A WORD FROM THE PASTORS

CPC Family,

What a year we have just had! COVID-19, presidential elections, racial reconciliation, virtual school, drive through kids’ ministry (is that even a thing?), online worship, and virtual mission trips. We don’t need to elaborate, do we? And yet, it has been a year of small miracles—record giving to WFCM this Christmas and record numbers of people new and far away engaging with CPC via livestream worship. Even in the strangest of times, CPC is now ministering to and reaching people in new and unexpected ways. God always shows up, doesn’t he?

What a year we are about to have.  As vaccines become available, we will be increasingly regathering for in-person ministry while maintaining our new online ministries. At the end of February, we will be releasing our beloved Pastor Rob and his wife Nancy from full time ministry at CPC. Every area of our church life (yours and ours) will be resetting and re-forming in one way or another. What a perfect time to ask God together, what would You have us be? What could our church be this time next year? Father, how can we become the church our community can’t live without? So, as we look ahead into this year together, we want to ask you to take one word and place it at the forefront of our church life—Reach!  We all know this word—to stretch hard so that you can grasp a new thing or arrive in a new place.  There is much to reach for this year, most of all people. It’s our sacred calling, to know Jesus and make Him known.

As you look through this packet you will see budgets, ministry opportunities, and images celebrating what has been accomplished.  We want you to see one thing through it all—a church family that will not stop reaching new people in new ways, and in the process, becoming ever more Christlike themselves.

How will CPC REACH each other and our world in 2021?

Rediscovering Church life togetherThis next year of our church life will be dominated by the steady, thoughtful reestablishment of face-to-face church life.  One major goal this year is to return to two Sunday morning worship times.

A new front door through digital ministryFor many people their first experience of CPC, and maybe of Christ, will occur online.  For others, online ministry means remaining a part of church life even as life changes. One major goal this year is for every ministry to fully present both online and in-person at Centreville Presbyterian Church.

Bridge EventsBefore COVID hit we made a significant commitment to regularly hold fun, “invite friendly” events that meet the needs of our neighbors around us.  We want to be the Church our community can’t live without. One major goal this year is to host three Bridge Events.

Celebrating our staff teamHow can you possibly say thank you enough for 31 years of ministry?  How important is the calling to welcome new people to lead us in our mission?  One major goal this year is to celebrate well the ministry of our pastor, Rob and his wife, Nancy, and to prayerfully seek and welcome new leaders to CPC in student and pastoral ministry. 

Developing God’s leadersGod’s greatest gift to CPC is simple — people. Throughout this year we will be creating opportunities for leaders in every ministry to be encouraged, thanked, and given new skills for ministry. One major goal this year is to launch CPC’s first churchwide Leadership Institute in August 2021.

STEWARDSHIP LETTERGreetings from your Stewardship Team,

Like last year, the Stewardship Team and CPC Staff are pleased to present a 2021 budget report in a descriptive format. This is not a new budget, but rather a presentation of the Session approved budget in a different style and focus. (The official financial report is available upon request from the church office.) This report illustrates how we used your resources in the Lord’s ministry field. It gives you a glimpse of what your generous giving has allowed CPC to accomplish in 2020 and tells you what is planned for 2021. Lastly, each ministry identifies how you can get involved, not only with your financial support, but by employing your gifts of time and talents to support the Mission of our church body.

Holistic Stewardship is dualistic in nature. First, there is the responsibility and accountability we bear individually in our faith walk to steward the gifts of time, talent, and resources entrusted to us by God. Secondly, there is the responsibility and accountability of our church leaders to steward the gifts of our covenant members to carry out CPC’s ministry. This report presents the resource allocations to the five core ministry programs of Discipleship, Worship, Care, Missions & Evangelism, and Community Life. Additionally, to provide greater transparency of budget resources, we have added a sixth ministry area—Business Operations, which includes those resources needed to support facility maintenance and operation, financial management, and general administration of the church. Refer to the Business Operations section for more details.

The chart to the right shows the total budget resources allocated to personnel costs and program costs. The total budget figures presented in each ministry reflect the sum of the ministry’s program costs and total personnel compensation costs. More details on the ministry program budget costs are provided in Appendix A. Also included are descriptions of the established funds managed by the church, and our concept of Holistic Stewardship found in Appendices B and C.

