I N T R O D U C T I O N

Bearing in mir.d tne general interest in recent steps in pur­suit of disarmament the Documentation Service of the Secretariat of the World Council of Peace presents another selection of official documents and statements on this important problem.

The selection covers the period since the United Nations Dis­armament Sub-Co.':mittee was convened in London on ’larch 19, 1956, and supplements the collection of documents and papers on disarmament (1945 - 1955) recently published by the Secretariat of the V/orld Council of Peace.

As usual, in the interests cf impartiality no attempt has been made to comment on the documents. It is an effort to give the essentials of the voluminous official reports and statements, while preserving the most important documents in detail.

The selection falls into two major pc;.rts: (1) Various work­ing papers and proposals submitted to the '‘UN, Disarmament Sub-Com­mittee during its meetings between "circh 19 and ’lay 4 , 1956; and-(2) Official statements pertaining to disarm; oer.t made during the period Ilarch 19 to June, 1956,.

1. Pursuant to General Assembly resolution 914 (X) of December 16 1955, it was decided at the 50th meeting of the Disarmament Commission on 23 January 1956 that the Sub-Committee of the Disarmament Commission should be reconvened and should submit an interim report of progress after about six weeks.

2. The Sub-Committee, which is composed of representatives of Can­ada, France, the Union of Soviet Socialist Republics, the United King­dom of Great Britain and Northern Ireland and the United States of Am­erica, accordingly reconvened in London on 19 March 1956, Its discus­sions were continued at Lancaster House for eighteen meetings (69thto 86th, inclusive) between 19 March and 4 May 1956,3, During the course of these meetings, proposals were submitted to the Sub-Comraitt

Instructs the United Nations Disarmament Commission to draw up a draft international agreement on the redaction of conventional arma­ments and armed forces and to submit it for the approval of the Secur­ity Council,

The international agreement on the reduction of conventional armaments and armed forces shall contain the basic provisions set forth hereunder,I. Limitation and reduction of conventional armanents and armed forces

The following measures shall be carried out in 1956-58:1. During the first three months afjter the coming into force of the agreement the States parties thereto shall carry out measures of a stabilizing nature relating to the limitation of the main types of armaments and armed forces, and accordingly shall take steps not to increase their armed forces and conventional armaments above the level obtaining on 31 December 1955, and not to increase their appropriations for armed forces and armaments above the level of the expenditures effected for those purposes during the year ended 31 December 1955.2. On the expiry of the period of three months referred to in paragraph 1, the United States of America, the Union of Soviet Social­ist Republics, China, the United Kingdom of Great Britain and Northern Ireland and France shall proceed to carry out measures for the reduct­ion of conventional armaments on a scale corresponding to the levels to which the armed forces of the said five Powers are to be reduced. These levels shr.ll be established at the figures provided for in the Anglo-French memorandum of 29 ?larch 1955 and in the USSR proposal of10 Hay 1955, namely:

1958 effect a gradual reduction in their armaments and armed forces to the level established in accordance with the obligations assumed by these States as set forth hereinabove. The size of the annual reduct­ion of armaments and armed force* shall be subject to further agree­ment.

Appropriations by States for armed forces and conventional ar­maments shall be reduced correspondingly.3. The size of the reduction of the armaments and armed forces of the other States shall be determined at a world conference on the gen­eral reduction of armaments and armed forces, account being taken of simple agreed criteria including demographic, geographio, economio and political factors, with a view to the strengthening of world peace and

The levels of the armed forces of the above-mentioned States shall not exceed 150,000-200,000 men.4, Funds made available through the reduction of appropriations by States for armaments and armed forces shall be used both to improve the well-being of the peoples of these States and to furnish assist­ance to the economically under—developed countries,

I Y , • Execution of partial measures In the field of disarmament.Independently of the attainment of agreement on the problems of

disarmament, it Is considered desirable that Stktes should agree to oarry out partial measures in this field, as follows:1. To discontinue forthwith tests of thermo-nuclear weapons.2. To ensure that no atomic weapons are included in the armaments of troops in German territory. The States concerned shall take the ncesssary measures to carry out this provision within three months.3. To reduce the military budgets of States by up to 15 per cent as against their military budgets for the previous year.

