DELNET has meaningfully completed yet another year, catering to the information needs, building up the resources for content dissemination, exploring new technologies, training the library and information science professionals, and networking knowledge. The year has witnessed a steady growth in the DELNET membership which has risen from 565 to 743. The DELNET database resources have also now reached around four million records. The DELNET services have become more popular in the country especially with the effective Interlibrary Loan and Document Delivery Services which are provided to libraries all across the country and also to the member-libraries outside the country. In order to streamline the Interlibrary loan services and to have better coordination with them in Southern India, DELNET has opened up a Coordination Unit at Bangalore and we are hoping to replicate the same model in a few more cities in the country in the near future.

DELNET, a major resource sharing library network in South Asia covers a wide spectrum of member-libraries and their resources. DELNET is committed to pool the information about resources scattered in the libraries in the country and consolidate information through union catalogues, union lists and other databases. This is being done to satisfy the major information requirement of students, researchers, scholars and the public in the country. Our services also support the research activities in India as we regularly supply suitable content and information materials to libraries and their users.

I Membership

The membership of DELNET has been growing steadily. It has increased from 565 on April 1, 2003 to 743 on March 31, 2004. The subjectwise and geographical breakup of DELNET members are given in the Appendix I. There has been a substantial increase in the number of Science and Technology institutions including the technical institutions during the year. This has been made possible due to the continuing support of the All India Council of Technical Education. AICTE is providing the Admission Fee and the first year's Institutional Membership Fee to their approved technical institutions for joining DELNET. Owing to this special incentive and the messages sent by AICTE to the approved institutions that they will have to modernise their libraries and have access to networked information, a number of libraries from different parts of the country are joining DELNET. We also receive requests from various institutions to seek membership. In order to facilitate easy access to membership, forms and other documents including AICTE-DELNET MOU. AICTE has made these documents available through its website at www.aicte.ernet.in. We have also made them available at www.delnet.nic.in Though DELNET services are provided to institutional members, we also get requests from individuals inside and outside the country for information or.for

membership. We are instructing them to approach the nearest member institution in their city for accessing DELNET databases.

II Finances

I am pleased to report that the National Informatics Centre (NIC) provided a grant of Rs seven lakh to DELNET for the year 2003-2004. We are grateful to NIC for its continued support to DELNET for networking libraries in the country.

In order to augment our finances, DELNET is also raising revenue through the Admission Fee, Membership Fee and other services. With the increase in membership, there has been an increase in finances through these sources.

The financial accounts for the year 2002-2003 were audited by M/s S S Kothari & Co. We have been using Tally Software for maintaining the accounts. We also plan to get the latest updates of Tally software for automating salaries, TDS, etc.

III DELNET Building at JNU

The Foundation Stone of the DELNET Building was laid in December 2002. The representatives of DELNET and the architects had several meetings with DDA officials during the last one year in this regard. I am glad to report that the building plans were submitted to DDA by the architects M/s C P Kukreja & Associates in January 2003. DDA approved the plans in March 2004 and they forwarded them to the Delhi Urban Arts Commission (DUAC) and Delhi Fire Office for their approval. Delhi Urban Arts Commission and Delhi Fire Office have also approved the building plans. We hope to start the construction work soon. In the meantime work on the levelling of the site and removal of rocky structures is being undertaken by the builder.

As reported earlier, the Department of Culture, Government of India had sanctioned an amount of Rs. one crore to DELNET for the construction of its building. An amount of Rs. fifty-five lakhs have so far been given by the Department of Culture and we hope to receive the remaining part of the assistance in 2004.

It is hoped that the Administrative Wing of the building and part of the Hostel Wing will be completed by November 2004. We hope to shift our operations from India International Centre to DELNET building on Nelson Mandela Road in December 2004.

IV Network Development and Operations

DELNET is keen to upgrade its network capabilities and operations. There has been a regular increase in the usage of DELNET databases by the member-

libraries. The network is accessible 24 hours every day. The usage statistics are analysed periodically to know about the accessibility by the member institutions. A Webtracking software is developed which keeps a track of each single transaction made by the member-libraries.

