Despite this major breakthrough, it is clear that immigration reform faces an uphill battle in the House of Representatives, where the dynamics are much different than in the Senate. This article assesses the prospects for immigration reform in the House, explores provisions of the Senate bill, the implications of the Supreme Court's recent ruling on the Defense of Marriage Act for US immigration policy, and more. Feature Diasporas and Development in Post-Communist Eurasia The region encompassing Central and Eastern Europe as well as the former Soviet Union is the source of a sizeable share of international migrants today, yet many of these countries' development efforts do not benefit from strong diaspora ties. With the addition of several new countries in this region since the breakup of the Soviet Union, Yugoslavia, and Czechoslovakia in the early 1990s, the notions of nationality and belonging central to any diaspora engagement in home-country development have become particularly complex and delicate. This article provides an overview of migration and demographic changes in this region from the 1990s forward, and also examines government approaches and attitudes toward diasporas and development.

Policy Beat As Senate Debates Immigration Reform, CBO andNew Studies Examine Effects of Immigration onNation's Fiscal Health As the US Senate continues its debate over a bill tooverhaul the nation's immigration system, the fiscalimpacts associated with enactment of such legislation have emergedas a divisive issue. Following the release of an official congressionalcost estimate on Tuesday, this article examines the crucial question of how immigrants' contributions to the tax base compare to the publicbenefits they would receive under S. 744, the Border Security,Economic Opportunity, and Immigration Modernization Act of 2013.

African leaders and opinion shapers recently have beenbrainstorming far-reaching changes to migration policieson a regional basis. At a summit meeting in Dakar,Senegal in late June, participants from the AfricanDevelopment Bank, the Economic Community of West

African States (ECOWAS), and African governments discussed the idea of

pursuing a common migration policy across Africa to boost economicdevelopment, improve remittance transfers and migrant protections, andresolve dual citizenship issues.

The idea dates back to the early 2000s when a strategic framework for acoordinated policy for migration in Africa was presented to Africangovernments at a conference organized by the International MigrationPolicy Programme , an interagency body that organized several migrationcapacity-building and training seminars around the world in the late1990s and early 2000s, and the African Union. While a pan-Africanmigra tion policy remains theoretical, ECOWAS since 1979 has adoptedregulations on free movement within Western Africa to promoteeconomic development and political stability in the post-colonial era.

Migration dynamics in Africa are strikingly different from those in otherregions of the world. Although the media often focus on young African

men crossing clandestinely into Spain and Italy by boat in search of betteropportunity, internal migration — especially circulatory — is a commontrend. According to recent estimates, about 4 percent of internationalmigrants in Organization for Economic Cooperation and Development

(OECD) countries were from sub-Saharan Africa in 2010. Meanwhile,about 64 percent of migration flows in sub-Saharan Africa wereintraregional and economic-related. Within just West Africa, about 70percent of migrants were from other countries in the subregion, and inSouthern Africa and East Africa, 66 percent and 52 percent, respectively.This trend, however, was not the case in North Africa where 90 percent of migrants traveled outside the region.

A major obstacle to producing a common migration policy in Africa is thatchallenges often vary from country to country. South Africa and Côte

d'Ivoire, for example, grapple with xenophobia and ghettoization of theforeign born, while security is on the policy agenda in several WestAfrican countries, with an upcoming meeting scheduled in Nigeria todiscuss migration and terrorism in the region.

Migration policymaking is also currently a hot topic in the United States,with the Senate having voted last week to enact the most far-reachingreform to US immigration policy since 1965.
