EXECUTIVE SUMMARY
1. National e-Vidhan Application (NeVA) is one of the 31 Mission Mode Projects (MMPs) under the
Digital India Programme (DIP) under the State category. The Ministry of Parliamentary Affairs,
National e-Vidhan Application DPR – MoPA June 2018 Page 5
Government of India is the Nodal Department for National e-Vidhan Application (NeVA) MMP.
National e-Vidhan Application (NeVA) is to be implemented in all the States/UTs Legislative
locations.
2. The “National e-Vidhan Application (NeVA) – A Mission Mode Project for State Legislatures”
outlines the potential areas of computerization, making the State Legislature Paperless by
electronic laying of all the papers on the table of the house, design development and
implementation of the standard e-Vidhan product, e-Connectivity to all the State Government
Departments, connectivity to National Informatics Centre Network/National Knowledge Network
(NICNET/NKN) for e-Vidhan deployment, Mail/Internet empowerment & other network services
to the State/UTs Legislatures, ICT Service to the Members of the State Legislature, Dynamic
Guidelines for Indian Government Websites (GIGW) complaint Website for all the State
Legislatures using common framework.
3. The Aim/Objective of e-Vidhan MMP is electronic flow of information, electronic laying of
documents on the Table of the House. Electronic information exchange among all the
stakeholders. Thus to create paperless legislature in the country. This will also provide Data
analytics, Information processing and comparative analysis of the data of all the State
Legislatures. The electronic delivery of services to its key stakeholder i.e, the Members of the
State Legislatures is the one of the key mission of e-Vidhan MMP.
4. The National e-Vidhan Application (NeVA) MMP envisages leveraging and utilizing the e-
infrastructure namely National Cloud (Meghraj), State Wide Area Network (SWAN) / National
Knowledge Network (NKN), Unique Identification Authority of India (UIDAI), Integrated Network
Operation Centre (INOC) infrastructure for Network/Wifi/IP Phone management etc.
5. The National e-Vidhan Application (NeVA) initiative is in line with the “Go green” initiative of the
Government of India. This will have long impact on the environment as several thousand tons of
papers will be saved, thus saving of lakh of trees per annum.
6. The proposal includes setting up of a Central Project Monitoring Unit(CPMU) at Ministry of
Parliamentary Affairs(MPA), New Delhi and State Project Monitoring Unit(SPMU) at each State
Legislature, computer facilities and infrastructure in the Office of Hon’ble Speaker, Hon’ble Deputy
Speaker, Secretary and senior officers, setting up of Local Area Network / Wide Area Network
infrastructure, e-Mail / Internet empowerment / e-facilitation centers for Members, electronic laying
of papers, creation of the dynamic web site of the State Legislative Assemblies / Legislative
Councils, computerization of all the branches of the States/UTs Legislatures namely Reporter’s
Branch, Legislative Branch, Editing Branch, Question Branch (Parliament Section), Committee
Branches, Library reference services, Members Amenities and Service branch.

7. The standardized generic National e-Vidhan Application -product will be developed which will be
multilingual and run as multi-tenancy application on NiC Cloud. The application will be customized
as per the local requirements of the various States/UTs Legislatures.
8. In addition, setting up of Video Conferencing Infrastructure, Digital Library for storing the past
records in digital format are proposed.
9. In order to provide assistance to the Members an NeVA Seva Kendra (NSK) for e-Facilitation ,
will be setup at each location.
10. For Computer training program for Members of the States/UTs Legislature and various levels of
officials of Legislative Assembly / Council Secretariat and other State Government Departments,
it is proposed to setup e-Learning Centre at NeVA Seva Kendra (NSK) each location.

SPMU & CPMU
OBSERVATIONS OF AS-IS SURVEY:
1. The Business processes of all the States/UTs legislatures are similar in nature.
2. Most of the States/UTs Legislatures have already done varied level of automation. Some of the
Legislatures are using the ICT for most of their processes, whereas others are using the
computers as a word processing tool.
3. Some of the States/UTs Legislatures have trained technical manpower either provided by the
State Government IT Department or hired through third party agencies.
4. The state of Himachal Vidhan Sabha has already implemented e-Vidhan application in Shimla
and successfully being used.
5. The other States where number of computerized applications are being used includes, Goa,
Karnataka, Kerala, Madhya Pradesh, Maharashtra, Rajasthan and Uttar Pradesh. The other
National e-Vidhan Application DPR – MoPA June 2018 Page 9
states have implemented one or two applications such as Question Processing or Payroll systems
for Members and employees.
6. Many of the above States/UTs Legislatures have fairly good ICT infrastructure including PCs,
Local Area Network and Servers for hosting applications, whereas others have very few numbers
of PCs for word processing applications.
7. The States having good Wide Area Network(WAN) connectivity with backup includes Kerala,
Maharashtra, Uttar Pradesh, whereas others have different types/speed single WAN connectivity
link.
Details of present ICT scenario in all the States/UTs Legislatures is given at Annexure-II.
TO-BE-SCENARIO:
1. As mentioned in the National e-Vidhan Application MMP project Scope & Aim, each States/UTs
Legislature will have electronic processes and information flow among the different stakeholders.
2. All the States/UTs Legislative Members will be required to submit all types of Notices and letters
to the respective Legislative Secretariats in electronic format only.
3. All the papers will be laid in the House in electronic format.
4. Information flow between by State Legislative Secretariat and all the Government departments
will be electronic.
5. All the present processes in Legislative Secretariats will be re-engineered as per the requirements
of the National e-Vidhan Application.
6. Digital signature/e-Sign will be used for digital signing of all the documents for submission and
transfer.
7. A common Content Management Framework (CMF)will be used to develop State of the Art GIGW
complaint Web portal for information dissemination to all the citizen.

INTRODUCTION
Background of the Project and other Basic Information:

Legislatures.

