Introduction

Appointment a s a match offi cia l at one of the FIFA competitions is a n honour but it

a lso enta ils a wide range of responsibilities . Ma tch offi cia ls will be expected to show

enough fl exibility to a da pt to situations tha t may not be covered even by the follow-ing comprehensive guidelines.

A. THE FIFA COMMISSIONER

1. THE COMMISSIONERS BASIC RESPONSIBILITY

The role of the FIFA commissioner as FIFAs offi cia l representa tive a t a ma tch is ofparamount importance. He is the a uthority responsible for ensuring tha t the match isproperly organised a nd runs smoothly. The commissioner sha ll be abs olutely objec-tive and his beha viour inva riably refl ect this principle. He sha ll constantly be a lert toa ll incidents and comments concerning the ma tch itself.

1.1. Special Telephone Number

In emergencies , FIFA may be conta cted on the fo llowing te lephone number,

24 hours a da y:

If there is no reply, a messa ge may be left on the a nswering machine. This

number is reserved for emergencies only.

2. PREPARING FOR THE TRIP

2.1. Preparations

Prepara tion for a match consists mainly of studying the competition regulations,

this booklet and any other information sent by FIFA.

The commissioner sha ll make sure tha t he is familiar with the competition

regulations a nd the pa rticula r circumsta nces perta ining to the match (previous

results, suspended players, q ualifying procedure e tc.).

This point a lso a pplies to the referee, the referee inspector, the s ecurity offi cer,

and any other FIFA match offi cial a ppointed to the ma tch.

2.2. Travel

As a rule, the commiss ioner sha ll make every effort to reach the ma tch venuetwo days before the match but at the latest one day before the match. If he

is prevented from a dhering to his intended travel schedule, the FIFA genera l

secreta riat a nd the ma tch organisers s ha ll be informed without delay.

FIFA will issue a PTA or ticket , which the commiss ioner sha ll use. Cha nges in

itinera ry will only be permitted in exceptiona l circumsta nces .

FIFA will inform the na tiona l associat ions orga nising the ma tch (hos t ass ocia tion)

of the exact travel a rrangements of the ma tch commiss ioner, so tha t they can

reserve his hote l room a nd a rrange for him to be met a t the a irport.

This point a lso applies to the referees, the referee inspector, the security offi cer

and any other FIFA match offi cia l if a ppointed .

If a visa is req uired for a ny of these o ffi cia ls, the FIFA Travel Offi ce s ha ll inform

them accordingly. They s ha ll apply for the visa s in their respect ive country with

the ass istance of their national a ss ociation. Any further information (passport

details etc.) necessary for the host association to arrange the visas shall be

provided by the offi cials respective na tiona l ass ocia tion (with a copy to FIFA).The FIFA Travel Offi ce sha ll regularly provide the offi cia ls with information

rega rding entry, visa and hea lth regulations

2.3. Insurance Cover

FIFA commissioners travelling offi cially on behalf of FIFA are included in the

scope of s everal insurance policies concluded by FIFA on a volunta ry ba sis .

Benefi ts and claims a re exclusively regula ted by the respective insurance

contracts and conditions. The insurance limits a rising among other things

from the existing Group Persona l Accident Insurance including Travel Hea lthInsurance and Luggage Insura nce a re briefly outlined a s follows :

Group Personal Accident Insurance

In the cas e of dea th: CHF 300,000

In the cas e of disab lement: up to CHF 500,000

> this sum may increas e in the cas e of

Medica l expenses in the case of a ccident: unlimited for a period of 10 years

Travel Hea lth Insurance

Medica l expenses in the case of a cute illness: up to CHF 100,000

Luggage Insurance

Loss of luggage (including cash up to CHF 1,000): up to CHF 5,000

Additional travel expenses incurred as the result of an accident or illness a re

a lso covered as follows:

rescue and s earch opera tions;

transportation to the nearest suitable hospita l;

additiona l costs for direct repa triation or return transportation to a suitab le

hospital.

Claims against the above insurance must be submitted to the FIFA general

secreta riat in writing within seven da ys of the incident.

3. THE HOST ASSOCIATIONS DUTIES

The host a ss ocia tion sha ll notify the commissioner and FIFA (matchorganisa tion@fi fa .org) by telefax and e-mail, if ava ilable, o f:

the town where the ma tch is being played; the name of the stad ium;

the kick-off time;

the name, ad dress , telephone and telefax numbers a nd e-mail of the commiss ion-

ers hotel;

the name, address, telephone and telefax numbers and e-mail of the referees

hotel (if different from the commiss ioners hotel);

the da te and time of a rriva l of the home team in the town where the match is to be

played;

the names, addresses, telephone and telefax numbers, and e-mail of the twoteams hotels;

the da te a nd time of a rriva l of the visiting team;

a 24-hour mobile phone number of the person in charge from the hos t ass ociation

for the match (in operation from 4 da ys be fore the match until the d eparture of the

tea ms a nd match offi cia ls).

