• Rapid growth of computer and Internet usage in Lithuania:42% of total population used Internet in 2006;37% of households had a PC;

• The usage depends on the income, age and location of inhabitants

• Another 400 internet access points will be established by this year and it will increase the network in Lithuania up to 1000

• The extension of the law on personal income tax until 2009 - possibility to deduct the cost of computer with software and/or Internet access

Level of transferring essential public services to the electronic environment in 2006 was 68.7%:

–Public e-services for businesses 76.1 %–Public e-services for citizens 56.6 %

Most advanced public e-services:declaration of residents’ income, employment services, search for information stored by public libraries, social contributions, customs declarations and submission of statistics.

• The Portal (www.govonline.lt, www.evaldzia.lt, www.epaslaugos.lt) hooks up all of Lithuania’s public institutions to a unified information system, making it possible to find information about public institution activities easily and quickly.

• The identified clients of the Portal are offered such services as:

– social insurance payments, medical treatment, ordering certificate of residents and payments

• Depending on e-services there are three cases of identification and authentification in the state information system:– using qualified certificates, – using an existing e-banking account.– mobile electronic signature (using mobile

2. In the Portal, which will carry out “front-office” functions, will be introduced the software and hardware on purpose to implement these functionalities:

• First attempt to create eSignature (PKI solution) and Certification services in Baltic's with support of Sweden (stopped on pilot implementations in year 1998-9, due economical crises and…)

• Use of mechanisms of PKI - Public Key Infrastructure - with electronic signature on smart-cart as toolkit Electronic Travelling Visas on smart-cards for Residents of Kaliningrad Region (considered in 2001-2002, not started)

under the Government of Republic of Lithuania (Committee) has been working on an E-signature infrastructure since 2005.

• So as to make it possible for governmental institutions to use the E-signature in signing documents and in exchanging documents among governmental institutions and public services deliverers by electronic means.

• 53 governmental institutions participate in this project and have e-signature tools.

• Committee has provided the certification services for 6000 civil servants.

• In 2005 Committee has registered JSC “Digital Certification Centre”, which became Lithuania's first provider of qualified certification services. The company plans to provide time stamp services in the nearest future