NATIONAL E-VIDHAN APPLICATIONA MMP OVERVIEW:
MISSION:
The mission of National e-Vidhan Application MMP is to make all the States/UTs Legislatures as
paperless legislatures, streamlining all the processes for information exchange with the different State
Government Departments and to publish the allowed contents on the public portal as and when it
happens. It also aims at to assist the Members of the States/UTs Legislatures to use the latest ICT
tools for preparing themselves for participation in the legislative debates more effectively. This also
aimed at providing tools in the hands of members to be in contact with the citizen of their Legislative
Constituency. This will provide a platform to the citizen to submit their grievances and demand to their
respective elected representatives in order to resolve the problem quickly.
COVERAGE OF THEPROJECT:
a. The National e-Vidhan Application (NeVA) MMP is to be implemented in all 29+2(31) State/UT
Legislatures, i.e. total of 43 locations out of 44 locations in the country (Himachal Pradesh Vidhan
Sabha already implemented e-Vidhan solution). The implementation of the National e-Vidhan
Application (NeVA) Project will be completed in four years commencing from 2018-19 which will
include 3 years of O&M phase. The detailed list of 44 locations is given at Annexure – I.
b. The implementation in the States Legislatures is proposed to be carried out in 4 phases: In the first
National e-Vidhan Application DPR – MoPA June 2018 Page 11
phase, states of Karnataka, Tripura, Bihar, Nagaland, Himachal (Tapovan), Sikkim, Assam,
Rajasthan would be taken up for the rollout of e-Vidhan application and in the second phase,
States/UTs of Andhra Pradesh, Arunachal Pradesh, Chhattisgarh, Goa, Haryana, Punjab, Delhi,
Puducherry, Kerala would be taken up. In third phase states of Jammu & Kashmir, Gujarat,
Jharkhand, Madhya Pradesh, Manipur, Meghalaya, Mizoram, Odisha will be taken up for
implementation of National e-Vidhan Application (NeVA) and in the Fourth and Final phase States
of Maharashtra, Tamilnadu, West Bengal, Uttar Pradesh, Uttarakhand and Telangana would be
taken up. The implementation schedule/Phasing of the Project is given at Chapter-8.
OBJECTIVES OF THE E-VIDHAN MMP:
The objectives of the National e-Vidhan Application (NeVA) MMP are to ensure the following:
• The backend computerization of all the branches of the States/UTs Legislature Secretariats in
order to ensure electronic delivery of information / data to the Members of the States/UTs
Legislatures and to interact with various State Government Departments.
• Efficient delivery of services with improved service levels by undertaking extensive Business
Process Reengineering (BPR) of identified services and their processes.
• Capacity building and training for the Members of the State Legislatures, officials of the respective
States Legislatures Secretariats and other officials of the State Government Departments by
setting up NeVA Seva Kendra (NSK) e-Learning Centers in all the States/UTs Legislature
locations.
• Setting up of NeVA Seva Kendra (NSK) for e-Facilitation , in all the States/UTs Legislatures to
assist the Members.
• Development of generic, multitenancy National e-Vidhan Application (NeVA) product for
implementation in the National Data Centre Cloud (Meghraj).
• Delivery of public services (information dissemination) through the public portals to ensure
reliability, efficiency, transparency and accountability of the Members of the State/UTs
Legislatures and other State Government functionaries.\
• Reducing the number of visits of citizen to their elected representatives in order to get their
grievances redressal.
• To provide e-interaction and efficient communication between the citizen and their public
representative.
• To enhance the perception and the image of the Members of the States/UTs Legislatures and the
officials of the State Governments.
SCOPE OF THEPROJECT:
➢ The National e-Vidhan Application MMP envisages centralized architecture at the National level
National e-Vidhan Application DPR – MoPA June 2018 Page 12
with common application software for each of the identified services for all the State
Legislatures. The application software will be hosted on the National Cloud (Meghraj).
Integration across States Legislatures would be enabled, through mandatory adherence to
technical specifications and e Governance standards.
➢ Two key aspects of the Scheme are Business Process Re-engineering (BPR) and creation of
databases based on e-Governance standards for the purposes of ensuring interoperability.
BPR is intended to enable process simplification and significant value addition to Members and
citizens.
➢ The purpose of this document is to make blue prints for the future ICT roadmap for all the State
Legislatures of India in order to make the State Legislatures - a less Paper State Legislature
(if not - 100% Paperless Legislature). A mission Mode Project under the Prime Minister’s
Digital India Programme aims to achieve the following goals:
❖ To develop a generic National e-Vidhan Application (NeVA) product.
❖ To design and develop sharable databases which can be shared by different State
Legislatures for better control, efficient services to the Hon’ble members of the State
Legislatures.

CHAPTER-3
THE LEGISLATIVE SYSTEM OF INDIA
AN INTRODUCTION
India is the largest working democracy in the world. Our Constitution, which was adopted by our
Country, has provided the democratic system of Governance. The democratic form of polity, which the
founding fathers of our constitution bequeathed us to guide the Destiny and Prosperity and all-round
Development of our country, is based on the Sovereignty of the people, primacy as well as Supremacy of the
Legislature, Responsibility of the Executives and Independence of the Judiciary.
PARLIAMENT OF INDIA
Our Constitution provides for the Legislature at the Union as well as in each of the 31 States and
two Union Territories of the Country. At the Union Level, the Legislature is known as the Parliament, which
consists of the H. E. The President of India, the Council of States (Rajya Sabha) and House of the People
(Lok Sabha). The President is the Constitutional Head of The State and in the discharge of his function he
has to Act on the aid and advice of his Council of Ministers, which are responsible to Lok Sabha. The
President summons and prorogues the two Houses of the Parliament from time to time and dissolves Lok
Sabha on the advice of the Council of the Ministers.
According to the Constitution of India, the union legislative body is called the Parliament. The Hindi
term for Parliament is “Sansad”. The Parliament includes the President and the two Houses – the Council of
States (Rajya Sabha) and the House of the People (Lok Sabha). This kind of system, with two Houses, is
called a bicameral legislature.
The broad functions of the Parliament can be described as follows:
a. Legislative Responsibility: To pass laws
b. Overseeing Responsibility: To ensure that the executive (i.e. government) performs its duties
satisfactorily
c. Representative Responsibility: To represent the views and aspirations of the people of their
constituency in Parliament.
d. “Power of the Purse” Responsibility: To approve and oversee the revenues and expenditures
proposed by the government
LOK SABHA
The House of the People, the Lok Sabha comprises the elected representatives of the people of
India, on the basis of universal adult suffrage. The maximum strength of the Lok Sabha is 552. Out of which
not more than 530 are directly elected from the territorial constituencies of the States and not more than 20
are elected from the Union Territories. The President, from the Anglo-Indian Community in each Lok Sabha

