Member States might have different liability regime and it is need to unify Limitation of Liability by Legal Framework Agreement in Multilateral LevelLiability Insurance is another of problem for transport operators in term of finding insurance and reasonable premiums and also to avoid double insurance

Road Safety & Security is very important issue: Driver qualification and license  must be mutual recognition.Left/Right Steering Wheel is limitation. Road sign and Road Maintenance.Dangerous goods carriage training. Security devices to be used during transportation is need to be approved by Customs.The usage of ITS – Intelligent Transport System.
