    Disaster management is acomparatively new area of socialconcern and practice. However, it isvery relevant concern for development

    co-operation given that naturaldisasters have devastated anincreasing number of regions,destroyed investments and set backprogress in development. The world isbecoming increasingly vulnerable tonatural disasters. From earthquakes tofloods and famines, mankind is evenmore threatened by the forces ofnature.

    Nearly three million people worldwidemay have been killed in past 20 yearsdue to natural disasters such aslandslides, earthquakes, floods,snow

    avalanches, cyclones etc.Ninetypercent of the natural disasters andninety five percent of the total disasterrelated deaths worldwide occur in

    developing countries in which Indiahas the second largest share.Prevention is better than cure, isan old saying which is very apt in thecontext of disaster management and

    DefinitionA)Disaster is a sudden, calamitous event bringing great

    damage, loss, destruction and devastation to

    life and property. The damage caused by disaster isimmeasurable and varies with the geographical location,climate and the type of the earth surface/degree ofvulnerability. This influences the mental,socio-

    economic,political and cultural state of the affected area.Generally, disaster has the following effects in the

    concerned areas-

    1)It completely disrupts the normal day-to-day life.

    2)It negatively influences the emergency systems.3Normal needs and processes like food,shelter,health,etc

    are affected & deteriorate depending on the intensityand severity of the disaster.

    Social Effects of natural disasters

    Natural disaster affect people first &foremost. Even if a disaster does notkill anyone, emotional & physicaleffects of the population still harm

    people well after the actual disaster.Some survivors will likely sufferpermanent physical disabilities &

    psychological conditions, such aspost-traumatic stress syndrome.

    The Indian Sub continent is highly prone tonatural disasters. For sustainablereduction Government of India(GOI)with

    support from United Nations developmentProgram(UNDP)has started the DisasterRisk Management Program in 169 mostvulnerable districts in 17 states of India.

    The program essentially aims atstrengthening community local self-governments and district administrations,response, preparedness and mitigation

    The roles and services ofvoluntary organizations

    Voluntary organizations provide a myriad of essentialservices to disaster -affected individuals, families andcommunities throughout mitigation, preparedness,response and recovery-

    1.Advocacy-agencies may also act as advocates for

    change by representing the needs of the community tolocal and state government. 2.Bulk distribution-some agencies purchase and

    distribute basic commodities in bulk, these supplyusually cannot be purchased locally because stores andother merchandising outlets are closed due to the

    disaster. 3.Childcare-some agencies establish and professionally

    staff temporary childcare center's for victims ofdisaster.

    4.Community disaster education-some agencies are

    involved in community disaster education. ex-theydistribute pamphlets, give presentations, arrange

    5.Counselling-agencies provide individual and family

    counseling and support.

    6.Disaster Planning-some voluntary agencies workwith communities before disaster occur to helpthem take steps to minimize the effects of disaster.

    8.Emergency assistance-some agencies provideemergency assistance immediately following adisaster including food, clothing, shelter, first aid,medical care etc.

    12.Mitigation Planning-mitigation planning is arelatively new role for voluntary agencies.

    unaffiliated volunteers.
