1 INTRODUCTION

1.1 Overview

The St. James’s Gate Brewery (SJGB) is based in Dublin at National Grid Reference E310488, N233869. It covers an area circa 24 hectares.

The Brewery was granted an Integrated Pollution Control (IPC) licence on the 4th July 2000. This licence was converted to an Integrated Pollution Prevention and Control (IPPC) Licence on 9th November 2005 through the addition of Amendment A to the licence. In June 2012, the Brewery was granted a new licence, P0302-02, to accommodate the installation of a third roasting plant at the site. In August 2012, the Agency issued Technical Amendment A to the licence.

In August 2012, Diageo submitted an application for a review of licence P0301-02 to accommodate the construction of the new Brewhouse and the associated development works. The revised licence (P0301-03) was granted in April 2013. In December 2013, the Agency amended the licence to bring it into conformity with the requirements of the Industrial Emissions Directive. Following this amendment, the licence is now referred to as an Industrial Emissions Licence.

Condition 11.8 of the licence requires the Brewery to prepare an Annual Environmental Report (AER) for submission to the Agency. This AER details the environmental performance at the site for the period January to December 2013.

1.2 Description of Activity

1.2.1 St. James’s Gate Brewery

The Brewery is engaged in brewing for the domestic and global market. The St. James’s Gate site underwent a number of capacity changes in recent years as outlined below:

• A capacity expansion programme during 2005 following the closure of the Guinness Park Royal Brewery in London in mid-2005.

• In July 2010, kegging of all stout ales and lagers in the Island of Ireland Diageo portfolio was transferred from the St. Francis Abbey Brewery, Kilkenny, and the Great Northern Brewery, Dundalk, to the St. James’s Gate Brewery. The logistics operations were also reorganised to cater for the increase in activity.

• Planning Permission for the new Brewhouse on the Lower Level was granted in April 2012, following which construction commenced and commissioning activities commenced in the third quarter of 2013.

Beer is produced using traditional brewing materials: malt, barley, roast barley, hops, water and yeast. In the Brewhouse, the raw materials are milled into coarse flour (grist), keeping the husk material as intact as possible. The milled grist is then mixed with hot water in a process known as mashing, in which the starches in the malt are converted into fermentable sugars. The porridge-like

mash is transferred to a kieve and the sweet wort is filtered off to a third vessel, the kettle. In the kettle, hop extract is added and the wort is boiled. After boiling in the kettle the wort is decanted and pumped, with cooling en route, to the Fermentation Plant.

The Fermentation Plant receives chilled wort directly from the Brewhouse. Yeast is added to carry out the primary fermentation, converting the sugars in the wort into alcohol and carbon dioxide, which is a by-product of the fermentation process. Afterwards, the beer stout is filtered and the green beer is matured in Maturation Vessels, clarified and blended to Bright Beer Tanks for subsequent packaging in the Keg Plant or bulk dispatch from the Tank Station.

In the Keg Plant, beer from Bright Beer Tanks is pasteurised before racking into five sizes of kegs (60, 50, 30, 20 and 15 litres) for distribution to the domestic and export markets or is dispatched in bulk via tankers to packaging sites in Ireland and the UK.

Production takes place 24 hours per day, 365 days per year.

1.2.2 Beverage Blending Agents Plant

The Plant consists of a Brewhouse, evaporation / concentration unit, a storage tank farm and a packaging facility. It is designed to produce a concentrate, which is exported to over 50 countries worldwide. The concentrate is produced using malt, roast barley, yeast, hops and water and is exported in unitanks, flexitanks and road tankers via Dublin port.

1.3 Management Structures

The legal entity for St. James’s Gate Brewery is Diageo Ireland, which is part of Diageo International Supply Centre, which in turn is a subsidiary of Diageo plc. The Brewery has a structured management approach to the operation of the business in terms of product quality, environment, process control, safety and analytical capability. Management systems for quality, environment, energy, safety and food safety are audited on an on-going basis through internal audits and external third-party audits.

Registration to specific management systems has been achieved as follows:

• ISO 9001 Quality Management

• ISO 14001 Environmental Management

• OHSAS 18001 OH&S Occupational Health and Safety Management

• FSSC 22000 Food Safety Management (including ISO 22000)

• ISO 50001 Energy Management Standard

1.4 Environmental Policy

The St. James’s Gate Brewery will manage its operations, products and services in a way which supports environmental sustainability and local biodiversity. It will operate in an environmentally responsible way to protect and enhance our people, brands and the communities in which we work and live. It will strive to become a truly sustainable organisation, by reducing our carbon footprint and contribute zero harm to the environment in line with our corporate strategy.

2 SUMMARY INFORMATION

2.1 Emissions from the Installation

Unless otherwise stated, summary information is provided for the period from January 2013 to December 2013 inclusive. The information is presented as annualised mass emission figures, derived from the average measured mass emission value multiplied by the duration of the emission.

2.1.1 Emissions to Sewer

The following sub-sections present the Brewery’s self monitoring data for emissions to sewer. Historically, there were three licensed emission points to sewer from the St James’s Gate site, at SE-1, SE-2 and SE-3. However, since 2001, a number of changes have taken place at the Brewery that has resulted in changes to the nature and quantity of effluent discharged from the site.

In late 2005, the process emission from SE-2 was diverted to the Effluent Neutralisation Plant, ultimately discharging via SE-1, and therefore since 2006, only surface water run-off has been discharged via this emission point. The discharge of process emissions from SE-3 was also discontinued in late 2005 and only surface water run-off has been discharged from this point since then. As a result of these two changes, Diageo only operates one process emission point from the site, at SE1. The discharges of stormwater via SE-2 and SE-3 are monitored in accordance with the requirements of the revised licence.

2.1.1.1 Overview

The licensed emission point to sewer for process effluent from the site is SE-1. The discharge from SE-1 is screened and then pH-adjusted in the on-site Effluent Neutralisation Plant before being discharged to the Dublin City Council sewer for final treatment in the Ringsend Wastewater Treatment Plant. SE-2 and SE-3 only discharge storm water run-off to the DCC combined sewer.

Historically, the Brewery has implemented an aggressive water reduction programme at the site. The successful reductions in water consumption on site resulted in a change in the concentration profile of the effluent. Diageo applied for a technical amendment of the emission limit values in licence P0301-02 and this was approved by the Agency in August 2012; the current licence (P0301-03) sets the same amended limits for emissions to sewer.

Samples from all process emission points are collected on a 24-hour flow-proportional composite basis and are monitored for the parameters set out in Table 1.

Table 2 summarises the discharge from the main emission point to sewer, SE-1, during 2013; the annual loads of BOD, COD, suspended solids, sulphates, fats, oils & grease, and detergents were all below the limits set out in the licence.