nominates two members. The Lok Sabha, unless sooner dissolved, continues for five years from the date
appointed for its first meeting and the expiration of the period of five years operates as dissolution of the
House.
Lok Sabha is composed of representative of the people chosen by direct election on the basis of
adult suffrage. The maximum strength of the House envisaged by the Constitution is 552, up to 530 members
to represent the States, up to 20 members to represent the Union Territories and not more than two members
of the Anglo-Indian Community to be nominated by the President, if, in his opinion, that community is not
adequately represented in the House. The total elective membership is distributed among the States in such
a way that the ratio between the number of seats allotted to each State and the population of the State is, so
far as practicable, the same for all States. The number is divided among the 28 States and the 7 Union
Territories.
The qualifying age for membership of Lok Sabha is 25 years. The Lok Sabha at present consists
of 545 members including the Speaker and two nominated members.
Lok Sabha, unless sooner dissolved, continues for five years from the date appointed for its first
meeting and the expiration of the period of five years operates as dissolution of the House. However, while
a Proclamation of Emergency is in operation, this period may be extended by Parliament by law for a period
not exceeding one year at a time and not extending, in any case, beyond a period of six months after the
proclamation has ceased to operate.
PRESIDING OFFICERS
Lok Sabha elects one of its own members as its Presiding Officer and he is called the Speaker. He
is assisted by the Deputy Speaker who is also elected by Lok Sabha. The conduct of business in Lok Sabha
is the responsibility of the Speaker.
PROCEDURE IN LOK SABHA
The Rules of Procedure and Conduct of Business in Lok Sabha and Directions issued by the
Speaker from time to time thereunder regulate the procedure in Lok Sabha.
The items of business, notice of which is received from the Ministers/ Private Members and admitted
by the Speaker, are included in the daily List of Business which is printed and circulated to members in
advance.
For various items of business to be taken up in the House the time is allotted by the House on the
recommendations of the Business Advisory Committee.
RAJYA SABHA
A second chamber known as the ‘Council of States’, therefore, was created with altogether different

composition and method of election from that of the directly elected House of the People. It was conceived
as another Chamber, with smaller membership than the Lok Sabha (House of the People). It was meant to
be the federal chamber i.e., a House elected by the elected members of Assemblies of the States and two
Union Territories in which States were not given equal representation. Apart from the elected members,
provision was also made for the nomination of twelve members to the House by the President.
The ‘Council of States’ which is also known as Rajya Sabha, a nomenclature that was announced
by the chair in the House on the 23rd August, 1954 has its own distinctive features. The minimum age of
thirty years was fixed for membership as against twenty-five years for the Lower House. The element of
dignity and prestige was added to the Council of State House by making the Vice-President of India ex-officio
Chairman of the Rajya Sabha who presides over its sittings. After the first elections were held in the year
1951, it was decided to have a bicameral legislature for independent India mainly because a federal system
was considered to be most feasible form of Government for such a vast country with immense diversities. A
single directly elected House, in fact, was considered inadequate to meet the challenges before free India.
The Rajya Sabha, the Upper House of the Parliament, consists of 250 Hon’ble Members, out of
which 238 members represent the Indian States, while the President nominates the 12 Hon’ble Members.
The elected members of the Legislative Assembly of the State elect the representatives of each State. The
States and the Union Territories are allotted seats in the Rajya Sabha according to their population. Rajya
Sabha is a permanent body not subject to dissolution. Only 1/3rd of its Hon’ble Members retire every two
years and are replaced by an equal number of the newly elected members. The term of the individual member
of the Rajya Sabha is six years under normal circumstance. If a Hon’ble member resigns or terminated or
dies during his term, in that case new member can be elected, but his tenure shall be coterminous on the
date the original member was to retire.
MINISTRY OF PARLIAMENTARY AFFAIRS (MOPA), GOVT. OF INDIA
In a Parliamentary form of Government, the day-to-day working of the Parliamentary system makes
large claims on time and resources of the various Ministries/Departments. Over a period of time,
Parliamentary programme covers numerous intricate matters-financial, legislative and non-legislative-
concerning various Ministries/Departments of the Government. The Ministry of Parliamentary Affairs, though
small in size, is one of the key Ministries of the Union Government. The task of efficiently handling diverse
and enormous parliamentary work on behalf of the Government in the Parliament has been assigned to the
Ministry of Parliamentary Affairs. As such, the Ministry of Parliamentary Affairs serves as an important link
between the two Houses of Parliament and the Government in respect of Government Business in
Parliament. Created in May, 1949 as a Department entrusted mainly with the above function, it is now a full-
fledged Ministry. The Ministry renders secretarial assistance to the Cabinet Committee on Parliamentary
Affairs, which, inter-alia recommends prorogation of both the Houses of the Parliament, Govt’ s stand on
Private Members' Bills and Resolutions.

The Ministry keeps a close contact with the Ministries/Departments of the Government in respect
of Bills pending in the Parliament, new Bills to be introduced and Bills to replace Ordinances. The Ministry
keeps a watch over the progress of Bills from the stage of approval by the Cabinet till the Bill is passed by
both Houses of the Parliament. In order to ensure smooth passage of Bills, in Parliament, officials of the
Ministry have to be in constant touch with the officials of Ministries/Departments sponsoring the Bills and the
Ministry of Law, Justice and Company Affairs which drafts the Bills.
The Ministry constitutes Consultative Committees of Members of Parliament and makes
arrangements for holding their meetings both during the session and the inter-session periods. At present
there are 29 such Committees attached to various Ministries which were required to hold about 180 meetings
in a year. The guidelines regarding the composition and functioning of these Committees are formulated by
this Ministry. Notifications in respect of any Sub-Committees/Study Groups set up by the Consultative
Committees are also issued by this Ministry.The Ministry pursues with the other Ministries for prompt and
proper implementation of assurances given by Ministers in the Parliament.
There are also several other items of work allocated to this Ministry which involve liaison between
Members of Parliament, two Secretariats of Parliament and the various Ministries. Looking after the welfare
and amenities of the Members is also an important function assigned to this Ministry. The Minister of
Parliamentary Affairs nominates Members on various Committees, Councils, Boards andCommissions set
up by the Government. The Ministry also administers the Salaries and Allowances of Officers of Parliament
Act, 1953, the Salary, Allowances and Pension of Members of Parliament Act, 1954, the Salary and
Allowances of Leaders of Opposition in Parliament Act 1977 and the Leaders and Chief Whips of Recognized
Parties and Groups in Parliament (Facilities) Act, 1998.With a view to strengthening the roots of democracy
and inculcating habits of discipline and tolerance and for enabling the students’ community to have intimate
knowledge of the working of Parliament, the Ministry conducts Youth Parliament Competitions in the schools
of the Government of National Capital Territory of Delhi, Kendriya Vidyalayas, Navodaya Vidyalayas and
Universities/Colleges all over the country.
STATE LEGISLATIVE BODIES
A political institution which holds the legislative power in a state, and often controls the executive power. The
Legislative bodies in India form a part of the Indian democratic framework. Each State legislatures is headed
by a Presiding Officer.
Vidhan Sabha: Legislative Assembly
The lower chamber of the state legislature is known as the Legislative Assembly or Vidhan Sabha.
The legislative assembly are terms for the state governments. Legislative Assembly (Vidhan Sabha) is the

