❖ Identify upstream conventional and/or renewable energy resources withinits area of jurisdiction which shall be posted on its website, if available

❖ Coordinate with existing private sector stakeholders on expansion plans ofthe existing upstream and downstream energy facilities

❖ Submit the data to their respective Provinces for consolidation andsubmission to the concerned DILG Regional Office. The IndependentComponent Cities and Highly Urbanized Cities shall submit the data directlyto the concerned DILG Regional Office

❖ Submit all the data to the DILG – Bureau of Local Government Developmentand DOE – Investment Promotion Office

❖ Coordinate with the PPP Center for investment opportunities and potentialprivate-public partnerships

▪ LGU shall implement a unified streamlined and transparent permitting process andcorresponding fees

▪ LGU shall process permits within the prescribed time

▪ Upon submission of the complete documents by theenergy project applicant, the concerned LGU shallissue the corresponding permit within fifteen (15)calendar days for the proposed generation,transmission, or distribution project.

▪ Within ninety (90) calendar days from the lifting ofProclamation No. 922 declaring a State of PublicHealth Emergency throughout the Philippines, theDILG Regional Offices shall report the compliance of allLGUs under their jurisdiction and quarterly reportthereafter.

Administrative OffensePenalties

Government Officials/Employees Private Entity

a. Willful refusal to participate in theEVOSS

1st offense – 30 days suspension without pay 2nd offense – 3 months suspension without pay3rd offense – Dismissal and perpetual

disqualification from public service.

In cases of violation by thesystem operator and marketoperator of (a), (b), and (c), theERC shall impose a fine of Onehundred thousand pesos(P100,000.00) for every day ofdelay.

b. Willful acts which delay theoperationalization of the EVOSS

c. Failure to comply with the mandatedtime frames as provided in this Act, oras imposed by the EVOSS SteeringCommittee

1st offense – 30 days suspension without pay and mandatory attendance in Values Orientation Program;

2nd offense – 3 months suspension without pay; 3rd offense – Dismissal and perpetual

disqualification from public service, and forfeiture of retirement benefits.

d. Tampering with EVOSS or any part orcomponent thereof.

Dismissal and perpetual disqualification from public services.

e. Divulging information or releasing anyaspect of a document submitted by aproject proponent to anyone otherthan an authorized person or agency.