The question of the obligations of China under the agreement for the reduction of conventional armaments and armed forces shall be examined with the participation of the People's Republic of China.

(Hot binding upon any one cf the five governments and designed exclus­ively as an informal working paper to facilitate the consideration by each of the five Governments in the current meetings of the Sub-Com­mittee of the United llations Disarmament Commission. Account has been taken in the preparation of the draft working paper for the first phase, however, of relevant portions of the Anglo-French paper pres­ented on 19 ’larch 1956 by ?1xt Jules Moch and Ttr. Anthony Tutting; of the statements of Prime Minister Anthony "/den of the United Kingdom and of Hrine 'lnister Guy Ilollet of France; of the proposal of the Soviet Union of 27 'larch 1956 presented by i!r. Gromyko; of the statements of Chairman Bulganin and ?!r. Khrushchev; of the position expressed by Foreign Minister Lester Pearson and by J>!r. The five Powers represented in the Sub-Comr-iittee - Canada, France, the Union of Soviet Socialist Republics, t'-e United Kingdom and the United States of America - agree upon the first phase of a comprehensive programme for disarmament.

1. Decrease the nuclear threat over the world;2. Reduce the burden of armaments;

3. Provide against surprise attack;4. Increase economic development;5. Lessen tensions;

6. Prevent a future arms race of either a conventional or nuclear nature;

7. Frepare for further stages of a comprehensive pro­gramme for disar^-iament; and

8. Improve the prospects for a just and lasting peace.

II.The five Powers agree to take promptly the following two pre­

I*0 conduct a limited technical exchange mission for the analy­sis of problems of control and inspection of conventional armaments, designed to facilitate the study and negotiation of a disarmament agreement and to prepare the exchange personnel for service in in­spection team leadership in a subsequent agreed system.

2. To carry out a small demonstration test of control and inspec­tion, including ground posts and aerial survey in a limited non-sen­sitive area in the United States and the U'SR of 20,000 to 30,000 square miles, including at least one port, one airfield, and one railroad terminal, designed to facilitate the study and negotiation of a disarmament agreement.

(a) The reduced level of artaanents 3hall be fixed by an agreed application of the manpower levels as a basis for measurement applied to all conventional armaments.

(b) The reduced manpower level at the first phase for illus­trative purposes shall be:

(o) The application of the manpower measurement to the com­position of the arms of each State shall be at the dis­cretion of the State involved, but such application as is decided upon by the States shall be communicated to the preparatory armaments regulation comr.iisaion prior to the beginning of any reductions.

(d) The reduced level of military expenditures shall be an agreed reflection of the reduced level of armaments and manpower.

3. A control and inspection plan will be agreed upon which will include the Geneva proposals of the President of the United States and of the Chairman of the USSR, and will include ground control posts at ports, railway terminals, airfields and main highways; aerial survey; mobile units: and ar. effective communications meth­od. This control and inspection system shall be reciprocally exten­ded in an appropriate and effective manner with consent of the States concerncd to forces and facilities which the five Powers have outside their own boilers. This control and inspection system shall be designed to be capable of providing against surprise attac,1: by any State and to be capable of verifying the agreed levels of con­ventional armaments, armed forces and ’ilitary expenditures.

4. A committee of jurists shall be appointed to prepare a draft treaty to carry out the first phase of ilsarmamont programme and to prepare for subsequent phases. 'he draft treaty will include a clause fcr suspension, parti:.1 suspersion, ountering steps, or termination in the event f violation or upon the occurrence of cir­cumstances adverse to the continued successful operation of the treaty. 6. An effective world-wide control communications network shall be established with major control communications centres.