2.1.2 Emissions to Water

Prior to granting of the current licence in April 2013, there was a single licensed emission point to water from the site, SW-1, together with the two former sewer emission points (SE-2 and SE-3) which now only convey stormwater. Up to March 2007, emission point SW-1 discharged cooling water which originated from an underground well at the site. However, in March 2007, the discharge of cooling water ceased and only surface water from north east corner of the Lower Level is discharged via an interceptor at SW-1.

The development of the Lower Level to accommodate the new Brewhouse introduced a second licensed emission point to water, designated as SW-2. Discharges of surface water from this new emission point had not commenced in 2013.

Discharges of storm water from the four licensed emission points (SW-1, SW-2, SE-2 and SE-3) are monitored in accordance with Schedule C.2.3 of the licence, which requires daily visual inspection and pH monitoring, weekly monitoring for conductivity, and quarterly monitoring of COD and suspended solids. In October 2013 the Brewery submitted its proposal for the establishment of trigger values for stormwater discharges, and the proposal was accepted by the Agency.

The results from the storm water monitoring programme are summarised in Table 4.

2.1.3 Emissions to Atmosphere

2.1.3.1 Overview

The following subsections summarise the emissions to atmosphere from the licensed emission points:

• the Combined Heat & Power Plant (A1-3, A1-4, A1-5, A1-6 & A1-7),

• the afterburners at the Roasthouse (A2-1, A2-2 & A2-6),

• the cooling stacks at the Roasthouse (A2-7, A2-8 & A2-9),

• the grain intake area on the Upper Level (A2-3, A2-4 & A2-5), and

• the Raw Material Handling building on the Lower Level (A2-10, A2-11, A2-12, A2-13, A2-14, A2-15 & A2-16).

2.1.3.2 Combined Heat & Power Plant

There are three main emission points associated with the CHP turbines (A1-3, A1-4 and A1-5), each of which is monitored for Nitrogen Oxides (as NO2) on a biannual basis. There is also a bypass stack on Turbine 1 (A1-6) and a stand-by boiler (A1-7), which are also monitored for Nitrogen Oxides on a biannual basis. Monitoring of the emissions from emission points A1-3, A1-4, A1-5, A1-6 and A1-7 was carried out in April and November 2013. Table 5 summarises the monitoring results.

2.1.3.3 Roasthouse

There are three licensed emission points from the afterburners at the roasthouse (A2-1, A2-2 and A2-6) each of which is monitored for Total Organics and Nitrogen Oxides. Monitoring at emission points A2-1 and A2-2 is carried out on an annual basis, while monitoring at the newest emission point (A2-6) is currently carried out on a quarterly basis. The monitoring results are summarised in Table 8.

There were no non-compliances in relation to emissions to atmosphere from A2-1, A2-2 or A2-6 during 2013.

The cooling stacks associated with each of the roasters (A2-7, A2-8 and A2-9, respectively) are monitored for Total Particulate Matter on an annual basis. The monitoring results are summarised in Table 9. There were no non-compliances in relation to emissions to atmosphere from A2-7 or A2-8 during 2013. However, the monitoring results for A2-9 show that the average measured concentration was above the licence limit. The volumetric flow rate from the cyclone via the cooling stack was measured at 9,688 m3/h (at reference conditions); this was well within the maximum permitted flow rate of 15,000 m3/h.

2.1.3.4 Grain Intake & Handling

There are three licensed emission points at the grain intake area on the Upper Level (A2-3, A2-4 & A2-5) and seven licensed emission points at the new Brewhouse on the Lower Level (A2-10, A2-11, A2-12, A2-13, A2-14, A2-15 & A2-16). The results of the annual monitoring are summarised in Table 10. There were no non-compliances during 2013.

In December 2013, Diageo submitted a request to the Agency for an amendment to the designation and categorisation of three emission points to atmosphere on the Raw Materials Handling system to reflect the actual operation of these points. Under the proposal, emission points A2-15 and A2-16 will be designated as minor emission points, with the designation A2-15 re-assigned to a new emission point.

2.1.4 Waste Management Record

Condition 11.9 of the licence requires the Brewery to maintain a waste register to record the following details:

(i) the tonnages and EWC Code for the waste materials sent off-site for disposal / recovery;

(ii) the names of the agent and carrier of the waste, and their waste collection permit details, if required (to include issuing authority and vehicle registration number);

(iii) details of the ultimate disposal / recovery destination facility for the waste and its appropriateness to accept the consigned waste stream, to include its permit / licence details and issuing authority, if required;

(iv) written confirmation of the acceptance and disposal / recovery of any hazardous waste consignments sent off-site;

(v) details of all waste consigned abroad for Recovery and classified as 'Green' in accordance with the EU Shipment of Waste Regulations (Council Regulation EEC No. 1013/2006, as may be amended). The rationale for the classification must form part of the record;

(vi) details of any rejected consignments;

(vii) details of any approved waste mixing;

(viii) the results of any waste analyses required under Schedule C: Control & Monitoring, of this licence; and

(ix) the tonnage and EWC Code for the waste materials recovered/disposed on-site.

The hazardous and non-hazardous waste arisings for the site are divided into two tables. Table 16 shows waste from the Brewery excluding the wastes associated with the construction of the new Brewhouse, and Table 17 shows waste from the construction works.

There were no rejected consignments in 2013.

During 2012, Diageo notified the Agency that a number of the materials generated as part of the brewing / production process met the requirements of Article 27 of the European Communities (Waste Directives) Regulations 2011. As a result, Diageo submitted determinations of by-product status for the following materials:

• spent grain (pale or black) destined for use as animal feed;

• black spent grain destined for use as compost;

• grain dust destined for use as compost;

• surplus yeast destined for use as animal feed;

• discarded beer destined for use as animal feed or application on willow plantation as an organic fertiliser; and

• trub destined for use as animal feed or as compost.

Diageo demonstrated its commitment to its sustainability goals by including sustainability key performance indicators (KPIs) in the contract with John SISK & Son (Holding) Ltd (SISK) for the construction of Project Phoenix. These targets included the requirement to deliver Zero Waste to Landfill. Developing a brown field site entails significant environmental challenges and so Diageo and SISK collaborated to prepare a detailed Construction Environmental Management Plan (CEMP) for the project, which includes how the activities would be managed, monitored and the reports that would be required. As part of the CEMP, detailed waste management plans were developed to manage all waste streams. Project Phoenix is on currently on track to deliver Zero Waste to Landfill. Diageo is very proud of this unprecedented performance in a brownfield construction site of this size.

2.2 Monitoring and Enforcement

2.2.1 Agency Inspections & Audits

The Agency carried out a single site inspection on 25th April 2013. It found no non-compliances with the conditions of the licence, and identified three observations in its Site Inspection Report. The Brewery implemented the recommendations set out in the observations.

2.2.2 Agency Monitoring – Emissions to Atmosphere

The Agency’s emissions monitoring contractor visited the site in January 2013 and carried out emissions monitoring at emission points A2-2. The results are summarised in Table 13 and show that they complied with the relevant licence limits.

