MESSAGE FROM MINISTER’S DESK Shri Dharmendra Pradhan, Minister of Skill Development and Entrepreneurship “Leading the charge of Ministry of Skill Development and Entrepreneurship gives me ample hope to drive our country and its youth on to the path of progress. I believe that in order to build a nation of honor, there is no alternative to building a skilled manpower. And skill comes through quality education and appropriate training. PM Modi's Skill India mission is a mammoth task which we intend to achieve by building a sustainable skilling ecosystem. It envisages forecasting skills according to employee/industry requirements while simultaneously equipping the youth with contemporary skills and education to make them capable to thrive in a globally competitive world. Our larger aim is to infuse innovation in our courses and entrepreneurship spirit in our youth. After taking stock of the new ministry, I can see our ITI ecosystem is undergoing a paradigm shift. The main focus is on designing appropriate syllabi and providing supplementary practical learning to fine tune skill sets with industry needs. We are revamping and introducing new courses in our skill ecosystem to cater to the growing demands of the industry. We recently introduced new affiliation and accreditation norms for ITIs and are setting up satellite based interactive learning program for ITI students in partnership with ISRO to keep up with the growing needs of the ever-changing competitive world. The foundation stone of a Regional Vocational Training Institute (RVTI) was laid in Hyderabad recently to promote women training and empowerment. Six more RVTIs across the country are in the pipeline. We are also working towards providing academic equivalence to ITI students, giving them the flexibility to pursue formal education later. Further, the National Apprenticeship Promotion Scheme (NAPS) is gaining momentum, bridging the demand- supply gap in the employment market, by engaging with a number of myriad industries. We are looking at strengthening the technical education sector and thereby boost innovation and entrepreneurship avenues for the youth. We have signed long-term partnership agreements with the Governments of Japan, Belarus and Germany to benefit from their expertise in the vocational education space and look forward to achieving a number of milestones through these initiatives. Four Japan-India Institutes for Manufacturing (JIM) are already up and running and the Memorandum of Cooperation between Indian and Japan has also finalized for the Technical Intern Training Program (TITP). Our students are participating in the upcoming World Skills Competition in Abu Dhabi, and I am sure they will bring laurels for the nation. A new Indian Institute of Skills is in the making which will impart world-class skills and adopt best practices from across the country. Our STRIVE scheme (Skill Strengthening for Industrial Value Enhancement) has been given a cabinet nod which has been formulated to increase the aspiration value of skill development programs by increasing the marketability of skills, through better industry connect and quality assurance. All in all, I would say we have made a good, strong start and are well on our way to achieving our goals. It is our collective responsibility to make India the skill capital of the world and significantly contribute to the per capita GDP growth. After taking stock of the newministry, I can see our ITI

Theme: STRIVE Project (SkillsStrengthening for IndustrialValue Enhancement), NewNorms for Affiliation of ITIs(Civil/Procedural norms) andGrading of ITIs

The 6th Consultative Parliamentarymeeting of Ministry of SkillDevelopment outlined thefollowing schemes and issues:

• STRIVE: STRIVE is a World Bankassisted project with a total costof Rs 2,200 crore. Its sole focus ison the modernization ofmachinery and equipments. Inthe first leg of the project, 500ITIs will be supported and itproposes to include private ITIstoo hereon. The scheme aims atcompetitive selection amongstgovernment ITIs and private ITIs.Post the star grading of ITIs, theinstitutes performing well begiven funding. It also plans toincentivize State Governmentsfor policy and regulatory reformsand set up State ApprenticeshipMonitoring Cell (SAMC)[Including support to NAPS].About 100 industry clusters willbe supported for apprenticeshipspecially in small and mediumenterprises. A provision of softloans to private ITIs is made forthe ones imparting demanddriven courses.

• VTIP: Vocational TrainingImprovement Project (VTIP)covered upgradation of 400 ITIs.Around 3.5 crores have beenreleased and the project ITIshave set up new classrooms,workshops and purchasedmodern tools, equipment andmachinery to ensure congenialenvironment. Amongst the VTIPachievements, a National MISportal has also been developedthat covers tracking of complete

In the third reshuffle of BJPgovernment, the baton of the skilldevelopment ministry has beenhanded over to Shri DharmendraPradhan as cabinet minister andShri Ananthkumar Hegde as MoS.