The DELNET databases are hosted on Basis Web server and it is connected with 11 mbps RF link. Efforts are being made to install a high speed network gateway machine. The dial up connectivity is still being used by the member-libraries of the Delhi region who have access through the local dial up telephones. Eleven telephone lines are dedicated for this purpose. We are also looking into the network security issues and hope to install the necessary hardware/software for the purpose as soon as the necessary finance becomes available for this purpose.

V Internet Connectivity to IIC

Internet connectivity available to DELNET through NIC has been extended to IIC according to the understanding between NIC, IIC and DELNET. Fifteen INTERNET nodes are operational at IIC through DELNET.

VI ILL/DDS Research

The number of requests for the supply of books on loan as well as for the supply of journal articles are received online by DELNET. These requests come from member-libraries and their researchers and faculty. We notice a regular increase in the requests made to DELNET and we hope that these requests will increase regularly. We are looking forward to the possibility of implementing ISO ILL protocol in order to handle large requests effectively. Also we hope to introduce some additional features into the Web version for making ILL and Document Delivery operations smooth. A software DELMS which has been developed by DELNET recently will be implemented shortly. This software will take care of all the ILL/DDS requests, dispatch, etc. The software will generate E-mails for sending ILL /DD requests. Also, updation of membership records of the institutional libraries will be done online through this software.

VII DELNET Website

The DELNET Website is hosted at NIC server at www.delnet.nic.in and for regular updations the remote publishing is done from the DELNET server only. In order to make the site interactive and give a new orientation to the site, highlighting the activities of DELNET, the DELNET Website is being redesigned with more additional features. An outside agency is developing it and we hope that it will be uploaded soon. The older issues of the DELNET Newsletter and the Director's Report will eventually become available at the site later.

VIII Union Catalogues and Bibliographic Databases

In order to compile the machine readable records into union catalogues and to provide more content through the existing DELNET databases the member-Ubraries should send their records in machine readable form to DELNET. For collecting records, visits were made by DELNET staff from time to time to libraries in different parts of India. The member-libraries are also requested periodically to send their records in machine readable form directly to DELNET and the necessary assistance is provided to them.

A number of records pertaining to the Libraries in South India were also added as we got them collected through the DELNET representatives during their visits to Andhra Pradesh, Karnataka, Tamil Nadu, Kerala and Pondicherry. A complete breakup of DELNET databases and other online databases is provided in Appendix II.

TX Coordination Unit, Bangalore

Since DELNET has 268 member-institutions in Andaman & Nicobar, Andhra Pradesh, Karnataka, Kerala, Tamil Nadu, Pondicherry, a Coordination Unit was opened in Bangalore to coordinate the ILL/Document Delivery operations among the member-libraries and arrange visits of technical staff to the libraries for data collection and trouble shooting purposes. The work of this unit is being monitored.

X Digitisation of Rare Books of the 'India Collection'

In this day and age digitisation is becoming one of the major areas of specialisation for libraries. Keeping its importance in view, DELNET undertook a small digitisation project with the financial support of the British Council. Digitisation of 25 rare books of the 'India Collection' housed at India International Centre was undertaken. These titles are already being hosted at the British Council Website at http://library.britishcouncil.org.in/. India International Centre will also be hosting the content on their Website.

XI National Initiatives

a. National Bibliographic Database

The work on the creation of MARC records at the Asiatic Society, Kolkata has been continuing. Around 20,000 records have been created as of now in Bengali and English script and another 5,000 records are being created.

In order to create the records in Bengali script, a software called DEL VISION was developed by DELNET. Previously DELNET had been using GIST

card for this purpose. But with the use of UNICODE globally, it was considered important to use UNICODE based software for this purpose. The software is in use at the Asiatic Society, Kolkata.

b. AICTE-DELNET MOU

I am glad to report that as a special incentive being provided to the technical institutions approved by AICTE, more than 440 technical institutions from Engineering, Technology, Management, and Pharmacy disciplines have joined the network. The approved institutions of AICTE need to pay only the ILL online charge per year and the annual membership fee from the second year.