The hos t as sociation sha ll provide accommoda tion for the commissioner, refereesand a ss istant referees of the ma tch (and referee inspector, security offi cer and a nyother match offi cial, if appointed by FIFA) in the same fi rst-class hote l. The two teams

shall be accommodated in two separate hotels different from the match offi cialshotel. If this is not possible, the commiss ioner sha ll take a decision on the ma tter.

The commiss ioner sha ll be provided with a chauffeur-driven ca r from the time hea rrives in the country of the host a ss ociation until he leaves (this point a lso a ppliesto the referee inspector and security offi cer, if appointed). The host a ss ocia tion sha llass ign an offi cia l to as sist the commiss ioner in his duties and if necessa ry to act a sinterpreter (this point a lso a pplies to the referee inspector, security offi cer and anyother match offi cial, if appointed by FIFA). Contact details (including mobile phonenumber) of these offi cia ls sha ll be notifi ed to FIFA be fore match offi cia ls a rrival.

The hos t a ss ociation sha ll inform the visiting as socia tion of the place a nd the timeof verifi ca tion of the players identities a nd the offi cial meeting (see points 4.1. a nd5.1.). The visiting ass ocia tion sha ll comply with thes e a rrangements .

4. UPON ARRIVAL AT THE MATCH VENUE

As soon a s he a rrives , the commissioner sha ll fi x times with the host ass ociation forthe following forma lities :

1. Verifi ca tion of the pla yers identity

2. Inspection of the sta dium

3. Offi cia l meeting

4.1. Verifi cation of the Players Identi ties

When checking the players identities a ga inst their pass ports, pas sport

numbers (and players licences, if necessary) at the teams hotels, the

commiss ioner sha ll make sure tha t:

apart from himself, the only persons a llowed into the room a re the playersthemselves, the head of delegation, the head of administration, the

president of the association (if he wishes), a representative from the other

teams delegation (if he wishes), the assistant to the commissioner and the

delegations interpreter;

the players who a re entitled to ta ke part in the ma tch sha ll take turns to show

their passports (and players licences , if any) for verifi ca tion. Should a player

not be in possession of a pa ss port, or if it has expired or has obviously been

tampered with, he shall not be allowed to take part in the match. Identity

cards or other similar documents cannot be used as a replacement for apassport. This decision is fi na l.

protests against the eligibility of players shall be submitted in writing to

the referee or the commiss ioner not late r than two hours a fter the match in

q uestion a nd confi rmed by registered letter to b e s ent to the FIFA genera l

secreta riat not la ter than two da ys after the match. Should such a complaint

prove to be unfounded, the national association which has erroneously

lodged the compla int runs the risk of being sa nctioned.

4.2. Inspection of the StadiumThe commissioner sha ll inspect the sta dium as follows :

condition of pitch;

completion of pitch (markings, goa ls, subs titutes benches , corner fl ags,

fl ag posts (number and pos ition), s ubstitution numbers, a dvertising boa rds ,

camera positions in the enclosure);

dress ing rooms for teams, the referees a nd ass istant referees , as well a s the

doping control room (attention to cleanliness );

fi rst a id services;

circulation fl ow for the respective groups (teams, referees , media , VIPs,genera l public).

As a rule, the referees and a ss istant referees sha ll be present during the

inspection, but, in some cases, only the fourth offi cia l.

5. MEETING WITH THE TEAMS AND OTHER OFFICIALS

5.1. Offi cial Meeting

The following persons a re required to a ttend the o ffi cial meeting convened by

the commissioner:

the heads of both team delega tions;

the coaches (or as sistant coaches) of both teams;

both team doctors;

the heads of administra tion of both delegations;

the referee inspector, if appointed;

the FIFA security offi cer, if appointed;

the FIFA media offi cer, if appointed ;

any other FIFA match offi cia l, if appointed ;

the referees and a ss istant referees , in some cases only the fourth offi cia l; the representa tives of the organisers;

the s tadium authorities (stadium director);

the organisers hea d of security;

the person a ssigned to a ss ist the commiss ioner;

the interpreters of both tea m delegations , if req uired.

In the case of high-risk matches, the meeting shall also be attended by the

following persons :

chief of police;

chief of medical services ; chief of the fi re brigad e.

Media representatives sha ll not be a dmitted.

