President Hugo Chavez has created a strong alliance between Venezuela and Cuba
In turn for 30,000 trained medical specialists, Chavez exchanges 90,000 barrels of petroleum a day to Cuba
This has increased tension between the two and Washington
Venezuela's commerce with Cuba has had the most dramatic change in the western hemisphere
