workshops will be announced shortly.

A growing body of research suggests that information, knowledge, and innovation increasingly emerge at the

interstices of collaborating individuals, groups, and organizations. Theoretically, a triple helix of university-

industry-government relations exemplifies efforts to understand how institutional arrangements and commu-

nication flows induce emergent knowledge-intensive clusters and networked innovations. Practically, "Gov-

ernment 3.0" in South Korea is an attempt to support 'creative economy' by promoting the sharing of public

information and fostering collaborations among various stakeholders. Understanding how such data affects

society broadly defined is the purpose of this conference.

Daegu

Gyeongju

Daegu is a city with a long history of Korean tradition and a rich cultural heritage. It is located in the south-eastern area of the Korean Peninsula with a population of two and a half million. The City of Daegu is strong in such industries as fashion and textiles, machinery and optical products. The two main industries are ICT and mechatronics & materials. Especially, ICT has been considered as the most important industry that can lead Daegu’s economy for the future. Above all, the City of Daegu is planning to be sustainable in thefuture to insure a high quality of human life by restoring and preserving its natural environment.

Gyeongju, located in southeast Korea, was the capital of the Silla Kingdom for 992 years (BC 57-935), the longest surviving kingdom in the history of Korea. Living up to its former glory as the capital of the longest-surviving kingdom in Korea, Gyeongju still shines today, more than a millennium after the kingdom’s demise. There are so many historic treasures scattered throughout the city that it is almost impossible to pinpoint them all. For this reason, the entire area of Gyeongju is registered as a UNESCO World Cultural Heritage under the title 'Gyeongju Historic Areas.' The city is also commonly known as a ‘Museum without Walls.'