2.2.3 Agency Monitoring – Emissions to Sewer

The Agency visited the site in January, April and August 2013 and collected grab samples from emission point SE-1. The results of these grab samples are summarised in Table 14 and show that they complied with the relevant licence limits.

The Brewery has participated in the EPA laboratory inter-calibration scheme since September 2002. Results to date for the Brewery in the scheme indicate that the Brewery is analysing at the same level versus its peers in the scheme.

2.2.4 Third-Party Audits

Certification Europe carried out a surveillance audit of the Environmental Management System and the Energy Management System during 2013 and the Brewery maintained its certification to both ISO 14001 and ISO 50001.

2.3 Energy and Water Consumption

2.3.1 Energy Audit

As reported in the AER for 2012, an energy audit was carried out in 2012 in compliance with Conditions 7.1, 7.2 and 7.3 of the former licence (P0301-02). The full report is available for inspection at the site. The audit concluded that significant reductions in site energy and water consumption have been made since the previous energy review in 2011 was completed. The audit report also set out a number of potential energy and water efficiency opportunities for investigation.

Diageo added the initiatives to its opportunities register, which is managed as part of the Energy Management System, with a summary of the progress on the initiatives during 2013 provided in Table 15.

A comprehensive metering, sub-metering, data collection and reporting system is already in place. This existing infrastructure was upgraded during 2013 when the new Brewhouse and cold block were completed, thus greatly improving the visibility of where and when energy and water are consumed. The metering infrastructure will be completed in 2014.

2.3.2 Energy Consumption

Steam and electricity are generated in the Combined Heat and Power (CHP) Plant operated on site by GatePower. In addition, the Brewery imports electricity from the grid. Table 16 summarises the energy consumption at the site in 2013, while Table 17 summarises the energy inputs to and outputs from the CHP plant.

As noted in Section 2.3.1, an Energy Audit was completed in 2012 in accordance with the Agency’s Guidance Note and the findings of this audit were reported in the 2012 AER. In addition, as noted in Section 1.1, Diageo operates an Energy Management System certified to ISO 50001, which is used to manage energy consumption and the efficient use of energy across the site.

2.3.3 Water Consumption

Water (Town and Service) is supplied to the site by Dublin City Council. Towns (Potable) Water is used during the brewing process. Service Water is used in fire hoses and other ancillary activities. Specific water consumption at the site is summarised in Table 18.

Historically, cooling water has been drawn from an underground well on site but this was discontinued in March 2005. In 2013, Diageo invested in a water treatment plant at the St James’s Gate site. Diageo has also re-commissioned the Cooperage Well and will extract water for treatment and use at the site. Commissioning of this system commenced in 2013. In 2013, Diageo extracted 7,757 m3 of well water for the commissioning and testing of the water treatment plant.

In December 2013, URS Limited (URS) was engaged to complete a pumping step test of the Cooperage Well. A summary of the report is included in Section 4.3 of this AER. The full report was submitted to the Agency.

2.4 Environmental Incidents and Complaints

2.4.1 Environmental Incidents

Table 19 summarises the environmental incidents that occurred during 2013, setting out the cause and corrective action, and identifying the relevant authorities that were notified of the incident.

July a power outage at the site caused the roasting drum in roaster 3 to stop during a roasting cycle, as a result of which the temperature within the drum increased and the roast material ignited. Dublin Fire Brigade responded to the incident and extinguished the fire. The area was cleaned and the fire water was removed from the site. A detailed root cause analysis investigation was carried out and the actions arising from the investigation were closed out.

July, the fire alarm in the roasthouse was activated following an increase in temperature in the cooler and associated ducting. October a short duration under voltage occurred across the Dublin 8 area, affecting the Waste Water Treatment Plant. As a result of the power interruption, the effluent in the waste water tank was inadequately mixed and resulted in higher pH effluent being discharged than permitted in the licence. Following restoration of power, the treatment plant returned to normal operation.

• The BOD concentration of the process effluent at SE-1 exceeded the weekly mean limit for concentration for the week commencing 21

st October (4,947 mg/l versus 4,900 mg/l). A detailed root cause

analysis was initiated and the actions were closed out.

December a site wide power outage occurred for a period of c. 10 minutes, caused by a fault on the ESB grid. During the outage, effluent discharged from the site exceeded the licence limit for concentration of suspended solids. Following restoration of power to the site, the treatment plant returned to normal operation and the subsequent concentrations of suspended solids were within the licence limit.

• On the evening of 24th

December the pH result for SE-1 exceeded the licence limit (low pH) over a period of c. 2 hours. The cause of the low pH was attributed to a fault at the dosing station at the WWTP, which was subsequently corrected.

• At the end of December the brewery experienced higher suspended solids results at SE-1 attributable to a number of factors, including the introduction of the new season’s barley and a process malfunction. The Brewery investigated the causes and implemented the corrective actions to prevent recurrence of the higher suspended solids concentrations.

At Diageo’s request, an investigation was undertaken by Fingleton White (FW&Co) (the operator of the CHP plant) in conjunction with Diageo Operations in response to a high number of blackouts at the site in 2013. This study is additional to normal incident investigation completed at the time of each event and is part of a continuous improvement process, and included:

• A study of historical Gatepower blackout events;

• Blackout Failure Mode Analysis, including lessons learned at all FW&Co sites.

• Identification and assessment of improvements that have been implemented at more recently built FW&Co CHP plants that are not installed at the Diageo plant.

In summary, the following main points were identified from the study:

• All blackouts to date have been thoroughly investigated and mitigation measures have been put in place.

• In most cases the mitigation will eliminate the risk of blackout with the associated fault scenario that occurred.

• The installation of an improved design for voltage control at back-sync to mains, which has been installed on more recent plants and would have avoided two of the blackouts, is scheduled for the first week of April 2014.

• Upgraded G10 protection relays to further reduce vulnerability will be fitted within three months subject to reaching agreement with ESB Networks.

• Analysis of a recent ‘flameout’ identified a potential root cause as cracked combustion parts. These parts have been replaced and a more frequent inspection routine has been implemented.

• One of the part suppliers has been requested to develop a proposal for triplicate speed sensors so that a single sensor failure will not cause a turbine shutdown.

A copy of the full report is available at the site.

Additionally, while the identified root causes of the fire incidents in the Roasthouse in July and August were not related to one another, Diageo completed a review of the two incidents with a focus on installing additional resilience at the roasthouse. A number of improvements were installed to prevent similar incidents occurring and also to provide additional firefighting resilience. During the review process, an action tracker was collated and this is available on file at the site.

2.4.2 Environmental Complaints

In 2013, there were ten incidents at the Brewery that gave rise to complaints. Table 20 summarises the complaints received, the identified cause and the corrective actions taken.

The source of the noise was investigated and identified as the auger on the dust skip.

The auger was stopped once the source had been identified and was examined the following morning by a maintenance operator. The screw was realigned. All skips are tested by the supplier before they enter service or are returned to the site.

