FROM THE BOARD

Summary of Board Highlights and Decisions _______________________________________________________________________________________________________________________________

Administrative and Corporate Services Committee Wednesday, May 9, 2007 _______________________________________________________________________________________________________________________________

Transportation for gifted students discussed A review of various transportation models has not provided the TCDSB any opportunity to supply transportation services for students in the gifted program, given current transportation funding levels. Transportation services may be offered to families who wish to pursue a pay per use model, which the TCDSB can help facilitate if enough interest is garnered for this type of system.

Policy S.16 Access to Pupil Information The Board has rescinded the existing Policy S.16 and adopted a new policy which states that: The Toronto Catholic District School Board requires that all staff will strictly observe confidentiality with respect to pupil-identifying records, including health and other records, maintained by the Board. Access to pupil records shall be in compliance to existing federal, provincial Acts and the most current Ontario Student Record Guideline. The policy in its entirety will be available on line at www.tcdsb.org (see policies).

Policy T.18 Constituency Assistants A revised policy T.18 Constituency Assistants was approved by the Board, which states that: The Toronto Catholic District School Board will, at the request of a Trustee, retain the services of a Constituency Assistant(s) who will provide administrative assistance to the Trustee in the normal performance of his/her duties. In any fiscal year, any unspent portion of a Trustee’s budget can be directed to any Board Trust Fund or School Budget. The revised policy will be posted online at www.tcdsb.org (see policies).

Draft Generic School Valuation Framework Adopted The Board approved in principle a general school valuation framework, which provides a means of assessing each of the four components (i.e. value to the students, value to the community, value to the school board, value to the local economy). This framework in final format shall be incorporated as an appendix to the School Accommodation Review Policy (Policy S.09). The Board also approved the use of outside facilitators for the School Accommodation Review Consultation Sessions.

Environmental Committee Update The Board received a status report on the progress of a number of environmental initiatives, including EcoSchools, the Nunavut Partnership, Energy Drill, Energy Stewardship Program, 20/20 Earth Month Clean-Up and Earth Day Celebration. Eleven TCDSB schools are working towards 2006-2007 EcoSchools certification, which means the school is focusing on energy conservation, waste minimization, ecological literacy and school ground greening. Four schools are participating in the Energy Drill pilot project, which focuses on reducing energy consumption throughout the school.

2007/2008 Criminal Offence Declaration Starting Monday May 14, 2007 The Human Resources Department launches the 4th Annual “iCOD”

(Internet Criminal Offence Declaration) Process to all TCDSB Employees, under Ontario Regulation 521/01, for the “2007/2008” School Year

The Board’s “iCOD”, Internet Criminal Offence Declaration website will be available for all employees to complete and submit their required offence declaration for the 2007/2008 school year. As a reminder to all employees, the Ontario Regulation 521/01 requires all school boards to collect offence declarations from all employees by each September 1. All employees are required to make an annual offence declaration. Failure to do so may result in suspension or termination of employment. The iCOD website is highly secure, private and confidential. Employees may access this website in the privacy of their homes, at their place of work or at a public library through any web browser that supports a minimum 128-bit encryption. The iCOD site will be available starting Monday May 14, 2007 through to August 31, 2007. However, we are asking all school based employees to complete their offence declaration by June 30, 2007. Employees may access iCOD through the following links: The iCOD website at https://icod.tcdsb.org Through the Board’s website home page at http://www.tcdsb.org under “Staff” page at http://www.tcdsb.org/staff Through the Board’s Intranet site at: http://intranet.tcdsb.org Should you need further assistance once you are on the iCOD website, you may contact Human Resources at: 416 222-8282, ext. 2999 or e-mail your concerns or questions to [email protected]. Tips to Note Before Logging On To iCOD: For those employees that do remember your iCOD password from last June’s offence declaration process, all you have to do is sign onto iCOD and complete this year’s 2007/08 offence declaration. For those employees that do not remember their “iCOD password” from last June’s offence declaration process, as well as any new employees that did not participate in the 2006/07 process, please refer to the upper right hand corner of your payslip for “iCOD registration information.” You will need to refer to this information when accessing iCOD to register and complete your declaration. Connect to : https://icod.tcdsb.org. You must register as a “new user”. Once you are in the “Registration for New User” screen, you will be asked to enter a password in a field called

“User Password”. This password does not have to be a TCDSB password that you may currently be using for other TCDSB applications. iCOD is a totally separate system, independent from any other TCDSB application. Create your own password for iCOD and privately document this number in your personal belongings.