7. Upon the agreement of the members of the preparatory armaments regulation commission on the reduced level of conventional armaments and armed forces and military expenditures to be accomplished in the first phase; ami upon agreement on the system of control and inspec­tion to be installed to provide against surprise attack and to veril" reductions in levels of armaments, armed forces, and military expend­itures; the' following three steps will be taken interdependently and concurrently:

(a) Each State will provide to the preparatory armaments regulation commission a “blueprint" of its military establishments consisting of the identification, strength, command structure, and disposition of personnel unitsand equipment of all major land, sea and air forces including organized reserves and para-military; and a complete list of conventional military plant facilities and installations with their locations; and the relev­ant budgetary and appropriation documents for the year ended 31 December 1955 and for the current year,

(b) Each State will carry out measures of a stabilizing nature relating to the limitation of the main types of armaments and armed forces, and accordingly will take steps not to increase its appropriations for armed forces and armaments above*the level of the ex­penditures effected for those purposes during the year ended 31 December 1955.

(c) The installation of the inspection and control system will be initiated and expeditiously completed.

8. esponding obligations for inspection, control, limi­tation. and reporting in all respects similar to the obligations taken by the members of the preparatory armaments regulation commission.

10 An armaments regulation organization will be established, with an armaments regulation council including all signatories, an exec­utive committee consisting of pcrmament and non-permanent elected members, and a director-general. All decisions of the executive com­mittee will be taken by a unanimous vote of the permanent members plus a majority vote of the non-permanent members.

(a) Upon the establishment of the armaments regulation organization the preparatory armaments regulation commis­sion will transfer all of its functions and activities to the appropriate bodies of the armaments regulation organi­zation and \/ill cease to exist.

11 >11 signatory States will report to the director-general in the affirmative or negative on the following four points:

(a) The possession of fissionable materials;(b) The production of fissionable materials;

(c) The possession of nuclear weapons; and(d) The planning of tests of nuclear weapons.

12. The control and inspection system .rill te expanded so that it becomes capable of accounting for future production of fission*.^le materials and of monitoring the future testing of nuclear weapons.

13. Upon the report of the dlrector-gener I that the system is prepared to verifv the reductions in levels of armaments, armed forces, and military expenditures, and is prepared to provide against surprise attack; and upon the acceptance of the report of the director-ger.er:il by the executive committee; and lpon the dherence to the treaty oi the States considered by the executive committee as essential for a sound system; the first phase reductions will be carried out in all signatory States in accordance with an agreed and parallel time schedule. ,

(a) The destruction of existing armaments required by each State to reduce to the agreed first phase levels will be done under the supervision of the inspectors of the armaments reg­ulation organization, and the salvage material will be used for peaceful national purposes.

14. Appropriations by States for armaments and armed forces will be reduced correspondingly to reflect in an agreed manner the first phase reductions, and the funds available through this reduction shall be Used both to improve the well-being of the peoples of these States rnd to furnish assistance particularly to the economically less-devel­oped countries.15. Upon the report of the director-general that the inspection and control system is prepared to account for future production of fission­able materials, and upon the acceptance of this report by the executive committee, all signatory States agree that future production of fis­sionable materials will not be used for the manufacture of explosive weapons.16. All signatory States possessing nuclear weapons will begin to mrke agreed regular reciprocal and equitable transfers from past prod­uction of fissionable materials over to the use of such transferred material for exclusively peaceful purposes, thereby progressively red­ucing the amount of fissionable materials available for nuclear wea­pons purposes.17. The testing of nuclear weapons will be limited and monitored in an agreed manner under the control of the armaments regulations council.18. Upon a report of the inspector-general that the first phase of the disarmament programme has been successfully completed, and upon the acceptance of this report by the executive committee, the executive committee will call a plenary sersion of the armaments regulation council. Tie council will appraise the status of world tensions, re­view the situation affecting major issues between the States, consider the feasibility of further reductions of armaments, armed forces, and military expenditures, study tne possibilities for further decreasing or eliminating the nuclear threat, and make recommendations to the executive committee for further phases ir. a comprehensive disarmament programme.19. The executive committee will take account of the recommendations of the armaments regulation council, considrr scientific, military, economic, and political f: ctors, and decide upon further phases of a comprehensive disarmament programme, which will best serve the object­ives of a just and durable peace, for recommendation to the signatory States.