The ministry has been tasked withcreating a bigger ecosystem forself-employment andentrepreneurship. The ministrynow envisions to improve thequality of the skill developmentand vocational training imparted inthe country, and plugginginformation loopholes vis-à-vis thedemand-supply dynamics of skilledcandidates.

The Skill Development Ministrywas formed in 2014 recognizingthe importance of skilldevelopment in India and ShriRajiv Pratap Rudy (former Ministerfor Skill Development andEntrepreneurship) was assignedwith an ambitious target of skilling500 million people by 2022.

• DGT has shifted to conductingOMR sheet based onlineexaminations which rendersresults in 24 hours. MadhyaPradesh has been the first stateto pilot online examinationssuccessfully.

• Star Grading of ITIs: A gradingframework has been developedto rate ITIs based on 43parameters grouped under headslike Civil Work, Trades, Industry-Connect, Outcomes, Instructors,Capacity Utilization, KeyCompliance, SpecialAchievements, etc. Around 5,000ITIs have graded themselves sofar and hiring of a third party forvalidation is underway. The ITIswith a collective score of 3 ormore will be allowed to add newtrades/ units.

• Affiliation Norms: A new set ofaffiliation norms were released atthe recent World Youth SkillsDay 2017 to ensure qualitativeinfrastructure across ITIs in thecountry.

• There is a vision to convertNational Council for VocationalTraining (NCVT) from an advisorybody into a statutory body withdefined allocation of business.The council would then be ableto conduct academicexamination which will beequivalent to secondary/seniorsecondary board examination.

Some of the ideas of contentionpresented by the members of thecommittee were:

• NCVT certificate should be of astandard similar to the oneissued by Navodaya Vidyalaya.

• The inspection team should befrom within the department andas the committee is not very

The MoU was signed in thepresence of Mr Manoj Kumar-IAS,Director, Training & TechnicalEducation on behalf ofGovernment of Delhi and MrLalitendu Samanta, Group Chief –Human Resources Officer M/sMinda Corporation Ltd. in thepresence of Mr Praveen Karn,Head-Group CSR M/s MindaCorporation Ltd., Mr. Samir Bhatand Mr. Punit Manek fromWadhwani Foundation and MrAjay Vashisht-Principal, ITI Arab KiSarai, Nizamuddin.

The Dual System of Training is ascheme run by the DirectorateGeneral of Training which focuseson removing the disconnectbetween demand and supply ofskilled manpower and building aneffective vocational and technicaltraining framework. The theoryportion is taught at the ITI and thepractical portion is covered in theindustry.

Under this scheme, some coursesunder Craftsmen Training Schemeare re-designed and re-developedand in the first stage, 16 trades’curricula have been identified tobe revamped.

Currently, 18 trainees have takenadmission after their third round ofcounseling. These trainees areprovided with two sets of uniform,shoes, canteen facility andadequate transportation facility.They are paid a stipend of 70% ofminimum wages for semi-skilledworker notified by the State Govt.or the Union Territory as payableto apprentices (as per section 13under rule 7a and rule 11 ofapprenticeship rule 1992). Theexaminations are conductedannually and the successfultrainees are awarded the NationalTrade Certificate.

• A lot of ITIs are doing well andthere is a lot of scope in the skillsecosystem.

• The informal sector is quite largeand the stipend amount is lowwhich is being paid toapprentices.

• In the backdrop of growth oflocal Indian crafts, there was asuggestion that ITIs should alsooffer courses on the localtraditional crafts.

• Lack of good faculty.

• ITIs in Gujarat and Maharashtraare performing well. It wassuggested to sign MoUs with bigindustries, like Honda, Maruti,etc., which are setting up shopsin Gujarat to collaborate ondesigning of need basedcurriculum for training of therequired workforce.

• ITI Bijnor in Uttar Pradesh is notutilizing and maintaining theavailable infrastructure.