8 March A neighbour on Watling Street registered a complaint regarding vehicle noise at the tanker station.

The area was inspected by the Shift Manager and vehicle activities were stopped pending an investigation. The cause was attributed to the operation of the shunt trucks.

All shunt truck operators were provided with additional instructions on the operation of the trucks in the context of the site’s noise limits. Diageo is investigation technical measures to reduce the truck noise to complement the operational measures.

22 March A neighbour on the Upper Level registered a complaint regarding noise from the Spent Grains Yard that had occurred the previous night.

The source was identified as noise from one of the dust skips, which had been stopped earlier that morning.

The skip supplier was informed of the significance of the noise and the complaint and the maintenance procedures for the skips was reviewed in detail. Diageo also instructed all personnel at the site to report any noisy activities and additional site walkabouts/inspections have been implemented.

The previous night’s operations were reviewed in detail and the CHP plant and utilities areas were found to be operating normally, while the tanker station had not been in operation. The site was inspected the following evening and no humming was detected.

Diageo contacted the neighbour, who confirmed that the noise had stopped and that other neighbours had not heard the humming the previous night.

As a precautionary measure, Diageo instructed all Project Supervisors to conduct and walkabout to ensure no equipment is left running.

5 July A neighbour registered a complaint regarding a humming noise from the roasthouse area. The neighbour subsequently contacted the site on 19

th July

regarding the same noise.

The area was inspected and no noise was detectable. The roashouse was not in operation from 5

th to 15

th July and the noise

prevention procedures were reviewed in detail. The area was inspected following resumption of roasting activities and no unusual noise was detected. A further inspection following the contact on 19

th July identified cleaning

equipment which had been left running in the roasthouse.

The cleaning equipment was turned off and the site’s cleaning personnel were instructed to ensure that the noise prevention procedures were followed and that equipment is turned off when not in use and the area closely monitored by the roasthouse operators.

9 July A neighbour registered a complaint regarding noise from the Lower Level of the site.

The likely source of the noise was identified as vehicle activities at the tanker station.

The loading activities at the station were revised, additional instructions were provided to shunter drivers, and the logistics department implemented procedures to avoid the ‘double handling’ of tankers. Diageo is continuing to pursue additional noise reduction measures in this area of the site.

23 July A neighbour registered a complaint regarding a screeching noise that occurred the previous day.

All activities on the Lower Level were reviewed and two potential sources were identified: an item of mobile plant on the New Brewhouse construction site, and a vent valve.

Both items were stopped and maintenance carried out on both. Site inspections / walkabouts were increased to monitor the noise levels.

7 August A neighbour registered a complaint regarding noise in the area of the roasthouse.

The area was inspected and the source identified as a vacuum system which was operating within the building.

The system was switched off and all activities in the area that could generate noise were reviewed. A series of corrective actions were implemented, including increased site walkabouts, the installation of an automatic switch on the vacuum system, additional toolbox talks with staff, an assessment of noise attenuation measures, and a review of the previous corrective measures relating to noise in the area.

The area was inspected but no sources of noise were identified.

A range of corrective measures have been implemented in the area, including soundproofing of the pneumatic pump, the installation of a muffler on the vacuum system exhaust, additional soundproofing on the building, as well as the other measures summarised above.

22 October The EPA informed the Brewery that it received a complaint regarding noise from the Brewery on James’s St. The EPA informed the Brewery that the neighbour had again contacted it about the noise on 19 December.

The Brewery requested details of the complaint from the EPA and subsequently contacted the complainant to assist in identifying the source of the noise. The source was attributed to the spent grains silo.

The area was inspected, potential noise sources were identified and a corrective action plan was communicated to the neighbour.

A detailed noise survey was conducted to isolate the potential noise source and the options to reduce the noise levels are being assessed by Diageo. The EPA and the neighbour are being advised of progress on closing out this complaint.

2.5 European Pollutant Release and Transfer Register (E-PRTR)

The European Pollutant Release and Transfer Register for the Brewery is attached in Annex A to this report. An electronic copy of the E-PRTR was uploaded to the Agency’s website prior to submission of this Annual Environmental Report.

3 SCHEDULE OF ENVIRONMENTAL OBJECTIVES AND TARGETS

3.1 Environmental & Energy Management Plan

St. James’s Gate Brewery is certified to the International Standard for Environmental Management Systems (ISO 14001) and for Energy Management System ISO 50001. The Environmental & Energy Management Plan is a combined plan covering both Environmental and Energy targets. It defines a set of objectives and targets for the company to work towards. Of its nature, it is liable to alteration in the light of changing circumstances and the company’s future plans. It is also subject to revision from time to time and proposals, plans, targets and goals may vary accordingly. Therefore, progress on a particular objective or target is subject to change. Progress on the objectives and targets achieved during the previous year is reported in the Annual Environmental Report.

In addition to the EEMP, a Register of Opportunities (or Ideas Log) is maintained for potential Energy Usage, Resources, Water and Effluent reduction initiatives as part of the Management Systems.

The EMP is prepared in accordance with the requirements of ISO 14001, ISO 50001 and with the Conditions of the site’s licence. It has also been developed taking into account the guidance set out in the Agency’s Guidance Note for Annual Environmental Reports, the Register of Environmental Aspects and Impacts, the Register of Energy Aspects and Impacts, and in particular the significant impacts identified in these Registers.

The recommendations of the competent hydrogeologist as outlined in the Interim Report will be implemented in 2013. The impact of the corrective actions will be evaluated and presented to the Agency.

Diageo engaged URS as a competent hydrogeologist for the site in 2013. URS completed an assessment of groundwater at the site and has continued to assess the condition of the MW8 wells.

Additionally Diageo completed an investigation of the FBP drains in the vicinity of MW8.

1.2 In accordance with the EPA Guidance on the Authorisation of Discharges to Groundwater, review the hydrogeological data to demonstrate compliance with the European Communities Environmental Objectives (Groundwater) Regulations 2010.

Include the report on the review with recommendations in the next AER.

Diageo engaged URS to complete this assessment to comply with Condition 6.14.2 of the licence. A summary of this report is outlined in the hydrogeological section of this AER (refer to Section 4.4).

1.3 To protect soil, surface waters and groundwater from contamination from materials stored on the site.

Complete the accelerated testing of infrastructure on site.

Diageo invested in an accelerated testing programme for all bunds and all bund integrity testing is up to date. Diageo is continuing with an accelerated testing programme for process drains and underground tanks.

1.4 To improve the identification of the foul sewer system from the surface water drainage system.

Continue to implement the Manhole ID programme and align this with the New Brewery layout design.

This programme is ongoing. The major redevelopment of the site included the installation of new drainage works on the Lower Level. The Manhole ID programme will be completed following completion of the construction works.

1.5 Provide a surface water drainage system (including attenuation tank) in accordance with Drawing No. ARUBHS-0 100-XXX-GAP (Revision C1) ‘Brewhouse and Environs Surface Water Drainage System’, submitted to the Agency in October 2012.

