IP to OTT TV - Simplification or Challenge ?
David Murargi, Portugal Telecom - 09.11.2016
Evidences of the Challenge: IPTV is complex (So many protocols, networks, content,
vendors, foruns, ecosystem providers, system integrators, professional services, consultants),
OTT brings an idea of simplicity (in effort and costs) but in fact brings
more Devices, Unmanaged networks, QoS Challenges. Even more, Customers can change even Faster!

How to shorten OTT TV Lag - Ops Perspective
IPTV OTT Lag 1/5 – Big Race, Video Buffer and Latency
HTTP Streaming QoS vs Video Latency
Users: specialy in live sport events, our Ott users
are behind : Radio, Dtt, Cable, Dth, Iptv and
apps notifications. Start Up time is also a
pain.
PathAS IS: Control what is possible, optimize:
- Video players loading
- Backend Logic / APIs (inc Ad´s) before video startup
- CDN fail over for fast/higher bandwith (fiber, wifi, lte)
- Control TCP retries / Packet loss where´s is possible
No Magic bullet:
- RTMP and WebRTC as alternative
- Reduce Buffers/Overheads without compromizing QoE
- DASH/HEVC more flexible to achieve lower delay
- Live CDN, Video accelaration solutions are poping up
Buffering, HLS and/or SS designed to cope unmanaged
networks but comes with > 30s latency glass to glass

IPTV OTT Lag 2/5 – Rights, Channels & VOD Costs
Rights, Content Protection and Headend
Costs
Users: OTT users are a fraction of IPTV thought
are growing fast YoY
Live Channels / VOD Catalog
- IPTV > 200 ch OTT > 80 ch
- IPTV doubles OTT TVOD/SVOD titles
PathProduct Level, Rights:
Rights fight to all OTT Devices contract by
contract as your customer base is growing.
Abandon old mobile tv offers/rights silos
Tech Level :
Next Gen Encoders, Origins, MultiDRM that can
stream and secure all TV Flavours (Live and
VOD) instead of having equipments per Service
(IPTV, DTH, OTT...). TCO decreases and
increases flexilibity
Next Gen Headend, Origins, CDN

IPTV OTT Lag 3/5 – Who´s King? Content or Experience
Immersive Experiences
Users: MEO IPTV customers are used to
Personalization, Cloud dvr, TV Apps to
complement Live TV, Highlights, Live
Scrubbing or User Generated Content
OTT experience is still a subset of IPTV.
Acts as a second screen instead of primary.
They must complement each other to allow
differatiation on pure OTT or Broadcast Players
Path:
Product Experience
Evolve to a single UI and experience anywhere, any
device, high picture quality
Tech Level :
Unified and Agile Backend to allow devops fast
cycles in coeherent and highly responsive Front end
with HTML5
Success comes from the
smooth marriage of both!
David Murargi, Portugal Telecom - 09.11.2016
How to shorten OTT TV Lag - Ops Perspective
IPTV OTT Lag 4/5 – QoS and Ops Analytics
Very High Demanding Customers,
Public Market Rating and Posts,
Low Barriers to Churn
PathCustomer Care:
OTT Users won´t call u as before, they do public
complains in Public Stores, blogs, foruns and
social media. Be proactive in capturing the
Voice of Customer and react as fast as possible
in your devops cycle.
Tech Level :
Measure, Measure, Measure Experience,
Engagement and Audience in Real Time to
automaticaly prevent problems and monetize!
We´ve done the path in IPTV. In OTT it´s harder
as you don´t own the entire chain.
Local Operators can do it better because they
own the network and have direct access to the

How to shorten OTT TV Lag - Ops Perspective
IPTV OTT Lag 5/5 – Evolving Network Architecture
Today’s Network was built to Multicast
SD/HD, adapted to rDUP, ICC and
Catchup Unicast
Network Transformation will be needed
to cope with OTT Unicast Boom,
and further in the future 360º video
and Virtual Reality
Network Reliability: Every device and every mile counts
Storage: High read/write performance
Bit Rate: Grow, Grow, Grow
PathTech Level:
Network Flattening, Virtualized Edge Smart
Caching Layer that saves costs and improve QoE.
Human Resources:
Network, IT and TV teams acting as one as Video is
moving from entertaiment to life critical services.