10 August 2017, Madhya PradeshTheme: Promotion of National Apprenticeship Promotion Scheme

As part of Government of India’sdissemination efforts in promotingNational ApprenticeshipPromotion Scheme (NAPS), aworkshop was organized byFederation of Indian Chambers ofCommerce and Industry (FICCI) inpartnership with UK’s Departmentfor International Development(DFID) and Association ofIndustries of Madhya Pradesh(AIMP) to promote and adoptapprenticeship training. TheMadhya Pradesh State SkillDevelopment Mission andAssociation of Industries MadhyaPradesh supported the initiative atthe regional level.

The workshop was attended by ahost of CEOs, founders, HR headsand senior managers from morethan 70 leading organizationsacross automobile, food, health,infrastructure, pharma and ITsectors. Representatives fromnotable companies like VolvoEicher Commercial Vehicles,Cummins, Mahindra two-wheelers, Sun Pharma, GujaratAmbuja Exports, and others were apart of the workshop.

NCVT SUBCOMMITTEE MEETING

11 August 2017, New DelhiTheme: Affiliation granted for 3 proposals and 8 trades of JIMs

NCVT Subcommittee meetingdealing with affiliations approved 3accredited proposals amongst the23 proposals which had come forreview.

Moreover, the committee alsogranted affiliation to 8 trades forthe newly opened Japan IndiaInstitute for Manufacturing (JIM)by Maruti Suzuki in Mehsana,Gujarat for the session startingAugust 2017. The 8 trades areFitter, Electrician, MechanicDiesel, Welder, Mechanic MotorVehicle, Auto Body Repair, AutoBody Paint and Driver cumMechanic.

As a background, a Memorandumof Cooperation (MoC) on theManufacturing Skill TransferProgram between India and Japanwas signed on 11 November, 2016in the presence of Hon’ble PrimeMinisters of both countries. TheMoC aimed to support Japanesecompanies to train Japanesestandard shop floor leaders andengineers in manufacturing withthe goal of training 30,000individuals in the next 10 yearsthrough inter-alia, setting up ofJapan India Institute forManufacturing (JIM) by Japanesecompanies in India.

MSDE REPRESENTATIVES’ VISIT TO JAPAN

Theme: Seminar to promoteJapan’s Technical Intern TrainingProgram (TITP)

A seminar was organized topromote India’s participation inJapan’s Technical Intern TrainingProgram (TITP) and for suitablebusiness matching between Indianand Japanese stakeholders.

This seminar was led by Dr KPKrishnan, Secretary, MSDE and ShriAsheesh Sharma, Director General/Joint Secretary, MSDE. In thebackdrop of the seminar, a series ofmeetings and discussions wereundertaken between Secretary, JointSecretary and Japanese officials fromMinistry of Health Labour & Welfare(MHLW), Ministry of Justice (MoJ),Ministry of Foreign Affairs of Japan(MoFA) and Organizations ofTechnical Intern Training (OTIT).

The mutual cooperation in skilldevelopment between the twocountries were discussed. Text ofMemorandum of Cooperation (MoC)on TITP which is proposed to besigned between the two governmentswas also discussed and agreed uponby the two sides. This MoC is inaccordance with the Japan’s TechnicalIntern Training Act (TITA) of 2016.

MoU WITH GOVERNMENT OFBELARUS ON VOCATIONALEDUCATION AND TRAINING

Theme: Cooperation in Area of SkillDevelopment and VocationalTraining

The Ministry of Skill Development and Entrepreneurship, Government of

India signed an MoU with theGovernment of Belarus forcooperation in the area of skilldevelopment and vocationaltraining. This MoU would pave theway for systematic transfer ofBelarus’ expertise and know-howin skilling the manpower speciallyin manufacturing sector.

Some of the specifics decided are as follows:

• Comprehensive transfer of know-how of emerging technologies,training and evaluationmethodologies, contentdevelopment for regular/distance learning/ e-learning/training of master trainers,competency building of theassessors in area of theircompetency, network buildingand industry linkage.