The surface water segregation system will be implemented in 2013 - 2014 as agreed with the Agency.

The surface water segregation project, as outlined in the IPPC licence application and to DCC in June 2013, is currently being installed at the site. This will be commissioned in March / April 2014, in accordance with the conditions of the IPPC Licence.

1.6 Install and maintain silt traps and oil separators at the installation in accordance with Condition 3.8(i) and (ii) of the licence.

A silt trap and interceptor will be installed at the new attenuation tank prior to discharge via SW-2.

Silt traps and interceptors were installed at both SW-1 and SW-2. The commissioning at SW-1 is currently ongoing and will be completed by 18

th of April 2014.

The surface water attenuation system for the new Brewhouse has been installed. This system has not been commissioned to date. It is intended to commission this system, including the SW-2 emission point, in Q2 2014.

1.7 In accordance with Condition 3.10.1 of the licence, Diageo will install and maintain a 800 m

3 fire-water retention tank at the WWNP

The fire water tank will be installed as part of Project Phoenix. The fire-water retention risk management programme will be updated and maintained in accordance with the Agency’s guidance.

The new 800 m3 fire water retention tank was installed

at the WWNP and was available for use by the 18th

of October 2013.

1.8 Continue to monitor any trends in groundwater monitoring results at MW13 to evaluate the integrity of the well.

Monitor the groundwater results. This is ongoing and URS is continuing to monitor the results on behalf of Diageo.

1.9 Update the site drawings to incorporate the new development and site layout, and as per the new, additional request by the Agency.

As agreed with the Agency in July 2012, Diageo will prepare a bund map to include the new development by the end of the development works.

Diageo updated the drainage maps in response to a request from DCC in 2012. Further to an additional request from the Agency in Feb 2013 for additional details on drawings, which had not previously been requested, Diageo will engage consultants to further update the drawings. In order to include the new development, these updated drawings will be available at the end of the development works.

The development works at the site are ongoing. Site drawings have been updated for operating areas that have been handed over to the Operations Teams. Diageo will review the drawings again following the completion of the construction works.

An awareness day was held in the canteen for all employees, contractors and visitors to highlight the importance of waste management.

3.2 To continue auditing waste contractors who remove waste material from the site.

Continue with the ongoing programme for the auditing of waste contractors.

Diageo developed an effluent management strategy for the site and submitted this to DCC. Diageo further commenced discussions with DCC regarding its effluent limits, as per the requirements of the IPPC licence.

4.2 To implement the conditions of the revised IPPC licence.

Implement robust internal management controls and a reporting system for the conditions relating to effluent in the revised IPPC licence.

Diageo has implemented the new licence within its internal management system, which is certified to ISO 14001 by Certification Europe.

4.3 Prepare a plan for the separation of surface waters from foul waters on-site.

Submit the plan to DCC, including details of:

• Proposed volumes of surface water to be separated over a range of rainfall intensities;

• Points of discharge of surface waters to the River Liffey;

• Proposed reductions in trade effluent volumes; and

• Timeframe estimated for completion of these works.

Diageo submitted a plan to DCC for the separation of surface waters from foul waters prior to the 18

th of July

2013. This plan included all of the information required under the licence. This information was further submitted to the Agency.

Following the commissioning of the new Brewhouse and the BBA Plant, and the mothballing of the existing processing plants, Diageo will assess the concentration and loadings of the effluent discharged to SE-1 and prepare a submission to the Agency and DCC for a technical amendment of these limits.

Diageo commenced discussions with DCC regarding its effluent limits in December 2013, as per the requirements of the IPPC licence.

4.6 Establish suitable trigger levels for pH, conductivity and COD in storm water discharges at emission points SW-1, SW-2, SE-2 and SE-3.

The trigger limits will be set in accordance with the EPA Guidance on the setting of trigger values for storm water discharges to off-site surface waters at EPA IPPC and Waste licensed facilities.

Diageo has already delivered substantial reductions in effluent discharges from the site. Diageo will continue to implement a committed programme to reduce effluent. The site is currently undergoing significant changes with the new Brewhouse development and the transition of volume from SFAB and GNB, which includes brewing new products at SJG. Following the commissioning and optimisation of the new Brewhouse, Diageo will complete an assessment of effluent levels from the new operations and develop a register of opportunities to further reduce effluent.

4 LICENCE-SPECIFIC REPORTS

This section summarises the results from the Licence Specific Reports completed during 2013.

4.1 Noise

4.1.1 Noise Assessment

During January and February 2013, a detailed noise survey of the lower level was carried out to assess the offsite noise levels at the nearest noise sensitive locations to the Lower Level of the site. The assessment was carried out in the context of the new noise limits set out in the EPA’s guidance on noise monitoring and which came into effect in the Brewery’s latest licence (P0301-03) granted in April 2013, namely:

• Daytime: 55 dB LAr,T, 30 minutes

• Evening time: 50 dB LAr,T, 30 minutes1

• Night-time: 45dB LAeq,T 30 minutes

As part of the assessment, the noise levels at the key items of plant and equipment and the main noise sources on the Lower Level were measured and the results were used to model the noise levels detectable at the offsite noise sensitive locations. The assessment also identified a variety of mitigation measures to reduce the level of noise, attributable to the site, detectable at offsite noise sensitive locations.

The assessment concluded that the operational plant items contribute to noise levels above the night-time limit at the nearest noise sensitive location to the east of the site, but that the noise levels may be reduced to achieve the licence limits by incorporating the mitigation measures identified in the assessment. The Brewery is reviewing the mitigation measures and is incorporating the practicable measures into its Noise Management Plan and Environmental Management Plan (refer to Sections 4.1.3 and 3.2.2, respectively).

4.1.2 Noise Survey

The annual noise survey was carried out in October 2013. At the time of the survey, construction works on the new Brewhouse on the Lower Level were in progress; the noise associated with these construction works were subject to the conditions of the Planning Permission for the development, rather than the noise limits set out in the site’s licence.

The results of the survey were assessed against the limits set out in the latest licence for the site (P0301-03), namely:

• Daytime: 55 dB LAeq, 30 minutes1

• Night-time: 45dB LAeq, 30 minutes

Monitoring was undertaken at seven noise sensitive locations: four on the Upper Level and three on the Lower Level. The results are summarised in Table 21. Due to the location of the site, noise at the noise sensitive locations is dominated by traffic and other offsite noise.

Note: The monitoring results presented in Table 21 are those measured at the noise sensitive locations, not the noise levels attributable to the Brewery. Compliance with the site’s noise limits was assessed in the noise monitoring report, summarised below.

The noise survey concluded that for the measurements during the daytime (and evening time) the dominant noise source at the majority of the noise sensitive locations was that of passing traffic and commuter / residential (local) noise. For measurement periods during the night time, the dominant noise source at the majority of the noise sensitive locations was that of passing traffic, although as with previous surveys there were minor exceedances of the noise limit at the locations on Watling Street, Echlin Street and Bond Street (commercial vehicles are in operation continuously during night time periods in these areas).

