Likewise, the majority of the civil engineering community has evolved to the point where the predominating design environment is computer aided design and drafting (CAD). It is the goal of the City to use GIS and CAD technologies to expedite the design and review processes within the administration, by developing standards and procedures for integration of digital engineering CAD drawings into the GIS environment maintaining the integrity and positional accuracy of the data. Digital Data submittals are required for both the Final Construction Plans and Hydraulic Network Analyses. Digital Utility Plan Submittal Summary Digital submittals shall conform to the following: 1. Include one comprehensive Utility plan in a *.dwg format in model space showing all project Utilities on one sheet. 2. Ensure that the Utility Plan is inserted into the correct location of the parcel data contained in Appendix Three (State Plan Coordinates). Note that no other plans in the set are required to be in State Plan Co-ordinates. 3. Water, Sewer and Storm Drain layers in the Auto Cad drawing shall be colored blue for water, green for sewer or orange for Storm and named correctly per Appendix Two. Each layer shall clearly indicate the pipe size and/or the type of appurtenance. 4. Include a Plan set layout (Key Map Overlay) of all Utility sheets in the encompassing project per Appendix Three, Figure 4. 5. Include an electronic version of the Hydraulic Network Analysis if required by the scope of the project. Note: The main purpose of this digital submittal project is that the Industry draws a pipeline or appurtenance once in the lifecycle of the project. The City intends to map all offsite and onsite facilities. Digital Plan Submittal Requirements Introduction: Digital Data Submission Standards The City of North Las Vegas has adopted geographical information system (GIS) technologies to store, manage and maintain geographic/spatially-related data. Likewise, the majority of the civil engineering community has evolved to the point where the predominating design environment is computer aided design and drafting (CAD). It is the goal of the City to use GIS and CAD technologies to expedite the design and review processes within the administration, by developing standards and procedures for integration of digital engineering CAD drawings into the GIS environment maintaining the integrity and positional accuracy of the data. Electronic Plan Requirements Beginning March 01, 2005, the Utilities Department has required a Compact Disk containing electronic drawing files when submitting construction plans on Mylars. These “Final Construction Plan” (Mylar) submittals shall include an electronic copy on Compact Disk (CD) or (DVD) of the plan set in AutoCAD format conforming to City standards. The copy shall include the plan as developed in model space, and all associated sheets in paper space as submitted on the final approved Mylar plan set. Plan View A Plan View of the affected construction area shall be submitted in one encompassing drawing file. It is understood that engineering design is completed in a drawing (digital file) that includes several plan and profile drawing sheets. When the digital file is submitted to the City in the same format as used for the design, it can not logically be imported into the GIS unless the standards for the coordinate system and layer naming convention are used. See Figure 03. Plan Set Layout A Plan Set layer shall show the individual plan of each geo-referenced individual plan sheet extents. See Figure 04 and Figure 05. Project Setup The drawing shall be submitted in State Plane coordinates with two points of geodetic control for spatial reference. All drawings must be geo referenced to the US State Plane coordinate system, NAD 83, East Zone 2701, US Survey Feet. All drawings must contain two reference survey markers (pins) tied to the existing “Clark County” horizontal and vertical datum. The control points shall be shown on the plans with associated Northing, Easting, and Elevation attributes. Hydraulic Network Analysis Digital files are also required for the Hydraulic Analyses performed for the Maximum Day, Peak Hour and Maximum Day plus Fire Flow conditions. The Hydraulic Analyses digital files together with the junction and pipe reports shall be complete with all elevations, lengths, diameter, material, roughness, hydraulic gradelines and all other data required to perform hydraulic analyses. Model Space The drawing must be drawn in at full scale (1:1). Any additional items that help define the model or add model data such as details, schedules or sections must also be drawn full scale in model space. Consistency in keeping related model elements in model space along with proper layer assignments will allow the use of x-refs and the ability to keep information dynamic and updated among disciplines. File Management All/Any XREFs within the drawing file MUST BE INSERTED/BOUND TO THE DRAWING FILE. Please send a separate file containing only the proposed utility information required. See CNLV Standards Drawing Note Tab for details.

