PRINCIPLES OF DTTB IMPLEMENTATION

The government adopted a policy of free-to-air fixed DTTB based on the following principles:

– Assurance to get information for the public; – The rights of existing broadcasters in conducting business

activities remain secured, and – Efficient usage of the radio frequency spectrum.

POLICIES ON DTTB IMPLEMENTATIONBased on the principles, the Government took the following policies:

– Set the DVB-T2 standard for FTA fixed DTTB in Indonesia. – Set the regulation for MUX operator for FTA fixed DTTB. – Set period of simulcast beginning in 2012 – Make the selection for MUX operator

• Mux operator must conduct its DTTB infrastructure roll-out plan

• Mux operator must conduct principles of open access (lease the mux capacity to other non-affiliated broadcasters) and non-discriminatory (lease the mux capacity based on service level agreement)

– DVB-T2 Set top box has to support the early warning system (EWS) in accordance with prevailing regulations. 11