lower house of the state government consisting of directly elected members of the people (similar to the Lok
Sabha at the center).
Vidhan Parishad: Legislative Council
Legislative Council (Vidhan Parishad) is the upper house of the state government consisting of
indirectly elected members i.e. municipal bodies and panchayats elect them, and some are nominated by the
Governor (this is similar to the Rajya Sabha at the center). However, only 8 states of India have a Legislative
Council, as it is not a very powerful or a necessary house. All states have a Legislative Assembly, though.
State Legislative Secretariats
Each State Legislature has its own Secretariat. The Secretariat is responsible for the smooth running
of the proceedings in the Chamber. Receipt of different types of Notices from the Members. Processing of
those notices, assisting Members for providing various facilities for which they are entitled. Organizing
meetings and Tours of various Parliamentary committee an many other activities are performed by the
secretariat officials. The Secretariat also coordinates/corresponds with the various state government
departments in respect of various legislative work.
FUNCTIONS OF THE LEGISLATIVE BODIES AND THE ELECTED REPRESENTATIVES
The main and primary function of the Legislative Bodies is to legislate i.e. to make Laws for SMART
Governance in the State. The Members of the Legislative Bodies deliberate in the house on various issues
concerning the difficulties and problems being faced in their State / Constituencies or on various National &
International issues or Law & order situation of for the passage of the Finance Bill, outlining various schemes
for the development purposes.
Being the elected public representatives, the members have to meet the people of their Constituency
and have to act as a facilitator and link between the Government functionaries and the people.
The members have to keep themselves informed about all the events and happening taking place
around them. They have to be connected, with their Constituency regarding the development work going on
in their Constituency either with Central Government Funds or State Government Funds or the Funds made
available under MPLAD Fund or Member of Parliament Local Area Development Fund, which is at present
Rs. 5 Crore each year.
STATE GOVERNMENT DEPARTMENTS
Each State have number of government departments headed by the Minister for the development of
the assigned work to that department. These Government departments have to provide the replies to the
Parliament Questions, and information sought by the Members in the house in respect of the particular

department. Each government department has a Legislative section, which is responsible for correspondence
and supply of information to the State Legislature.
CHAPTER-4
INFORMATION & COMMUNICATIONS TOOLS ( ICT) FOR THE STATE LEGISLATURE
Information is crucial to the Legislature and the Legislative Members also. The Hon’ble Members of
State Legislatures spend a large chunk of their time in the deliberations, debates and discussion on the floor
of the House. The Members come from a wide variety of socioeconomic backgrounds and are occupied with
their constituencies and other social welfare and public activities. Hence, these pubic representatives are
heavily dependent on timely and succinct information to discharge their legislative duties in an effective way.
Three aspects have revolutionized the computing. These are: Cheaper computing power; connectivity;
and storage space.
Thus, computers have become affordable and always connected with powerful systems, which can
store large quantity of data. Considering the present-day information explosion, the existing infrastructure and
other conventional systems of information storage and retrieval not only appear to be grossly inadequate but
also time consuming and error-prone. It seems very appropriate that usage of the IT Tools and
Computerization is the need of the hour to cope up with the ever-increasing information needs of the Hon’ble
Members of State Legislatures. This becomes all the more significant considering the growth in the quantum
of the information relating to the State Legislatures activities.
CURRENT ICT SCENARIO IN THE STATE LEGISLATURES:
Many State legislatures have taken their own initiative to use the latest IT tools for their day-to-day
work. Many assemblies have developed application software for the various activities of the State Legislature.
Some of the State Legislature has got their computerization done through NIC whereas; rests of them have
gone for either State Government Public Sector Undertakings (PSUs) or other IT organizations, within their
State.
Before any new scheme/Project of developing new ICT infrastructure for the State Legislature is made,
it is required to critically examine the existing IT resources and applications in use.
The timely knowledge is the best tool for discharging the assigned duties of the Legislatures. Thus,
the Information & communications Technology Systems is the required tool for the Hon’ble Members of the
State Legislatures.

ECO-SYSTEM FOR E-COMMUNICATION: GOVERNMENT DEPARTMENTS OF STATES/ UTS
AND STATE LEGISLATURES:
The success of the eVidhan Project will largely depend if all the information in electronic form is receive
in the standard format in time from the various government departments. Thus, proper electronic infrastructure
needs to be ensure or the e-communication between the State Legislatures and the State government
departments. The eVidhan suite will have the modules for all the State Government departments to upload
the electronic contents for the use of state Legislature. Also, the selective information will be published on the
Public portal as and when it is published by the administrator. E.g. The Legislative questions and Answers will
be published only after the Question hour is over in the house. Similarly, rules will be defined for pushing the
different item/contents on the public portal.
CHAPTER-5
NATIONAL E-VIDHAN APPLICATION: STAKEHOLDERS
MINISTRY OF PARLIAMENTARY AFFAIRS (MOPA)
Apex Committee in its 3rd meeting held under the chairmanship of Cabinet Secretary on 15th October,
2015 decided to make the Ministry of Parliamentary Affairs as the ‘Nodal Ministry’ for e-Sansad and e-Vidhan
MMPs.
As the MPA is owner of the e-Vidhan MMP, therefore it will do all follow up activities for supporting
and implementing e-Vidhan across all State Legislatures of India.
Responsibilities of the MoPA:
• Approving preliminary Standardized DPRs in respect of e-Vidhan for Legislative Bodies of India and
setting up of National Academy for e-Vidhan (NeVA) for training and capacity building. Constituting a
Standing Technical Advisory Committee (STAC) comprising of members from MPA, MeitY (NeGD),
NIC (Domain experts- HW, SW, INOC, DC/CDN), NICSI and H.P. Legislative Assembly to advice the
best international practices and tools & technologies for productization of National e-Vidhan
Application MMP.
• The committee will also review the progress of the Legislative Bodies after implementation of National
e-Vidhan Application MMP by spot visits on regular intervals and give its recommendations for
improvement of the system.
• Approving GAP Analysis and the Final DPRs for all Legislative Bodies of India.
• Raising Annual Demands for Funds for National e-Vidhan Application MMP
• Signing MOUs with Legislative Bodies of India for implementation of e-Vidhan.
• Establishing Central Project Management Unit at MoPA, New Delhi