For every individual printed sheet of the drawing, there must be an individual, archivable DWG file. DO NOT place multiple sheets within one .DWG file. All digital files are required to be supplied on CDROM or DVD Media only. Other media forms are NOT acceptable. Standard Sheet Sizes and Formats All sheet sizes are to be ARCH D Plot – 24” x 36” (preferred format). Standard Symbols/Blocks Standard Symbols shall be used to reduce drafting time, increase legibility and conserve space. Symbols must be consistent throughout the plan set in accordance with City of North Las Vegas standards as outline in the schedules. All blocks shown are standard AutoDesk blocks. (Provided by the City of North Las Vegas Utilities Department). All blocks and line types will require object data fields to be completed. Vectorized fill patterns are discouraged as they make files unnecessarily large. All consultants are responsible for keeping file sizes within manageable limits. General Construction Notes General notes may be shown on the plan to explain all attributes associated to facility material used for the project example:

1. All fire hydrant laterals are 6” PVC unless otherwise noted. 2. All pipe is PVC C900 3. All blow-off valves installed comply with U.D.A.C.S Standards plate No.4 unless otherwise

specified. Quantities Report required per project A quantities report is required for each project listing all quantities and number of individual facilities installed. This includes size and number of valves, blowoffs etc. General Requirements

a) All design drawings must be geo referenced to the US State Plane coordinate system, NAD 83, East Zone, US Survey Feet. All drawings must contain two reference survey markers (pins) tied to the City of North Las Vegas GPS monument network. b) All features depicted in the design drawings must be surveyed after construction. City of North Las Vegas will spot check all coordinates to ensure accuracy. Table 1 specifies the features that must be surveyed. Water system features must be surveyed at a horizontal accuracy of ≤ 0.3 ft and vertical accuracy of ≤ 0.5 ft. Sewer system features must be surveyed at a horizontal accuracy of ≤ 0.5 ft and a vertical accuracy of ≤ 0.1 ft. c) The following feature geometry types must be shot directly using the survey instrument and tied to the City of North Las Vegas monument network:

i) All point features (hydrants, valves, sewer manholes, etc.), ii) All line features at all endpoints, bends, and turns (pipes, etc.), iii) All polygon features at all corners and bends (project boundaries, lots, right-of-ways, etc.)

d) The following feature types are acceptable: Line, Polyline, Text, and Insert. Any other features such as Leaders, Blocks, etc. should not be present on the standard City of North Las Vegas CAD layers. e) City of North Las Vegas will provide a template (or seed) drawing files upon request. f) The project boundary must be labeled on the PROJECT_BOUNDARY_TEXT layer, and the label must be within the extent of the project boundary.

Layering:

a) Layer names for required layers must appear exactly as in Appendix Table 1. The base layers are provided in the CNLV Standards File(s). b) All required layers listed in the CAD layers must contain only the features that are described for that layer. For example, the B-BNDY-CNLV layer must only contain the boundary line and not such features as north arrows or parcels. c) All required layers must be present in the drawing except for features that do not pertain to a particular project. For example, some commercial projects or apartment complexes may not contain sewer taps as part of the construction and should not be included in the drawing. d) All layers must be clearly differentiated from each other.

i) Two layers having the names “C-WATR-PIPE-XXXX” and “C-WATR-PIPES-XXXX” should not exist in the same drawing. ii) C-SEWR-PIPE-XXXX and SEWER-PIPE should not exist in the same drawing. iii) C-SEWR-PIPE-0006 and C-SEWR-PIPE-0010 is preferred.

e) All text must appear on separate layers from the layers they annotate. For example, text describing a sewer line must be on the C-SEWR-ANNO layer, not the C-SEWR-PIPE-XXXX layer, or any other layer in the drawing. Map annotation templates are acceptable. f) Text leaders should be placed on the text layer, not the feature layer. For example, the leader for the diameter of a water pipe should be on the C-WATR-ANNO layer, not the C-WATR-PIPE-XXXX layer.

