The Digital Review of Asia-Pacific offers a refreshing take on the multifaceted links between ICT and development. One of its most appealing features—reflecting the spirit of the WSIS process—is the diverse background of the experts contributing to the Review. In its latest edition (2009-2010), the main focus is on ICT and education, an area in need of more attention. Policymakers, scholars, and business leaders, as well as representatives of civil society, would be well advised to sign up for a copy. Monitoring developments in the heterogeneous and populous Asia Pacific is of great relevance to readers both within the region itself and beyond. Torbjörn Fredriksson, OIC, ICT Analysis Section, UNCTAD As ICT has become a critical enabler for all walks of life in the knowledge-driven information society, the demands for more comprehensive information about ICT infrastructure and applications have increased. The Digital Review captures the essence of issues and lessons learnt from various perspectives in the diverse and dynamic region of Asia-Pacific in a timely fashion. Eun-Ju Kim, Head of ITU Regional Office for Asia and the Pacific The Internet Society is pleased to welcome the Digital Review of Asia Pacific 2009-2010. Over several years and now four editions, this publication has served as an invaluable reference guide to Internet and ICT development in the Asia Pacific. The breadth of topics and depth of analysis make it an essential resource for anyone working in this region. Lynn St. Amour, President & CEO, The Internet Society As ICTs and the global information networks have become essential to building equitable and people-centred knowledge societies by connecting knowledge pools and resources across the planet and leveling the playing field as never before, the Digital Review of Asia-Pacific 2009-2010 provides many useful insights of the way in which the Asia-Pacific region is harnessing the information and communication revolution for the development of the region. On behalf of UNESCO I congratulate the editors of this publication on the breadth of the issues covered by the articles and the authors for a thorough analysis and vision that will help readers to better grasp the potentials of the digital age. Abdul Waheed Khan, Assistant Director General, Communication and Information Sector, UNESCO The publishers, editors, and authors deserve to be congratulated for bringing out yet another edition of this useful compendium on the growing impact of digital technologies on the socio-economic development of the Asia-Pacific region. The volume is rich in data and penetrating in analysis and I am sure it will be read avidly by the ICT4D community. M. S. DIGITAL REVIEW of Asia Pacific 2009-2010

The biennial Digital Review of Asia Pacific is a reference source on the state-of-practice and it attempts to forecast trends in ICT and development in the Asia Pacific region. It harnesses the intellectual contribution of a sizable community of practitioners, researchers and policymakers from a multitude of disciplines from most of developing countries of the region, while trying to reach a global audience.

This fourth edition (2009-2010) of the Digital Review covers 30 nation states and special administrative regions, providing updated information on: (i) technology infrastructure (ii) ICT-related industries (iii) digital content (iv) online services (v) key ICT initiatives (vi) enabling ICT-related policies (vii) ICT regulatory environment (viii) ICT education and capacity-building programs (ix) open source initiatives (x) ICT R&D (xi) ICT and development challenges faced by each economy

The common framework that underpins these reviews allows readers to undertake a comparative analysis and assess progress across the region.

In addition, ‘Regional Overviews’ provide a synthesis of trends in ICT and development, regulatory issues, and lessons for managing innovations in the network economy.

Issues and trends in ‘ICT in Education’, a key area in ICT and development, are the focus of a series of thematic chapters.

Finally, the ICT-related projects and programs of three sub-regional organizations (APEC, ASEAN, SAARC) and the Pacific Island Countries are also covered in separate chapters.

Over 80 authors from across the region and beyond, drawn from government, academe, industry and civil society, have contributed to the production of this compendium, providing a broad perspective on the use of ICTs for human development.
