"INVITING EXPRESSION OF INTEREST" For  

“Pre‐Qualification of “Architect‐cum‐Services Consultant” 

Export  Promotion  Council  for  Handicrafts,  New  Delhi  a  nodal  agency  appointed  by 

Development  commissioner  (Handloom),  Govt.  of  India  for  setting  up  of  Trade  Facilitation 

Centre (TFC) intends to outsource “Architect‐cum‐Services Consultant” in respect of important 

and  major  prestigious  complex  to  nationally  /  internationally  reputed  Consultants  / 

Organization / Agencies / Firms. 

1. The Trade Facilitation Centre under consideration of, the Government shall be well planned for 

renovation, alteration, addition and design and shall be aesthetically imposing and good looking. 

 

2. Export Promotion Council for Handicrafts (EPCH), therefore,  invites the eligible and competent 

Consultant  Organizations  /  Firms  to  indicate  their  interest  in  providing  Project  Consultancy 

Services. 

 

3. A  Design  brief  on  the  project  is  available  at  website  www.epch.in,    www.handlooms.nic.in, 

www.texmin.nic.in , www.tenders.gov.in  along with a layout of the land and present structure 

details. 

 

4. The Location of project is “Bada Lalpur located at Varanasi, Uttar Pradesh”.  

5. The  scope  of  the  Services  under  the  category  Project  Consultancy  Services  inter‐alia  include design detail & tender : ‐ 

i. Sub‐Soil Investigation and Detail Survey ii. Master Planning / Site Planning including landscaping. iii. Complete Architectural / Structural / Engineering Services 

(Preliminary estimate, Detailed estimate / Priced BiII of Quantity (BOQ)/ bid document etc.) as per requirement. 

iv. Complete internal Electrification / Public Health Engineering Services. v. Environmental Impact Assessment vi. HVAC design, drawings and related draft Tender vii. Land scape, horticulture and related design, drawings & tender viii. DPRs of the Project 

 

6. The  consultant  shall  be  responsible  for  preparation  of  Tender  document,  BOQ,  supervision, 

overall Quality  control  of  construction materials  and  construction  itself  as  per  standard  IS  / 

CPWD norms, specifications and progress monitoring. Consultant should provide In Programme 

Evaluation Review Technique (PERT) & Critical Path Method (CPM), for the project. 

 

7. Necessary  Clearances  /  approvals  /compliances  etc.  as  required  for  construction  / 

implementation  of  the  project  shall  however  be  provided  by  the  Architect‐cum‐service 

consultant. 

 

8. Interested Nationally / Internationally reputed Consultants / Agencies / Firms having experience in the relevant field of Project Consultancy services shall have to provide information indicating that they are competent to perform the above tasks.  

9. The Consultants  / Organization  are  expected  to provide  self‐contained  information  indicating inter‐alia: ‐ 

i. Organizational background and Company profile. ii. Details  of  management  team  indicating  academic  /  professional  qualification  with 

relevant experience of key‐personnel. iii. Profile of Consultancy services clearly rendered by the Consulting Organizations / firms. iv. List of maior works / Projects already designed in the last 5{five) years including cost of 

those projects which would best illustrate their eligibility for pre‐qualification  

10. The eligibility of the Consultants / Organization shall also include the following credentials:‐  

The consultants should have experience of formulation / preparation of documents, estimates, DPRs, detailed working drawings and structural drawings, reports of at  least 2 (two)  Individual Buildings.  Completed  Projects  of  value  not  less  than  Rs.  150.00  Crores  each within  the  last 2(two) financial years (i.e. two projects of Rs. 150 crores or above value). 

 

11. A concept on understanding of the project both  in hard and soft copy (be required  in a sealed cover).  A  presentation  may  be  held  while  shortlisting  the  consultants  to  know  their understanding about the project.  

12. Further,  preference  shall  be  given  to Organizations  having  in  house  /  associates  having  fully automated design office with  latest design  software; and  those having experience  in  carrying out multi‐disciplinary works such as mechanical, electrical, plumbing works,  fire detection and alarm and HVAC works etc. on a single point responsibility.  

13. Organizations  having  ISO  9000‐2000  accreditation;  including  registration  of  Council  of Architecture,  or  are willing  to  setup  their  site  office  at  Varanasi  be  accorded  preference  in selection.  

14. Expression of Interest for pre‐qualification must be delivered to the address below by February 09, 2015 Hours of 3.00 PM with sealed envelope clearly mentioning that “ Expression of Interest for Pre‐qualification of Architect‐cum‐Service Consultant ”at

15. Please note that this  is not a request for offering proposal. After review of Expression for pre‐qualification, a shortlist will be prepared and the short  listed Consultant / Firms will be  invited for providing Architect‐cum‐Services Consultant for building Projects / works and for the  items indicated above for the required buildings through  letter of  invitation accompanied by specific terms of Reference.  

 

16. The Project Incharge, EPCH reserves the right to accept / reject any or all the application without assigning any reason. The decision of the Project  Incharge, EPCH, New Delhi shall be  final and binding.
