Informal Meeting of Secretaries-General of National Commissions for UNESCO of Europe and North America Region
(Athens, Greece, 24 June 2006)
Report
(Below report was provided by Ms Zofija Klemen-Krek, Secretary-General of the Slovenian National Commission for UNESCO, Rapporteur of the Informal Meeting)
The Secretary-General of the Swiss Commission, Madelaine Viviani, opened the Informal Meeting of Secretaries-General of the Europe and North America region for UNESCO. On the proposal of the Secretary-General of the French National Commission, Jean-Pierre Boyer, the President of the Helenic National Commission for UNESCO, Ketty Tzizikosta, was elected chair of the Informal meeting. On the proposal of the Chair the Secretary-General of the Slovenian National Commission, Zofija Klemen-Krek, was elected as the Rapporteur In order to meet interests of many National Commissions of the Europe region to discuss some important issues of their common interest, which normally would be discussed in a formal statutory conference of Secretaries-General, an on-line discussion was organized by the Helenic Commission. The Helenic Commission received the answer from 22 National Commissions with suggestions for the agenda of one informal meeting of Secretaries-General. The following agenda was adopted:
1) Composition of the Bureau of the Director-General’s Consultation 2) Euro-Arab dialogue 3) Cooperation in Europe region 4) Use of the name, logo and acronym of UNESCO
Ad 1 Composition of the Bureau of the Director-General’s Consultation It was suggested that the composition of the Bureau is to be based on the existing practice: balance within the region by using the pattern of electoral groups. After some debate the following composition was suggested: Chair of the Consultation: Ketty Tzizikosta, President of the Helenic National Commission for UNESCO Vice Chairs: Walter Lerouge, President of the Commission for UNESCO Flanders/Belgium and Karel Komarek, Secretary-General of the Czech National Commission for UNESCO General Rapporteur: David Walden, Secretary-General of the Canadian Commission for UNESCO Co-Rapporteurs: Ellen Lange, Secretary-General of the Norwegian National Commission for UNESCO and Rolands Ozols, Secretary-General of the Latvian National Commission for UNESCO

Ad 2 Euro-Arab Dialogue Mrs. Zofija Klemen-Krek, Coordinator of the Europe Region of the project, informed the participants on the activities in the framework of the two basic documents, adopted by the Task force in Strasburg and Cairo in cooperation with UNESCO, ALECSO and the Council of Europe. Most activities are being organized by the French National Commission and in cooperation with Tunisian and Morocco National Commissions with participation of Slovenian, Hungarian, Portugal, German, Egyptian and Lebanese Commissions on the school textbooks, ICT in Education and on civic education. Some participants gave information on activities organized in their countries on the issue of dialogue but not linked to this project. The Slovenian National Commission organized this year seminar on the establishment of a network of pedagogic institutes and teachers training institutions with the participation of six European and five Arab NatComs, UNESCO, ALECSO and the Council of Europe. Participating NatComs underlined that there is a lack of cooperation of UNESCO Secretariat in the project, while ALECSO and the Council of Europe had signed a special agreement on the cooperation in Euro-Arab dialogue. Meanwhile, Anna Lindt Foundation was established with a similar role to promote dialogue in Mediterranean Basin. After two intervention within Executive Board by the Slovenian Delegation, and supported by French delegation, on the importance of Euro-Arab Dialogue for UNESCO emphasizing, that the dialogue could not be the matter only of cultural sector but it has to be included in educational sector, Euro-Arab Dialogue has to be incorporated into regular program of UNESCO, after which the Director-General of UNESCO in his response promised to give his personal attention to this project. The Statement of the Conference of the Secretaries-General of the Arab region was also presented to the meeting. After discussion in which several Commissions expressed their interest to join the project, the following conclusions were adopted:
- NatComs interested in joining the Euro-Arab dialogue will inform the coordinator of the project on their interests and suggestions based on Strasburg and Cairo documents,
- Activities and projects are suggested to be based on bilateral or multilateral basis as twinning of NatComs of the two regions,
- The role of partners in the project is to be more clearly defined: UNESCO, ALECSO, Council of Europe, NatComs and Anna Lindt Foundation, coordinator was suggested to initiate a meeting for this purpose,
- on the suggestion of Secretary-General of Israel Netcom the participants endorsed the Statement of the Conference of Secretaries-General of the Arab region, held in Abu Dhabi in May, and underlined the importance of Strasburg and Cairo documents and suggested to encourage more active implementation of the proposed activities.
Ad 3 Cooperation in Europe region Several Secretaries-General informed the meeting on outcome of some cooperation among NatComs: Nordic countries in Helsinki, Central European countries in Budapest, SEE countries in Greece and Istanbul, Forum on Dialogue of civilizations of SEE held in Croatia. In discussion the participants underlined the following:

