Project Program• Design and Construction of an Entertainment Venue and Multi-Sport Stadium to
serve as home facilities for a Triple-A team that includes:• Minimum of 10,000 seats – combination of fixed seats and berm, party, and group areas• Suites (15 to 18)• Concession space needed to meet MiLB and Pacific Coast League Standards• Team facilities including locker rooms, training areas, and ancillary facilities• Team store, merchandising, concessions and box office facilities• Team office space• Press facilities• State of the art LED video scoreboard and sound system• Playing field and lighting• Hall of Fame Museum• Flexibility to host other sporting events, outdoor concerts, festivals and community events

Design-Build Services• City has or is utilizing DB in the following sample of projects:
• Airport Terminal System Integrator, Old terminal demolition, East Plant Improvements
• DB Project delivery system is when the Owner (City) contracts with a single point of responsibility. The designer and contractor work together from beginning, as a team, providing unified project recommendations to fit City schedule and budge.
• The Design-Build (DB) approach reduces the delivery schedule of the project by overlapping the design and construction phases of the project.
• Due to these benefits and the accelerated timeline, the DB approach was selected for this project to meet the March 15, 2020 deadline.

Selection Process• Request for Proposals for Design-Build services was
issued September 27, 2018
• Pre-proposal meeting and site tour was held October 12, 2018
• Proposals were due October 31, 2018
• Three proposals were received by reputable teams

Selection Process• On November 14, 2018 all three teams were interviewed by the Selection
Committee made up of three members from the City of Wichita and three members from the Triple-A Affiliated baseball team.

• Implementation and Schedule
• EBE/DBE Participation
• Fee and Cost Proposal

Selection
• The team of JE Dunn, Eby, SJCF, The DLR Group, and PEC
was selected based on the criteria listed in the RFP as well as
their overall team presentation, knowledge of MiLB Standards,
knowledge of local conditions (including knowledge of ground
water conditions and local subcontractor capacity), and
experience of working with local governmental agencies.

Recommendation
• It is recommended that the City Council approve
the Design-Build Agreement with the team of JE
Dunn-Eby and authorize the necessary
signatures.