Before the sta rt of the meeting, the commiss ioner sha ll a sk everyone present

to print his/her name and function on a list of participants, which shall be

reta ined by the commissioner.

The commissioner sha ll discuss point 5.2. (ma tch arrangements including

the countdown) and6.1. (safety and security matters) as well as the training

times for offi cial training in the stadium (if not already decided) at the offi cial

meeting. He sha ll begin with the ma tch arrangements so tha t the referees and

ass istant referees (if present) may then leave the meeting.

5.2. Match Arrangements

(a) Kick-off t ime: confi rm kick-off time; empha sise punctua lity as rega rds a rriva l

a t the s tadium, kick-off and the s ta rt of the second ha lf; fi x depa rture time

from the hotel for the commiss ioner (and referee inspector, if appointed) to

arrive at the stadium at least 2 hours before kick-off, for the referees and

as sistant referees and the two teams to a rrive a t leas t 90 minutes before

kick-off. If necessary, the match commissioner, the referees and the twoteams sha ll be escorted by the police to a rrive a t the s tadium on time;

(b) Match timing a nd tea ms entrance and exit : see points 7.1. and 7.2.;

(c) Dressing Rooms for the referees and assistant referees, the teams and

the doping control room shall be fully equipped (with massage tables,

blackboa rds etc.) and clean a nd tidy;

(d) Discipline:every participant (listed players and s ubstitutes, coaches , other

tea m offi cials , etc.) sha ll be prevailed upon to respect fa ir play, the referees

decisions a nd the s pecta tors; not to feign injury; to show discipline on the

bench (no interference with ass istant referees); to be a wa re of the s erious

conseq uences of poor sportsmanship or la ck of discipline;

(e) Advertising:see point 5.4.;

(f) Tea m Colours :see point 5.5.;

(g) Footballs: Accepta nce of a footb a ll for use in FIFA competitions is conditiona lupon the footba ll bea ring one of the following designations:

the offi cial FIFA APPROVED logo;

the offi cial FIFA INSPECTED logo;

the reference Internat ional Matchball Standa rd (together with other

such indica tions of technica l conformity, a s req uired by FIFA);

(h) Shinguards/Appearance: compliance from every player with instructions

for compulsory shinguards and tidy appearance throughout the match

(shirts tucked into s horts a nd s ocks pulled up);

(i) Pitch Markings : to be checked before the match, after warming-up and

during half-time;

(j) Substitutes Benches:one bench for ea ch teams s ubstitutes a nd offi cia ls

(and interpreter, if any); one bench for the fourth offi cial (subs titution

numbers a nd a ss istant referees fl ags s ha ll be kept ready);

(k) Technica l Area : only one person per team is authorised to convey tactical

instructions to his players a t a ny one time within the confi nes of the

technical area during the match and he must return to his position aftergiving these instructions. He s ha ll a lways conduct himself in a responsible

manner. The technica l area sha ll be clearly marked;

(l) Injured Players: only two team assistants are permitted to enter the pitch

when the referee s ignals them to d o s o. The injured person sha ll be trea ted

quickly and return to play or else carried off for treatment outside the

playing a rea . The pla yer may not return to the pitch until the referee ha s

given him a signal to do so. In any case, water may be distributed to the

players during stoppa ges in play;

(m) Ballboys/Ballgirls:the number of ballboys/ballgirls and where they will be

positioned;

(n) Flags / National Anthems / FIFA Anthem: the FIFA fl ag mus t be hois ted. It

is up to the host and visiting teams and the region/town/city where the

match is being held to decide whether they wish their fl ags to be fl own too.

The competing na tional a ss ociations a re free to decide mutually whether

they wish to ha ve their na tiona l anthems played a t their matches . The FIFAanthem sha ll be played while the teams a re entering the fi eld;

(o) Telefax: ascertain where a telefax is a vaila ble to send the offi cia l reports

a fter the match (a t the latest 24 hours a fter the end of the match).

5.3. Use of the Pitch for Practice

As a rule, the two tea ms a re entitled to a light pra ctice sess ion not exceeding

75 minutes on the offi cia l ma tch pitch up to the da y before the ma tch, but only

if the ground a nd wea ther permits. No practice may take place a t the ground on

match da ys. The practising team is entitled to refuse access to the media, if it

so wishes, but is recommended to allow 15 minutes of media presence, after

which the media s ha ll leave the sta dium.

The visiting tea m (wea ring gym shoes on the pitch) is entitled to check the

fl oodlights on the day before the ma tch, if the weather does not permit a

tra ining session.

The commissioner is authorised to a rrange the tra ining sessions for the two

teams in the s tad ium.