Tonal noise was noted at a frequency of 12.5 kHz at the Marrowbone Lane / School Street and Taylors Lane locations. This tonal noise was not clearly audible at each measurement location and therefore the source of the tonal noise was not identifiable. On completion of further measurements in December 2013 following maintenance works at the evaporator cooling tower no tonal noise was detected at these locations.

4.1.3 Noise Management Programme

4.1.3.1 Detailed Noise Survey

In June 2012, a Noise Management Programme was developed for the lower level of the site in order to identify and assess the operational noise emissions from the activities, and to identify the measures to reduce the impact of the noise from this area of the site on the offsite receptors, in

particular the offsite Noise Sensitive Locations. The NMP was prepared in the context of the Agency’s guidance note for noise. A total of six activities / sources were identified as the main contributors to the noise level from the site:

• CHP Plant

• Cooling Plant

• Keg Plant

• The CO2 Plant

• The nitrogen Plant

• The truck and tanker station.

In 2013, Diageo engaged AWN Consulting (AWN) to prepare an assessment of the main plant items contributing to environmental noise levels at the boundary. The report Lower Site Plant Noise Assessment St James Gate includes the identification of the dominant contributors to noise levels external to the site and the options for mitigation to reduce noise levels to meet the relevant day, evening and night-time criteria. The findings from this study are under evaluation by Diageo as part of the further development of its Noise Management Programme and noise reduction initiatives, including specific goals and a time scale for complying with Condition 6.15.2 of the licence (P0301-03).

4.1.3.2 Design of the New Brewery

Considerable effort was taken to ensure that the layout and design of the new Brewery minimises noise emissions. Best Available Techniques (BAT) have been selected for the development. As part of the Construction Environmental Management Plan (CEMP), all construction work adhered to the conditions of the planning permission, granted by DCC for the Brewery development. Mitigation measures were implemented to minimise the noise impact from construction noise.

4.1.3.3 Noise Reduction Programme

In 2013, a number of noise reduction initiatives were completed at St James’s Gate site as part of the ongoing noise reduction programme, including the following:

• the insulation of external doors in the Roasthouse building;

• noise attenuation at the air compressor inside the Vat house (in the vicinity of the Roasthouse);

• the installation of a muffler on the vacuum system exhaust at the Roasthouse;

• automation of cleaning equipment at the Roasthouse to prevent equipment running idly;

• noise attenuation at the pump at GFE2;

• overhaul and installation of new parts on the cooling tower at GFE1; and

• noise attenuation for the gearbox on the grist elevators and plans at Brewhouse 3.

A number of noise reduction initiatives have been proposed for 2014. These initiatives are outlined in the Environmental Management Programme (EMP).

4.2 Testing and Inspection of Underground Tanks and Pipeline

4.2.1 Overview

In accordance with Condition 6.11 of the licence, all bunds, interceptors, pipelines are inspected weekly and records are available for inspection on site. Similarly, in accordance with Condition 6.12, inspections flanges and valves on over ground pipelines used to transport materials other than water for signs of leaks are completed weekly. The findings from the inspections are recorded, including any actions to be taken. In accordance with Condition 6.10, integrity testing is completed on all tanks and bunds every three years.

All records of the testing and inspection programme are maintained at the site.

4.2.2 Bunds

The current bund integrity testing regime commenced in 2011. As outlined to the Agency in July 2012, an accelerated programme of bund testing was implemented in 2012/ 2013 to ensure that all bunds had been tested. A detailed register of all bunds is maintained and the records are available for inspection. There are currently 263 active bunds at the site, with sixty-four fixed bunds and 199 mobile bunds.

The majority of bunds that underwent integrity testing were successful, with the test records maintained in the bund register. New bunds that were constructed or installed at the site during 2013 were either delivered with test certificates or were subject to integrity testing prior to entering service. A summary of the bund testing programme is provided in Table 22.

4.2.3 Underground Tanks

There are five underground storage tanks at the site, each for water storage. There are also three active level-controlled balancing tanks for effluent at the site. These structures are included in the integrity testing programme. Of the three effluent balancing tanks, one is undergoing an upgrade as part of Project Phoenix.

4.2.4 Pipe work inspections:

Visual pipe work and drain inspections are carried out on a weekly basis. This inspection programme has expanded on the previous year to include new process pipe work installed as part of the construction of the new Brewhouse and associated developments. All findings are noted on ‘walk drawings’, with notifications raised on the SAP maintenance system for action. Table 25 provides a summary of the inspections during 2013. The single outstanding item relates to a minor leak on a product strainer, which is scheduled for repair in April 2014.

4.2.5 Interceptor Inspections and Work

Inspections of the interceptors across the site are completed on a weekly basis. During 2013 a number of changes have taken place, including the installation of three new interceptors associated with the construction of the new Brewhouse and associated development works, and the removal of one interceptor from service. In addition to the weekly inspections, the interceptors underwent thorough cleaning in 2013, which included skimming of the interceptors in August 2013 and deep cleaning in January 2014. Table 26 provides a summary of the interceptors at the site.

4.2.6 Drains

Diageo has continued to investigate the integrity of drains at the St James’s Gate site. As outlined in the 2014 EMP, Diageo commenced an accelerated programme for testing of process drains. In 2013, Diageo focused primarily on the drainage networks on the Lower Level. In 2013, significant redevelopment of the Lower Level was completed during the construction of the new Brewhouse. Diageo upgraded the drainage network in the developed areas of the site and installed new stainless steel drains for process effluent, in line with best practice. All new drainage networks constructed were integrity tested and certified.

Diageo also continued the drain investigation in the Fermentation Department in 2013. Any defects identified are included in the drains repair programme; the programme of drain repairs was completed in the North West section of the building. As outlined in Section 1.2 of the 2014 EMP, Diageo will complete the accelerated testing of process drains and the drain repair programme will continue during 2014.

Furthermore, as outlined in the 2014 EMP, Diageo will incorporate the updated site drainage drawings into the Environmental Management System as a controlled document. As agreed with the Agency during the site inspection in April 2013, the requirement for satisfactory segregation of clean and dirty areas and drawings thereof, is not applicable to the St James’s Gate Site. Additionally, as agreed with the Agency, the site drainage drawings will be further updated on completion of the construction of the BBA Plant and following any decommissioning of drains as part of the site development.

4.3 Groundwater

4.3.1 Overview

In accordance with Condition 10.3.3 of the original licence (P0301-01), a hydrogeological investigation was carried out at the site in three phases between 2002 and 2008. Following completion of Phase 2 of the investigation, the hydrogeologist recommended that a programme of Monitored Natural Attenuation be implemented at the site in combination with an ongoing monitoring programme.