c. National Convention on Library and Information Networking NACLIN 2003

The Sixth National Convention on Library and Information Networking -NACLIN 2003 was organised by DELNET and Jadavpur University from October 14-17, 2003 at Jadavpur University, Kolkata. The theme of the Convention was "Managing Knowledge Resources in the Digital Era." More than 150 library and information science professionals from different parts of the country participated in the four-day convention. The convention topics included Digitisation of Knowledge Resources, Bibliographic Formats, Retro-conversion, Exploring Internet Resources, Networking and Consortia Techniques. Papers on these issues were presented and discussed by the experts. The convention was inaugurated by Hon'ble Minister Prof. Satya Sadhan Chakraborty, Minister-in-charge, Department of Higher Education, Government of West Bengal. The Welcome Address was delivered by Shri B. B. Das, Organising Secretary, NACLIN 2003 and University Librarian, Jadavpur University. The introductory address was given by Dr. H. K. Kaul, Director, DELNET. He said that in the 21st century, the LIS professionals were better equipped with the information technology in a way which was never done in the past. He felt that the LIS professionals should have their own professional vision statement which would make them serve the users better. He stressed the need for establishing Knowledge Centres in the country in order to develop a knowledge-based society by helping nearly 355 millin illiterate people. Shri Nemai Mai, Minister-in-charge, Library Services, Government of West Bengal released the pre-conference volume of NACLIN 2003 and the Souvenir. Hon'ble Prof. Satya Sadhan Chakraborty delivered the inaugural address. He said that in the 21st century our society should become knowledge-based and added that only those nations would perform better who would equip themselves with

knowledge. He reiterated the need for making knowledge accessible to the rural masses in the country. He observed that the library and information science professionals had to play a pivotal role in its disseminating information to the users. Prof. Ramaranjan Mukherjee was the Chief Guest. The Presidential address was delivered by Prof. Asok Ranjan Thakur, Pro Vice-Chancellor, Jadavpur University. He observed that the libraries and information centres had to play an active role in disseminating knowledge and stressed the need for networking not only among the computers but also among the users. The vote of thanks was given by Dr. K. P. Majumdar, Head, Dept of Library and Information Science, Jadavpur University. The tutorials on MARC 21, Metadata and Dublin Core, Digital Library of Indian Languages and Building Subject Gateways were also held. The valedictory address was delivered by Prof. A. N. Basu, Vice-Chancellor, Jadavpur University, Kolkata. Prof. Prabir Roychaudhury, the veteran librarian of West Bengal was also present at the occasion. The paperback edition of NACLIN 2003 papers were distributed among the participants. The hardbound edition of the proceedings, containing additional papers has also been published.

NACLIN 2003 adopted the following recommendations:

1. Digitisation

1.1 A national plan for digitisation be evolved.

1.2 Documents of interest to individuals, institutions and the country be digitised and financial support be given by the Central Government and the State Governments to institutions for this purpose.

1.3 Content creation work in digital form be done by each institution, department and ministry in the country.

1.4 Standards of meta information and data security which are at par with the international standards be introduced.

1.5 Commerical sector be associated with the creation of content in the digital form.

1.6 In order to achieve a high degree of competency in content creation training at national and state levels be given to library and information science professionals and common standards be evolved for this purpose.

1.7 All important books and manuscripts available in National Library and the libraries of national importance be digitised and made available to the users.

1.8 The use of UNICODE for language compatibility and the Dublin Core which is the de facto standard for resource discovery across a wide range of applications and domains be promoted for digitisation of publications in different Indian languages.

1.9 Open archive initiative in different subject areas be promoted.

1.10 A National Committee be constituted by the Department of Culture to look into various aspects of digitisation in the country.

2. Modernisation and Networking of Libraries

2.1 DELNET be supported to network public libraries and college libraries in the country.

2.2 Libraries be upgraded into Knowledge Centres in a phased manner while promoting the use of materials in printed and digital forms.

2.3 Knowledge Centres be established in different parts of the country.

2.4 Libraries should be supported to create their own Websites.

2.5 Libraries should be supported to create MARC 21 records.

3. Software and Research

3.1 The use of Open Source Software be promoted.

3.2 DELNET be supported to create an open source Library Management Software which can be given free of charge to the libraries.

3.3 Research in retrieval of information from online databases through the Web be undertaken to facilitate access to appropriate information by general users.