As you will read, many of the customary ministry activities could not be carried out during 2020. This required staff to develop alternative methods of reaching out to the CPC family and our community. Our leaders continue to find innovative ways to carry out our commission from the Lord to “Go and make disciples of all nations.” You have an active part in this ministry challenge. We ask that you give prayerful thought to the gifts you have been given by God and find the way in which you can steward them in His service. This report provides opportunities to serve in each ministry. This is a call to steward your time, talent, and resources in CPC’s ministry—enabling our local church to shine as a beacon to the needy, the unchurched, and the faithful but broken among us.

DISCIPLESHIP MINISTRY TOTAL BUDGET $230,444CHILDREN’S MINISTRYVision/MissionLove children and, together with their families, raise them to know Jesus and make Him known to others. Our “kid-friendly” version of this is to “Love God and Others, Grow in Our Faith, and Go Tell Our Friends about Jesus.”

Ministry 2020While COVID changed the way in which we conducted children’s ministry, our goal was to stay on mission and keep our families gathered. We did this through the following activities:

Discipleship Virtual 

Initiated CPCKids Online in March—providing online messages every Sunday Conducted CPCKids Hangouts using Zoom during April through September. For

45 minutes, we spent time connecting, playing a game, and doing a Bible lesson. In-Person

Conducted CPCKids outside on Sundays in September, with an average attendance of 14 children. (The Nursery/Toddler Room also reopened during that time.) 

Changed our curriculum in August to GO!, which offers content that is versatile and equips parents for instruction either virtually or in-person

Hosted a drive-thru event on July 10th, with fun items and activity descriptions to enable kids to grow in their faith at home

Distributed weekly resources virtually via Facebook, as well as through e-letters and mail, to equip parents for faith-development at home and for encouragement

Distributed 50 ADVENTure pack bags to families on Nov 29th for Advent, which included a guide for parents with family devotions, activities, and supplies

Family Events Organized a Roll-A-Thon in September, during which families (12 members, 3 guests)

gathered to ride bikes and scooters through a fun obstacle course Initiated ongoing Treasure Hunts (treasures including Bible memory verses and prizes are

still hidden for families) Three hunts have been completed. Assembled and delivered 43 Mother’s Day and Father’s Day bags with supplies for

activities the kids could do to honor their parents

Becoming a member of the leadership team to assist the Director with planning and execution

STUDENT MINISTRYVision/MissionCPC’s Student Ministry engages with youth and their families to foster a community of faith where students desire to seek and know Jesus, delight in fellowship, and build relationships that nurture their faith into adulthood.

Ministry 2020In 2020, Student Ministry adapted to challenges by maintaining steady outreach and contact with youth and their families. We successfully:

Hosted regular Zoom meetings with an average attendance of 25 until the fall when we transitioned to in-person outdoor fireside events to study scriptures and build community.

Conducted “Zoomie” nights—special virtual events planned for Friday night to maintain student interest

Hosted Wednesday meet-up events, such as outings to ice cream shops, that happened for a season

Recruited and hired a new Student Ministry Director, Mr. J.D. Polzin.

Ministry Goals 2021 Continue to find fun, safe ways to engage with youth and their families and build

community while adapting to the challenges created by the global pandemic Build a strong team of volunteers to support this Ministry

At the start of 2020, our goal was to strengthen and expand our current discipleship offerings while allowing our new Co-Pastor time to develop a long-term plan for the future. With COVID, everything changed. We adapted quickly to keep the congregation engaged and ignited. For example, we:

Restructured our in-person Life Groups (which include study of scripture, serving others, and getting to know each other in a personal way) to accommodate virtual meetings using Zoom

Developed interesting and informative online classes, keeping scripture as the authority in all we said and did

Ministry Goals 2021 Seek and hire an Associate Pastor to oversee Discipleship and Digital Ministry   Complete our launch of digital discipleship while keeping face-to-face, life-on-life

WORSHIP MINISTRY TOTAL BUDGET $274,689Vision/MissionEach Sunday, we envision people praising God and hearing His Word through corporate worship. Worship is an essential part of our life in Christ. CPC provides various ways to engage in worship, like participation in a weekend worship service (in-person or online), access to resources for personal devotions, offering of prayer, participation in a Life Group, and service in any of our ministries.