5.4. Advertising on Players Kit

With the exception o f the manufacturers trademark, no kind of identifi ca tion

of sponsors or any other third party or slogans of a political, commercial,

religious or racist na ture or a ny other slogans a re permitted on a ny garments

or eq uipment of players a nd goa lkeepers (shirts, vests , shorts, thermal shorts,

socks, gloves, ca ps, underwea r etc.) in the entire pitch a rea .

Furthermore, no recognition of the above-mentioned nature is allowed to

be visible, in any manner on the body of players and goalkeepers, on other

team offi cia ls or elsewhere. If a na tional ass ociation a nd/or its players fail tocomply with the above obligations, they will be liable to sanctions by the FIFA

Disciplinary Committee.

The ma nufacturers a uthorised tradema rk may be used only once a s a graphic

logo or name, or graphic logo a nd na me combined (in accorda nce with the FIFA

Eq uipment Regula tions), and sha ll not exceed the following mea surements :

shirt: 20 cm2(on the ches t)

shorts: 20 cm2(on either leg)

socks: 20 cm2(between the a nkle and the top edge)

therma l shorts: 20 cm2

(on e ither leg) goa lkeepers gloves : 20 cm2(a design mark or a word mark , o r

a design mark and a word markcombined, measuring a maximum of20 cm2 on each of the goalkeepersgloves)

wristbands : 20 cm2

tra ck suit ja cket: 20 cm2

track suit shorts/trousers: 20 cm2

The na tional a ss ocia tions emblem may also b e worn as a ba dge on the shirt,

shorts and ea ch sock but may not exceed 100 cm2on the shirt, 50 cm2on the

shorts and 50 cm2on each sock or feature a ny advertising or other elements.

The emblem or name (or abbreviation) of the na tional ass ociation may a lso be

displayed on the s hirt and/or shorts in ja cqua rd weave provided tha t the colour

is similar to that of the shirt or shorts into which it is woven and that it does

not prevent the kit from being easily distinguished from the opposing tea ms

kit. It is not compulsory for the emblem or name (or abbreviation) on the shirt

to appear in jacquard weave but it may also be printed or affi xed in a similarmanner provided tha t it does not predomina te a nd prevent the kit from being

ea sily distinguished from the oppos ing teams kit.

The emblem of the na tional fl ag may also be worn on the s hirt, s horts a nd on

each sock and shall not feature any advertising, design or other elements and

not exceed the following mea surements:

shirt: 25 cm2 each, if positioned once on the left and/or once on the right sleeve or

25 cm2 each, if positioned once on the ba ckabove the number and/or once on thefront a t chest height

shorts: 25 cm2 on the right or left leg

socks: 25 cm2 to be positioned a t will

Referees and assistant referees are also prohibited from wearing advertising

on their kit.

The commiss ioner sha ll report any viola tions of these provisions to the FIFA

general secretaria t.

5.5 . Team Colours

Each team shall take its reserve outfi ts to every match and to the offi cial

meeting. If, in the opinion of the referee or the commissioner, the colours

worn by two opposing teams might lead to confusion or prove unsuitable for

television broadcas ts, they sha ll be modifi ed, using either the entire reserveoutfi t or a combina tion of both.

The goa lkeepers sha ll wea r colours contrasting with each other and those of

the two tea ms a nd referees.

The referees sha ll a lso check their own colours with the colours of the two

teams.

6. SECURITY

FIFA and/or the hos t na tional a ss ociation s ha ll decide whether a match is declareda high risk or not.

6.1. Safety and Security Matters

Matches may only be played in a ll-sea ter sta diums. If only sta diums with both

seating and standing areas are available, the standing space shall remain

vacant.

The commiss ioner sha ll empha sise the following points for high-riskmatches

a t the offi cial meeting. The commissioner sha ll use his discretion a s to which of

the various items need to b e discuss ed for normal risk ma tches :

(a ) Esta blish good relations and co-ordinationwith the s ecurity forces;

(b) Verify the capacity of the stadium (number of seats) and the estimated

attendance;

(c) Visit ing s upporters: How ma ny are expected? How many tickets ha ve been

a lloca ted to them? Will foreign supporters be a ble to understand direction

signs in and a round the s tadium? Are travelling arrangements known?

Parking strategy for buses and cars (segregated from home supporters)?

Arrangements a t a irport for a rriva l a nd depa rture? Dispersa l a rrangementsa fter match?

(d) Supervision of the sale of tickets (keeping spectator groups apart, police

protection);

(e) Counterfeit tickets: Is the demand for tickets such that there could be a

danger of counterfeit tickets coming into circulation? Are the authorities

prepa red for the la te emergence of forged tickets ?