• Establishing State Project Management Units in Legislative Bodies of India
• Establishing NeVA for successful implementation of e-Vidhan MMP and devising an operational model
for its smooth working.
• The MoPA may review the progress/outcome of the model after a year or whenever needed and shall
have the right to change the model at any time in the interest of the National e-Vidhan Application
(NeVA) MMP.
• Engaging the manpower on outsourced basis through NICSI for implementation of e-Vidhan MMP.
• For implementing e-Vidhan MMP in legislative bodies of India, the MPA will provide the necessary
manpower on outsourced basis only for 3 years and afterward the respective legislative body may
continue their services as per the requirement from the State Budget.
• However, for the MPA and NeVA, it would be the responsibility of the MPA to continue services of the
manpower even after three years from its budget and decide about the conversion of the manpower
on contractual/regular basis.
MINISTRY OF ELECTRONICS & INFORMATION TECHNOLOGY (MEITY):
Ministry of Electronics and Information Technology (MeitY) is responsible for formulation,
implementation and review of national policies in the field of Information Technology, Electronics, Internet,
UIDAI and associated Services & Applications.
Responsibilities of the MeitY:
• Preparing Preliminary Standardized DPR in respect of
✓ National e-Vidhan Application for Legislative Bodies of India and setting up of a NeVA
Learning Cenrer for training and capacity building.
• Providing the technical advice to the MPA and according the approval for the followings:
✓ Providing sufficient Cloud Infrastructure for hosting National e-Vidhan Applications (NeVA)
and data in the National Cloud (Meghraj) and providing technical support related to security
of the data.
✓ Provide Content Delivery Network (CDN) facility for National e-Vidhan Application (NeVA)
MMP.
✓ Providing free e-Mail and SMS Gateway Services required for implementation of the e-Vidhan
MMP.
✓ Providing digital signature certificates (DSCs) to all the users of National e-Vidhan Application
(NeVA).
✓ Providing Servers for hosting of National e-Vidhan Application (NeVA) as secured.
✓ Providing at least 2 no. of 1 GBPS Internet Leased Line in all Legislative Bodies of India for
smooth working of the National e-Vidhan Application (NeVA) MMP.
✓ Connecting the Parliament and all Legislative Bodies of India, Governor Offices and President
Office of India through Video Conferencing System.

NATIONAL INFORMATICS CENTRE (NIC):
The National Informatics Centre (NIC) is the premier science & technology organization under Ministry
of Electronics and Information Technology (MeitY), Government of India and providing network backbone and
e-Governance support to Central Government, State Governments, UT Administrations, Districts and other
Government bodies. It offers a wide range of ICT services including Nationwide Communication Network for
decentralized planning, improvement in Government services and wider transparency of national and local
Governments. NIC assists in implementing Information Technology Projects, in close collaboration with
Central and State Governments, in the areas of (a) Centrally sponsored schemes and Central sector schemes,
(b) State sector and State sponsored projects, and (c) District Administration sponsored projects. NIC
endeavors to ensure that the latest technology in all areas of IT is available to its users.
National Informatics Centre (NIC) was established in 1976 and has since emerged as a "prime builder"
of e-Government / e-Governance applications up to the grassroots level as well as a promoter of digital
opportunities for sustainable development. NIC, through its ICT Network, "NICNET", has institutional linkages
with all the Ministries /Departments of the Central Government, 36 State Governments/ Union Territories, and
about 688 District administrations of India. NIC has been instrumental in steering e-Government/e-Governance
applications in government ministries/departments at the Centre, States, Districts and Blocks, facilitating
improvement in government services, wider transparency, promoting decentralized planning and
management, resulting in better efficiency and accountability to the people of India.
Responsibilities of the NIC:
• NIC shall form a Standard Technical Advisory Committee (STAC) comprising of members from MPA,
MeitY (NeGD), NIC (Domain experts- HW, SW, INOC, DC/CDN), NICSI and H.P. Legislative
Assembly to advice the best international practices and tools & technologies for productization of e-
Vidhan MMP.
• Technical support will be provided by the NIC to the National e-Vidhan Application (NeVA) MMP as it
is having the expertise in the field & has successfully implemented e-Vidhan project in Himachal
Pradesh and few other State Legislatures.
• Intellectual Property Right (IPR) of National e-Vidhan Application MMP software will be with MoPA
through NIC.
• In every state of India, the NIC will nominate one officer (Principal Systems Analyst or above) as a
NIC Coordinator for successful implementation of National e-Vidhan Application MMP.
• All bills will be sent by the respective State Legislature after duly verified by the respective NIC State
Coordinator to the NICSI New Delhi for passing & payment.
• The services of the DIOs may also be utilized for implementation of National e-Vidhan Application
MMP.
NATIONAL INFORMATICS CENTRE SERVICES INCORPORATED (NICSI)

National Informatics Centre Services Inc. (NICSI) was set up in 1995 as a section 25 Company under
National Informatics Centre, Ministry of Communications & Information Technology, and Government of India
to provide total ICT solutions to the Government organizations.
The NICSI has been providing following Products & Services to organizations in the Central Government,
State Governments and P S Us etc.

• Videoconferencing

• I.T. Consultancy

Responsibilities of NICSI:
• The NICSI will be the implementing agency for e-Vidhan MMP as they have successfully implemented
e-Vidhan project of DeitY in Himachal Pradesh.
• NICSI will procure various items required for e-Vidhan MMP through tender process and empanel the
vendors for procurement of the items including outsourced manpower
• All procurements and financial transactions will be made by the NICSI.
• The NICSI will nominate one exclusive officer (DGM or above) at New Delhi as a NICSI Coordinator
for successful implementation of e-Vidhan MMP.
• All NIC State Coordinators will submit the bills of the respective Legislative Bodies after duly
verification to the NICSI Coordinator at New Delhi for further processing.
• NICSI may assign job to its empaneled vendor for system study, gap analysis etc. as per the
requirement of the project and for this purpose expenditure like tour, travel etc. will be borne from the
project fund.
CENTRAL PROJECT MANAGEMENT UNIT: (CPMU)
A Central Project management Unit at MPA (CPMU), New Delhi shall monitor/coordinate and manage
the Implementation of e-Vidhan in all the State Legislatures location. The CPMU shall work in close
coordination with each State Project Management Unit in order to resolve any issue faced during
implementation.

STATE LEGISLATURE PROJECT MANAGEMENT UNIT (SPMU):
Each State Legislature will have a State Legislature Project Management Unit, mainly responsible for
carrying out all the works as per the details worked out and approved for each state Legislature. They shall
locally supervise the work, monitor the progress, testing of the system and shall inform the CPMU on regular
basis in order to take corrective action timely.
NEVA SEVA KENDRA (NSK) FOR E-FACILITATION
In order to smooth transition from present paper-based system to total paperless system, initially we shall
require a transition period and assistance need to be provided to the members of state legislatures. Therefore,
initially the system will run in hybrid mode, where the members will have the option to submit the notices in
conventional manner as prescribed in the rules and procedures of each state legislature. But in order to capture
all the notices/information in electronic form, we need to set-up e-facilitation center at each State legislature
location.
MEDIA DESK - ACCREDITED JOURNALISTS:
It is proposed to set up a Media Desk in each State Legislature. A set of 25 computers with
LAN/Internet connectivity shall be provided for the journalists who cover the house proceedings. This will
facilitate faster printing of the news relating to the Business in the House in the Print Media.
CHAPTER-6
BUSINESS PROCESS RE-ENGINEERING (BPR)
BRIEF ON BPR:
Business Process Reengineering has been defined as: “fundamental rethinking and radical redesign
of business processes to bring about dramatic improvements in performance”. Business Process
Reengineering is not downsizing, restructuring, reorganization, automation, new technology, etc. It is the
examination and change of five components of the business Strategy, Processes, Technology, Organization
and Culture.
Reengineering became very popular in the early 1990s, however, the methodology and approach was
not fully understood or appreciated. Many times, improvement projects labelled with the title ‘Business Process
Re-engineering’ were poorly planned and executed. Employees and organizations cringed at the thought of
another ‘Business Process Reengineering’ experience. The term itself is being used less or is being altered
so that these types of initiatives are not associated with the "Business Process Reengineering" of the past.

