Micro-Credential Proposal Form

A credit-bearing micro-credential is an academic program that may “stack into” a larger certificate or degree program. A non-credit bearing micro-credential is a program that recognizes achievement in co-curricular experiences or continuing/professional development opportunities. All proposed micro-credentials, to be recognized as “university-approved” programs, require the same campus-level departmental/decanal approval process as traditional degree programs. Student who earn a credit-bearing micro-credential will receive a notation on their transcript, in recognition of the achievement, and will also be awarded a digital badge upon completion. Non-credit programs result in a digital badge but no transcript notation.

Micro-credentials become effective when approved by the appropriate authority and upon notice by the appropriate vice provost for undergraduate or graduate education.

Micro-credentials must undergo regular assessment of student learning outcomes and assurance of academic rigor, similar to guidelines that guide regular university activities. A department must guarantee that all required courses for the micro-credential will be available within every two-year period so that students can complete their programs in a timely manner.

The Digital Badge Overview form is required for all proposals. Please submit one form for each badge.

Additionally, please submit any attachments that provide additional information about your program. Examples of attachments include syllabi of required courses, directions for major assignments and grading rubrics.

Request for Proposals (RFP)- Micro-credentials The Office of the Vice Provost for Educational Affairs is issuing an RFP for proposals for new micro-credential programs. Micro-credentials are small (0-12 credits), skills-based programs that result in digital credentials (digital badges). Micro-credentials and digital badges are new ways to recognize student achievement in credit and non-credit bearing learning experiences. A credit-bearing micro-credential is an academic program that “stacks into” a larger certificate or degree program and enables students to personalize their education by gaining skills that are relavant to their individual academic and professional goals. A non-credit micro-credential is a program that recognizes achievement in co-curricular experiences or continuing education/professional development opportunities. Non-credit micro-credentials provide recognition of learning that occurs outside of traditional coursework and offer opportunities for learners to gain additional skills and to differentiate themselves in an increasingly competitive workforce. Students who earn a credit-bearing micro-credential will receive a notation on their transcript, in recognition of the achievement, and will also be awarded a digital badge upon completion. Non-credit programs result in a digital badge (or a series of badges) but no transcript notation. A digital badge is a digital icon that represents successful completion of a learning experience. Badges are dynamic credentials in that they contain metadata, including information regarding the issuing institution, the date earned, the criteria required to earn the badge, and the associated evidence related to the awarded badge. Badge earners can display their badge in a variety of formats, including their ePortfolio, digital résumé, and social media sites. All proposed micro-credentials, to be recognized as “university approved”programs, require the same campus-level departmental/decanal approval process as traditional degree programs. Goals and Vision By offering micro-credentials and digital badges the university will:

• Create opportunities for more customized learning experiences. • Support student employability by aligning achievements with professional

competencies and industry standards. • Develop programs that are stackable (allowing learners to earn a series of

smaller credentials as they progress toward their final goal).

Our vision is to be a forerunner in rigorous and purposeful micro-credentials that are aligned with 21st century competencies, thereby raising the academic profile of our undergraduate, graduate and professional students.

Proposal process

1. Fill out the proposal form that includes your program description; academic/ support services; and financial resources.

2. Use the supplementary document entitled “Digital Badge Overview” to outline the criteria for each digital badge.

3. Obtain required signatures (from Chair/Director and Dean/Unit head). 4. Submit proposal to [email protected] to be reviewed by the Micro-Credential

Review Committee. The committee will provide feedback within 3 weeks. 5. Programs will subsequently be reviewed by the appropriate Undergraduate or

Graduate Associate Deans Council. 6. If approved, your proposal will be forwarded to either the Dean of

Undergraduate Education or the Dean of the Graduate School for signature and final approval.

7. Once approved by the committee, and signed off by either the Dean of Undergraduate Education or the Dean of the Graduate School, the micro-credential is fully vetted and ready to implement.

Summary of Timeline Proposals may be submitted on an ongoing basis. The Office of Micro-Credentials recommends the following timeline for proposal submissions, in order for the program to be fully developed and approved by the start of the subsequent semester.

• Submit no later than the 2nd week of February 2019- for Fall 2019 start • Submit no later than the 2nd week of September 2019- for Spring 2020 start