An iCOD userid will be provided to you by the iCOD application once you have registered. Remember this userid; store it with your iCOD password that you created.

Once you have registered in iCOD, you must continue in the application with the “declaration process”. Frequently Asked Questions: For a list of Frequently Asked Questions (FAQs) about the TCDSB iCOD process please click on the FAQ link on the http://icod.tcdsb.org home page or go directly to http://www.tcdsb.org/icoddocs/FAQ.htm to access TCDSB iCOD FAQs directly. Should anyone be uncertain if they have committed a “criminal” offence, please contact your personal legal counsel for further clarification. The Human Resources Department wishes to thank all employees for their cooperation and patience during this new process, initiated under Ontario Regulation 521/01.

PERMITS FOR SCHOOL FUNCTIONS SCHOOL YEAR 2007-2008 TCDSB POLICY B.R.05

TCDSB Principals are required to submit permit applications for all pre-scheduled school events or meetings (i.e. parent-teacher interviews, school council meetings, school dances, school anniversaries, team practices, etc.) for the 2007-2008 school year by JULY 6, 2007.

A permit is required for any event taking place after 6:00 p.m. Monday through Friday and for any part of the day on Saturday, Sunday and holidays. This will ensure that these school functions are part of the Permits Calendar before any permits are approved for non-school organizations, as outlined in Policy B.R. 05.

Principals are also reminded about Item #1 in TCDSB Regulations for School Permits:

Minimum of 10 days advance notice is required before a permit can be issued. This10 day notice applies to ALL.

NO EARLY DISMISSAL PRIOR TO SUMMER VACATION

There will be no early dismissal of students on the last day of school prior to summer vacation.

The Toronto Catholic District School Board, at the direction of the Ministry of Education, has completely harmonized School bus transportation services with the Toronto District School Board. This has resulted in significant savings for the TCDSB, but has taken away some of the flexibility we previously enjoyed. The practice of early dismissal on the last of school before summer vacation is a practice of the TCDSB, which is not implemented by the TDSB. The TDSB will not be adopting this practice. Therefore, there will be no early dismissal on the Wednesday prior to summer vacation.

Should you have any questions or concerns on this matter please contact your local Superintendent.

STUDENT RECORDS (OSRs) Reference: Min. of Education. The Ontario Student Record (OSR). 2000.

TRANSFER OF OSRs Principals MUST NOT send any OSRs to another school within TCDSB or to another board in Ontario without the receipt of a written and signed request form (signature of receiving principal/ vice-principal or guidance head, in the case of secondary schools) Appendix H

Elementary schools must not forward any OSRs to secondary schools in June AND Secondary schools must not request OSRs until the students are present and enrolled after September 5th.

Before an OSR is transferred to the receiving school, the principal should review the contents to ensure that only that which is “conducive to the improvement of the student’s instruction” is left in the OSR. This means removing notes for absences and tardiness; doctor’s notes; booklets produced in kindergarten etc. Report cards and special services files remain in the folder. Check that admit and demit dates for each year, the name of the school, signature of the teacher etc. are completed on the OSR folder before it leaves custody of the elementary school. Our former students depend on our accuracy in later years – admission to English schools in Quebec etc.

The most secure method for transferring all OSR Folders is by Purolator Courier. This applies to both internal and external OSR transfers.

TCDSB schools may use internal courier service for transfer of records within the Board using approved Ministry of Education mailing envelopes. However, this method leaves no written record or proof of the transaction. Purolator Courier provides documentation so that these transfers can be monitored.