It has been alleged on occasion during the discussions ln our Sub-Committee that the Soviet Union has latterly been underestimating the significance of the prohibition of atomic weapons.

v,e have already pointed out that such assertions are far re­moved from the truth. The Soviet Government has attached rec.t im­portance to the question of the prohibition of atonic -./et.pons in the past and continues to attach grer.t importance to it. In submitting a proposal concerning the reaching of an agreement on the question of conventional armaments, our sole motive was one we have indicated on many occasions in the past, namely, to facilitate the reaching of the necessary agreement between us on this important question.

Furthermore, as the Soviet delegation has more tlian once ooint— ed out, oar earlier proposals of 10 'ay 1955 still stand, end these proposals relate to the question of the reduction of conventional armaments and armed forces and also to that of the prohibition of atomic weapons and the elimination of the threat of a new war.

Vith a view to promoting such agreement on both these questions the question of conventional armaments and that of atomic weapons - we have no objection to our Sub-Committee considering the question of the prohibition of atomic weapons simultaneously with the Question of the reduction of armed forces and conventioiirl armaments, 'Accordingly we are prepared to consider the question of possible additions to ouV latest proposals.

But the Soviet Government takes the view that agreement on con­ventional armaments r.iust not be made contingent on agreement on atomic weapons.

SECTION IStructure, administration and personnel of the Inter­

national disarmament organisation.

The International disarmament organisation shal? consist of tue following bodies:

(a) A general assembly, consisting of all participating States.

(b) An executive committee, consisting of China, Trance, the Soviet Union, the United Kingdom and the United States of Acerica, which shall be permanent members of the committee; and of ten other States which shall be eloctcd by the general assembly for a two- year term. Five of the non-permanent members shall be replaced by election each year.

(c) A director-general, and a secretariat which shall be international in composition.

(d) Regional centres, to be established in e?.ch major State, and as may oe convenient to cover groups of smaller States.

(e) Control posts, mobile inspection teams, financial controllers, aerial survey teams.

2. The general assembly shall meet as soar, as the disarmament treaty comes into forro, and thereafter .nnu .lly, or in special ses­sion, if required.

3. ‘ The executive committee shall be in permanent session. It shall:

(a) Formulate instructions for t ;e guidance of the director- general ;

(b) report annually (or more frequently as circumstances may require) to the general a sembly;

(a) to seek and receive from the participating States all appropriate declarations, and arrange for their circul­ation and publication when necessary;

(b) to establish regional centres, and give their directors guidance as to the programme of inspection in accordance with the instructions of the executive committee or, in the absence of such instructions, in accordance with theterns of the treaty;

(c) to receive the reports of the regional centres, and arrange for their circulation and publication as neces­sary;

(d) to supervise the conduct of the staff 01 the organisation

Rights of the organizationIn order that it nay fulfil its dual function of:(a) supervising and verifying the strict observance of

disarmament obligations entered into by participating States, and

(v) to establish observation posts at specific points (e.g. railway Junctions, ports, highways and air­fields);

(vi) to operate mobile inspection teams;

(vii) to send financial inspectors to check military ex­penditure;

(viii) to conduct aerial surveys over any participating State.

(ix) Access by all authorized inspecting personnel to all declared objects of control described in section IV (A).

(x) To make surprise visits to any object of control tothe extent necessary for the fulfilment of its tasks. Such visits must be individually authorised by a reg­ional director.

(xi) To use such technical devices as will assist the in­spectors in the exercise of their functions.

(xii) To seek and receive such information relevant to the objects of control as may be necessary to clarify the declarations for which the treaty provides.

(xii 1) On the start of the reduction phase, to establishfixed teams at points where armaments are being des­troyed.