• Some of the sectors identified forthe skill development andvocational training areconstruction, electric-powerproduction and distribution,manufacturing industry, trade,auto service and householdgoods repair and maintenance,transport, communication,hotels and restaurants as well asother fields being in highdemand in India.

• Retraining, up-skilling, internshipfor vocational education andtraining managers, teachers andtrainers of India.

• Advisory services in order toenhance planning, managementand delivery of vocationaleducation and training, and skilldevelopment.

INAUGURAL OF REGIONAL VOCATIONAL TRAINING INSTITUTE (RVTI) IN HYDERABAD

15 September 2017, HyderabadTheme: Inaugural of Skill Development Institute for Women

Under MSDE’s upcoming plans toopen RVTIs in the country, the firstvocational training institute wasinaugurated in Telangana to boostskill development opportunitiesamongst women. Vice PresidentShri M. Venkaiah Naidu laid thefoundation stone for the institute.Also present were Minister ofPetroleum and Natural Gas andMinister for Skill Development &Entrepreneurship ShriDharmendra Pradhan, DeputyChief Minister, Govt. of TelanganaShri Mohammad Mahmood Ali,Minister of Home, Labour &Employment, Telangana Shri NainiNarsimha Reddy and FormerMinister of State for Labour andEmployment and Member ofParliament Shri BandaruDattatreya.

An amount of INR 19,95,90,000/-for construction of building forRVTI-Hyderabad has beenapproved by the competentauthority. This RVTI is expected tocater to the vocational trainingneeds of 480 women annually inregular courses under CraftsmenTraining Scheme (CTS) and CraftInstructor’s Training Scheme(CITS) and around same number ofcandidates would be trained under

various short-term courses in skillareas having a high marketdemand. The courses identified tobe run in this institute are FashionDesign & Technology,Architectural Assistantship,

Cosmetology, Front OfficeAssistant, Secretarial Practice(English), Food and BeveragesService Assistant.

Skill training exclusively forwomen is being provided throughthe network of 11 CentralGovernment Institutions and 1,408State Women ITIs and WomenWings in General ITIs across the

country. Besides this, 30% of theseats in general ITIs in most of theStates are also reserved forWomen. Apart from Hyderabad,MSDE plans to establish six newRVTIs in Punjab, HimachalPradesh, Tripura, Patna, Goa andTamil Nadu.

INDO-GERMAN PROGRAMMEFOR VOCATIONAL EDUCATIONAND TRAINING (IGVET)COMPLETES ONE YEAR

18 September 2017, New DelhiTheme: Celebration event ofIndo-German for VocationalEducation and Training

Ministry of Skill Development andEntrepreneurship (MSDE) and aGerman development agency theDeutsche Gesellschaft furInternationale Zusammenarbeit(GIZ) celebrated the successfulcompletion of one year of Indo-German Programme forVocational Education and Training(IGVET), which aims to supportcollaboration between the publicand private sectors for cooperativevocational training models.

The project is being implementedin three selected clusters namelythe Maharashtra AutomobileCluster, the Bangalore ElectronicsCluster and the Bhiwadi EnergyEfficient Building Cluster. IGVETalso plays an important role inhelping MSDE expand its existingtraining programs to otherindustrial clusters. Theimplementation agreement wassigned last year in August 2016 andis funded by German governmentat the tune of EUR 3,000,000 (INR22 Crores).

Indian and German Team celebrating the successful completion of one year of Indo-German Programme for Vocational Education and Training (IGVET)

Some of the pertinent issueshighlighted in the meeting were:

• Steady rise in the number ofMoUs from 16 in 2016 to 26 thisyear and 38 more in the pipeline.

• State Government (through ITIPrincipals), the private sector andan industry cluster associationmade presentations sharing theirexperiences with DTS.

• IGVET Cluster Advisor,Aurangabad shared theinnovative approach adopted inAurangabad to bring a change inthe perception of both the publicand the private sector in asustainable way.

• IGVET brought together relevantstakeholders helping strengthenthe engagement of private sectorin VET.

• Working with industryassociations multiplies the reachof ITIs to private sectorcompanies and also increasesownership of private sector inVET systems.