Ministry 2020We adapted to the evolving pandemic protocols in that we:

Transitioned from a live, in-person worship experience to a virtual online worship experience

Quickly moved all available funds to support the livestream worship experience, which required expediently upgrading existing equipment, purchasing new live streaming gear, learning new technologies, and recruiting and training twice the number of volunteers

Hosted an outdoor worship night with over 75 people in attendance during the peak of COVID

Ministry Goals 2021 Continue to provide irresistible worship experiences,

both in-person and online, that inspire people to come back, participate again, invite a friend, and deepen their relationship with Christ by creating appealing environments, engaging presentations, and helpful content based on God’s Word in Scripture

Develop the infrastructure and volunteer base to: Consistently conduct-in-person and online worship services with excellence Build a strong technical team Support specific six to eight-week sermon series Encourage our attendees to regather in person for community engagement

Routinely upkeep and maintain all gear Develop separate budgets for in-person and online worship to include live streaming Hire technical and administrative staff members to help with the ongoing and growing

Vision/MissionThe vision of CPC Care Ministries is for Covenant Partners and those in our community to experience God’s love and transforming grace through caring relationships with our Deacons, Stephen Ministers, Prayer Ministry partners, and staff. By personally experiencing such love and grace, the members of our congregation will be more likely to extend love and grace to those who do not yet know Jesus Christ.

Ministry 2020DEACONSCPC’s 16 Deacons met monthly to receive encouragement and training. They also:

Provided care to about 12-13 flock units (families or individuals)  Made over 1,400 attempts to connect with families and individuals through phone calls,

texts, emails, cards, and notes

CARE FUNDAs part of a restructuring effort, the Session transitioned the Deacon’s Fund into the Care Fund, which is administered by three people who operate under the Session’s oversight in order to serve Covenant Partners as well as members of the community. This team was able to distribute over $16,000 to 16 individuals needing assistance. All recipients of the Care Fund have an established relationship with a CPC Covenant Partner.

STEPHEN MINISTRYFour new Stephen Ministers were commissioned in September—bringing the total to seven plus three Stephen Leaders. They provide in-depth care on a regular basis to a total of 10 people. Funding was spent on leader training for two new Stephen Ministry Leaders and newly revised training materials for use by the entire team.

Ministry Goals 2021 Ensure regular and faithful engagement by Deacons with flock members Continue to equip the Deacons to become more proficient and creative in caring for their

flocks Remind the congregation of the availability of Stephen Ministers for people facing any

sort of hardship or transition (even if such transitions are not acute) Enhance the use of the prayer chain and encourage the congregation to engage more

deeply in prayer both personally and corporately

To share the good news of the Gospel, which extends to the physical and spiritual needs of those neighbors, near and far, that we seek to support. CPC’s mission partners reach the orphan, the widow, the poor, the vulnerable, and the lost. 

Ministry 2020In 2020, CPC was able to continue support for mission partners in our community and beyond. We fulfilled our financial commitment to each missionary and mission agency.

Although COVID restrictions prevented short-term teams to Guatemala and Zambia, we sent the funds earmarked to support the teams to our missionaries

In Guatemala, the funds assisted their pandemic food relief

In Zambia, the funds assisted the completion of the Bethel Nursery Home

Three virtual mission trips connected our congregation with international mission partners. Working with each partner, we put together 90 minute live experiences to learn about the culture, the missionary family, and how God is at work. We “visited” Guatemala, Myanmar, and Zambia. Next up: Nepal in January.

In October, we launched virtual English classes for the parents of London Towne Elementary School children. The online format (Zoom) is challenging for instruction and for the parent participants.

In November, we soft-launched the “Little Pieces” podcast. Each episode interviews a CPC Covenant Partner to learn about their faith journey and how God is working through them to serve others.

Fresh Start funds assisted the Missions Ministry support of the Lamb Center. COVID restrictions require grab-and-go, individually packaged meals. Until we can return to the pot roast meals, we have been working with Moe’s Restaurant in Chantilly to provide burrito boxes. This provides a hot meal and supports a local business.

Advent’s special offering supported WFCM’s ministry to our local homeless community. We received over $36,725 from our generous covenant partners.

Ministry Goals 2021 Explore ways to best use virtual tools for Kingdom purposes including:

harvesting continues all summer) Signing-up to serve regularly at WFCM or Habitat for Humanity’s ReStore.  Prayerfully and financially supporting our international mission partners

COMMUNITY LIFE MINISTRY TOTAL BUDGET $91,834Vision/Mission To fulfill the Great Commission by encouraging everyone who attends CPC to experience and grow in a relationship with God and in fellowship with each other through hospitality and guest services, outreach to the community, and ongoing facility and ministry support in the life of our church.

