Background

• The CEC established a trinational Chemical Inventory Team to work with Mexico in constructing its National Chemicals Inventory.

• This activity aligns with the objectives of:– developing tools that facilitate the tracking of chemicals between

the North American countries– developing information within the North American region that is

comparable and compatible

• The report contains the description and analysis of the legal instruments related to chemicals management in Mexico. The analysis highlighted the lack of legal foundations to create a chemical inventory and propose three scenarios to fill the gaps in the legislation:

1. Create a General Law for Chemicals Management 2. Modify the General Law of the Ecological Balance and

Environmental Protection3. Modify the internal regulation of the Intersecretarial

Commission for Controlling the Process and Use of Pesticides, Fertilizers and Toxic Substances

• The aim of this project was to select viable information sources for compiling data on imports of chemicals and promoting improvement in the quality of data to be incorporated in the National Chemicals Inventory.

• The different public databases were reviewed and meetings were held with representatives of different government entities:– Customs– INEGI– PEMEX– Ministry of Economy– Bank of Mexico

• As result, the Customs database was found to be the most useful source of information since it contains data from all the import transactions by means of the “Motion document” that comes with the merchandise.

• The aim of this project is to analyze the different policy options for assuring sustainability of the Mexican National Chemicals Inventory through a legal analysis of obstacles and opportunities to support an intergovernmental group in taking decisions on how to proceed in creating a register of chemical substances.

Review of information on the production of chemical substances from official records in Mexico

• 79% of the registries could not be used, since mixtures, minerals, inks, packaging material, and generic names are used in the sources of information

• 21% (21,307) of the registries could be matched to a chemical

• The main results are: 1,500 chemicals from the raw materials section of COA (962 included

in the INSQ) 291 chemicals from the products section of COA (100% matched

with the INSQ) 399 chemicals from PROFEPA (294 included in the INSQ) 9 chemicals from the PEMEX Annual Report 2010 13 chemicals from INEGI