Drawing

a) All layers must conform to the proper geometry type (insert, line, polygon, text) as indicated in Table 1.

b) All Polygon type features must be completely closed. Lines may need to be duplicated on more than one layer.

i) Subdivision/project parcels must be to closed figures on their layer (not closed with the subdivision/project boundary). ii) Road edge-of-pavement and road right-of-way must be drawn as closed polygons. iii) Where a polygon feature extends beyond the edge of the plan, the property boundary (repeated on the polygon feature’s layer) will be used to close the polygon. iv) All edges on polygon features must be snapped together at the vertices. Gaps in polygon boundaries will not be accepted.

c) Sewer Features i) Sewer Lines and Sewer Taps need to be digitized with proper directionality: Lines must be drawn from the uphill node to the downhill node or flipped after the lines have been digitized. ii) All tangents between sewer manholes need to be drawn with a single line. Lines must not continue for more than one tangent. iii) All tangents must be snapped at endpoints intersecting at the exact center of the manhole. No gaps should exist between tangents. iv) Manholes need to be symbolized consistently with a circle centered exactly on the tangent endpoints.

v) Sewer tap locations must be snapped to the sewer tangent and accurately placed. Placement should be based on direct survey of the tap where it connects to the sewer tangent, or based on the televising report. CCWA will verify tap placement against the televising report. Televising reports may be obtained from the CCWA inspector.

d) Water Features i) Water lines must be digitized with all straight-line pipes consisting of only two end points. Straight-line pipes will begin and end at the following features (nodes): hydrants, valves, meters, pumps, tees, crosses, and valves. Polylines should be used wherever a water line contains elbows or bends (i.e., when the line does make a straight run from node to node). ii) Curves may be digitized with enough vertices to capture the curve geometry, but they must be single, continuous lines. Curves or arcs may also be used to designate curved pipe. iii) Hydrants must be shown in their true, surveyed location, and must be connected to the water main via a valved fire hydrant line. iv) All water lines must be continuous, with pipe endpoints snapped to each other at endpoints (nodes). v) End-of-line caps must be drawn to differentiate end-of-lines from lines that extend beyond the extent of the drawing. Caps should be drawn for lines that are to be permanently capped when the project is complete, not for lines that are temporarily capped pending inspection.

Symbolization

a) Symbols must be standardized according to examples provided in the City of North Las Vegas Standards file(s). All “point” features must be symbolized using standard City of North Las Vegas CAD symbols and drawn as inserts. An example of “point” objects is as follows:

Annotations see Appendix One a) Any non-standard water and sewer lines must be annotated as such. Line diameter, material, ownership, etc. that does not conform to standard practice should be noted in the corresponding annotation layer. For example, standard subdivision sewer lines are 8” in diameter. Any other diameter must be annotated on the C-SEWR-ANNO layer.

b) All addresses and lot numbers must be number data type (that is no text or symbols (#, -, ft, _, “, ’, etc.)). If the lot does not have a number, this layer should be blank. c) All required text must be single line text. d) All annotation for polyline (polygon) features must be bounded by the polyline it annotates. For example, the project name must be within the project boundary, and not extend beyond it.

File naming and revisions.

The AM/FM/GIS/ Divisions have implemented the following standardized nomenclature for all record drawing files that are maintained by the Division. The new nomenclature is recognized by the City of North Las Vegas as the naming convention for all items relating to record drawings placed in Documentum and on the Repository.

Deliverable Format

A transmission letter restating this information along with a statement requesting design review will also accompany the disk.