2. IN STAGE II

In a' dition to the rights in paragraph 1 above, the organi­zation shall have the rijht:

(i) to take ap ropri.ite measures for supervising such j.imitations of nun] par test explosions as may have been agreed.

(ii) To inspect all factories cf types included in the list of objects of control in sectior. 17 (B).

I. In order to promote peace, security and prosperity through disarmament, the delegations of Canada, France, the United Kingdom and the United States reaffirm their determination to seek agree­ment on a developing programme of disarmament in accordance with their mandate from the United Nations. This programne should begin without delay and should include measures, under effective interna­tional control, to end the present competition in armed forces and armaments of all kinds.

(1) The programme should proceed by stages. Progress from one stage to another must depend upon the satisfactory execution of the preceding stage and upon the develop­ment of confidence through the settlement of major political problems.

(2) The programme should begin, und^r effective international control, with ngnifican* reductions in arm<'d forces, to such levels as are feasible in present unsettled v/orld conditions. There should be corresponding reductions in conventional armaments and lr: m. litary expenditures.Further reductions would be carried out as world con­ditions improved.

(3) The programme should provide that, at an appropriate stage and under proper safeguards, the build-up of stockpilesof nuclear weapons would bo stop:od and all future oroduc— tion of nuclear material devoted to peaceful uses.

The session of the Sub-Committee of the United Nations armament Commission convened on 19 ’larch is now conin to an end. Accordingly, I should like to make a few o b s . m ions, in my capac­ity as representative of the US.R, on a number of important quest­ions. In doing this, 1 shall refrain from referring to numerous questions on hich we have already given our views on many occas­ions. and shall limit myself to some specific comments, which will indicate certain conclusions that emerge from our discussions.

Unfortunately, we cannot note that as the result of the w o t k of this session of the Sub-Comrittee agreement has been reached on the fundamental aspects of the disarmament problem or even on some of them. It would be more correct to say that, so far as tne Jund?- mental aspects are concerned, the positions oi the members of ^he Sub-Committee have not come closer toget er and in some respects the differences between them have become even more pronounced than before. ,

In a certain sense the discussion which has taken ; lace in the Sub-Committee has not been fruitless. Both at the formal meet­ings of the Sub-Committee and in the informal talks of the repres­entatives of the States which are members of the Sub-Committee, there has been a frank exchange of views on a large number of questions relating to the disarmament problem. This exchange of views ha3 helped to clarify for each one of us, to a greater ex­tent than in the past, the positions on disarmament matters of the States represented in the Sub-Committee. At the same tine we have gained a clearer picture of the questions which require solution in order that we may finally break the daadlook on disarmament and Justify the hopes of the peoples who are calling ever more insist­ently for an end to the armaments race.

At this session of the Sub-Committee the Soviet Union sub­mitted an important proposal which was designed to prepare the way for the conclusion of an agreement on matters relating to the re­duction of armaments and armed forces. The substance of that prop­osal is well known to the members of the Sub-Committee. In the course of the discussion we gave the requisite explanations on questions arising in connexion with the Soviet proposal and also explained certrin points of our own regarding the proposals of the other members of the Sub-Committee.

At the present meeting I should like to point out two import­ant features of the USSR proposal of 27 March.

The first feature of the Soviet proposal is that its main provisions were drafted to take into account the Western Fowers' position on disarmament. Thus one of the most important provisions of our proposal - on the question of the levels of the armed forces of the five ^reat Powers - is in essence a repetition of the cor­responding proposals made by the reprose, catives of the '-Vestern Powers in 1952 and in 1955. It need hardly be said that the ach­ievement of agreement on this important point would hare made it easier to reach agreement on ot.icr questions relating both to con­ventional arr.’a ents and to the problem of the prohibition of atomic weapons.

In this connexion I should like '‘o draw attention to the statement made by Sir Gladwyn Jebtb,the Jr.ited Kingdom representat­ive. at the meet in,* of the Dis.-arwei.f Cr.r n.-.isslon on 28 !V y 1952.
