Philippine Constitution of 1987
Article XIV Section 1 guarantees the right of every Filipino to accessible and quality basic education
Section 2.3 mandates the State to establish a system of, among others, subsidies and incentives to deserving individuals in both public and private schools

explicitly expands Republic Act No. 8545 or Government Assistance to Students and Teachers in Private Education (GASTPE)
DepEd Order No. 11, s. 2015introduces the SHS Voucher Program
Policy Principles
Uphold the right to quality basic education andincrease access in SHS
Increase the diversity of SHS providers
Provide greater choice to students and their families
The SHS VP is meant to be a long-term program of DepEd.
Delineation of Roles
DepEd is the institutional owner and final authority of the SHS VP.
The Private Education Assistance Committee (PEAC) has been
contracted by the DepEd to manage the SHS VP.
Students are responsible for their choice of Senior High School
and their own voucher applications.
Schools may provide assistance and guidance to uphold student
choice in the SHS VP.

Voucher Application Procedures
Access OVAP at
http://ovap.deped.gov.ph
Create an
OVAP account.
Complete the application form.
Upload the supporting documents.

Voucher Application Procedures
Accomplish the
Voucher Application Form. (forms available at DepEd Division Offices)
Enclose the completed application form and supporting
documents in a long brown envelope and send to:

Voucher Application Procedures
Application is free of charge.
Choose only one procedure – online or manual.
The deadline for online application is on February 10, 2017.
The deadline for manual application is on January 13, 2017.
QVRs are tagged in the
DepEd Learner Information
System (LIS).
Voucher applicants (VAs)
who meet the qualification criteria are considered
qualified voucher recipients (QVRs).
DepEd approves the applications.
PEAC processes all submitted applications.

Applicable Voucher Values
Voucher amounts represent the maximum payment a
non-DepEd SHS provider shall be paid per VPB per school
year.
Schools receive voucher payments based on the total
schools fees they charge or the maximum voucher amount
applicable, whichever is lower.
Voucher Validity
Voucher shall be redeemed in the first semester of theschool year immediately after Grade 10 completion.
The voucher covers two years regardless of the number of years it takes for the recipient to complete SHS.
Voucher Redemption
A QVR redeems voucher by enrolling in a non-DepEd SHS.
QVRs need to satisfy the admission requirements of the non-DepEd SHS of their choice.
A QVR who successfully enrolls in a non-DepEd SHSbecomes a voucher program beneficiary (VPB).
Monitoring and Evaluation
DepEd and PEAC shallconduct random checks onschools and students toensure program compliance.
PEAC shall monitor processes in thevoucher applications PEAC shallmonitor processes in the voucherapplications so as to meet standardson turnaround times and data integrityso as to meet standards onturnaround times and data integrity.