(f) Check safety measures in and outside the stadium; the need for the

presence of adequate security forces on duty before, during and afterthe match (the security offi cers inside the stadium shall be immediately

ident ifi able a s such);

(g) One or two police cordons a round the s ta dium(as the fi rst sta ge in checking

a nd channelling spectators);

(h) Details of entry procedures; personal inspection of each spectator upon

entering the stadium: confi scationo f wea pons, fl ags , fi reworks, bottles ,

etc.;

(i) No kick-off until the situation outside the stadium and in the stands is

under complete control;

(j) Amenities in the stadium: individually numbered seats, easy access to

refreshment stalls, public conveniences, medical and fi rst-aid facilities,

sta nd-by forces etc.;

(k) Sea rching specta tors:who will be responsible?

(l) All sta dium exit doors a nd ga tes in the fence around the pitch sha ll a lways

remain unlocked a nd ea ch be permanently manned by a s tewa rd;

(m) Emergency evacuationarrangements;

(n) Advertising boards sha ll be placed in such a wa y tha t they do not obs truct

the opening of sa fety gates and do not represent a da nger to the players;

(o) Specta tors a nd a ll other unauthorised persons, such a s media

representa tives , sha ll be ba rred from entering the st adium enclosure;

(p) Anyone a uthorised to enter the s tadium enclosure, such as ba llboys/

ballgirls, photographers, etc. shall be prevailed upon to behave correctly

a nd refra in from trespass ing onto the fi eld;

(q) Letting off fi reworks of any kind is strictly prohibited; organisers shall be

discouraged from using fi reworks in the s tadium during ceremonies;

(r) The sa le of alcohola nd the distribution of any drinks to the public in bottles

or tins a re s trictly prohibited ;

(s) Are the loca l authorities sa tisfi ed with the fi re precautions ?

(t) The organisers sha ll designate a person for the commissioner to contact

if emergency announcements need to be made over the stadium

loudspeaker;

(u) Are loudspeaker announcers available in the required languages (home

and visiting teams etc.)?

(v) Are the security measures for the visiting teams arrivalat and departure

from the stad ium adeq uate?

(w) Do the commiss ioner, referees , a ss istant referees a nd tea ms need a police

escort (on match da ys, for tra ining sess ions, etc.)?

(x) Crisis group: During the offi cial meeting (5.1): agree on the formation

of a small crisis group to meet in the event of a major crisis (e.g. police

commander, fi re chief, medica l chief, s tadium mana ger, one representa tive

from each team, commissioner, FIFA security offi cer, media offi cer) and on

a centra l meeting point and a code to be communicated in the cas e of a nemergency.

Important and ess ential fi nal q uestions on sa fety/security matters: are the

security, fi re and medical authorities all perfectly satisfi ed with the match

prepara tions or is there any thing which FIFA and/or the organising nat ional

as sociation or the sta dium directors s hould do which has not yet been done?

These questions sha ll be asked and the responses noted.

7. MATCHDAY COUNTDOWN

7.1. Match Timing

7.2. Teams Entrance and Exit

The commissioner sha ll a rrange with the orga nisers the exact procedure to be

followed b efore and a fter the match.

Formalities such as the entrance of the teams, referees and assistant ref ereesonto the pitch, the national anthems being played, etc., should be kept brief

(not more tha n 10 minutes) so tha t the ma tch can s ta rt punctua lly.

The tea ms a re led onto the fi eld in two lines by the referees and a ss istant

referees , a s specifi ed in the countdown to the ma tch. The lines may by headed

by ba llboys ca rrying the FIFA Fa ir Play fl a g, if availab le. The ca pta in of each

tea m heads the line of players a nd only the eleven s ta rting players ma y enter

the pitch. The home team forms the line on the left and the a way team on the

right. Both lines s top a pprox. 10 m inside the pitch parallel to the touchline and

facing the VIP box, with the referees and assistant referees between the twotea ms. During the march-on, the FIFA anthem is played until the tea ms have

formed the line. Then the na tional anthem of ea ch team is played. Players must

respect the national anthem being played by standing still and quietly during

both anthems. The na tional a nthem of the visiting tea m is played fi rst.

After the fi na l whistle, both teams led b y the capta in sha ll join the referee

and the assistant referees in the centre of the pitch to wave goodbye to the

specta tors. They then a ll leave the fi eld together.

7.3. Opening Ceremonies

It is not customary for opening ceremonies and other entertainment to be

organised at FIFA competition matches. Opening ceremonies and other

entertainment before the match are permitted only on condition that they do

not a ffect the condition of the pitch.

7.4. Transportati on to the MatchThe commiss ioner sha ll make sure tha t he a rrives a t the sta dium at leas t

2 hours before kick-off and the referees and assistant referees at least 90

minutes before. If necess a ry, a police escort sha ll be organised for them.