THESE TOOLS ARE ORGANIZED IN GROUPS AND DISTRIBUTED EVENLY TO GIVE THE LARGEST WORKING WINDOW POSSIBLE. AS WITH ANY PROFILE IT CAN BE CUSTOMIZED TO EACH INDIVIDUAL'S NEEDS. THE CUSTOM USER INTERFACE FILE (CUI) CONTAINS TWO KEY FEATURES IN ADDITION TO THE AFORE MENTIONED WORKSPACE PROFILE. UPON IMPORT THERE WILL BE A NEW DROP DOWN MENU LOCATED ON THE FAR RIGHT SIDE OF THE MENU BAR. THIS MENU, NAMED "CNLV" CONTAINS A SERIES OF TOOLS SPECIFICALLY DESIGNED TO AID WITH STANDARDS COMPLIANCE. FURTHER, A NEW TOOLBAR WITH THE SAME TOOL SET, ALSO CALLED "CNLV" WILL BECOME AVAILABLE. A DETAILED DESCRIPTION OF THESE TOOLS WILL FOLLOW THE GENERAL DESCRIPTION OF THE CNLV TOOL PALETTES. THE CUSTOM CNLV TOOL PALETTE IS THE LAST PIECE OF CUSTOMIZATION. ONCE THE TOOL PALETTES HAS BEEN SUCCESSFULLY IMPORTED THE "CNLV" TOOL PALETTES WILL DISPLAY THE SAME CUSTOM TOOL SET AS THE AFORE MENTIONED MENU BAR AND TOOLBAR. THE DIFFERENCES OF ALL THREE ARE SPECIFIC TO THE DESIGNED FUNCTIONALITY OF EACH TYPE OF COMPONENT. THE MENU BAR TOOLS ARE STYLED IN THE STANDARD "DROP DOWN" FASHION WHILE THE TOOLBAR IS DESIGNED IN THE STANDARD "ICON" PATTERN. THE TOOL PALETTE IS DESIGNED TO DISPLAY THE TOOLS IN THREE SEPARATE TABS UNDER ONE "CNLV" HEADING. IMPORTANT, THE TOOL PALETTE REFERENCES AN EXTERNAL DRAWING AND NOT ITEMS WITHIN THE CURRENT DRAWING. THE PROPERTIES OF EACH TOOL MUST BE CHANGED TO POINT TO THE STORED "STANDARDS" FILE. THE TOOL PALETTE IS GOOD FOR POPULATING ANY DRAWING WITH CNLV BLOCKS. ONCE A BLOCK IS IMPORTED THE CORRELATING MENU AND TOOL BAR WILL BECOME AVAILABLE. EACH TOOL, INDEPENDENT OF THEIR DELIVERY METHODS, HAS A SPECIFIC PURPOSE. THERE ARE TWO DIVISIONS WITHIN THE STANDARD CNLV TOOL SET. THE FIRST DIVISION OF THE TOOL SET IS THE PIPE SET. PLEASE NOTE THESE TOOLS WILL NOT BE AVAILABLE OUTSIDE THE STANDARD FILE SET UNLESS THE APPROPRIATE LAYERS ARE IMPORTED FOR THE TOOLS TO WORK. THIS IS A SPECIFIC DESIGN FUNCTION. THE WATER, SEWER AND STORM PIPE PORTION OF THE TOOL SET TAKES ALL THE GUESSWORK OUT OF DRAWING UTILITY SPECIFIC OBJECT TYPES. SIMPLY SELECT THE WATER PIPE AND THE PROGRAM WILL DRAW A WATER PIPE OF THE CORRECT CAD OBJECT TYPE (PLINE) AND PLACE IT SEAMLESSLY ON THE CORRECT LAYER. THE SAME IS TRUE FOR BOTH THE SEWER AND STORM PIPES. PLEASE NOTE, THERE WILL BE MORE INFORMATION ON LAYER CONTROL IN A FUTURE SECTION. THE SECOND DIVISION IS THE BLOCK SET. WHETHER IT IS IN A MENU, TOOLBAR OR TOOL PALETTE THE BASIC OPERATIONAL FUNCTIONALITY IS THE SAME. TO INSERT A WATER

OBJECT DATA IS AVAILABLE FOR EACH INDIVIDUAL BLOCK TYPE. EACH TOOL HAS AN ICON AND DESCRIPTION ALLOWING EASY IDENTIFICATION. THESE STANDARDS ARE ADOPTED BY LARGE GOVERNMENT AGENCIES SUCH AS THE U.S. AIR FORCE AND MAJOR CORPORATIONS SUCH AS INTEL AND UPS.