4. Copyright

4.1 Propagation of Copyright laws be undertaken by libraries and concerned agencies.

4.2 Copyright Clearance Agencies be established.

5. Communication

5.1 Broadband connectivity be given to libraries at subsidised rates.

6. Standards

6.1 International Bibliographical standards such as MARC 21 be uniformly adopted.

7. Training

7.1 The scope of the Departments of Library and Information Science in the Universities be widened to incorporate knowledge technology as one of the major disciplines for study and practice.

7.2 Regular training programmes be organised by the librarians.

7.3 Library staff be given regular access to the most recent IT literature.

7.4 Each library should develop literacy skills among its users.

8. Consortia

8.1 In the field of Library and Information Science, a consortia be evolved to provide access to current literature.

8.2 Establishment of Consortia for providing online access to journals for small institutions and Engineering Colleges.

9. Conservation

9.1 A national programme be established for the conservation of the digital resources.

d. Networking of Technical Libraries in Punjab

An MOU had been signed with the Punjab Technical University to network libraries of technical institutions in Punjab. A number of technical institutions joined DELNET from Punjab as a result.

e. National Technology Day Celebration

DELNET organised a lecture on "Next Generation Internet" to celebrate National Technology Day on May 12, 2003. The lecture was delivered by

Dr. S. Ramakrishnan, Senior Director and Head, Software Development Division, Department of Information Technology, Govt, of India and Executive Director, CDAC. It was presided over by Prof. P. V. Indiresan, former Director, IIT Madras. Dr. S. Ramakrishnan began his talk by citing the three generations of Internet. According to him, there were 5 million conections, 9 million PCs, 40 million landline numbers and 12 million cell phones. He reiterated the need for bandwidth requirements as the essentials for trade applications. He said that unless and until the content was developed, the utilisation of tremendous high speed information highway would not be made. According to Dr. Ramakrishnan, everything in the world would become IP-based shortly. He said that switching technology would now be playing a more vital role. Mobile computing and other devices integration was another issue. He spoke about the Internet II initiative which was a consortium of 200 universities, industries and government groups working together to develop and deploy advanced network applications. He concluded his lecture by affirming that the Next Generation Internet would encompass in several ways the entire gamut of communications, computing and electronics.

XII International Cooperation

The Board of Management of the National Library, India of which Dr. H. K. Kaul is a member, nominated as Coordinator of the International Conference on National Library Services (ICONLIS - 2004) which was held from March 15-16, 2004 at Kolkata. DELNET was asked to manage the expenditure to be incurred in Delhi in this connection. ICONLIS emerged as a major programme to mark the centenary celebrations of the National Library, India. Delegates from 23 countries including Australia, Bangladesh, Bhutan, China, Greece, Greenland, Indonesia, Iran, Japan, Kazakhstan, Malaysia, Maldives, Nepal, Russia, Seychelles, Singapore, South Africa, Sri Lanka, Thailand, UK, USA and India participated in the Conference. The pre-conference volume containing 42 articles presented at the conference were edited by Dr. H. K. Kaul and the publication of the volume was arranged by DELNET on behalf of the National Library, India. The conference discussed the major issues concerning the National Libraries of the World. The recommendations of ICONLIS for the National Library, India have been finalised.

XIII Lectures

DELNET organised a lecture on 'Overseas Programme of Library of Congress' which was delivered by Laila Mulgaokar, Field Director, Library of Congress, New Delhi on January 8,2004. She spoke at length about the Cooperative

Acquisitions Programme in South Asia including 'Exchange and Gift Programme,' 'Bibligraphic Control in South Asia,' 'Microfilm Preservation Progamme' and other special projects. A Lecture was presided over by Shri K. Jayakumar, Joint Secretary, Department of Culture.