The alternative business improvement methodology is ‘Continuous Process Improvement’, which emphasizes
small and measurable refinements to an organization’s current processes and systems. Continuous process
improvement has its origins in Total Quality Management and Six Sigma.
GOVERNMENT PROCESS RE-ENGINEERING:
There is an increased emphasis of usage of information and communications technology in the
delivery of public services. Information and communications technology is starting to redefine the landscape
of government by changing the relationships (power and responsibility) between players — between service
providers and industry, amongst the public, private and third-party sectors, and between government and
citizen.
Government Process Re-engineering is a necessary condition for the realization of the benefits of e-
Governance. The importance of process redesign to facilitate and ensure best practices in the realm of e-
Governance needs to be emphasized. While deployment of IT solutions increases the efficiency of operations,
it will not necessarily deliver the best results unless the processes are reconfigured. There is always a threat
that replacement of manual processes by machine-based processes will only lead to ‘automated’ waste.
Process reengineering ensures that the processes are redesigned to make them most effective and deliver
the maximum value to the government, its employees and the citizens.
It is vital that the process redesign, i.e. the critical analysis and redesign of workflows and processes
within and between governmental departments, is undertaken if we are to achieve breakthrough improvements
in performance. Hence, features of a good Government Process Reengineering exercise are:
❖ Innovativeness: It should come up with solutions rather than replicating the manual system.
❖ Transformation: It should bring about a drastic improvement in the quality of services provided.
❖ Rationalization of forms and data requirements: Very often the information asked for in the
application is rarely used or is already available with the Government. A good Government Process
Re‐engineering would question the need of all information sought.
❖ Efficient usage of data: Very often the information sought is available in the government domain.
Hence asking for the same is a redundant activity. In a Government Process Reengineering, one has
to differentiate between a government rule and a procedure. Very often it is seen that procedures can
be completely revamped through the use of IT.
Some elements of governance shall continue to remain challenging for reengineering implementers. For
instance, government agencies are subject to greater political executive management and oversight. Election
cycles and administration changes also affect reengineering efforts. Legislation, taxpayer accountability,
competition for funding and resources, as well as partnerships with international, state, and local governments
will continue to challenge government agencies. Perhaps the most critical challenge for government lies in the
area of risk-taking. Historically the culture of the government has been to avoid risk. Any successful re-
engineering effort will need to embrace change and negotiate some degree of risk. Also, government cannot

choose its customers. It is perceived by the staff entrusted with re-engineering that their jobs are under threat
from the transformation.
Re-engineering recognizes that a department's processes are usually fragmented into sub processes and
tasks that are carried out by several functional areas within the department. Often, no one is responsible for
the overall performance of the entire process. Re-engineering maintains that optimizing the performance of
sub-processes can result in some benefits but cannot yield dramatic improvements unless the effort focuses
on redesigning the process as a whole. This drive for realizing dramatic improvements, by fundamentally
rethinking how the department's work should be done, distinguishes re-engineering from process improvement
efforts that focus on functional or incremental improvement.
Those responsible for a specific process are called process owners. The re-engineering team consists of
designers, implementers, and people well versed in technology. The team should be cross-functional and
include members from all impacted functions.
Analyzing a process involves looking at how things are currently done, what changes are occurring, and
what new contingencies exist in the current business environment. It requires determining where the process
begins and where it ends—the boundaries of the process—and understanding the underlying reasons why a
process is performed a certain way. In executing this analysis, agencies may realize that the dramatic change
involved in a more orthodox BPR effort might not be necessary. A slower, incremental approach might be
more appropriate. It is not always necessary to go for a total transformation approach.
There are many possible drivers for reengineering the current processes adopted by the government
departments. To address some of these drivers, we can consider the following five scenarios that address
some of the typical issues which arise while designing new processes or amending existing processes:
❖ Redesign existing processes- this is where existing processes are revisited to improve performance.
This may also include ceasing parts of processes
❖ Fundamentally reworking the way a process is executed-here the process tasks and steps may remain
largely the same but how and where the process is executed may be changed
❖ Replaced completely-here the focus is just on gathering existing performance measures, considering
migration issues and capturing experience to avoid problems being replicated in the replacement
process
❖ Remove the process if a process is to be removed or replaced- here the focus may be on the overall
process performance measures to show the impact of the removal and the boundaries or connections
to other processes which have to be changed
❖ Outsource the process -here the process mapping may need to be at a lower level of detail to ensure
that all nuances of the current process are captured.

GOVERNMENT PROCESS RE-ENGINEERING: STRATEGY AND FRAMEWORK
Re-engineering starts with a high-level assessment of the organization's mission, strategic goals, and citizen
needs. Within this framework, reengineering focuses on the organization's processes the steps and
procedures that govern how resources are used to meet the needs of the citizens.
The following are the areas which must drive the Government Process Re-engineering exercise in government
departments:
❖ Service Orientation: Reorientation of government processes with focus on citizen’s expectations and
delivering services to his satisfaction.
❖ Streamlining: The processes between provider (government) and customer (citizen, businesses,
employees) need to be reduced leading to faster delivery of services.
❖ Standardization: Similar type of work should be done in the same way.
❖ Information Management: Government Information is a strategic resource and should be managed
effectively throughout its life cycle (capture, store, process, apply, exchange and reuse).
❖ Partnerships: Government processes need to be oriented in such a manner, so as to facilitate
partnerships among all stakeholders including private sector agencies.
❖ Enabling Technology: Information and communication technologies should be used for redesigning
government processes as well as for delivery of government services.
❖ Continuous Improvement of Services: The design of government processes should incorporate
performance standards and evaluation mechanism to enable continuous improvement of government
services.
❖ Monitoring and Evaluation: Monitoring of e-Governance projects should be done by the implementing
organization in the manner similar to project monitoring for large infrastructure projects. Even after the
project has been implemented, constant monitoring would be required to ensure that each component
is functioning as per design. Evaluation may be done by independent agencies on the basis of
parameters fixed beforehand.
Any change may impact several agencies. Re-engineering leads to wide ramification across the
organization, as shown in the figure below. Implementation of a re-engineering initiative usually has
considerable impacts across organizational boundaries, as well as impact on citizens. For this reason, it
requires sensitivity both to employee attitudes as well as to the ramifications of changes in their lives.
NATIONAL E-VIDHAN APPLICATION: BUSINESS PROCESSES RE-ENGINEERING:
For successful implementation of eVidhan in each State Legislature, Business processes need to be
understood completely and required to be changed wherever required for making the processes electronics
and as simple as possible for which certain rules and procedures needs to be amended by the respective state
legislature.