SUBJECT: 13-2 Meagan's Walk reaches new heights CARRIE BRUNET Etobicoke – The Guardian 05/15/07 As the bean counters at Sick Kids Hospital tally up the numbers from this weekend's fifth annual Meagan's Walk, founder Denise Bebenek is sitting back and pondering how this "little walk that could" is already pushing the million dollar-mark. "It's wild when I think about," said Bebenek, explaining that the final numbers will be revealed later this week. "But I remember that day at Our Lady of Sorrows (Meagan's school) when we stood against the fence." A child of only five years old, Meagan had so inspired people during her battle with cancer that they created more than 1,000 origami cranes and performed a ceremony of well-wishing in the school yard, interlacing the paper birds into the chain link fence. She died only months later, but the message of faith and hope that germinated at Our Lady of Sorrows spread like wildfire. The past weekend, more than 2,000 people attended Meagan's Walk, making it the largest yet. "We had kids busing in from all over the GTA," said Bebenek. "It was incredible." The walk always ends with a human chain (or hug) around the hospital. This year, a "hug in the sky" was created through the use of several banners hung on cranes throughout the city. "Virtual hugs" can be sent online through the Meagan's Walk website www.meaganswalk.com "People could look up and see they need not journey alone," said Bebenek. Bebenek was glad to see good weather during the Mother's Day walk, so the kids in the hospital could come out and enjoy the festivities. Etobicoke youth got involved with the walk, as they do every year. Bishop Allen Academy students helped by being marshals. If the walk doesn't push the funds raised into the million-dollar range, other activities planned throughout the year certainly will, added Bebenek. "We have a golf tournament planned with Hockley Valley," she said. "And there are a lot of schools who are doing their own Meagan's Walk." For Bebenek, it's more about the message than the money. "People really understand," she said. "Each one of us can make a difference."

SUBJECT: 13-4 Why Don't More Businesses & Schools Recycle? Wednesday May 9, 2007 It's easy enough being green when all you have to do is deposit a couple of bags into the bin next to your home, but for big corporations - the ones that really need to be recycling - the whole green movement is more of a grey area. A lot of major corporations and businesses simply don't recycle, primarily because it's difficult to police them since many use private haulers to take their trash to private dumps because the city can't handle the volume.

"There's probably millions of tonnes of stuff that could be recycled from commercial and industrial and institutional sectors that right now is going into landfills," said Franz Hartman, Executive Director of the Toronto Environmental Alliance. "It's typically cheaper to just put everything into a big garbage bag and throw it out than it is to recycle. “Currently, 18,000 businesses take part in the city's yellow bag program, in which they pay $3.10 for a bag that city workers will come and pick up. It's estimated that 72,000 businesses aren't part of the plan, however. The problem with the yellow bags though, is that if you take part and mess up a fine follows, but if you're getting rid of your own stuff, you're in the clear no matter what you throw out.

"We don't dispose of their garbage so they make their own arrangements for their garbage disposal," said Robert Orpin with Toronto's management. Schools tend to have the opposite problem. Most try to do their part in reducing the garbage they create, but while many have been begging for green bins, actually getting the tools they need isn't always that easy. The City of Toronto estimates that each of the 770 schools generates roughly 100 kilograms of organic waste every week, which equals up to 3,000 tonnes a year.

However, six Toronto schools are taking part in a pilot project in which they ensure every scrap of food goes into a green bin and brought to the waste management site and turned into compost. “Before the program started we collect each day about four bags ... now it's down to less than a bag a day," said Phin Nyuyen, head caretaker at St. Ignatius of Loyola Catholic School, one of the six trying to go green. The city hopes to give all Toronto schools green bins in a year once more waste sites are up and running.

Students celebrate Peace Day Event held simultaneously with schools in Toronto and Trento Concita Minutola 2007-05-13 tandem news “Peace begins with me.” Under this slogan, the students attending St. Jerome Catholic School celebrated Peace Day, an event held simultaneously with their peers in Trento, Italy. Over 400 students, together with teachers and several parents, assembled in front of the North York school for a blessing of the ‘garden of peace’ and of the new kindergarten. “With our acts of peace, we shall make the world more beautiful,” replied the Trento students, assembled in a ‘garden of peace’ of their own, established four years ago for the initiative of the youth movement known as the Focolari.

This movement was founded in the Forties by a girl from Trento, Chiara Lubich, during World War II. Today it welcomes people from every part of the world and every religion in order to spread peace and solidarity. Now this message has reached Toronto. “We celebrate the first anniversary of the establishment of our garden,” said school principal Maria Leitao, addressing the 440 students sitting among the flowerbeds. “We celebrate the idea that peace in the family brings peace to the world and to the children.” In this space in front of the entrance to St. Jerome, every day students experience the messages of peace with their schoolmates. “The first tree was planted in our garden in September 2005,” remarked Maria Luca, teacher and founder of the initiative. “We use it to make children toss the ‘die of love’. It’s a fun way to let them discover the loving messages written on the faces of the die. This is the third event we organize on the issues of peace and love, but it’s the first time that we exchange messages between Toronto and Trento.” The students of St. Jerome sent their own message to Trento for this peace twinning. “With you, we want to work to spread love and peace throughout the world,” said Michael and Stephanie, grade 8, in a video clip sent a few days ago. After the blessing of the garden and kindergarten, given by Father Bernard and Father Massey, the 40 children of the school choir sang the song of the Focolari, "Un fiume di felicità" ("A river of happiness"), just like the Trento choir had done. After that, the schoolchildren unleashed their joy with a peace march, a long line of students waving yellow handkerchiefs and placards that read, "All we need is peace" and "Peace on Earth."

