LA&C Framework

• Reform process creating a totally new environment with new rules, behavior and challenges. A market oriented framework in a globalization context, looking for technologies that increase efficiency and competitiveness.

• There is no room for subsidies to address Global Environmental Issues. Local subsidies to not cost-effective EST should not be expected.

• CC: Vulnerability and adaptation as a major priority in the Region.

• Results of the LA&C Regional Workshop on TT.

State of the arts knowledge, generally put as a priority, is not the main issue from a LA&C. Offer is relatively well known. Just the “hard” issues (engineering dimension) knowledge must

be complemented by other most “soft” issues, such as policies and strategies.
