which agencies are respon-sible for the various functions needed to carry out stateand local emergency response operations.

Response involves putting the state and local Emer-gency Operations Plans into effect, in whole or in part,during disasters. Response operations may continuefor days or weeks, depending on the need.

Recovery is the process of providing government,private sector and voluntary resources to assist disas-ter victims to get a start on rebuilding their lives andcommunities. Depending on the scale of the disaster,that assistance might include federal financial assistancefor losses of public or private property or help fromvoluntary organizations that provide cleanup servicesor repairs.
