There must be innovation in the learning process
.
not just technological advances
Ideas must be based on sound pedagogical principles
.
the pedagogical rationale must be clear
‘Users’ should include all actors
.
such as tutors, learners
The users must be involved.
at least in the definition and validation stages
Results must be validated, with the users, in terms of cost/benefits
.
including impact on the learning effectiveness
using empirical data where possible
Consortia should be multidisciplinary
.
involving users, providers, technological experts, practitioners, service providers, pedagogical experts, etc ... as appropriate to the action
There must be European added value
.
reasons for doing the project at a European rather than a national level
Plans for exploitation of results should be included considering the exploitation outside of the specific application area of the project
.
producing general tools wherever possible, open architectures, use of standards, services, etc