CHAPTER-7
CAPACITY BUILDING:
Capacity building initiatives would help to improve the competencies of the Members of the States/UTs
Legislatures, officials of the Legislature Secretariat and State Government Departments that would participate
in the implementation of the National e-Vidhan Application (NeVA) project. It is thus a ‘means to an end’,
enabling to develop and sustain particular programs, or an ‘end’ in itself, where the purpose is to enable to
have greater capacity to solve challenges by empowering the end-user.
The following tasks will be carried out in order to achieve the objective of training and capacity building
❖ Assess the capacities in terms of number of people required at each level, skill sets required for each
role;
❖ Assess the gap in capacity building infrastructure and skills;
❖ Develop well planned, sustainable and integrated strategies for capacity building;
❖ Assess the training needs for each level of users;
❖ Define the training plan in terms of curriculum (outlines), duration, entry and exit criteria for each phase
of training, training models for each component of training (instructor based, Computer Based Training
(CBT), user manuals etc.);
❖ Define performance measures for each role and framework for monitoring;
❖ Design the Change Management Strategy;
❖ Design the Communication and Awareness Strategy.
Based on the project implementation strategy, and proposed modules to be implemented, this section
provides the details about the Change Management and Capacity Building based on the existing capacity and
competency of the State Legislature Secretariat and various State Government Departments.
CHANGE MANAGEMENT:
Any change in the work culture through the induction of ICT and Process Re-engineering has direct
impact on the staff handling the processes. People resist change for a number of reasons and it is important
to build human capacities in terms of necessary knowledge and skills to initiate, implement and sustain e-
Government initiatives such as e-Vidhan. Particularly, National e-Vidhan Application (NeVA) project requires
building capacities at the State Legislature Secretariat and various State Government Departments
for successful implementation. The key users of National e-Vidhan Application (NeVA) are the public
representatives. All the public representatives may not accept the change immediately. For this, decision
needs to be taken at the Speaker Level in order to pursue them to adopt the new computerized system. This
may also require changes in the Rules and Procedures of the respective State Legislatures.
Introducing radical reforms has to be necessarily accompanied by efforts to change the mindsets of
users – both within and outside the Legislative setup in all the State Legislatures. For instance, the users need

to know how to use various facilities in the new system; the employees should be skilled to deliver the e-
services in an altogether new way. A well-calculated and well-designed strategy has to be followed for
employees to transition onto their new roles smoothly. It is necessary to formulate a change management
strategy and to plan appropriate interventions.
The strategy essentially is comprised of three elements: Capacity Building, Communication and
Change Interventions. While Capacity Building addresses the disconnection between new processes, users
and technology, Communication involves the mitigation of the risks that exists between users and new /
modified processes. Change Interventions basically deal with the efficient linking of users with new / modified
process and technology. These three approaches, if followed holistically, will help the State Legislatures in the
successful implementation of National e-Vidhan Application (NeVA) by reducing the “resistance to change”,
both from internal stakeholders as well as from external stakeholders.
Capacity Building measures will concentrate mainly on equipping the appropriate users with the
appropriate skills and help them grow. It will help the users to overcome the deficiencies / fear in dealing with
the new processes and will also address the related issues.
Communication will address the various methods in which the e-Vidhan Project can reduce the
differences that may creep up between the various stakeholders. It will help the e-Vidhan Project in conveying
the right message to the users and hence mitigating the risk of resistance from the users.
Change Interventions will look at development of the basic institutional framework which will drive the
implementation of the new processes. This will help in successfully monitoring the implementation activities
as well as addressing the change management issues.
It may be noted that Capacity Building and Change Interventions have specific and time bound
objectives while Communication is an ongoing and adaptive process which seeks to manage all stakeholders
and their perceptions about the change over a period of time.
KEY CHANGE MANAGEMENT IMPLICATIONS:
The introduction of National e-Vidhan Application (NeVA) has several change implications emanating from
the following changes:
❖ Process (introduction of reengineered process and systems)
❖ Technical and technological (introduction of new technologies for enabling National e-Vidhan
Application (NeVA)
❖ Physical (up gradation of offices/ change of location due to introduction of National e-Vidhan
Application (NeVA)
❖ Delivery of services through NeVA Seva Kendra (NKS) for e-Facilitation for the Members of
States/UTs Legislatures.
❖ Organizational (transformation of existing organizational structure and redefined roles and
responsibility)

TRAINING STRATEGY:
There shall be a dedicated committee of senior officers from all States/UTs Legislature Secretariats
to drive the change management initiatives. The change management committee would be responsible for
oversight of all change management activities to be carried out in the National e-Vidhan Application (NeVA)
Project. Since the exact. To-Be processes can be arrived at only after the selection of the vendor and product,
the exact change impacts can be fully ascertained only after completion of Business Process Reengineering.
TRAINING PLAN:
Six genres of Training have been identified for the users involved in the e-Vidhan Project. They are
listed as follows:
Sensitization Training: This training has been envisaged for senior functionaries of the States/UTs
Legislature Secretariat and other State Government Departments who are involved in decision making at the
highest level and are expected to drive the National e-Vidhan Application (NeVA) initiatives in the States/UTs
Legislatures. It basically includes the following:
❖ To sensitize the senior policy makers on the principles of National e-Vidhan Application (NeVA)
❖ To disseminate a correct understanding of the subject
❖ To impart working knowledge and skills related to :
✓ Business Process Re-engineering (BPR)
✓ Building Technology architecture and standards
✓ Project development& Management
✓ Change management
❖ To create awareness on issues related to National e-Vidhan Application (NeVA)
❖ Learn from best practices case studies
Computer Awareness Training: From the end user’s perspective, training on e-Vidhan must begin with
basic computer awareness. So, without preliminary operational knowledge of computers, end users cannot be
expected to work in an automated environment. The basic training requirement which is indispensable in
nature for all its users is Basic Computer Awareness Training. It basically includes extensive hand-on training
on Computer awareness, basics of hardware, basics of networking, and basics of trouble shooting, internet,
e-mail and Office applications.