- there is a huge disparity among NatComs in their status and possibilities to operate - more attention to the training of Natcoms personal - more multidisciplinary projects should be defined by NatComs, trans-boundary
nominations and cooperation within the existing ones should be promoted, - cooperation should be more focused on priorities, - for the time being NatComs can cooperate in the implementation of UNESCO
program mainly through PP, therefore NatComs expect to be more involve into implementation of the regular program as a part of decentralization program, and have access to extra-budgetary funds,
Ad 4 Use of the name, logo and acronym of UNESCO James Kulikowski, the Sector of External Relations of UNESCO, presented the final text of Directives, chapters I-III, as adopted by the General Conference, and the chapter IV, adopted by the Executive Board. In the discussion the importance of these Directives was strongly underlined, since they will introduce a necessary order in using the name, logo and acronym of UNESCO at all levels: within the Secretariat of UNESCO, in Member States and by all other bodies involved in UNESCO activities. Some participants commented the presentation and gave some suggestions to improve it in lines with the directives. It was emphasized that in preparation of the directives a constructive discussion was led and resulted in the presented text. Participants mentioned some problems, which are already noticed and should be settled in the transitional period, like: problem of two logos of world heritage sites, some NGO use the logo for long time, problems with clubs for UNESCO and their national federations. The following recommendations were adopted:
- An electronic list of logos of activities, programs, projects, networks, established by units within the Secretariat of UNESCO, is to be prepared and sent to NatComs,
- Official graphic Charter on the use of the graphic solution for the use of name and logo by National Commissions must be consulted with National Commission, since they have the right to use it in their own right, and therefore they have also the right to discuss this solutions,
- NatComs should start with their work concerning the implementation of the Directives at national level, as soon as possible
Final Conclusion The report is to be sent to Director-General of UNESCO and all National Commission for Europe Region by the host National Commission.

Annex
(The following poems were presented by Ms Zofija Klemen-Krek at the Informal Meeting in memory of two passed away friends and at her farewell from service. It was decided to add both texts as Annex to the Report of
this Meeting.) I. In memory of Dr. Jara Moserova, President of the Czech National Commission for UNESCO (1996-2006, former President of the General Conference of UNESCO, and Hari Gardos, former Secretay-General of the Austrian National Commission for UNESCO (serving 22 years) Friends are leaving from UNESCO disapearing building defences believing in overbridging ofences among peoples, hoping that somewhere there peace will become everybody's care. So far away and yet so close We met and immediately disposed A kind of liking In discussion striking friendship, interest for openness Strongly hating ignorance. In Australia, the land of dreams, Down there, at the earth’s rims. And again some years later With an interest even greater In the old land We met again. UNESCO had become our core plan. Down in the celler Of Budapest town Admiring liberty style Just for a while For a moment I got frozen. I saw them, two white spots flying, Passing by, then slightly returning as trying To see if the moment was properly chosen For from us parting. But they disappeared as quick as appeared, most likely nobody would agree on their existence, despite of my persistence.