Today, part of the exhibit is on display in three shipping containers - donated to the school - that act as gallery space where viewers step inside to see how the artists have interpreted the assigned theme. The result is a multimedia exhibit featuring more than just the traditional sphere of the art world. Recollect features fashion, film, silkscreen and photography and incorporates technology with art. Inside the school, students have built a brick house and a 12-foot Aboriginal-inspired thunderbird. There's also a cyberspace component. Cultural exchange creates lifelong friends TAMARA SHEPHARD 05/15/07 Etobicoke – The Guardian Friendships were forged while igloo building and ice fishing on Hudson's Bay, and visiting Much Music and taking in a Jays' game. Two different worlds, but a mutual life-changing experience for 14 Bishop Allen Academy students and their Rankin Inlet counterparts during a recent exchange program. "It's amazing how friendly people are there," Tom Hrywna, 17, a Grade 12 Bishop Allen student, said of the Inuit hamlet in Nunavut. "When we were going to the elder's cabin, our bus got stuck in the high winds and tall snow drifts. Within 30 minutes, there were seven snowmobilers on scene. The whole town knew we were stuck." Snow squalls greeted students from the Etobicoke Catholic high school last month when they travelled to Rankin Inlet. Last Thursday, as the mercury climbed to 24C in Toronto, their northern peers braved -27C temperatures on their way to the airport for their Toronto flight.

The opportunity grew out of Lt-Gov. James Bartleman's encouragement of literacy and bridge building between Native and non-Native Ontario schools. Bartleman is a member of the Mnjikaning First Nation. Maani Ulujuk Ilinnarvik High School sits atop a hill overlooking the 20 square kilometres of Rankin Inlet which, with a population of 2,358 according to the 2006 Canada Census, is the second-largest community in Nunavut. An "ulu" - a half moon-shaped knife offered as a gift from 15-year-old exchange student Samantha Tutanuak's mom - became Hrywna and fellow Bishop Allen classmate Ria Carter's most prized Inuit memento from the week-long trip in April. Carter, 16, also raved about the Arctic char, a freshwater fish.

The CN Tower, Niagara Falls and cycling on Centre Island were all stops this week on the Rankin Inlet students' Toronto road trip. "Rankin's quiet. Here there's non-stop noise," said Jarvis Towtongie, 17, sporting a grey Hockey Hall of Fame T-shirt from the weekend's sightseeing in downtown Toronto. YMCA, in partnership with the federal Department of Culture, Heritage and Recreation, paid the nearly $70,000 price tag for the 33 plane tickets. Students fundraised and gained donations to offset the remaining costs, and billeted with each others' families.

"To experience the land in a place so stark and yet so beautiful, to play dodgeball on Hudson's Bay, to have an elder show them how to build an igloo shows them Inuit culture is not just exotic, it's how people live," said Bishop Allen English teacher Don Walker, who went on the exchange with geography teacher colleagues Ed Otten and Linda McGlade.

The Rankin Inlet students leave for home tomorrow. "I guarantee some of these are life-long friends," said Maani Ulujuk Ilinnarvik High School teacher Wendy Rutledge, who plans to return to St. Catharines this summer after teaching in Rankin Inlet for the past three years with her teacher husband Jeremy Szczurko.

SUBJECT: 13-14 Art Auction at St. Anselm

This year during Catholic Education Week the students, staff and parent community of St. Anselm pulled together and raised money for Free the Children. Led by the grade one class, each student painted a picture relating to peace and hope.

At our Open House on Wed. May 2, over 350 paintings were for sale throughout the school. Students, teachers, parents and community members could take a painting of their choice and make a charitable donation on their way out of the school. There was also one classroom filled with items for a silent auction.

The night was a huge success and in the two hours that the school was opened the students raised over $3000.00!
