Design Centre: The new Centre of Design Victoria (CoDV) is to be a pro-
motional building of flexile space and program. Sited in the public realm
of Melbourne’s Yarra civic corridor it will showcase Melbourne’s depth of
design talent, support and promote the city’s design culture globally.
Civic Promotion: With a global shift from a knowledge-based to creativ-
ity-based society, cities now strive to strengthen their future competitive-
ness through design. Design culture elevates regular cities into ‘world
cities’ with spectacular events and projects to lure tourists and construct an
ever changing city image. Put simply design saves cities. But the power to
transform has not (as yet) been harnessed into a power to promote. Design
needs a centre to realise its edge.
Design is Diverse: It is not just about style but process and innovation. En-
compassing objects, spaces, graphics, communication and systems the field
of design is diverse and expanding. Design is art made useful. A centre for
design supports designers, encourages business and industry to invest in
design, disseminates design knowledge and promotes design to the public.
Hybrid Program: Integrating a hybrid programs and diverse activities
– the centre will be a platform for events, exhibitions and collections, for
studying, presenting, discussing, promoting & selling design. A varied pro-
grammatic mix combining public, private and urban spaces.
Information Architecture: The diagram is a design tool to structure data,
position the role of design in the world and tackle architectural issues of
Civic Presence, Hybrid Programs & Design Ideas.

FOCUS AND IS LAYERED IN MATERIALITY TO REFERENCE THIS. IT IS COMPRISED
OF A TRIANGULATED TIMBER SHELL, WHICH CAN HAVE INDIVIDUAL TRIANGLES REMOVED OR LARGE PANELS RO-
TATED. ON THE
INTERIOR, THERE IS A SOFT CRUMPLED MATERI-AL THAT IS FRAGILE AND PROVIDES A DIRECT CONTRAST TO THE HARD EXTERIOR. THIS CAN ALSO BE REMOVED IF THE MODEL IS
UNFOLDED.
IT INCLUDES 3 PROGRAMS: THE EXHIBITION SPACE, THE THEATRE SPACE
AND THE FASHION CATWALK. THE IDEA IS THAT PARTS CAN BE OPENED OR REMOVED TO CREATE
DIFFERENT EXPERIENCES.
THE THEMES: REVEALING, LAYERS AND
UNFOLDING ARE EXPLORED IN THIS DESIGN.

CONCEPT
The Yarra precinct seems to surround us with the image of the city. On a conscious level, it is through a visual understanding that we comprehend the nature of activity that is occurring within this image of the city. A Design centre allows a rich insight into the happenings, both past and present, of the design culture that exists in its context. This scheme is proposing a Centre for Design Victoria that explores a dialogue between visual understandings, between external observation and internal immersion. In the context of the Yarra precinct, it visually allows for an external manipulated comprehension of the internal content within the design centre, and an internal resolved immersion. The internal immersion with the hybrid programs are structured around a visual narrative of the design process, providing insightful qualities into the design culture of Melbourne. John Tanner

Embodying the image of ‘Melbourne’s Design Culture’ the scheme strengthens its interac-tion with the precinct - at human scale and with the city scenography. Expressing the idea of democratic design - well designed products those are affordable to most people - three distinct features are used in this building: inexpensive materials that satisfy practical maintains issue and aesthetic appearance; a sustainable environmentally friendly fold-ing facade with sophisticated lighting effect; and a flexible hybrid program provides the public with access to a variety of design activities. The project integrates with a series of existing arched vaults beneath as reception area, design shops and design supermarket on ground floor.

Design Centre. This design centre facility is located in the public realm of Melbourne’s Yarra civic. On second and third floor, programming accommodates design activities, administrative spaces and a large hybrid space. The project also incorporates exhibition, design studio, cafe shop, auditorium and library.

The design centre embraces the way in which people move across the Yarra’s different levels at various speed. An initial site study explored how the Yarra had different paths at different heights to move along, but noticed how usually one path was more favoured. This idea also expanded to look at how Melbourne Design was trying to become more interactive. From this research a concept emerged to promote a Centre of Design as a place of interaction and movement. A series of ramps, stairs and elevators woven through the site, would allow the public to move up and down and across the site. These paths weren’t restricted to the inside, allowing people walking through the city to interact with and be exposed to design just by walking through.

Unfolding layers
Unlike much of the existing architecture along the Yarra precinct, my aim was to create a design centre that forms a connection with its context. Rather than acting as a barricade, the building unfolds from the river to reveal itself and is something that is stumbled upon, acting as a circulation device for those travelling from A to B. Like layers of fabric, the hard external surface opens up to reveal a soft internal skin. The design centre can be experienced by passing through, on or under the undulating form that comprises the build-ing’s shell. My aim was to create something that is inconstant; a building that transforms itself to create different experiences that respond to specific programs.

What is centre design for? To increase design awareness broadly you need to attract people who would not normally go to a centre of design. These non-design users are attracted by ‘baited program’. The bait relates to research of what users are doing in the Yarra precinct and what they are missing out on. Programs are advertised within the site using materials drawn from the precinct and used within the centre of design. This alure of design and ‘baited program’ will get them in hook line and sinker.