. Jara, was it you, my friend, Passing by on the way To no-return land, Through the dream time Searching your ancestors life lines Friends are disappearing. Sitting in meetings looking around Less and less old faces, loneliness is creeping on the ground. Two of them this year, bright brilliant minds disappeared. First Jara, then Hari, a ‘frei geist’ of special kind. Do you remember? He always a party could find, And took it to the most little hidden places Away from severe conferences’ agendas and faces. Ideas were his hobbies, springing in meeting rooms and lobbies, Attracting ‘frei geists’ and his friends To shape them in a meaningful programs. He always wide opened his hands To all who needed to tune themselves within UNESCO bands. Full of good will, plenty for all of us, But lacking strength for tuning himself. It was just September last, when he in UNESCO appeared, and as a must finding a party of his old friends and off to Camelia, to celebrate olden times events. Full of ideas, ideals, just like in old times ‘Une bierre, garçon, comme d’habitude’, In good shape, as always with opened spirit, for us, for himself full of optimism. Farewell to you both, farewell, from your UNESCO friends.

II. So long, my friends! Opportunism is not in my nature, but this time I did use it for a very special reason to enjoy and share again this special spirit, which can be created only by people like you, my friends, people who work with their hearts and open minds mostly with no money but many ideals at hand, as the true UNESCO fans. The Secretaries-General, being called and known as UNESCO mafia, not visible far around Fontenoy, but highly appreciated when urgently needed in particular when things are going wrong, working hundreds different things in a day, taking care of good name of UNESCO, but no medals, decorations or awards for them from anywhere, or at least recognition for work done, however nicely used by others as borrowed plumes. Nuisances for permanent delegates and for their excellencies they are second class people doing nothing, trouble makers in their ministries who always claim doing important things, although nobody understands what they are doing, for jealous colleagues traveling and enjoying around the world in most fancy and strange places, even dancing to early hours, like yesterday, for taxpayers money (god help us!), but not missing early morning session; preaching some odd ideas about constructing defenses in minds, and even taking it seriously that governments political and economic arrangements are not sufficient. Maybe therefore in many cases fired over night. No, no, such kind people might be out of their minds and some strange fellows! But we are not, we are no Excellencies called, but we do an excellent job, yes my friends, we do. What a joy, my friends, just within the eyesight Two pantheons so might and in sunshine so bright. One protected by Athena’s wisdom and glory, Who knows should we worry For the other and its future story. One page, no more Presenting a score Of exceptional minds, roaming over the evils of war Wandering how to get out into a new life. New future, new file, Hatred and mistrust Remaining some in the far past. Just one page, containing answers for the future of humanity, too simple to be understood and cherished, too strong to be destroyed, forged in the fire of war and disaster and terror. What powers were in this small group of minds, why it was capable of creating such masterpiece, when the whole humankind all these years is not capable to follow and use it in their lives? Gods were on their side, good gods, I would say. Let them stay with also us all the way. My friends, in our lives there are so many cross roads, decisions to be made. Crossing one of them and meeting UNESCO was for many of us a decisive one. What a treasure, what a richness of minds, wisdoms of human kind. On this road I have seen open-minded people, with open hearts, never ended spring of ideas, friendships, broadest horizons possible. Today, I still think that I did it right, I strived to put into it my best, I have accomplished more than I had expected; I have become much richer in my mind. I have met wonderful people and

friends. UNESCO ideals generate new ideas, open hearts to others, make them listen and learn, share with and respect each other. It is the largest world’s stage on which men, peoples and nations are not merely players. When using its ideals in unison they can make changes, they can walk the roads peacefully with no fears toward a peaceful future of progress and lights. My friends, here is another crossroad in front of me. Entering onto new stage in which being free Of many usual burdens, where new roads and opportunities Can be chosen. But there will always be behind UNESCO with its brilliant mind. Wisdom comes with age, Therefore on this stage With youth in my heart Some new roles for the start Will be chosen. The world is more and more shrinking, Roads so many, providing us chances that now and then Maybe, let us thinking, They will cross again. My mother would be in two three months hundred years old, let me use her life wisdom in this farewell. My friends, love not hatred, don’t quarrel, give love to your loved ones and friends, keep well my friends, with your minds and hearts open, keep yourself well. It is my farewell, thanks for your friendship, keep us it well, I will not say good-by, but so long, my friends.