Ministry 2020We were excited by the increase in participation at our annual chili cook-off. Over 320 people were served this year. This was the last in-person church life event that CPC conducted before closing the building to comply with mandated COVID guidelines.

Due to constraints on meeting in-person, we were unable to host the three bridge events that had been planned. However, we continued to make an impact. For instance, we:

Assisted with deliveries of project kits for the congregation during Easter, summer, and Advent

Established four Zoom accounts to enable online meetings Maintained interaction with the congregation using digital communications tools like the

website, electronic newsletters, text messaging, and social media Recognized and acknowledged the commitment and dedication of all who volunteered in

various capacities despite the challenges caused by the pandemic

Ministry Goals 2021 Because most in-person hospitality activities are on hold due to COVID guidelines, we will continue to take an active role in reaching out to Covenant Partners and to the community—especially those who have not been in regular attendance—to ensure they feel loved and missed. In addition, we will continue to develop and strengthen our online presence to share the Gospel more effectively with congregants and the community. Objectives for 2021 will be to:

Fill the position of Communications Manager to meet the increasing communication demands of our digital world

Establish a Digital Ministry plan—including video production—to ensure CPC stays current with ministry trends

Build an outdoor pavilion to host outdoor events and protect attendees from the elements

Greeting for Sunday morning worship Serving as an “Influencer” on social media Writing content for the website and social media platforms Coordinating bridge events, which are large community events designed to show the love

of Jesus to those outside CPC Helping with website development Assisting as a photographer/videographer Editing and proofreading Assisting in guest and member check in phone calls/emails

BUSINESS OPERATIONS MINISTRY TOTAL BUDGET $745,622This ministry has been newly created to provide improved transparency of the budget resources. In addition to the mortgage, it includes the program costs supporting the business of operating and maintaining the facility, financial management, and general administrative functions of the church. Personnel compensation is divided into two categories—operations and administrative.

Operations personnel costs– This includes time spent performing tasks directly related to business operations, e.g., facility and equipment maintenance and repair, cleaning, finance management, business operations management, technology management, etc.

Administrative personnel costs – This includes time spent across all ministries performing tasks not directly related to their ministry, but in support of the administrative management of the business, e.g., supervisory responsibilities, general meetings (staff meetings, non-ministry meetings, etc.), denominational activities, expense reports, scheduling meetings, etc.

Ministry 20202020 was a very unique year. Areas that commanded additional attention included:

Paycheck Protection Program (PPP) Loan Forgiveness- CPC received PPP support. We anticipate that this will turn into a grant, as we have met all requirements.

Mortgage Forgiveness- We received a three-month grace period to defer mortgage payments. 

AdFontes- CPC’s tenant asked for a reduction in rent during the spring because schools closed due to COVID. CPC is preparing a next steps plan because AdFontes’ contract ends in 2022.

Personnel- CPC suspended hiring more staff. The Co-Pastor, Aaron McMillan was hired and Mr. J.D. Polzin was hired as the Student Ministry Director. Sheila Hunt and Elizabeth Luffy both retired in 2020. Personnel has created an equitable pay scale for all positions. 

Ministry Goals 2021Providing additional staff for ministries as they have requested, as well as additional funds to strengthen our savings account for future CPC building and ministry needs not yet identified.

FRESH START TOTAL PLEDGED: $2,010,322BACKGROUNDIn April of 2018, God led us to launch the Fresh Start Campaign for the purpose of addressing a challenge and some needs. The challenge was to pay the denomination (PCUSA) a fee of over $833,000 in order to disaffiliate from it with our building. The needs for capital improvement were to replace the roof on our building, make repairs to the parking lot, and upgrade the worship center. Based on the analysis of a fundraising firm, in conjunction with prayer, the goal for the three-year campaign was set at $1.1 million dollars.