As we enter into the new century, the way inwhich we now experience the city and urban environment has become more and more through shopping; infact it could be contended that shopping is perhaps the main public activity thoguh which we experience the city now.
Just as the city and its growth is heavily based on selling and shopping, so is the design industry; selling is what drives it, enables it to grow and expand and continue as such a strong industry.Moreso these two things are reliant and connected to each other, the city and design, as one grows so does the other. Thus if to experience the city is through shopping, and to experience design is through “Design City Melbourne’, then surely both are experienced primarily though the act of selling and shopping.
In my proposal for the Centre of Design Victoria I seek to explore these ideas on the relationship between selling and design; how is design sold to us? through what engagements with the public does it operate, what are both the visual and spatial experiences of shopping and selling. How might a Design Centre engage with the public through these themes?
Primarily the Design Centre will look into the ideas of the spatially of the shopping experience, the visual engagement of the act of displaying design, as well as the role of knowledge and information in selling design.
This Centre for Design will SELL DESIGN; to experience both design and the city.
An example of a vault being used for a shop space or transforming to be used as a catwalk for a fashion show.
Opportunities for the vaults to accomodate and adapt to different program and activities; connected to the centre and shopping.

The Centre of Design is based upon the relationship between shopping and design; that is to sell design, to explore and exploit the interrelationship between these two factors. The scheme looks at two modes by which shopping sells design; visual, what we see, as explored through the ‘display boxes’ which sit on top of the Banana Alley Vaults; and physical connections: what we see, and what we physically come into contact with, which was developed within the Vaults by looking at the spatiality of shopping through its relationship to landscape ecology, or rather the shopping landscape. White and Coloured tiles are used as a reference to shopping as well as to distinguish the Design Centre within the Vaults.

Nature vs. Furniture
This project is concerned with ‘the tension of man and nature’. The centre breaks down conventional building threshold and incorporates materials not generally associated with being indoors. Spaces hover above the waterline,gravel floors bring the outside in,steel mesh allows sights, and sounds and in some areas even the water its self to enter the room. Semi-enclosed spaces introduce ambiguity between interior or exterior. Occupants are left to the mercy of these elements to interrogate and contrast the predictability of manu-factured elements such as concrete against the uncertainty of the more organic materials. There is suspense – dramatic tension as the viewer first steps foot onto the gravel and transitions from a low dark spaces into vast expanses of greenery and sunlight.

RESULT: If the CoDV is going to be promoting environmentally friendly and sustainable designs. As a piece of design itself it should embody these values.
In terms of environmental performance, green roofing outstrips any other roofing material.+ Extended roof life: a green roof protects the waterproofing membrane from climatic extremes, UV light and mechanical damage - doubling its life expectancy+ Provides thermal insulation in winter and helps to cool the building in summer+ Excellent sound insulation+ Growing mediums can be made from recycled materials such as crushed bricks+ Reduces water run-off+ Encourages bio-diversity

+ Bring natural light into the building+ Windows, doors and skylights can be opened to ventilate the building naturally.+ The best windows are double or triple glazed, low-e, argon filled windows - these improve the thermal performance of the window by reducing heat flow between the panes of glass

Photovoltaic cells+ Due to the open location of the site, PV cells placed on the roof would recieve a large amount of solar exposure.
Water Tank+ Collects excess rainwater, from the green roofing and stores it for use in particular areas throughout the building. eg. Bathrooms

Unlike other cities Melbourne prides itself on the grungy dark exterior of design that is hidden down alleyways and tucked away in small boutique stores that must be explored in order to be discovered. This element of design and the idea of positive, negative exploration within these dark mysterious places set the precedent for my Centre of Design. The gallery spaces are linked through a series of underground pathways visible from the thoroughfare level giving patrons the ability to witness activity occurring before being able to physically experience it. They must enter and explore in order to discover.

Means to an edge condition
The aim of this building is to provide a Victorian design agency for businesses to outsource design for their businesses. Each business should have the luxury of inhouse design but many don’t due to economic, time and resource factors. Therefore this centre will provide businesses with various design disciplines, keeping design in Victoria and hence the growth of the Victorian design sector and the economy. Site Observations lead to an exploration of edge conditions as way of approaching ideas of overlap and differentiation within the program..

The increasing daily change of the contemporary metropolises as a typical urban phenom-enon is the driving force of my proposal. Also the temporary presence of multifunctional equipments occupying the city’s public space with hybridized usage is a key contribution to the sight of Yarra River precinct. Both of them inspire my speculation of the principle behind the phenomenon which leading to a deduction of the design role—— ‘Design is adaption to change’. My proposal is aiming to enhance the potential of building’s capabil-ity to accommodate future variational programmatic needs and hybrid necessity through spatial arrangement as well as façade materiality which would enrich the interactions between the CoDV and environmental condition.