Some suggestions put forth by theparticipants in order to improveDST were:

• Relook at the syllabi to ensuretheory to be kept in 1st year andpractical training to be impartedin 2nd year.

• DST requires publicity and thrustbuilding through RDATs.

• The methodology of evaluatingpractical training should beconducted by the industrydepending upon the trade.

• Marks corresponding to thetraining in industry shouldpreferably be uploaded in theportal by corresponding industry.

• ITI principals should have at least2-3 days orientation session forthe DTS trainees before sendingthem to the associated industryto tackle the teething issues.

• IGVET state cluster advisorsshould also put one officer tocoordinate and promote DTS andreplicate at other locations in thefuture.

With the support of Germandevelopment cooperation and theGIZ, IGVET was able to achieve thefollowing tangible results in a shortperiod of time:

• In Bhiwadi, the UWDMAassociation and the MSDE aredeveloping their own courseconcepts and curricula.

• Several agreements have beensigned in Aurangabad betweencompanies and training institutesfor the joint training of weldersand mechanical engineers.

• A training forum has been set up inBangalore, in which governmentbodies, business associations andtraining institutes jointly discusstopics of vocational training andmake decisions.

The celebration event was followedby a symposium which wasattended by MSDE, GIZ and UnitedNations officials.

REFLECTIONS ON DUALTRAINING SCHEME18 September 2017, New DelhiTheme: Workshop on DualTraining Scheme (DTS)

A half day workshop on DualTraining Scheme (DTS) under Indo-German Programme on VocationalEducation and Training (IGVET) wasconducted in New Delhi. Theworkshop was conducted to take astock of things after a year as itassessed the success of the schemein terms of its implementation,challenges, qualitative andquantitative improvement.

It witnessed a participation of therepresentatives from:• State Governments of Rajasthan,

Orissa, Chhattisgarh, New Delhi,Gujarat, Karnataka andMaharashtra

• Private sector• Industry associations from

Bhiwadi, Rajasthan and Bengaluru• Principals and trainers from ITIs

implementing DTS• NGOs• MSDE and IGVET team

ALL INDIA TRADE TEST (AITT)

An All India Trade Test (AITT)under Craftsmen Training Schemewas conducted from 18 July 2017to 10 August 2017 and AITT forCentre of Excellence (CoE) wasconducted from 21- 31 August2017. Approximately 35lakh trainees appeared in theseexaminations.

AITT are semester examinationsconducted to test the skill andknowledge of ITI trainees atnational level for the engineeringand non-engineering trades underCraftsmen Training Scheme ofNCVT pertaining to the vocationaltraining landscape in the country.

An All India Trade Test (AITT)under Craftsman InstructorTraining Scheme (CITS) wasconducted from 7-15 September2017 and approximately 6,000appeared for the examination.

The training of Craft Instructors is conducted under the aegis of National Council of Vocational Training (NCVT) by DGT, MSDE. It is a basic requirement for recruitment of Instructors in NCVT affiliated ITIs. The entry qualification for this training is NTC/ Diploma/ Degree qualification in the concerned trade.

“I began with my journey as the firstperson in Maruti Suzuki to rise fromtechnician (L03) level to Manager(L13) level. I have inspired otherfellow technicians to work hard andrise. I was part of the team thatmanufactured the first ever Maruticar in India in the year 1983. Thecompany provided overseas trainingto me in 1988 for six months to honemy technical skills in SMC, Japan. Ibecame a supervisor in first batch ofMaruti in 1993. As a supervisor, I wasassigned responsibility of 50individuals under me. Again in 2008, Iwas promoted to the AssistantManager level in the first ever batch. Ihandled the shop floor as a ShiftIncharge leading a team of 750 men.Prior to this, as a Line Incharge, Ihandled the team of 150 individuals.For four continuous years in a row Iwas given the award for best kaizen(improvement) by Senior and Topmanagement. For the new modelintroduction Wagon–R launched in2009, I was sent to Japan HQ of SMCas an Area Incharge. I was promotedas Deputy Manager in 2013 in the firstbatch.