Much to our surprise, God moved his people here at CPC to pledge over $2 million! Of the amount pledged, over half was given during 2018, which allowed us to pay off the denomination and do the necessary repairs. Expenditures of additional funds align with two impact areas—the Strategic Plan’s Outreach objectives, as well as Missions and Evangelism. These impact areas directly support our mission “Know Jesus and Make Him Known.” A screening process is in place to determine if funding requests fit within these two impact areas. The team that screens the requests consists of the chair of Strategic Planning, an Elder liaison to the Operations Board, and a staff liaison to ensure appropriate use of the Fresh Start funds.

Expenditures from 2019 included: Relocation and renovation of the Children's Ministry area Outreach events to families in the community through the Easter and Lunch Hunt Neighborhood block parties English tutoring program for students and families of London Towne Elementary School 

Expenditures from 2020 included: Completing the necessary building renovations to equip us for ministry in 2021, and

beyond Installing a livestream system and stage lighting, as well as implementing technology

enhancements Funding multiple mission related projects

FUTURE PLANSThe expenditure of the additional funds (also identified as “Phase 2”) aligns with two impact areas—the Strategic Plan’s Outreach objectives, as well as Missions and Evangelism, which directly support our mission. Looking ahead to 2021, we hope to complete the following:

Installation of a toddler playground out back (2nd Quarter) Additional community outreach through three bridge events Exploration of a church plant (establishing a team to research, plan, and execute this

APPENDIX B: FINANCIAL MANAGEMENT FUNDING DEFINITIONSResources received for CPC’s Ministry are managed in four identified standing funds, which are described as follows:

General FundThis fund contains the resources that support the operation and life of our church. The sources of this fund are tithes and gifts from covenant partners and attendees. The use of this fund touches and impacts the lives of every person attending CPC, people outside the church in our local community, national mission fields and world-wide missions. This is the fund that enables us to pursue our mission/vision, “CPC exists to honor God by making more disciples for Jesus Christ – Know Jesus and Make Him Known”.

Care FundThis is a contingency fund maintained by the CPC staff for the purpose of assisting covenant partners and attendees of CPC, as well as others in the community, when the need arises. The Care Fund is available to staff and the Board of Deacons for use in the care of their flocks and members of the local community. The sources of this fund are designated gifts from covenant partners and attendees.

Capital FundThis fund contains the reserves held to preserve CPC’s physical infrastructure and cover major building and equipment repair and replacement costs. The sources of this fund are designated gifts from covenant partners and attendees, and deliberate transfers from the General Fund as approved by the Session.

Fresh Start FundThis fund was established in response to the Fresh Start Campaign in 2018, a three-year drive to facilitate CPC’s departure from the PCUSA. The overwhelming response to that campaign enabled the Session to fund additional ministry initiatives in support of our mission. Funding decisions for use of this fund are made through a standardized process established by the Session that evaluates requests based on criteria focused on reaching our community with the good news of Jesus as prescribed in the 2018 Cohort report and the CPC Strategic Plan. The Fresh Start Fund Drive will end in May of 2021. As of 12/31/2020 we have met 88% of our anticipated revenue for Fresh Start.

APPENDIX C: CONCEPT OF HOLISTIC STEWARDSHIP

HOLISTIC STEWARDSHIP VISION- Honoring God with our time, talents, and treasures in our daily walk as believers, and in the Great Commission as a body of believers through our worship, discipleship, missions, and giving of tithes and offerings.

Worship- This involves personal investment in individual and corporate worship. Personal worship incorporates prayer, praise, thanksgiving, tithes and offerings, and daily devotion—reflecting God in my life in my daily walk. Meaningful corporate worship honors God through prayer, praise, thanksgiving, and teaching and preaching the Word of God.

Discipleship- Maturing as a disciple reflects that Jesus is my Savior and the Lord of my life. God will deepen my faith as I use my gifts, apply this in my daily walk, study Scripture, pray, tithe, offer my witness, fellowship with other believers, and use my time to honor God.

Missions- This is focused on spreading the Good News of salvation through Jesus Christ in ministering to our local community and beyond. It is a personal commitment to invest my time, talents and energy; and it is a body of believers organized to reach the world around us.

Tithes and Offerings- In humble recognition that all we have is given to us by God, we happily offer the first fruits of our labor as stewards of God’s provisions. This includes responsibility and accountability in stewarding the use of our gifts and offerings as individuals, families, and as a body of believers toward advancing the Kingdom of God.

Reward- Our reward for proper use of our gifts will be the words the Lord said in Matthew 25:21, “Well done, good and faithful servant! Come and share your master’s happiness!”