The monitoring programme commenced in Phase 3 of the investigation, and the results over a two year period were analysed. The analysis indicated that the groundwater quality at the site was improving with regard to general suite parameters, heavy metals (except chromium), diesel range organics, mineral oil and PAH (except naphthalene), although the results of consecutive monitoring rounds show both increases and decreases in the concentrations of individual parameters.

The groundwater monitoring programme has continued since completion of the hydrogeological investigation and in accordance with the requirements of the current licence (P0301-03). During 2013, two rounds of monitoring were carried out across the nine groundwater monitoring wells: one round in April 2013 (refer to Section 4.3.3) and one round in October 2013 (refer to Section 4.3.4). A summary of the results is provided in Appendix B, showing the comparison against the relevant groundwater quality indicators (the EPA’s Interim Guideline Values or the Groundwater Threshold Values), where appropriate.

Analysis of groundwater data indicates that there are no sustained elevated concentrations of organic contaminants. Elevated concentrations of some major ions (potassium, sodium, magnesium, sulphate and chloride) are considered to be related to the site’s location adjacent to the River Liffey Estuary Upper with mixing of groundwater and surface water occurring, resulting in higher concentrations of some major ions. Other major ion and metal concentrations are considered to be largely related to the geology beneath the site.

The full groundwater monitoring reports are available for inspection by the Agency.

4.3.2 Conceptual Site Model

As part of the groundwater monitoring programme and the hydrogeological review and assessment, a Conceptual Site Model was developed for the site. As summarised in Section 4.4, there is a clear distinction between the Upper and Lower Levels of the site with regard to geology and groundwater flow. There are two distinct groundwater bodies within the Upper Level: shallow groundwater within low permeability boulder clay, potentially with localised zones of perched groundwater in made ground; and deeper groundwater in limestone bedrock. Groundwater in limestone appears to be confined (the piezometric groundwater surface is above the top of limestone).

Across the Lower Level, the gravel and limestone appear to form a single hydrogeologic unit and the water table is within the gravel horizon, such that groundwater is hydraulically unconfined. The hydraulic gradient across the site appears to be quite flat.

Groundwater flow across both Levels is northwards and groundwater is expected to discharge to the River Liffey, with a component of flow north-westward towards the point where the River Cammock joins the River Liffey.

4.3.3 January to June 2013

The first round of groundwater monitoring for 2013 was carried out in April 2013.

The groundwater monitoring report noted that concentrations of metals in groundwater were compared to the EPA IGV and the majority of parameters were below the IGV. However, as would be expected in such an urban and historically industrial area, there were some elevated concentrations of certain parameters.

There were no elevated readings of cadmium, chromium, copper and mercury which shows an improvement on the last monitoring round. The elevated arsenic results were broadly similar to the previous monitoring rounds, while there was a single elevated reading for calcium, which represents a significant reduction from the previous round (elevated levels of calcium are expected in this region owing to the limestone bedrock geochemistry). There was a single elevated reading for lead (at MW12), which also shows a significant improvement on previous results.

There were elevated readings for manganese in all wells with the exception of MW3 and MW8a. The patterns were similar to those from the January – June 2012 monitoring round. Nickel concentrations were broadly consistent with the previous monitoring round. Potassium and sodium concentrations were broadly similar to the previous monitoring round and zinc concentrations were all below the IGV except for a single location (MW13), representing continued improvement on the previous two monitoring rounds.

Elevated sulphate levels were detected in four wells across the site, three on the northern part of the site (close to the River Liffey). Elevated levels of sulphate can be naturally occurring in groundwater where sulphate bearing minerals are present. Chloride concentrations were broadly consistent with the previous monitoring round with elevated concentrations detected in all wells across the site except for MW14a; elevated levels of chloride are anticipated in the vicinity of the River Liffey as this part of the river is influenced by the tide (brackish water).

Nitrate monitoring commenced in the second half of 2012 and, in general, concentrations of nitrate have improved across the site. Nitrite monitoring also commenced in the second half of 2012, with the latest results indicating a significant improvement on the previous monitoring round. Ammoniacal nitrogen concentrations were very similar to the results reported in the previous round. The total alkalinity (as CaCO3) concentrations were elevated across the site but are expected due to the high carbonate content in Dublin limestones.

Elevated results for EPH were detected at MW8a, as was recorded in the previous round. During monitoring an oily sheen was observed at some locations, with the concentration in mineral oil highest in MW5a, MW8a and MW14a. A small number of hydrocarbons were detected at slightly elevated concentrations in a selection of monitoring wells. Elevated VOCs were detected at a number of locations, with one of the compounds often observed in groundwater on industrial sites as a result of previous widespread use as a degreaser, and the second compound commonly found in groundwater in industrial locations due to its use in plastics.

4.3.4 July to December 2013

The concentrations of major ions were all within the concentration ranges from previous monitoring rounds. Elevated concentrations of major ions were detected in well MW3 (potassium, sodium and chloride), but are not considered representative as the sample is from perched groundwater in made ground. Elevated concentrations of major ions at MW6a and, to a lesser extent, MW6, MW13 and MW21, are considered to reflect mixing between groundwater and more brackish surface water

conditions in the River Liffey estuary. Elevated concentrations of ammoniacal-nitrogen and molybdate-reactive phosphorous were detected in the groundwater wells across the site.

The majority of metals were either below detection limits or were detected at low concentrations. Results were also all within previously-reported concentration ranges. The arsenic concentration exceeded its GTV at several wells, with elevated zinc concentrations also detected at MW13. Aluminium was included in the October 2013 monitoring round as an additional parameter and showed lower concentrations that from a previous round (April 2012).

The majority of PAHs were below detection limits and any positive detections were at trace concentrations. The majority of detections were in groundwater from wells MW8a and MW13. No PAH detections exceeded the relevant guideline thresholds.

No hydrocarbons or VOCs were detected in any of the groundwater samples in October 2013.

A risk based assessment was completed for relevant hazardous substances for monitoring in groundwater, as required in Schedule C.6 of IPPC Licence P0301-03. This assessment was completed with regard to the Agency’s Classification of Hazardous and Non-Hazardous Substances in Groundwater.

4.3.5 Summary of Works at MW8

Diageo submitted the report Interim Report on Contamination encountered in MW8 at St James’s Gate Dublin (31st January 2013), prepared by Ove Arup & Partners Ireland, to the Agency in the first quarter of 2013. As set out in the report, and based upon a risk assessment approach, Arup concluded that the contamination in the vicinity of MW8 is localised. The report set out a number of recommendations for the identification of the source of contamination and, as outlined in the EMP, Diageo has progressed these actions.

Extensive civil works were completed in recent years at the site to eliminate potential sources of effluent. In 2012, the flume immediately east of the MW8 wells was decommissioned and a new lining was installed in the main process drain through the flume, successfully eliminating this as a source of groundwater contamination. In 2013 Diageo also completed a major project to reline drains in the northwest side of the Fermentation Building. Diageo installed additional monitoring wells in 2012 to provide valuable data for evaluating the impact of corrective actions and as input data for the risk assessment.

