Designing CSA Programs with an Equity Lens

• CSA programs aim to help all children complete postsecondary education

• But they’re operating within a society with deep racial and economic inequities

• Equity – Absence of systematic differences between groups with different levels of underlying social advantage or disadvantage

• To promote equity, program design and operations must account for the uneven playing field many children face

Key Principles for Promoting Equity

• Community-centered design – Center community involvement, particularly focusing on low-income households and households of color.

• Accessibility and inclusivity – Ensure all program elements are accessible to children from low-income households and children of color.

• Targeted deployment of resources – Direct more resources to communities facing structural barriers to economic advancement.

• Ongoing community engagement – Continuously gather feedback from participants and other community members.

• Program goals – Explicitly establish addressing inequities as a primary goal rather than a general goal about supporting all children

• Enrollment – Automatic enrollment ensures equity in participation

• Incentives – Provide more benefits to communities facing structural barriers to economic advancement

• Implementation and Operations

• Communications and outreach – Focus marketing and outreach efforts on low-income communities and communities of color

• Partnerships – Have a range of community partners to engage participants and deliver services.

• Tracking outcomes – Collect data to determine program impact on different demographic groups and progress toward equity goals

Boston Saves piloted at 11 Boston Public Schools.

Every child in K2 at a pilot schoolreceived a Boston Saves account with $50 that remains with them for at least 13 years, until they are ready to pursue post-secondary education or training.

They can accrue funding through ongoing engagement with the program, up to high school graduation.

What are the incentives? Families can earn $115 in the first year and

$40 per year in recurring incentives for their child’s Boston Saves account

Family Champions work on behalf of Boston Saves to engage families and raise awareness of the program.

● 19 Family Champions, each assigned to a

● Attended 4 training workshops

● Attended 66% of school events and