XIV Seminars

A seminar on DELNET was organised by Punjab Technical University and DELNET at DAV Institute of Engineering and Technology, Jalandhar on May 15, 2003. The seminar was inaugurated by Prof. Y. S. Rajan, Vice-Chancellor, Punjab Technical University, Jalandhar. Dr. S. K. Salwan, Senior Advisor, Punjab Technical University was the Guest of Honour. Prof. C. L. Kochher, Director-cum-Principal, DAV Institute of Engineering and Technology welcomed about 50 librarians and principals of technical institutes from Punjab. Dr. H. K. Kaul gave an online demonstration of DELNET during the day-long seminar. It was desired that the Punjab Technical University Vice-Chancellor Prof. Rajan would write to all technical colleges in the State to join DELNET. It was also desired that the distance education centres of PTU should also join DELNET.

A brainstorming meeting was held on may 17, 2003 at IIC to discuss the production, distribution and use of e-book devices in developing countries. The meeting was attended by Mr. Angus Scrimgeour, President Scrimgeour Inc., Washington, Shri B. P. Singh, Former Vice-President, World Bank, Mr. Vinay L. Deshpande, Chairman and CEO, Encore Software, Bangalore; Dr. H. K. Kaul, Director, DELNET and Ms. Sangeeta Kaul, Network Manager, DELNET. The discussions covered the production of E-books in India and in this connection looked into the issues of demand for such books, the creation of content for e-books, Government support for the project; design and functionality of e-books, details of manufacture and finance and timing. The meeting ended with the hope that DELNET could collaborate with the concerned agencies for promoting the use of DELNET databases through e-books in India.

XV Software Development

a. DELMARC

The following improvements were made in DELMARC during the year:

1. The Serial-Module for Del-Marc 1.0.0 has been introduced and is being tested. This module supports Acquisitions: Periodical Selection, Approval, Ordering, Accessioning, Cataloguing of records in MARC format, OPAC, individual search by: Title, Subject, ISSN, Frequency, Language etc. Results in AACR-II, Tag Format and

General Formats are introduced. Circulation module includes Issue, Return, Reservation/ Cancel Reservation, Reissue of material with Barcode Technology. System Administration module includes administrative jobs. Reports/ Inquiries (between any valid dates) are also covered. Article indexing is also taken care of.

2. A Dynamic Report System has also been introduced in DELMARC and is functioning well. It is useful to print any kind of report. This System/Module can easily be integrated with the software and the reports of any type can be printed. Here, one can oneself decide to select the page size, column width, columns to be printed or not to be printed, font size/colour/style, no. of pages, no. of copies etc. One most important and exclusive feature is that the results can be sorted in any order by any column.

3. Many facilities have also been introduced under Report System.

4. Other significant modifications and additions were also implemented depending on the feedback from users.

b. DELPLUS

In order to modernise small libraries in India, DELNET presents DELPLUS, the library management software that conforms to international standards and presents its applications in a user-friendly manner.

DELNET released the first version of DELPLUS 1.0, single user library management software. It has been developed bearing in mind the size and operation of the libraries and is offered to member-libraries of DELNET with a collection of books up to 1,00,000 at a subsidised price of Rs. 15,000. The software is running successfully in 22 libraries in India.

The first version of the software and the trial version (for 30 cays) has also been successfully released and implemented. The work for the development of DELPLUS 2.0 (LAN based, Multi-user) has also been completed successfully with new features like serial control, etc. The LAN/ Multi-user facility of DELPLUS is being tested in two libraries at present.

c. Del-Vision - A Multilingual Retro-conversion Application

In order to create machine-readable records of documents/books in Indian languages, DELNET has produced Del-Vision, which is UNICODE

based, multilingual, retro-conversion software package. It conforms to international standards and presents its applicant in a user-friendly manner.

The first version of Del-Vision was released and it is being used for creating catalogue records of books in Bengali at the Asiatic Society, Kolkata. The software uses MARC 21 as the format.

XVI Training Programme

DELNET organised a training programme on Emerging Technologies for Effective Management of Library Services at the National Informatics Centre, New Delhi from December 8-10, 2003. The programme was provided free of charge to the AICTE approved institutions in the country. Fifty-four Library & Information Science professionals from various engineering colleges, polytechnics, universities from Andhra Pradesh, Gujarat, Maharashtra, Madhya Pradesh, Tamil Nadu, Uttaranchal, etc participated in the training programme. The sessions were arranged on online demonstration of DELNET services, MARC 21, effective search strategies on the Web, designing and creation of Websites, etc.
