WACDEP in Africa
AMCOW – is the African Ministers’ Council on Water . •formed in 2002 in Abuja Nigeria, primarily to promote cooperation, security, social and economic development and poverty eradication among member states through the effective management of the continent’s water resources and provision of water supply services.•Brings the African Ministers in-charge of water together•A Special Technical Committee of the African Union
GWP and AMCOW MoU
• GWP in Africa developed a working relationship defined thorough an MoU with AMCOW.
• However, was not being implemented
WACDEP in Africa
The Water Climate and Development Programme is an AMCOW Programme implemented by GWP and is aimed at integrating water security and climate resilience into development processes.
Repositioning GWP in Africa to address emerging critical challenges
• In line with the GWP Strategy 2009 – 2013 interpreted to support AMCOW WorkPlan objectives and Sharm el Sheik Declarations
• IWRM as an approach to address emerging critical challenges such as CC
• GWP had no “legitimacy/track record” for climate change and was known for advocating for IWRM
• So what was done to get this legitimacy and mandate?
Establishing track record: Document what we have achieved
• Highlights political leaders – the IWRM Planning in Africa highlighted GWP’s ability to serve.
Report launched by AMCOW – Highlighted emerging challenges and gave GWP credibility effecting the MoU
AMCOW requested GWP to support the implementation of the Sharm el Sheik Declarations in Abidjan
• In Financing Water
• In Transboundary Water Management
• Climate Change Adaptation
GWP responding to Africa’s challenges
• Discussions among GWP-Africa and GWPO on what should be done to support AMCOW and operationalise the MoU
Using the GWP platform to consult in the regions
GWP and AMCOW organised regional workshops to consult on priorities.
Beyond COP 15 – Water, Climate and Development in Nairobi (East and Southern Africa), Benin and Cameroon
Linking Water, Climate and Economic Development agendas, strengthen coordination frameworks, Capacity
development, institutional building

GWPO coordinated presentation of Framework programme in UNFCCC global events to seek inputs from international partners
Contributions from Pan African Meetings – Partner in the Africa Water Week
The Global Water Partnership as a partner in implementing the Africa Water Week used the platform for inputs:
•Financing Water Resources Management•Water Climate and Development
In November 2010 in Addis Ababa, AMCOW EXCO issued a decision for GWP and partners to operationalise the Water, Climate and Development
Programme
Framework Programme presented to AMCOW and mandate given
‘In the face of climate change, partnerships such as those launched in the Water, Climate and Development
Programme with Global Water Partnership represent a good first step’.

In Africa commitments have been made at the highest level – it is important to support the implementation of these. GWP in Africa supports the
•Africa Water Vision 2025•The AU Heads of State Sharma el Sheik Declaration
Champions to drive the relationship building process
Anchor relationships in the region
• Relationships in the regions with Regional Economic Communities and RBOs are important and build up to Africa wide engagements.
CONSTANT CONSULTATIONS WITH AMCOW TAC MEMBERS FOR GUIDANCE IS IMPERATIVE
Build it and the MONEY will follow
Funds are coming in to support the programme
• 1st Donor came on board to support Framework – Austria
• CDKN came in to support knowledge development
• DFID/Danida coming on board
