FIRST SESSION: TALCAHUANO CITY (20-23THAPRIL 2015)

The session was performed as part of a training on Communitarian Management of Disaster Risks (CEPA courses). Around 70 people were

trained with DIG. Several aspects were detected and analyzed for

improvement of the method, aiming to adapt it for the Chilean conditions.

DETAILED DISASTER SCENARIODIG - VALPARAÍSOA las 12:30 la ciudad de Valparaíso se movía con su ritmo típico de

ciudad puerto. Gente esperando metro en estación Barón, en el

muelle los movimientos de trabajadores, los universitarios

disfrutando de la mañana, los profesores y escolares en las aulas,

los feriantes ofreciendo sus productos, así como también la dueñas

de casa preparándose para cocinar; parecía ser una típica mañana

invernal. Algunos podrían decir que había algo raro en el ambiente,

pero en general nada alertó a la población de la destrucción que

estaba a punto de cambiar su historia, hasta que la tierra comenzó a

moverse bruscamente.

(12:32 pm, Valparaíso) Un violento terremoto remece la zona

central de Chile, con una duración aproximada de 3 minutos y 30

segundos. La ciudad de Valparaíso es severamente afectada por el

sismo.

El movimiento aumentó rápidamente de potencia, y pronto el suelo

se zarandeaba tanto que era imposible mantenerse en pie en busca

de un lugar para refugiarse. Todo se agitaba de un lado a otro y los

edificios parecían romperse en cualquier momento. Las

construcciones se sacudían, los muros y techos se desplomaban y

se levantaban espesas nubes de polvo. Todo ello contribuía a

aumentar el terror de quienes veían como Valparaíso se

desmoronaba, amenazando sus vidas.

(12:35 pm, Valparaíso) La alerta oficial de tsunami no es

completamente efectiva por fallas en los sistemas de

comunicación. ruinas

Un silencio angustiante se abatió sobre la ciudad. Pronto la

tranquila mañana fue traspasada por los gritos de dolor y

angustia de quienes habían quedado atrapados entre y de los

que buscaban a sus seres queridos. Las calles se volvían un

caos.

(12:43 pm, Valparaíso) Se produce un ascenso leve pero

repentino del nivel del mar en la costa.

Empezaban incendios en distintos puntos de la ciudad,

poniendo en peligro las estructuras que sobrevivieron al sismo.

Las edificaciones que se habían logrado mantener en pie

parecían venirse abajo de un momento a otro. Parecía que

nada podía ser peor que estar en una ciudad convertida en

escombros.

(12:48 pm, Valparaíso) Se comienza a inundar la ciudad.

La situación sí podía agravarse. Tras algunos minutos de

calma relativa, el nivel del mar comenzó a elevarse

drásticamente. El tsunami completó la obra destructora de los

sismos, desatando un pánico general. Media hora después, el

mar comenzó a retraerse, cada vez más rápido.

(13:23 pm, Valparaíso) Otra inundación comienza. Pasa

media hora antes que se empiece a retraer nuevamente.

(14:36 pm, Valparaíso) Por tercera vez, la ciudad se inunda.

SECOND SESSION: VALPARAÍSO CITY (24TH AUGUST 2015)

The session was performed as asindependent training, focused in 12

people, related to highschools located in the analyzed area. The adaptation of the method was successful, allowing to have good overall results, and detecting issues

to be improve in future versions of the method.

THIRD SESSION: IQUIQUE CITY (13TH NOVEMBER 2015)

The session was also performed as an independent training, focused in 12 people, but in this case related to community organizations

and disaster prevention NGO’s from Iquique, and coordinated through the Municipality. The adaptation of the method was successful, allowing to have good overall results, and

detecting issues to be improve in future versions of the method. The information gathered is

enough for DIG guidelines compilation.

FOURTH SESSION: VIÑA DEL MAR CITY (17TH DECEMBER 2015)

This session was a demonstrative session for ONEMI headquarters, and was performed at a high school in Viña del Mar.

The general perception was very positive, confirming the conclusions from previous DIG sessions.