7.5. Warming up Before the Match

Wea ther permitting, the tea ms a re entitled to wa rm up on the pitch, from

45 minutes to 20 minutes before kick-off. The goa lkeeper may s ta rt wa rming

up 50 minutes before kick-off. If the weather does not permit this, a suitable

alternative location shall be designated.

7.6. Warming-up During the Match

During the match, the warm-up area for the two teams is behind the goals or

the s ideline on the sa me side a s the team bench. No more tha n fi ve players per

team (excluding the goa lkeeper) a re a llowed to wa rm up a t the sa me time. No

ba lls a re a llowed , except for the goa lkeeper.

7.7. Commissioner s Seat in the StadiumThe commissioner sha ll be given a sea t in the s ta dium (VIP box) with the best

overa ll view of the entire s tadium. Before the match, he sha ll wa lk from his s ea t

to the referees dressing room and onto the pitch, so tha t he can fi nd his wa y

about q uickly and without delay, if necessa ry.

The referee inspector sha ll be s ea ted next to or close to the commissioner to

facilitate contact.

The security offi cer may be positioned anywhere in the s tadium, b ut he

sha ll be in permanent contact with the sta dium management and the match

commissioner.

8. REFEREES AND ASSISTANT REFEREES

8.1. Pre-match Assistance for the Referees and Assistant Referees

The commiss ioner or the referee inspector (if a ppointed) sha ll give the referees

and assistant referees as much assistance as possible. He shall ensure the

referees and a ss istant referees a re left undisturbed to concentra te on the match

a nd d irect the organisers to keep unauthorised persons away from the referees

dressing room.

8.2. Instructions to the Referees and Assistant Referees Before the Match

The commiss ioner or the referee inspector (if appointed) sha ll urge the referee

to s upervise the ma tch in accorda nce with the d irectives issued by the FIFA

Referees Committee a nd a ss ert his authority from the sta rt in the event of any

misconduct or foul play.

8.3. Result of the Previous Match / Extra Time /

Golden Goal / Penalty Kicks

For matches played under the cup system (knock-out), the commissioner or

the referee inspector (if appointed) shall discuss with the referee before the

match the possibility of extra time having to be played, or penalty kicks if no

goal (golden goal) has been scored during extra time to decide the outcome,

and which goal is to be used for penalty kicks. Information on these matters

can be obtained from the competition regulations and from the result of the

previous match.

8.4. Interviews

The commiss ioner himself sha ll adopt a reserved a ttitude towa rds the media

and shall not pass comment on the referees and assistant referees or any

of their decisions. Neither may he make any forecasts about forthcoming

decisions by the Disciplinary Committee in connection with any incidents that

ha ve occurred a t the game.

8.5. Half-time

If necessary, the commissioner or referee inspector may use the half-time

interva l to give specifi c instructions to the referees a nd a ss ista nt referees (but

not in connection with the wa y they are offi ciat ing), to the offi cials responsible

for the two tea ms or to the organisers.

9. THE COMMISSIONERS AND REFEREE INSPECTORS MATCH REPORTS

9.1. Taking Notes/Making a Report

The commissioner and referee inspector sha ll fi ll in a n o ffi cia l report. Theyshall take notes during the match to enable them to complete the report

without omiss ion. The commissioners a nd referee inspectors comments a re

of considerab le importance in those ca ses which have pas sed unnoticed by the

referees and a ss istant referees . The commiss ioner sha ll be awa re of incidents

occurring outside the fi eld of play, of racist or otherwise objectiona ble ba nners

in the crowd, offences committed by players behind the referees back and

disorderly situations such as d isturba nces.

The reports s ubmitted b y the commissioner and the referee inspector are

essential for the work of the FIFA Organising Committee, the Disciplinary

Committee a nd the Referees Committee.

9.2. Number of Spectators/ Television Revenue

The commissioner sha ll a sk the orga nisers a nd visiting tea m for deta ils of the

number of specta tors and revenue from television contracts.

Matters concerning the television contracts are of particular interest. If the

commissioner does not receive any conclusive information as to whether a

match has been televised or not, this information can b e obta ined via the local

press (television pages ) and such source indicated in the report.

The commiss ioner sha ll include the information ob ta ined in the o ffi cial report.

9.3. Proof of Disturbances

In special cases, or after particularly serious incidents, the commissioner

sha ll try to obta in as much information a s possible for the FIFA Organising

Committee or the Disciplinary Committee (including video tapes of the match

and any specifi c incidents). In the case of missiles, this may involve retrieving

the offending object or, if this is not poss ible, an identical object. He may alsocollect reports from the loca l press etc. A note s ha ll be made of racist banners.

