Capabilities Based Planning
• Homeland Security Exercise & Evaluation Program– Scenario based planning vs. Capabilities based planning
• The Target Capabilities List describes the capabilities related to the four homeland security mission areas: Prevent, Protect, Respond, and Recover.
• It defines and provides the basis for assessing preparedness. It also establishes national guidance for preparing the Nation for major all-hazards events, such as those defined by the National Planning Scenarios.
• The current version of the TCL contains 37 core capabilities.• TCL serves as a reference document and planning guide to
preparedness and in no way serves as a prescription for program or resource requirements

Capabilities Discussion
• Split into two/three groups– Assign Capabilities to DOC groups
• All DOCs, Operational DOCs, EOC• Gather in your group – elect a spokesperson• Assign 5 capabilities to your population• Select two Capabilities and suggest a way to exercise that
Capability• Discuss for 10 minutes• Report back out
– Results will be used during discussions at the Emergency Management Steering Committee and campus planning