Project Management Training: This training is suggested for all senior functionaries of the States/UTs
Legislature Secretariat who have a major role to play in the effective management of e-Vidhan initiatives.
Leadership Training: This training is suggested for all senior functionaries and policy makers of the
States/UTs Legislature who have a major role to play in the effective management of e-Vidhan initiatives.
Special Technology Training: This training is targeted to build in capacities of internal resources in specific
areas of technologies such as database management, security administration etc.
BPR Training: This training is targeted at those key functionaries of the States/UTs Legislature who are
actively associated with the e-Vidhan initiatives. This training aims at enlightening the target audience on
BPR principles, objectives, benefits, techniques on business transformation etc.
SETTING UP OF NEVA SEVA KENDRA AS E-LEARNING CENTERS:
In order to provide training to all the Member of the State Legislature and officials of the respective
secretariat, we need to setup NeVA Seva Kendra (NSK) as e-Learning Centre in each state Legislature.
Regular training programme on various ICT applications etc. will be conducted for the Members and officials.
The state of the art NeVA Seva Kendra (NSK) for e-Learning ,will have all modern computer based teaching
aids as well as Video-conferencing facility for remote learning.
CHAPTER-8
NATIONAL E-VIDHAN APPLICATION : PRODUCT DEVELOPMENT
A lot of good work has already been done in both the Houses of Parliament and several other State
Legislatures. A large number of computerized applications for various processes are already in use. Recently
HP Vidhan Sabha has developed e-Vidhan Suite and successfully implemented. In order to develop a generic,
standard, configurable, multitenancy, multilingual product for e-Vidhan, which can be easily implemented at
all the State Legislature, we need to make National e-Vidhan Application (NeVA) product. The National e-
Vidhan Application (NeVA) product will have the facility of making local changes as per the business rules
specific to a particular State Legislature.
STANDING TECHNICAL ADVISORY COMMITTEE (STAC):

A standing Technical Advisory Committee (STAC) may be formed to provide technical input for the
development of e-Vidhan product, Implementation requirements, Hardware (H/W), Software(S/W) platforms,
Network Infrastructures detail and rollout strategy.
NATIONAL E-VIDHAN APPLICATION ROLLOUT PLAN:
The National e-Vidhan Application (NeVA) product will be rolled out in all the States/UTs Legislatures in
phased manner. In each phase 8-10 States/UTs Legislatures will be selected depending upon the number of
State Legislators in the States/UTs Legislatures. The First phase will immediately start after the e-Vidhan
product is ready (Aug 2018). The Second phase will commence from Dec 2018 and Third and Fourth phase
in April 2019 and Dec 2019 respectively. The following roll out schedule is proposed:

INSTITUTIONAL MECHANISM FOR PROJECT MANAGEMENT AND MONITORING:
PROGRAM MANAGEMENT UNITS (PMU)
Program Management Units (PMUs) are to be set up at the Central Level and each State Legislature
Levels to enable implementation of the project in a time bound manner.
❖ The Central Project Management Unit (CPMU) would be responsible for preparing the guidelines,
processes and templates for the national rollout. It will also monitor implementation of the National e-
Vidhan Application (NeVA) MMP, execution of which will be carried out by the NIC/NICSI along with
each State Legislature.

❖ The State Project Management Units (SPMUs) will oversee the implementation in respective State
Legislature.
❖ The SPMUs will also coordinate with the State Government Departments for the implementation of
National e-Vidhan Application (NeVA) MMPs.
❖ SPMUs will also be responsible for smooth operations & maintenance during post implementation as
well.
❖ For overall guidance and supervision at each State Legislature Level, Speaker of the respective |State
Legislature will be the Executing Authority for implementation of National e-Vidhan Application (NeVA)
MMP.

recommendations thereon for consideration by the Empowered Committee.
✓ To ensure advance action regarding completion of the project, establishment of facilities, its
utilization and transfer of know how etc. for successful replication.
✓ Review the deliverables of the agencies involved and amends the deliverables of required keeping
in view the project objective.
✓ To approve release of Fund to implementing agency on the recommendation of SPMUs.

Departments in transferring electronic documents using NeVA.
➢ To make Framework for Capacity Building/Training on NeVA for Members of State Legislatures,
Officials of State Legislatures and State Government Departments.
➢ Awareness generation and Media plan
Each House will prepare a Detailed Project Report (DPR) along-with Gap Analysis of Information Technology
Assets and manpower requirement. DPR so prepared shall not be directly submitted to MoPA except in the
manner so prescribed.
➢ DPR shall be scrutinized by IT Department / State Government in all respects including with
reference to State share, support for manpower, operation and maintenance and redundancy
management etc. Approval of DPR and implementation of the Project would be undertaken by
State level NeVA Implementation Committee with recommendation for funding by MoPA, GOI.

CHAPTER-11
MEMORANDUM OF UNDERSTANDING (MOU)
MOU BETWEEN MOPA AND RESPECTIVE LEGISLATIVE BODIES OF INDIA
In order to speedy and smooth implementation of the National e-Vidhan Application MMP in all the
State Legislature, it is required to sign a MOU between MoPA (the nodal Ministry for National e-Vidhan
Application (NeVA) MMP) and all the State Legislatures/State Government. The MOU will give the details of
the e-Vidhan MMP implementation plan, List of Items to be procured for implementation of National e-Vidhan
Application Project, Roles and responsibilities of MPA, State Legislatures and other stakeholders.
CHAPTER-12
FUNDING OF NATIONAL EVIDHAN APPLICATION
FUNDING OF NEVA FOR DIGITAL LEGISLATURES
National e-Vidhan Application (NeVA) will be funded based on Centrally Sponsored Scheme pattern
as decided in Expenditure Finance Committee meeting dated 20th Feb 2018. This will ensure optimum
utilization of existing IT resources and manpower and bring stakeholders perspective center-stage.
The release of Fund may be made through Department of Information Technology (or as may be
suggested by State Government) who shall pass it on to State Legislature along with matching state share.
The Government of India funding for different category of state legislature may be as follows:
➢ For Union Territories 100%
➢ For North Eastern Region States and Hilly regions of Uttarakhand Himachal Pradesh Sikkim and
Jammu Kashmir 90%
➢ For all other states 60%
Needless to say, that all efforts shall be made to observe absolute transparency and fairness in various procurement of goods and service and fund shall be subject to performance and financial audit of competent authority. Notwithstanding anything containing anywhere share of Central Government shall be limited to the sanctioned cost as approved by the competent authority and subject to proper utilization of fund released under the project.
Excess expenditure if any, due to time and cost overrun or otherwise shall be borne by State Government. In no case permanent staff will be funded for the project except person power deployed for the project.
On completion of project all Assets and Liabilities shall be deemed to have been transferred to Executing Authority.
