Recommendation
1. Support the recommendation of the SR-710 Pasadena Working Group; and
2. Authorize the City Manager to send a letter to Caltrans and the Mayor to send a letter to the Board of the Los Angeles County Metropolitan Transportation Authority (Metro) on behalf of the City of Pasadena expressing such support; and
3. Authorize City staff to coordinate with adjacent communities on efforts in support of advancing the elements of the Working Group’s recommended alternative.

Pasadena History
1967 – City executes freeway agreement with State for SR 7 alignment in Pasadena
2001 – Measure A adopted by voter referendum
The policy of the City of Pasadena favors completion of the 710 Freeway between the I-210 Freeway and the I-10 Freeway and cannot be changed without a vote of the people. Measure A is still effective.
2012 – City Legal Opinion that Measure A prohibits the City from taking a position against completion of Freeway proposals that would connect the I-10 and I-210 Freeways.
2014 – Pasadena Working Group formed to develop Pasadena Preferred Alternative

• March 6, 2015 – Caltrans released the Draft Environmental Impact Report/Environmental Impact Statement (DEIR/EIS) prepared by Metro for the SR-710 North Study
• Comments received until July 6, 2015
• A Locally Preferred Alternative (LPA) for the SR-710 corridor will be included in the Final EIR/EIS
> “Local” means the region, not Pasadena
