WSJ is asking if there has been any change in security or posture at the Federa l Reserve in DC since th eOccupy Wa ll Street protests, and for that matter, the Federal Reserve bu ilding in NYC. Anectdotally. hesays he knows that the ca r barriers have been raised up (the kind t hat come up out of the street onhydraulics), but given the Federa l Reserves proximity t o the State Department , it cou ld be unrelated tothe OWS protests,Can you guys please check in wit h FPS?Thanks,Ch ris Ortman '1'1 . : . They have a permit to stay at Freedom Plaza acrossthe street, but people are not allowed to sleep in the RRB or on the sidewa lk out front (though the building isopen 24 hours, and 50 they can go inside if they go through security and can stay as long as they remainpeaceful) . If people attempt to set up camp to sleep in the building, FPS will ask them to leave and if theyrefuse, they wilt be arrested (by either FPS or DC Police Department, whoever responds first) .Be low is a draft statement to have at the ready, if that happens.

to physically occupy Manhattan's Wall Street on Sept. 17 In protest of various U.S. government policies .San Francisco police arrested more than 40 protesters last month during a rowdy demonstration organized byAnonymous that disrupted the evening commute. The group called for the demonstration after the Bay AreaRapid Transit system shut off it cell service in San Francisco statiol1s to quell a planned protest over policeshooting on a subway platform."Anonymous' activities increased th roughout 2011 with a number of high-profile attacks targeting bolh public andprivate sector entities," one of the buitet,ns issued last month said. Some members of the group have also calted for shutting down Facebook in November over privacy issues, although other Anonymous followers are disavowing such an attack - underscoring just how loosely organized thegroup is and how problematic it is to police."Anonymous insist they have no centralized operational leadership, which has been a significant hurdle forgovernment and law enforcement entities attempting to curb their actions," an Aug. 1 Homeland Security bulletlnnoted. "With that being said , we assess with high confidence that Anonymous and associated groups Will continueto exploit vulnerable publicly available Web servers, websites, computer networks, and other digital mformationmediums for the foreseeable future."Followers posting to Twitter and chatting in Internet Relay Channels insist there are no defined leaders ofAnonymous and that it's more of a philosophy than a formal club, though a small group of members do the mostorganizing on line."Anonymous is not a group, it does not have leaders, people can do ANYTHING under the flag of their country ,uwrole one of the more vocal members who asked not to be identified."Anything can be a threat to Nat!onal Security , really," the member said in an email interview. "Any hacker groupcan be_The member said thai the group as a whole wasn't a national security threat, but conceded some individualsacting as Anonynous may be considered dangerous.OHS' latest bulletin, issued Sept. 3, warned the group has been using social media networks to urge followersworking in the financial industry to sabotage their employers' computer systems. The OHS warning comes on the heels of several Anonymous-led protests of the Bay Area's transit agency thatled to FBI raids of 35 homes and dozens of arrests , as wei! as to the Indictment of 14 followers in JUly on felonycomputer hacking charges in connection with a coordinated "denial of service attack" against Paypal's websitelast year.Security officials said the "OOoS" attaCkS occur when a website is overwhelmed by malicious messages carriedout by thousands of fonowers , usually With eaSily downloadable software."Anonymous has shown through recently reported incIdents that it has members who have relatively moreadvanced technical capabilities who can also marshal large numbers of willing, but less teChnical, participants forODoS activities." the August DHS bulletin said ,Anonymous orchestrated the crashing of Paypal late last year after the online financial service suspendedWikileaks' account after the website published confidential diplomatic cables and other sensitive U.S. governmentinteIHgence. The group also targeted Visa , Mastercard and others for the same reason and has carried outseveral other hacks during the year. Last month, for example, the group claimed responsibility for hacking awebsite belonging to the Bay Area Rapid Transit agency and releasing personal information of 2,000 passengers."Anonymous is incredibly active," said Josh ShaUl, chief technology officer of Application Security, Inc., a NewYork-based provider of database security software. It's rare to have a hacking group willing to work outside of theshadows. These guys are quite brazen ."Anonymous emerged in 2003 from an Internet chat channel where members or9anized random Web incidents fortheir own amusement. By 2008, the prankster nature of Anonymous morphed into "hacktivism," where memberssabotaged websites and leaked confidential in formation for political purposes,Investigators suspect a splinter Anonymous group known as LulzSec was responsible for a June 15 denial ofservice attack on the CIA's public website. This summer, Anonymous claimed credit for hacking into a Booz Allen Hamilton website and leaking emailaddresses of 90,000 U,S, mBitary personnel and hacking a Monsanto Co . website and releasing personal data of2,500 employees.Until July, law enforcement Officials around the world had arrested just a handful of suspected hackers thought tobe affiliated with Anonymous. But on July 19, the FBI fanned out across the United States and raided more than35 homes. seizing dozens of computers and arrested 16 on charges that they participated in the Pay pal attack .tn response, Anonymous said it hacked a website on Sept 1 belonging to police chiefs in Texas. The groupposted personal information such as emails about internal investigations before the site was shut down_FBI investigators in court filings said that the raids and arrests were made from a list of 1,000 computer users thatPaypal cyber-security workers identified as Ihe most active attackers. The fourteen appearing in San Jose federalcourt have pleaded not guilty and were released on bail after promising not to access Twitter, Facebook and othersocial media sites The DHS defines script klddies as: "Unskilled individuals who use scripts or programs