In some cases, it may be useful to ask for a report from the police or other

authorities.

10. AT THE END OF THE MATCH

(a ) The commiss ioner sha ll ensure that the referees , a ss istant referees and players

from both tea ms may leave the sta dium without diffi culty. If disturba nces a re

likely, he s ha ll take s pecial precautions with the organisers.

(b) After the ma tch, the commiss ioner sha ll rema in sea ted until the referees,

a ss istant referees and players ha ve returned to their dressing rooms. Depending

upon the a tmosphere in the s tadium, it may be a dvisa ble for him to wa tch the

spectators leave the stadium for a while to be a witness to any disturba nces.

(c) The commissioner sha ll then go to the teams dressing rooms to ascertain

whether any protests have been made.

(d) The commiss ioner sha ll subseq uently go to the referees dress ing room to

tha nk the referees a nd ass istant referees .

(e) The commissioner sha ll discuss a ny incidents tha t ha ve occurred d uring the

match with the referee a nd a lso check the deta ils of players who were cautioned

or sent off. He sha ll make sure tha t the referee ha s fi lled in his report correctly

a nd objectively (without omitting a ny incidents). Any points which may seem

unclear or irrelevant s ha ll be clarifi ed .

(f) If serious disturba nces occur, it is of pa ramount importance tha t the

commissioner informs FIFA fi rst by phone and then in a written report to be sent

immediately by telefax.

(g) The commissioner or the referee inspector (if appointed) is requested to remind

the referee to send his report including the players lists of both tea ms to the

FIFA general secreta ria t by telefax immedia tely or a t t he la tes t 24 hours a fter

the end of the match. The referee s ha ll send FIFA the original of the referees

report a nd the players lists by post within 48 hours of the match.

(h) The commissioner or the referee inspector (if appointed) sha ll send his report

(score, ca utions, expulsions a nd incidents , if any) on the offi cial form to t he

FIFA general secreta ria t by telefax immedia tely or a t t he la tes t 24 hours a fter

the end of the match. Should a telefax not be a vailable, he s ha ll notify FIFA

by phone of the ha lf-time score a nd the fi na l score and of any incidents . The

origina l of the offi cia l report form sha ll be s ent t o FIFA by ma il within 48 hours

of the match. He sha ll also send the da ily expense form to FIFA, indicat ing the

name and a ddress of his bank and his ba nk account number.

11. DOPING

The FIFA Organising Committee reserves the right to conduct doping tes ts during pre-liminary competitions, and also during training camps and training sessions. FIFAwill inform the commiss ioner in good time whether a doping test is planned during

the ga me in question. If so, FIFA will appoint a physician to s upervise the necess a ryprocedure a nd conduct the test .

12. CANCELLATION / POSTPONEMENT

If the referee declares the pitch unfi t for play or if a match is a ba ndoned beca use o fthe weather or other reasons of force majeure, the match shall be postponed to alater da te in compliance with the regulations.

Should the s tadium fl ood lights break down pa rtly or completely, every step sha llbe taken to correct the fault immedia tely. It is advisa ble to try to switch the lights onaga in after an interval of 15 - 20 minutes. If the referee a nd the commiss ioner a reconvinced tha t the damage cannot b e repaired a nd the lighting is no longer suffi cientto continue the match, the referee is entitled to aba ndon it. Only the referee sha lldecide how long the ga me may be interrupted before being abandoned . Under nocircumsta nces ma y the teams make this d ecision. In such a n event, it is important toes tablish whether the fa ilure is confi ned solely to the s tadium or whether an entireneighbourhood a round the sta dium has been a ffected.

FIFA sha ll investiga te the ca use and the pos sible conseq uences of the power fa ilure.

For this purpos e, FIFA will require a deta iled a nd accurate report.

In a ll such cases , it is the commiss ioners duty to report the situation immediately tothe FIFA general secreta ria t.

B. REFEREEING

The following guidelines supplement thos e concerned with refereeing under item 8of these guidelines.

