DEATH OF A MEMBER OF THE EUROPEAN PARLIAMENT ELECTED IN THE UNITED KINGDOM
At its sitting of 16 January 2006, the European Parliament was informed that Phillip Whitehead MEP had died on 31 December 2005. Pursuant to Rule 4(1), it established that his seat was vacant with effect from 1 January 2006. Mr Whitehead had been a Member of the European Parliament from 19 July 1994 and belonged to the Socialist Group in the European Parliament (PSE). He was Chairman of the Committee on the Internal Market and Consumer Protection and a member of the Delegation to the ACP-EU Joint Parliamentary Assembly.

Declaration by the Presidency on behalf of the European Union in response to the statement by Maoists to end the unilateral ceasefire
Brussels, 5 January 2006
The EU deeply regrets the announcement by the CPN (M) to end their ceasefire. The EU has consistently called (most recently in the Presidency statement of 31 December 2005) for the Maoists to put a definitive end to violence and other human rights abuses, as well as disruption of development work, and had been encouraged by the ceasefire and the agreement reached with the seven party political alliance. The decision to end the ceasefire is a retrograde step. The EU notes that the Maoist ceasefire had been welcomed by the people of Nepal, and is deeply disappointed by the failure of the Government of Nepal to respond to this strong desire for peace by announcing a truce. The critical need remains for all parties involved to take immediate steps for complete cessation of hostilities and to work towards an inclusive national dialogue in Nepal with a view to resolving the underlying causes of the conflict peacefully. The EU reminds all parties to the conflict of the importance of human rights and the need to respect their obligations under international humanitarian law.

Declaration by the Presidency on behalf of the European Union on progress in Kyrgyzstan towards the complete abolition of the death penalty
Brussels, 9 January 2006 The European Union welcomes President Bakiyevs decree of December 30, 2005 which extends the moratorium on executions in that country until the total abolition of the death penalty and the President’s instruction to the government to prepare draft legislation to this end. The EU stands ready to support Kyrgyzstan in its efforts to implement the abolition of the death penalty and continues to offer its assistance to reform relevant legislation. The European Union considers that the abolition of the death penalty contributes to the enhancement of human dignity and the progressive development of human rights. It reaffirms its objective of working towards universal abolition of the death penalty, and considers that the unlimited renewal of moratoria on executions until the planned complete abolition of the death penalty is a decisive step towards that aim.

Declaration by the Presidency on behalf of the European Union on Iran's intentions to resume suspended nuclear activities
Brussels, 7 January 2006
The EU views with serious concern the Government of Iran's intention to resume suspended nuclear activities. It recalls that this and other parts of Iran's nuclear programme were frozen, under IAEA supervision, following revelations of Iran's clandestine nuclear activities over a period of more than a decade. It urges Iran not to take this step which would violate both the letter and the spirit of the 8 previous resolutions. These call on Iran, inter alia, to suspend all enrichment related activities. The EU regrets that Iran has chosen to announce this unilateral move at a moment when international confidence in the peaceful nature of its programme is far from restored. It finds it surprising and unreasonnable that Iran proposes to do this at a moment when - in response to a proposal from Dr Larijani - Britain, France and Germany with the EU were exploring with Iran the possibility of a return to negotiations. Resumption of activities and such disregard for the repeated wishes of the IAEA Board of Governor can only seriously jeopardise the possibility of a return to negotiations.

on the release of Jiang Weiping Brussels, 11 January 2006
The EU welcomes the release of Jiang Weiping. He was on the EU list of individual prisoners of concern and the EU has raised his case several times with the Chinese authorities. The EU hopes that the Chinese authorities will release further prisoners on this list in the near future.