DHS is not actively coordinating with local law enforcement agencies and/or city governments concerningthe evictions ofOccupy encampments writ large.

FPS has only been involved ;n one instance in removing protestors, in Portland, OR . FPS was assisting thePortland Polke Bureau at the federally-owned Terry Schrunk Plaza where FPS arrested several people.

Occupy Wall Street Crackdowns: Was TheFederal Government Involved? In the wake of raids on Occupy Wall Street encampments i n muJtiple cities, some, ~ A l t ~ N e t .have wondered whether federal law enforcement spent time and resources coord inati ng withlocal authorities to crackdown on the protests. On Tuesday, The Examiner published_a story quoting an anonymous Justice Department officialwho sa id local po lice agencies "had received tac tical and planning advice from nat ionalagencies" including the FBI rutd Homeland Security. That assertion was denied by the FB I in an official response sent to The Huffington Post.

"Recent published blogs and news stories have reported the FBI has coord inated with localpolice departments on strategy and tactics to be employed in addressing Occupy Wall Streetprotestors," the response said. "These repo rts are false. At no time has the FBI engaged wi thlocal police in this capacity."The Examiner's source, who still reportedly stands by his story insists that the FBI adv ised locallaw enforcement on press relations. including "one presentation suggesting that any moves toevict protesters be coordinated for a time when the press was the least likely to be present."The Department of Homeland Security (OJ-IS) did not respond to request for comment fromHuffPost by deadline. But on backgrOlUld , department officials did tell The Exam iner that thedepartment played a "limi ted" ro le in breaking up the encampments.Homeland Security's involvement included making several arrests at a federally owned plaza inPortland.Nevertheless, DH S officials told The Exam iner the department is "not acti vely coordinating withlocal governments or police agencies on the 'Occupy' evictions," a statement that "leaves a lot o froom fo r advice. both tactical and otherwise," according to journal ist Ri ck Elli s.In New York City, NYPD spokesperson Paul Browne told HuffPost that hi s department did notwork. with any federal authorities before or after the raid on Z.uccotti Park."NYPD enforcement aclion re: OWS was accomplished with no involvement by federalauthorities (no coordination with them either)," Browne said in an emai l.Occupy protester Max Berger, who is a member of the OWS direct act ion working group, saidhe's not sure the feds are being honest about their involvemenl in the raids. Berger told HuffPosthe was arrested during the Zuccotti raid and held for 24 hours before being le t go without anycharges.