In 2013, Diageo completed a significant drain investigation programme in the south of the Fermentation Plant in line with the recommended actions. Defects identified by this programme are currently part of a drain remediation programme, which is continuing in 2014. Furthermore, in September 2013, Diageo engaged URS to complete a desk top review of all historical information in relation to MW8 and the corrective actions completed to date.

In the second groundwater monitoring round in 2013 (completed in October 2013), the pH at MW8a was 9.9, which is the lowest pH reading to date for this well. Furthermore, the pH of groundwater from wells MW8b and MW8c is within the normal range (pH values of 7.4 and 7.3, respectively). While the pH results show improvement, other contaminants are still present at these wells. As outlined in the EMP, Diageo is progressing the recommended actions for MW8 and will continue to implement the ongoing monitoring programme and its methodical programme of investigations to identify and eliminate further possible sources of contamination.

4.4 Cooperage Well Abstraction

In March 2013, Diageo submitted a report to the Agency on the Impact Assessment on Controlled Waters to satisfy Condition 6.14.3 of IPPC licence P0301-02. The report assesses the potential impact on controlled waters (surface water and groundwater) of abstracting from the Cooperage Well. The report recommended a number of actions that Diageo could take to verify the findings of the assessment, including a long term pumping test under controlled conditions once the water treatment plant is operational. The report was approved by the Agency.

In December 2013, Diageo commissioned URS to undertake a pumping test on the Cooperage Well as set out in the recommendations from the report. The pumping test was completed in January / February 2014. The findings from the test concluded that a pumping rate of 100 m3/h would be sustainable in the longer term, with this abstraction rate accounting for c. 2% of the low flow for the River Liffey. The impact of the abstraction on the flow of the River Liffey is assessed to be low and the impact of the abstraction on the water quality of the River Liffey is considered to be negligible. The River Cammock, close to the site, is lined and therefore potential impacts of abstraction on flows and quality are considered to be negligible. Similarly, there was no intrusion of saline estuarine water into the gravel aquifer.

The risk of adverse impact on Water Framework Directive status or other groundwater abstractors is considered to be low. URS also noted that it would be possible to pump at a higher rate from the Cooperage Well than the 100 m3/h tested by the pumping test, given the permeability of the gravels. Historical data indicates that abstraction rates of 200 to 250 m3/h were sustained for periods of several months at times.

The full report on the abstraction test was submitted to the Agency in early 2014.

4.5 Hydrogeological Review and Assessment

In accordance with Condition 6.14.2 of the licence, the Brewery undertook a hydrogeological review and assessment:

The licensee shall, in line with the criteria set out in the Guidance on the Authorisation of Discharges to Groundwater, published by the Environmental Protection Agency, review the hydrogeological data for the installation or where relevant, arrange for an assessment of the installation, by an appropriately qualified consultant/professional, to demonstrate compliance with the European Communities Environmental Objectives (Groundwater) Regulations 2010, S.I. No. 9 of 2010. A report on the review, or assessment report with recommendations, shall be included in the next Annual Environmental Report (AER). Further to the hydrogeological review or assessment, any actions (including the setting of groundwater compliance values, if appropriate) required to demonstrate compliance with the European Communities Environmental Objectives (Groundwater) Regulations 20 10, shall be implemented before 22nd December 2015.

The report on the review and assessment summarised the hydrogeological conditions at the site, noting that groundwater in the Upper Level is present within low permeability boulder clay, or perched within made ground, while groundwater in the Lower Level is present in the gravel with good hydraulic continuity between the gravel and limestone bedrock. Groundwater flow across both part of the site (the Upper and Lower Levels) is northwards and groundwater is expected to discharge to the River Liffey. In the north-western corner of the site groundwater elevations suggest that there may be localised groundwater flow toward the Cammock River before it discharges to the River Liffey. The site is underlain by a limestone aquifer which is part of the Dublin Urban Groundwater Body. This aquifer has a good quantitative groundwater status is good, but a poor

qualitative groundwater status for certain parameters (in particular ammoniacal nitrogen and nickel).

The review and assessment also noted that there are no sustained elevated concentrations of organic contaminants in the groundwater. The groundwater in vicinity of the FBP Plant displayed some anomalous water levels and elevated readings for certain parameters (including pH, electrical conductivity, temperature, sodium, ammoniacal nitrogen, alkalinity, and some metals). Investigations into these results are ongoing and the Brewery continues to update the Agency.

The full report on the review and assessment has been submitted to the Agency via the Alder portal.

4.6 Efficiency of Use of Raw Materials

The efficiency of the use of raw materials in processes and the reduction in process waste was assessed as a part of the energy efficiency audit (refer to Section 2.3.1). The quantity of input raw materials and the quantities of production wastes are recorded and tracked against relevant metrics and targets. In addition, the quantity of by-products of production (notified to the Agency in 2012) is also recorded and tracked.

4.7 Minimisation of Water Demand

Water consumption reduction initiatives at the site are driven as part of the ISO 50001 Energy Management System. The Brewery has an aggressive water reduction programme that has demonstrated significant success over recent years and has led to a significant reduction in specific water consumption. Diageo reduced its water consumption by 304 million litres of water in a 12 month period. Reductions in water consumption also result in a reduction the process effluent, which is fundamental to the site’s effluent reduction plan.

In 2013, Diageo received external recognition for its environmental performance and in particular the water saving initiatives. The St James’s Gate Brewery won two Green Awards in April 2013 and was runner-up in the IBEC Environmental Awards in November 2013.

Further opportunities for reductions in water consumption are captured on the Register of Opportunities and are implemented on a systematic basis. Diageo is also continuing to engage with Dublin City Council in relation to reductions in the volume of trade effluent discharged from the site.

4.8 Decommissioning Management Plan Review

The latest revision to the Decommissioning Management Plan was submitted to the Agency in March 2013 and was subsequently approved. The Plan is reviewed on an annual basis and updates to the plan or the associated closure costs are advised to the Agency accordingly. Diageo will also review the Plan following the closure and cessation of activities in any parts of the site following transfer of certain activities to the new Brewhouse on the Lower Level. The Plan will also be

reviewed and updated to take into account the operation of the new Brewhouse on the Lower Level, with any updates to the Plan advised to the Agency accordingly.

4.9 Environmental Liability Risk Assessment

The latest revision to the Environmental Liability Risk Assessment (ELRA) for the site was submitted to the Agency in March 2013. The Agency approved the technical elements of the ELRA in March 2013, following which Diageo submitted its proposal for Financial Provisions in May 2013. The Agency requested additional information on Diageo’s proposal in September 2013 and Diageo provided the clarifications in October 2013. Diageo and the Agency met in March 2014 to progress agreement on the Financial Provisions. The ELRA is revised on an annual basis and updated to the assessment are advised to the Agency accordingly.