Statement by the Presidency on behalf of the European Union on the agreement between Somalia’s President and Parliament Speaker
Brussels, 11 January 2006
The European Union warmly welcomes the Declaration issued jointly in Aden on 5 January 2006 by President Abdullahi Yusuf Ahmed of the Somali Republic and the Speaker of the Transitional Federal Parliament of Somalia, Sharif Hassan Sheikh Aden, and commends President Ali Abdalla Salah of the Republic of Yemen for his facilitation of their discussions. The EU is greatly encouraged to note the parties’ guidance by the Transitional Federal Charter and their undertaking to convene a session of Parliament within thirty days. The EU reiterates its unwavering and unequivocal support for the Transitional Federal Institutions as the only legitimate framework for fostering political dialogue, stability and governance in Somalia. The EU calls on all members of the Transitional Federal Parliament and Government to respond actively and positively to this timely initiative of the President and the Speaker, and reaffirms its willingness to provide logistical and financial support as necessary and appropriate to facilitate the work of Parliament inside Somalia. Declaration by the Presidency on behalf of the European Union on Lebanon
Brussels, 16 January 2006 The European Union is deeply committed to the stability, sovereignty, independence and territorial integrity of Lebanon. The European Union welcomes the appointment of Mr Serge Brammertz to head the International Investigation Commission into the assassination of Rafik Hariri. It commends the exemplary work accomplished by Mr Detlev Mehlis as head of the Investigation Commission and thanks him for his action in seeking out justice and truth. The European Union reiterates the need for Security Council resolutions 1595, 1636 and 1644 to be implemented and, pursuant to those resolutions, for Syria to cooperate fully and unconditionally with the Investigation Commission. It expresses its deep concern at the murders of innocent citizens carried out in Lebanon. It hopes that light will be shed upon these crimes and issues a solumn warning to the perpetrators and their backers. The European Union reaffirms its full support for the government of Mr Fouad Siniora. It calls on all the political forces of Lebanon to play their part in ensuring that the government loses no time in implementing the reforms necessary for the progress of the democratic Lebanon that emerged from the elections of June 2005. The European Union reiterates the importance it attaches to the Lebanese government extending its authority to the entire national territory and encourages it to continue the dialogue begun, in accordance with resolution 1559, with a view to the disarmament of Lebanese and non-Lebanese militias. It fully supports the Lebanese government's intention to enter into negotiations with Syria with a view to demarcating the entire border separating the two countries. It considers that complete recognition of Lebanon's sovereignty and independence must be sanctioned by the establishment of full diplomatic relations between Syria and Lebanon. The European Union reaffirms its support for the plan to hold an international conference in Beirut in 2006 on reconstruction and the introduction of the necessary reforms in Lebanon. The aim of the conference will be to mobilise regional and international support for the Lebanese Government's programme of economic restructuring and political reforms. Declaration by the Presidency on behalf of the European Union
on the deteriorating political situation in Cambodia Brussels, 16 January 2006
The EU expresses its concern over the continuing use of defamation law suits by the Royal Government of Cambodia against members of the opposition, media, trade unions and NGOs resulting in their arrests. This disturbing trend culminating in the arrest of the Director of the Cambodian Center for Human Rights on 31 December 2005, and other Human Rights defenders has the cumulative effect of a targeted intimidation campaign against NGOs and human rights defenders in Cambodia. The EU appeals to the Cambodian government to refrain from law suits resulting in the criminal prosecution for accusations regarded as defamatory. The European Union warmly welcomes President Fox's decree of December 9, 2005, which modifies articles 14 and 22 of the Political Constitution of the United Mexican States, thus completely abolishing the death penalty in Mexico. The European Union considers that the abolition of the death penalty contributes to the enhancement of human dignity and the progressive development of human rights. It reaffirms its objective of working towards universal abolition of the death penalty.