1. DUTIES OF THE REFEREE INSPECTOR

FIFA reserves the right to a ppoint a referee inspector, in add ition to the commis-sioner, to any match for which extra administrat ive mea sures a re required. FIFA a loneis respons ible for taking such a decision and it is fi na l. The referee inspector sha llbe under the a uthority of the commiss ioner for the entire dura tion of his a ss ignmentand s ha ll carry out the following duties:

(a ) ta ke a ll main meals with the referees a nd a ss istant referees , including dinneron the evening before the match;

(b) accompany the referees and a ss istant referees on any excursions;

(c) ensure that the referees and assistant referees do not attend any press

conferences or spea k to the press , before, d uring or a fter the ma tch;

(d) ens ure tha t the referees and a ss istant referees do not ta ke part in any events

a rranged by or a ttended by the teams;

(e) ensure that the referees and a ss istant referees d o not accept any gifts or offers

which a re more than mere souvenirs whilst in the country;

(f) a ss ist the referee in completing the Referees Report form, check expulsions ,

cautions a nd other incidents ;

(g) assess the performances of the referee and assistant referees and submit a

report;

(h) analyse the match with the referees and assistant referees, explaining the

lessons to be learned a nd g iving constructive advice for future ma tches.

(i) a lways be a vailable to the commiss ioner and gua ra ntee him full support

whenever required.

2. INSTRUCTIONS FOR THE REFEREES AND ASSISTANT REFEREES

2.1. Responsibil it ies of FIFA

(a ) FIFA will issue a PTA or a ticket, which sha ll be us ed by the referee, twoass istant referees and the fourth o ffi cial. Changes of itinera ry will be

permitted only in exceptiona l circumsta nces .

(b) The referees na tional a ss ociation s ha ll inform the na tional a ss ociation

staging the match (host association) of the refereeing groups travel

arrangements so that it can reserve their hotel and arrange for them to be

met at the a irport.

(c) FIFA sha ll appoint a security offi cer to any match considered to constitute

a high risk. FIFA a lso reserves the right to a ppoint a referee inspector,

in addition to the commissioner, to any match requiring extraordinaryprecautions.

(d) The referee inspector sha ll accompa ny the refereeing group from the

moment o f their a rriva l until their depa rture.

2.2. Responsibi li ties of the Host Association

(a ) The host a ss ocia tion sha ll notify (by telefax and e-mail) the referees and

ass istant referees na tional a ss ociations and FIFA (matchorganisa tion@

fi fa.org) of the following: the ma tch venue

the name of the stad ium

the kick-off time

the name, address, telephone and telefax numbers, and e-mail of the

referees and a ss istant referees hotel

the name, ad dress es, telephone and telefax numbers and e-mail of the

teams hotels.

(b) The hos t ass ociation sha ll bea r the cos ts of a ccommoda tion in a fi rst-cla ss

hotel, three meals a da y and local transport for the refereeing group.

The refereeing group and the commiss ioner/referee inspector/security

offi cer sha ll sta y in the same hotel but in a different one from the teams.

(c) The hos t as sociat ion sha ll a ppoint a person, preferably a former referee, to

the refereeing group to act as their interpreter and liaison offi cer from the

time they arrive in the host country until the time they lea ve. Conta ct deta ils

(including the mobile phone number) of this person s ha ll be not ifi ed to FIFA

before the referees arrival.

(d) The host as socia tion is responsible for the sa fety of the refereeing groupthroughout their entire sta y.

2.3. Responsibil it ies of the Referee, the Assistant Referees

and the Fourth Offi cial

(a ) The referee, a ss ista nt referees and fourth offi cial sha ll inspect the s tadium

and attend the offi cial meeting with the commissioner/referee inspector

a nd the tea m delegations.

(b) The referee a ppointed to the match will receive a blue Referees Report

form, a pink expense note a nd two white List of Pla yers forms. The

referee and the commissioner shall coordinate the teams completion of

the Lists of Players before the match.

The referee sha ll fi ll in the blue form (Referees Report) a t the end of the

match, ta king care not to omit any disturbances , a nd s end it to FIFA with

the two white forms (Lists o f Players of both tea ms) by telefax on the s ame

day a s the match.It is a dvisa ble for the referee to make a photocopy of his

report before dispatching the originals by mail.

The pink expense note shall be completed and signed by the referee,

assistant referees and fourth offi cial and forwarded by the referee to his

own nat ional a ss ocia tion on his return home.

(c) The referee, the fourth offi cia l and the a ss ista nt referees s ha ll enter the fi eld

of play together. The fourth offi cial sha ll be dress ed in the sa me outfi t as his

three colleagues.

(d) The d uty of the fourth offi cia l is to replace a ny of the three offi cia ls in

case of injury. He shall also assist the referee with certain tasks directlyconnected with the match. His responsibilities a re described in the Laws of

the Game published a nnua lly by FIFA.

2.4. Responsibil it y of the Referees and Assistant Referees

National Associations

The referees a nd a ss istant referees na tional as socia tions sha ll provide

a n advance for the daily allowances (cf. rates fi xed by FIFA) plus any other

expenses which might be incurred. On presenta tion of the expense note(pinkform) and invoices, FIFA will reimburse the costs to the refereeing groups

national as sociations.
