Basic Infrastructure creates only “Interconnectivity” and that is only single dimension, but still need to further identify in some areas.

To drive for the real Market Access can only be created by “Interoperability” by simplifying, harmonizing rules and regulations along the corridors.

Member States might have different liability regime and it is need to unify Limitation of Liability by Legal Framework Agreement in Multilateral LevelLiability Insurance is another of problem for transport operators in term of finding insurance and reasonable premiums and also to avoid double insurance