Declaration by the Presidency on behalf of the European Union on the serious incidents in Côte d'Ivoire
Brussels, 19 January 2006 The European Union resolutely condemns the orchestrated acts of violence which have been taking place in Côte d'Ivoire, particularly in Abidjan, since Monday 16 January, and also the attacks on the UNOCI contingent. These acts constitute a serious impediment to the peace process. The European Union calls on all political players to bring these unacceptable acts to an end immediately, and requests that all necessary measures be taken to ensure the safety of the international and diplomatic presence. The European Union, which is a member of the International Working Group, reiterates its full support for Prime Minister Konan Banny with a view to the successful completion of the transition process initiated by the African Union in accordance with UN Security Council Resolution 1633, which is binding on all parties in Côte d'Ivoire. The fundamental aim of this process is the holding of uncontestable elections in Côte d'Ivoire by 31 October 2006. The European Union gives its full support to the moderate voices in Nepal working towards the goal of a sustainable peace based on the principles of a civilian, accountable and democratic government. The EU strongly condemns the use of force to suppress the Nepalese people's exercise of fundamental rights, including the right to freedom of assembly and freedom of expression. The EU calls upon the King, the Government of Nepal and the Security Forces to immediately restore all political and civil liberties in accordance with Nepal's international obligations, immediately release all political prisoners and human rights defenders, and ensure that political and civil rights, including freedom of assembly and freedom of speech, can be exercised peacefully. The EU strongly condemns the resumption of Maoist violence, including the recent murder of an election candidate. The EU deeply regrets the government's failure to seize the opportunity provided by the Maoists' unilateral cease-fire to declare a truce. The EU underlines the obligation of all parties to fully respect international humanitarian law, including by way of protecting civilians and facilitating the access of humanitarian organisations seeking to aid affected persons. The EU reiterates that what Nepal and its people urgently need is a cessation of armed hostilities as a first step in an inclusive and comprehensive peace process. The European Union underlines its stand on elections. For the elections to be meaningful it is crucial that they be held in direct consultation with the political parties as part of an exercise to establish a full return to democracy. The fact that no such consultation has taken place means that the planned municipal elections will be another step backwards for democracy and are likely to further polarize positions. The European Union is gravely concerned at the continuing violence in Sri Lanka. The people of Sri Lanka want peace. Those behind the violence seem to want a return to conflict knowing that this will bring further suffering to all Sri Lanka's communities, including those they claim to represent. The European Union urges all those engaged in violence, and all those with influence upon them, to arrest this descent into conflict. The full implementation of the current Ceasefire Agreement between the Government of Sri Lanka and the Liberation Tigers of Tamil Eelam (LTTE) is essential for any progress towards a lasting peace. The European Union condemns in the strongest possible terms those who perpetrated the attack at the offices of the Sri Lanka Monitoring Mission (SLMM) in Batticaloa on 13 January. This attack was a deliberate attempt to undermine the Ceasefire Agreement. The SLMM is an unarmed body, invited by both the government and the LTTE to monitor the Ceasefire Agreement. The European Union calls upon the parties to the Ceasefire Agreement to ensure the security of the SLMM in order to allow the mission to fulfil its mandate. The European Union renews its commitment to the SLMM and commends the contributing countries Denmark, Finland, Iceland, Norway and Sweden for their invaluable work. The European Union urges the LTTE to agree to meet representatives of the Government without delay to discuss the implementation of the Ceasefire Agreement. At the same time, the European Union expects the newly elected PLC to support the formation of a government committed to ending violence, a negotiated solution to the Israeli-Palestinian conflict, the rule of law, reform, and sound fiscal management. The European Union welcomes President Abbas' commitment and leadership in this regard. The European Union reiterates its position that there is no place in a political process for groups or individuals who advocate violence. on the appointment of President Denis Sassou-Nguesso as Chairman of the African Union
Brussels, 30 January 2006 The European Union congratulates the Republic of Congo and its President Denis Sassou Nguesso for having been chosen to lead the African Union for the coming year. President Sassou Nguesso has already played an important role in the adoption of the AU Non-Aggression and Common Defence Pact. During his Chairmanship of the CEMAC he has also been a driving force behind the peace-keeping operation in the Central African Republic (FOMUC). He played an important role in solving the constitutional crisis in Sao Tomé and Principe. The EU therefore expects him to keep peace and security in Africa high on the agenda of the AU during his Chairmanship. The Chairmanship of the African Union is a very important and challenging task. The African Union and its organs are the concrete translation of a new African determination to make the continent a better place to live and where the problems of development, regional integration, democracy, and peace and security are effectively addressed. In its short period of existence, the African Union has already achieved a lot but its leaders have defined an ambitious agenda to make it an even more successful organisation that can deliver to the needs of the African people. The European Union is a natural partner in this endeavour and it is keen to continue and to strengthen this partnership to our mutual benefit. Last December the European Union adopted a Strategy for Africa, and we have noted with great satisfaction that the AU summit has welcomed it. The Strategy contains very comprehensive and concrete commitments to better assist Africa on the basis of African ownership and responsibility. Successful implementation requires a joint effort with our partners in Africa at a continental, sub regional and national level. The political framework for implementing the Strategy in partnership is the EU/Africa dialogue which should lead up to the organisation of a second EU/Africa summit.