"1 would be surprised if there was not some federa l level of planning involved, in spite of whatthey say," Berger said. "They don't "vant that story out there. We're coordinating nationally . sowhy wouldn't they?"Two civi l rights groups seem to share Berger's skepticism . The Partnership for Civil Just ice Fundand the National Lawyers Gu ild Mass Defense Comm ittee .MyJ]led a Freedom of lnformatioJ!request for any conununications between federal law enforcement agencies and local policerelated to the protests, according to The Examiner report. On Tuesday, ihe A s s Q ( j a t e d Press reported, that mayors and police chiefs in cit ies around thecountry strategized with each other about how to deal with the Occupy protests. From the AP:

As conccms over safety and sanitation grew at the encampments over the last month, officialsfrom nearly 40 cities turned to each other on conference calls, sharing what worked and whathasn't as they grappled with the leaderless movement.

Be rger said he believed all of the erfort spent arresting and charging protestors wou ld gave beenbetter spent investigating and prosecuting those responsible for the economic crisis -- a commoncomplaint in the Occupy Wall Street movement.+lit speaks to how this country works right now that we saw such a giant investment in resourcesand huge amount of concern directed at the occupation while Wa ll Street gets off scot-free,"Berger said. "If they spent half the time worrying about how to go after those criminals as theydid going after us, we wouldn't even need to be out there."

That assertion was denied by the FBI in an official response sent to The Huffington Post."Recent published blogs and news stories have reported the FBI has coord inated with localpolice departments on strategy and tactics to be employed in addressing Occupy Wall Streetprotestors," the response said . "These reports are false. At no time has the FBI engaged withLocal police in this capacity."The Examiner's source, who still reportedly Slands by his story insists that the FBI advised locallaw enforcement on press relations, induding "one presentation suggesting that any moves toevict protesters be coordinated for a time when the press was the least likely to be present."The Department of Homeland Security (DHS) did not respond to request for comment fromHufWost by deadline. But on background, department officials did teJI The Examiner that thedepartment played a "limited" ro le in breaking up the encampments.Homeland Security's involvement included making several arrests at a federally owned plaza inPortland.

Nevertheless, DHS offic ials told The Exam iner the department is "not actively coordinating withlocal governments or po lice agencies on the 'Occupy' evictions," a statement that "leaves a lot ofroom fo r advice, both tactical and otherwise," accord ing to journalist Rick Elli s.fn New York Ci ty, NYPD spokesperson Paul Browne told Hu ffPoS l that his department did notwork with any federal authorities before or after the raid on Zuccotti Park."NYPD enforcement action re: OWS wa s accomp lished with no in volvement by federalauth orities (no coordination with them either)," Browne sa id in an ema il.Occupy protester Max Berger, who is a member of the OWS direct action working group, saidhe's not sure the feds are being honest about thei r in vo lvement in the raids. Berger told HuffPosthe was arrested during the Zucconi ra id and held for 24 hours before be ing let go without anycharges."I wou ld be surprised if there was not some federal level of planning involved. in spite ofwhattJley say," Berger said . "They don't want that story out there. We're coordinatin g nationa lly, sowhy wouldn't they?"Two civil rights groups seem to share Berger's skepticism. The Partnership for Civil Justice Fundand the Na tional Lawyers Guild Mass Defense Committee have filed a Freedom of Informationreq uest for any commlmications between federal law enforcement agencies and local police.re lated to the protests, according to The Examiner report. On Tuesday, the Associated Press reported tbat mayors and police chiefs in cities arolmd thecoun try strategized with eacb other about how to deal with the Occupy protests. From theAP:

As concerns over safety and sanitation grew at the encampments over the last month, officialsfrom nearty 40 cities turned to each other on conference ca lls, sharing wbat worked and whathasn't as they grappled with the leaderless movement.,

Berger said he believed all of (he effort spent arresting and charging protestors would gave beenbetter spent investigating and prosecuting those responsible for the economic crisis -- a commoncomplaint in the Occupy Wall Street movement."It speaks to how this country works right now that we saw such a giant investment in resourcesand huge anlOun! of concern directed at the occupation whiJe Wall Street gets off scot- free/ 'Berger said. We cannot speak for any individual fusion center or otherdepartmental component, but we issued no product to our customers and held no conf cal l withour field lOs on the subject. An lP contractor apparently posted an uncleared Tripwire product to thewebsite , but it was pulled down. A recipient of that product then had it posted to the DSACwebs ite ~ which 1 1/ forward separately ~ and DUS Scalici had it pulled down.
