Disciplinary Cases

User Manual

Section 1

(How to give the permission for disciplinary cases)

1.1 Giving permission to checker user for whole disciplinary case module.

1.1.1 Login with level admin user >> Go to user management >> User Permission

1.1.2 Select the checker to whom you want give the permission for disciplinary

cases.

1.1.3 Tick the checkboxes of disc cases column for respective designations.

1.2 Giving permission to checker user for specific steps of disciplinary case module.

1.1.1 Login with level admin user >> Go to user management >> User Permission

>> Disciplinary Menu Permission

1.1.2 Select the checker to whom you want give the permission for specific steps of

disciplinary case module.

1.1.3 Tick the checkboxes of steps column.

Note : Firstly you have to give permission for checker user for whole disciplinary case module

(above point no. 1.1) and after that give permission for specific steps of disciplinary case

module (above point no. 1.2)

Section 2

(Receipt of Complaint & Preliminary Enquiry)

To visit disciplinary case module

Login with checker user >> Go to Transactions >> Disciplinary Cases

Note :- You will find the steps of disciplinary case module at left-hand side of the screen.

Step 1 - Receipt of Complaint

1.1 Click Description of Complaint link at the left menu and you will find the following screen :-

1.2 Enter the complaint and other details and upload the complaint document in above screen as

shown.

1.3 After entering the description of complaint then go to next step (i.e. pending complaints)

Step 2 - Pending Complaints

1.1 You will find the list of the complaints having Take Action button.

1.2 Click on the Take Action button you will find the following screen on that you have to take

some action on respective complaint.

1.3 Actions are :-

1.3.1 Close this complaint.

1.3.2 Forward - You can forward to any of your level office

1.3.3 Forward for Preliminary Enquiry (if required) – You can forward the complaint

for preliminary enquiry to any officer.

1.3.4 Forward to take decision after Preliminary Enquiry – In case you want to forward

the complaint to take decision without any pre enquiry

Step 3 – Submit Preliminary Enquiry Report

Preliminary Enquiry Report can be submitted by two following methods :-

Method 1 :- From Intra Haryana by Preliminary Enquiry Officer

Login into Intra Haryana >> Go to Disciplinary Cases >> Preliminary Enquiry Pending

From the following screen, preliminary enquiry officer can either submit reply or forward to another user.

Method 2 :- From Checker User on behalf of the preliminary enquiry officer

If checker want to update the preliminary enquiry report on behalf of the preliminary enquiry officer then

checker has to update the details in the following screen :-

Step 4 - Change of Preliminary Enquiry Officer

If preliminary enquiry officer has been changed due to any reason then checker can update preliminary

enquiry officer from the following screen :-

Step 4 – Pending to take decision after Preliminary Enquiry at

HOD/CCA

1.1 You will find the list of the complaints having Take Action button.

1.2 Click on the Take Action button you will find the following screen on that you have to take

some action on respective complaint.

1.1 Actions are :-

1.1.1 Issue of Warning – Complaint Closed after giving some warning.

1.1.2 Initiation of – Major or Minor disciplinary proceeding will start.

1.1.3 Close this Complaint After Preliminary Enquiry – Complaint will be closed after

prelim enquiry without any warming.

Section 3

(Minor Disciplinary Proceeding)

Step 1 – Forward For Preparing Draft Chargesheet/Upload Draft

Chargesheet

From following screen checker can forward the case for preparation of draft chargesheet to the respective

field office, moreover if checker has the draft chargeseet than he/she can upload the draft charge also.

Step 2 – Upload & Forward Draft Chargesheet / Forward For Final

Approval

From following screen the checker of respective field office can upload the draft chargesheet and forward to

the higher authority, Moreover if the draft chargesheet reaches to the concerned authority (i.e.Head Office)

then the checker of concerned authority (i.e.Head Office) can forward for final approval.

Step 3 – Pending For Updation of Approved Chargesheet

Here checker can update the approved chargesheet details and then details will be forwarded to the

employee for the reply.

Step 4 – Reply of Minor Case [On Behalf Of Employee]

Reply of Minor case on behalf of employee can be submitted by two following

methods :-

Method 1 :- From Intra Haryana by the employee

Login into Intra Haryana >> Go to Disciplinary Cases >> Employee Reply

Method 2 :- From checker user on behalf of the employee

Checker can reply on behalf of employee from following screen.

Step 5 – Pending to take Final Decision of Minor Cases at HOD/CCA

After getting reply from the employee the concerned authority has to take decision from the following two

options.

Section 4

(Major Disciplinary Proceeding)

Step 1 – Forward For Preparing Draft Chargesheet/Upload Draft

Chargesheet

From following screen checker can forward the case for preparation of draft chargesheet to the respective field

office, moreover if checker has the draft chargeseet than he/she can upload the draft charge also.

Step 2 – Upload & Forward Draft Chargesheet / Forward For Final

Approval

From following screen the checker of respective field office can upload the draft chargesheet and forward to

the higher authority, Moreover if the draft chargesheet reaches to the concerned authority (i.e.Head Office)

then the checker of concerned authority (i.e.Head Office) can forward for final approval.

Step 3 – Pending For Updation of Approved Chargesheet

Here checker can update the approved chargesheet details and then details will be forwarded to the

employee for the reply.

Step 4 – Reply of Major Case [On Behalf Of Employee]

Reply of Major case on behalf of employee can be submitted by two following

methods :-

Method 1 :- From Intra Haryana by the employee

Login into Intra Haryana >> Go to Disciplinary Cases >> Employee Reply

Method 2 :- From checker user on behalf of the employee

Checker can reply on behalf of employee from following screen.

Step 5 – Pending to take Final Decision of Major Cases at HOD/CCA

After getting reply from the employee the concerned authority has to take decision from the following three

options.

If decision is “Conduct Inquiry”, then an Inquiry Officer will be appointed.

Step 6 – Submission of Inquiry Officer Report [On Behalf of Inquiry

Officer]

Checker can submit the inquiry report on the behalf of the inquiry officer (if required) from the below

screen:-

The report submitted by the inquiry officer will be served to charged officer for his/her reply.

Step 7 – Pending at Employee for Reply of Inquiry Report

Reply of Inquiry Report by checker on behalf of charged officer can be submitted

by two following methods :-

Method 1 :- From Intra Haryana by the employee

Login into Intra Haryana >> Go to Disciplinary Cases >> Employee Reply

Method 2 :- From HRMS checker user on behalf of the charged officer

Checker can reply on behalf of charged officer from the following screen.

Step 8 – Pending at HOD or CCA to Take Decision After Submission

of Report By Inquiry Officer

After taking the reply from the charged officer, the HOD/CCA has to take decision from the following

actions:-

Step 9 – Pending at Consultation With HSSC or HPSC (if any)

Consultation with HSSC or HPSC will be updated from the following:-

Step 10 – Pending at Personal Hearing of Delinquent Employee

Personal Hearing of Delinquent Employee will be updated from the following:-

Step 11 – Pending at HOD or CCA to Take Decision After Personal

Hearing

Final decision will be taken by HOD/CCA after consultation with HSSC/HPSC or personal hearing of the

charged officer from the following screens.
